Seconding speech for MYLENE J. GARCIA-ALBANO for the consent of her appointment as Ambassador Extraordinary and Plenipotentiary to Japan, with the salary and emoluments of a Chief of Mission, Class I
Plenary Session No. 6, First Regular Session
Mr. Chair, distinguished Members of the Commission on Appointments.
Atty. Mylene Garcia-Albano comes from a Davao City family with deep roots in public service. Her great grandfather, Tomas Monteverde, migrated to Davao late in the Spanish era and became Davao Municipal Gobernadorcillo during the Spanish times, and Davao Municipal President during the early American era, Her grandfather, Leon Garcia, migrated to Davao as a young lawyer, attracted by the growing agricultural interests of Japanese abaca planters. After the 2nd World War, Leon Garcia became Davao City Mayor from 1946 to 1948. It may not be widely known anymore today that Davao Municipality, which was populated by less than 10,000 people at the start of the American era in 1899, became a booming abaca town for four (4) decades, much to the credit of Japanese investor-farmers, who made Davao a little Japanese town, then called Davao-Kuo. At one point, just before the advent of the war, 26,000 Japanese resided in Davao City. Thus, it may be said that the roots of Davao City as a boom town were planted by the Japanese, and after they left, pioneering migrants from Luzon and the Visayas transferred to Davao to make use of the rich, fertile land that was first tilled and made productive by the Japanese.
Atty. Mylene’s father, the late lawyer, Manuel Monteverde Garcia, was a top-notch, respected national legislator, having sat as an Interim Batasang Pambansa Assemblyman, a Member of the Parliament at the Regular Batasang Pambansa, and a three-termer member of Congress from 1992 to 2001. Manuel or Nonoy, was the Minority Floor Leader of the Commission on Appointments during his last term from 1998 to 2001.
After a stellar stint at the Ateneo College of Law, where Atty. Mylene became the first-ever Lady-President of the school’s student council, and a second honor graduate, she finished third place in the 1990 bar examinations. She could have pursued a lucrative career as a private law practitioner, but she chose to eventually go into public service, working her way up from being an Executive Assistant at the Department of Trade and Industry, to Legal Assistant at the Office of the Presidential Legal Counsel under Atty. Renato L. Cayetano; to Assistant Secretary for Local Government Affairs and, subsequently, for Legal Affairs at the Department of Environment and Natural Resources; then she became the Chief of Staff of Senate Majority Floor Leader, Sen. Mar Roxas.
She was then elected to Congress representing the 2nd District of Davao City for three (3) successive terms, the 15th, 16th and 17th Congresses, and in her last term she was elected as Deputy Speaker from 2016 to 2019. In Congress, this representation had the opportunity to interact with her on several occasions on policy issues and legislative concerns and when I was a member of the Commission on Appointments during my last term from 2004 to 2007, whenever we had Committee meetings and Plenary sessions here at the Senate, she is very cordial, intelligent, refined and respectable person in our conversations here in the halls of the Senate and even in Congress, where she was then a colleague of my father, the late Congressman Pedro Palarca Romualdo, during the 15th Congress.
Davao City, the third biggest trade center in our country, had its beginnings as a boom town from the hard work of Japanese farmers a century ago. It is with a deep sense of pride for us to have the first woman ambassador of the Philippines to Japan in the person of Honorable Mylene Garcia-Albano who hails from Davao City. She understands the high esteem and deep value of the Japanese government and its people to the Philippines. She respected the contributions of the innovative Japanese people that turned Davao into a boom municipality then, and how Davao has evolved now with a very rich culture and heritage.
It is, therefore, my honor to strongly recommend our unqualified support and second to the nomination of Atty. Mylene Garcia-Albano to become our next Ambassador to Japan.

