I respectfully rise to second the confirmation of the appointment of an accomplished leader and former colleague in the 18th and 19th Congress, Secretary Sharon Garin, as Secretary of the Department of Energy.
With her years of dedicated public service and extensive experience in energy policy, her leadership is crucial in guiding our energy sector forward. I am confident she will effectively address the challenges in the energy sector and deliver reliable service to the people.

I extend my highest salute to the officers of the Department of National Defense who are with us today. With this salute comes my privilege to rise and second the confirmation of the thirty-nine (39) General/Flag Officers and Senior Officers whose appointments are now before this Commission.
To carry out its mission, the Department of National Defense under the leadership of Sec. Gibo Teodoro depends on leaders of proven competence and integrity whose service strengthens the Armed Forces in meeting challenges and protecting the Filipino people. Having reviewed their qualifications and service records, I am confident that their skills, integrity, and dedication will further enhance our military's strength, safeguard national security, and elevate the Armed Forces' capability to defend the country against all threats.

It is my privilege to rise in full support of the nominations and ad interim appointments of Ms. Noralyn J. Baja, Ms. Charmaine Rowena C. Aviquivil, and Ms. Myla Grace Ragenia C. Macahilig as Ambassadors to the Sultanate of Oman, the Arab Republic of Egypt, and the Republic of South Africa, respectively, and of Mr. Miguel Carlo N. Hornilla and Mr. Paolo Marco R. Mapula as Foreign Service Officers, all of whom exemplify the excellence, professionalism, and dedication that define the Philippine Foreign Service.
Throughout their distinguished careers, they have strengthened diplomatic relations, advanced trade and cooperation, and championed the welfare of Filipinos overseas. Their collective experience, integrity, and leadership uphold the highest standards of competence and service expected of our foreign service corps.

With over 45 years of service in the judiciary, Justice Mendoza has earned a reputation for integrity, competence, and dedication to the rule of law. Now on his third stint as a JBC member, he is known as a formidable questioner who probes deeply into constitutional doctrines and landmark rulings, upholding the highest standards of judicial excellence. He also champions digitalization and efficiency reforms to make the JBC's selection process more transparent and accessible.
With his experience, intellect, and commitment to justice, I am confident that Justice Mendoza will undoubtedly continue to strengthen the integrity of the Judicial and Bar Council.
