“Good Morning, Mr. Chair, distinguished colleagues in the Commission on Appointments.
I rise today to express my full and unequivocal support for the confirmation of the ad interim appointments of our officers of the Department of National Defense (DND).
Today, we consider men and women whose careers have been defined by discipline, sacrifice, and an unwavering commitment to our country. Their records reflect not only professional excellence, but also the courage and integrity required of those entrusted with safeguarding our sovereignty and securing our people. The officers before us have demonstrated these qualities throughout their years of service.
Their confirmation will ensure continuity in leadership and reinforce the institutional strength of our defense establishment. More importantly, it affirms our collective trust in those who stand at the frontlines of protecting our democracy.
To all the appointees - and to your families who share in the sacrifices of military service, we recognize your dedication and thank you for your steadfast commitment to the Filipino people.

“Mr. Chair, distinguished colleagues:
I rise to express my strong support for the confirmation of the ad interim appointments of four distinguished officials of the Department of Foreign Affairs.
Diplomacy is often quiet work, but it is no less critical to the strength and security of our nation. The officials
before us carry the responsibility of advancing Philippine interests abroad, protecting our citizens overseas, and ensuring that our voice is heard with clarity and credibility in the community of nations.
Among those nominated is Raphael Lotilla, whose long record of public service—including his leadership in the energy sector and his deep experience in governance and policy—reflects the caliber of professionalism and dedication that our diplomatic corps requires.
Together with the other appointees before this Commission, he joins a group of public servants whose experience, integrity, and commitment to national interest will strengthen the work of the Department of Foreign Affairs in an increasingly complex global environment.
Their confirmation affirms our confidence in their ability to represent the Philippines with competence, wisdom, and honor.

I rise to express my full and unequivocal support for the confirmation of the ad interim appointments of seventy distinguished officials of the Department of National Defense and the Armed Forces of the Philippines.
The officers before us represent decades of disciplined service,operational excellence, and steadfast loyalty to the Republic. Throughout their careers, they have demonstrated the leadership, integrity, and courage required of those entrusted with defending our nation and protecting the Filipino people.
At a time when our security environment continues to evolve, it is imperative that our defense institutions are led by capable and proven professionals. The confirmation of these seventy officers strengthens the leadership of the DND and the AFP and ensures the continuity and stability of our national defense establishment.

“Mr. Chair, distinguished colleagues:
It is my honor to express my strong and sincere support for the confirmation of the ad interim appointments and consent to the nominations of our officials from the Department of National Defense and the Armed Forces of the Philippines.
Behind every rank and every appointment is a life devoted to service. The officers before us did not arrive at this moment by chance. They earned it through years—often decades—of discipline, sacrifice, and
leadership in the field. Many of them have served in places where the risks
are real and the stakes are high, carrying the responsibility of protecting our people and preserving the peace of our Republic.
Their careers and families reflect the very values we expect from those entrusted with our national defense—integrity, professionalism, courage, and an unwavering sense of duty. But beyond their records and decorations, they are also sons and daughters, husbands and wives, parents and mentors who have chosen a life of service over comfort. Alam kong hindi madali ang patuloy ninyong pagseserbisyo sa ating bansa.
As representatives of the Filipino people, it is our duty to recognize and affirm that service. By confirming these appointments, we strengthen not only the leadership of the Department of National Defense and the Armed Forces of the Philippines, but also the institutions that safeguard our sovereignty and our democracy.
To our appointees, and to the families who stand behind them and share in the sacrifices of military service, we thank you and congratulations on this very significant milestone. May you continue to serve the country with utmost skill and perseverance.