“Good afternoon, Mr. Chair.
I rise today in support of the confirmation of the ad interim appointment of Sec. Ma. Antonia J. Yulo-Loyzaga as Secretary of the Department of Environment and Natural Resources.
Looking at Secretary Loyzaga’s submissions to this Commission, it is immediately apparent that she possesses three (3) very distinct capabilities that make her ideal for the position of Secretary of the Department of Environment and Natural Resources.
First, Secretary Loyzaga is a Scientist. She is an expert in issues relating to disaster resilience and mitigation, and climate change. She has co-authored various scholarly works on these, and other related topics. Very few Filipinos can claim to match Secretary Loyzaga’s expertise in these fields.
Second, Secretary Loyzaga is a business person. Prior to her appointment, Secretary Loyzaga held key positions in various private corporations. Secretary Loyzaga has experience in the banking industry. Secretary Loyzaga will be able to balance the needs of the business sector with the government’s duty to protect the environment for the benefit of our people.
Third, Secretary Loyzaga is an administrator. Not only has Secretary Loyzaga managed private businesses in the past, she also served as Executive Director of the Manila Observatory, a scientific institution of the Ateneo De Manila University for nine (9) years. These administrative skills are essential in leading the DENR and the various bureaus and offices under it.
Secretary Loyzaga’s credentials are impeccable. She possesses a blend of capabilities that make a perfect choice for the position of Secretary of Environment and Natural Resources.
Conversing with Secretary Loyzaga for only a few minutes will reveal her personal traits that shows the wisdom of the President in appointing her as Secretary of the DENR. Secretary Loyzaga is eloquent, yet soft-spoken. Secretary Loyzaga is an expert in her field, yet she values the views of others. Although Secretary Loyzaga is willing to strike a balance between opposing views and interests, she is capable of standing firm of her convictions.
The President could not have made a better choice in his appointment of Secretary Loyzaga to the helm of the DENR.
Mr. Chair, my dear colleagues, it is my Honor, and my pleasure, to recommend the confirmation of the ad interim appointment of Secretary Ma. Antonia J. Yulo-Loyzaga as the Secretary of the Department of Environment and Natural Resources.

I commend her credible leadership in the various offices that she supervised, first in the Office of former Senate President Edgardo J. Angara, in the Office of Senator Loren B. Legarda, and in the Offices of Secretary turned BSP Governor Benjamin E. Diokno.

This representation, as Chairperson of the Committee on National Defense, presided over a public hearing this morning to deliberate on the ad interim appointment of the current Chief of Staff of the Armed Forces of the Philippines, Romeo S. Brawner Jr., to the rank of General, and on the ad interim appointments and nomination of the other twenty-nine (29) Generals/Flag Officers and Senior Officers of the Armed Forces of the Philippines.
Your Committee, Mr. Chair, Your Honor, after deliberating on their qualifications and fitness during the public hearing, determined that they are all fit and qualified to be promoted to the ranks where they are appointed and nominated to and, therefore, ruled to recommend to the plenary for the Commission to confirm their ad interim appointments and to give its consent to the nomination.

To the rank of General
It is my honor, Mr. Chair, and privilege to recommend the confirmation of the ad interim appointment of Romeo S. Brawner Jr., to the rank of General.
General Brawner is a proud descendant of a longline of military men and is committed to continuing the legacy of service and sacrifice of his ancestors.
He is a strong and decisive servant leader known for his professionalism, dedication and commitment to the defense of the Philippines. He took the helm of the Armed Forces of the Philippines as its Chief of Staff on July 1, 2023, after serving as the 65th Commanding General of the Philippine Army on December 10, 2021.
He is a proud member of the Philippine Military Academy, the “Makatao” Class of 1989 and graduated Salutatorian.
He exemplified the highest levels of excellence in his military schoolings, graduating number one in the Special Forces Operation Course, Intelligence Officer Course, and the AFP Comptrollership Course. In addition, he obtained three (3) Master’s degrees – Master’s in Information Management from the Ateneo de Manila, Graduate School of Business; Master’s in Business Administration from the Asian Institute of Technology in Thailand; and from the European School of Management, Oxford, United Kingdom; and Master’s in Strategic Studies from the United States Army War College.
And in March 2023, General Brawner was inducted into the US Army War College International Fellows Hall of Fame in 2022.
He also demonstrated the finest ideals of servant leadership in his previous designations, as Brigade Commander of the 103rd Infantry Brigade during the aftermath of the Marawi Siege in 2017 and as Commandant of the Cadets in the Philippine Military Academy, wherein he played important roles in eradicating hazing and maltreatment in the Cadet Corps.
Later, he served as the first Deputy Chief of Staff for Financial Management or J10 of the Armed Forces of the Philippines and served as Commander of the 4th Infantry Diamond Division.
In 2013, he was an awardee of the Metrobank Foundation and Rotary Club of Makati – “The Outstanding Philippine Soldier” or “TOPS”. General Brawner is a recipient of the “Philippine Legion of Honor”, the “Silver Cross Medal”, the “Gold Cross Medal”, and the “Bronze Cross Medal”, as well as the “Lapu-Lapu Award” by former Pres. Rodrigo Roa Duterte.
In 2022, he was conferred by His Majesty the King of Malaysia the Honorary Award of the Malaysian Armed Forces Order of Valor, the “Gallant Commander of the Malaysian Armed Forces – First Degree”, in recognition of his untiring dedication to fostering bilateral relations between the Philippine Army and the Malaysian Armed Forces and the “Legion of Merit” by the United States of America the following year.
Mr. Chair, Your Honor, it is my honor and privilege to recommend the confirmation of the ad interim appointment of Romeo S. Brawner Jr., to the rank of General, Armed Forces of the Philippines.

Mr. Chair, distinguished Members of the Commission on Appointments, good afternoon.
This representation, as Chairperson of the Committee on National Defense, presided over a public hearing this morning to deliberate on the ad interim appointment of Mr. Gilberto Cojuangco Teodoro Jr. as Secretary of the Department of National Defense.
Your Committee, Mr. Chair, Your Honors, after deliberating on his qualifications and fitness during the public hearing, determined that he is fit and qualified for the position and, therefore, ruled to recommend to the Plenary for the Commission to confirm the ad interim appointment of Mr. Gilberto Cojuangco Teodoro Jr. as Secretary of the Department of National Defense.
He is the principal Assistant and Advisor of the President on defense matters and exercises overall authority, direction, and control over the DND Offices and its Bureaus.
His top priority programs are the sustainability of the Military Personnel Pension, a direct Presidential directive, reorganization of DND, and re-horizoning the modernization funding.
On military personnel pension reform, he is proposing the full indexation and transitioned contributions scheme as fitting recognition of military services to the country. Recognizing that the AFP is substantially distinct from other uniformed personnel, he proposes an AFP Special Retirement Trust Fund to ensure non-interference and fund administrators of the pension system proposed. And when pension contributions are mandated, this should not be financially burdensome on our Filipino soldiers.
On DND reorganizations, Mr. Chair, Your Honors, developing expertise in program management, analytics, prediction, other capabilities, contracting, international relations and to build up the career track of DND employees are the focus. Capacitating the Department through reorganization efforts will ensure the country’s advancement of prompt and fitting defense policies.
On re-horizoning the modernization funding, this will ensure protection of our sovereignty, sovereign rights, and jurisdiction to ensure unmolested, unharassed and full utilization of the 200 nautical miles exclusive economic zone. Rapid escalation of incursions in our territorial waters and exclusive exploitation rights, necessitate that we give our military assets and equipment able and capable of deterring and asserting our rights primarily achieved through prompt modernization funding.
Atty. Teodoro first served as the Secretary of National Defense from 2007 to 2009 where he pushed for key initiatives in security sector reform and the institutionalization of reforms, a fitting strategy to ensure the take-off of defense capability programs. He was the youngest and the second civilian to hold the post generally held by retired military officers, chosen from among notable retired military and police generals. Priority agendas promptly implemented that largely figured out the Defence System of Management which provided decision-makers with relevant and accurate information increasing efficiency and transparency.
Secretary Teodoro also assisted in the resolution of several internal security threats while assisting on structural and procedural changes to ensure observance of human rights. Intensified campaigns ensured that AFP and DND personnel are continually updated and oriented on human rights. Legal offensives were equally strengthened. The honorable Secretary also pursued the strengthening of bilateral and multilateral security and defense cooperation with both regional and extra-regional states to further peace and combat non-traditional security threats. Furthermore, he actively pursued the integration of various international protocols on disaster risk management, assisted in capacity building of sectors, and coordination of response and rehabilitation efforts – all supporting contributions to the nation building efforts of the government. To ensure prompt agency response to requests and complaints, as a transparency and accountability measure, the DND Public Assistance Desk was activated resulting in the fast-tracking of services to the public.
Prior to joining the DND, Secretary Teodoro served as Member of the Philippine House of Representatives from 1998 to 2007. As a Congressman, he authored and supported bills ranging from governance to economic development and civil rights protection. His prominent leadership and reputation as an effective legislator is evidenced by key bills filed that genuinely benefited his constituents and the country at large. He principally authored the Securities Code of 2000 shifting the Philippine Securities Regulation System from a merit regulation system to a full disclosure system. He was a Member of the Legislative Executive Development Advisory Council and was the head of a sizable bloc of the Nationalist People’s Coalition Representatives and had stints as the Assistant Majority Leader and Deputy Minority Leader.
His reputable stint in the government service as a respectable, trusted, and professional public servant is equally upheld in his private designations in various capacities. Known for his intellectual honesty, his ethical convictions continue to drive his aspirations to contribute to government initiatives through his varied experiences and expertise honed through years of distinguished service reputation in both the private and public capacities held.
Secretary Teodoro was a former Youth Representative to the various regional, provincial, and municipal bodies. He served as a Member of the Provincial Board of Tarlac, Kabataang Barangay or KB Chairperson in Region III from 1980 to 1985. As Chair of KB in the region, he motivated the youths in his constituency to improve their political and civic consciousness.
Atty. Teodoro has an impressive educational background, graduating from prestigious local and foreign academic institutions. He attended De La Salle University, graduating with a bachelor’s degree in Commerce major in Management of Financial Institutions. He attended the University of the Philippines, College of Law, graduating third in his class with a Bachelor’s Degree in Law and the Dean’s Medal for Academic Excellence Award. He placed first in the 1989 Philippine Bar Examinations. He has a Master’s Degree In Law from Harvard Law School in Cambridge, Massachusetts, USA. He was admitted to the State Bar of New York. He completed the Command and Staff Course of the Philippine Air Force and the AFP Joint and Combined Staff Officer Course and won the Leadership Award in both courses.
Atty. Teodoro is also a recipient of numerous awards, honors, and decorations from civilian, military, and educational institutions. He was awarded the Philippine Legion of Honor with the rank of Grand Commander, the first to be awarded of such a rank.
He is married to Monica Lopez
Prieto, the Philippine Special Envoy to
UNICEF and a former Member of the 14th Congress of the Philippines and is a father to Jaime Gilberto Prieto Teodoro.

Mr. Chair, Honorable Members of the Commission on Appointments, good afternoon.
I am both honored and privileged to present the ad interim appointments of twenty-two (22) Generals/Flag Officers and a Senior Officer of the Armed Forces of the Philippines, who were also considered during this morning’s public hearing of the Committee on National Defense.
Mr. Chair, I would like to take this opportunity to acknowledge and commend the significant contributions of the brave men and women of the Armed Forces of the Philippines in providing humanitarian aids and disaster reliefs. Their efforts have greatly supported the national government initiatives to assist the local government units and their communities affected by the recent series of typhoons that caused extensive devastation across numerous provinces in Luzon.
We extend our sincere thanks to the Armed Forces of the Armed Forces of the Philippines and to the Department of National Defense for their utmost selfless dedication and deep service to the country and for their prompt action in implementing preemptive evacuation of identified potential high risk communities. Assisting in relief and recovery operations and prevention of looting and other criminal activities. Their presence is a reassurance to many affected communities, their help is at hand. And that the government is doing its best to address their needs.

Mr. Chairman, my dear colleagues, ladies and gentlemen, it is my privilege and personal honor to manifest my strong support to the confirmation of MR.VIVENCIO "VINCE" BRINGAS DIZON II, as Secretary of the Department of Transportation.
His work ethic is beyond reproach, his invaluable contribution to the Philippine government especially during the height of the Covid pandemic speaks volumes of how this person always raised the bar of genuine public service and empathy towards his fellowmen. We also saw how he was very instrumental in transforming Clark and how Clark International Airport has been a benchmark for its structural design and how it is now serving different airlines and various types of travelers.
I am expressing my unwavering belief and confidence that he will navigate and transform DOTr into a very dynamic and responsive government agency that will be able to address the needs of the various sectors under its mandate. We understand the challenges that you will be facing and that it will not be solved overnight. However, we know that you will not rest until you achieve your goals. So in the next few months we will see the big steps that DOTr will be undertaking and how it will translate into an effective and efficient Agency.

“Mr. Chair, Your Honors, esteemed members of the Armed Forces of the Philippines, distinguished guests, and fellow citizens, good afternoon.
Your Committee on National Defense, under my Chairmanship, held a public hearing this morning to consider the eighty-six (86) ad interim appointments of Generals/Flag Officers and Senior Officers of the Armed Forces of the Philippines.
Today, I stand before you with gratitude and profound respect. It is both an honor and a privilege to express my heartfelt thanks to the men and women of the AFP for your unwavering dedication, courage, and commitment to our nation.
Mr. Chair, these officers embody the spirit of courage, dedication, and service. These individuals not only protect the nation but also inspire hope and strength in the hearts of countless citizens. The AFP plays a vital role in maintaining peace and order. Their dedication ensures that citizens can live without fear of external threats. During natural disasters, these officers are often the first responders, providing assistance and relief to affected communities. Their extensive training and utmost discipline allow them to act swiftly and effectively, saving lives and rebuilding hope. Moreover, these officers serve as good role models for the youth with their sense of patriotism, culture, and national identity. Their commitment to duty and honor teaches young people the values of discipline, respect, and responsibility.

Mr. Chair, as we end our sworn duty here at the Commission on Appointments for the 19th Congress and journey onwards, please indulge me to express my sincerest thanks to the CA family led by Secretary Atty. Myra Marie D. Villarica, the Armed Forces of the Philippines Office of Legislative Affairs through Gen. Acmad Omar Jr., my Congress and CA staff and most especially to the Honorable Members of this Commission from the Senate and the House of Representatives with our Vice Chair Rep. Ramon Guico and our Chairperson of this Commission Sen. Francis “Chiz” G. Escudero and former Chairperson Sen. Juan Miguel “Migz” F. Zubiri, for your strong support to the Armed Forces of the Philippines and the Committee on National Defense.
