Seconding speech for KARLO ALEXEI BENDIGO NOGRALES, for the confirmation of his ad interim appointment as Chairperson, Civil Service Commission (CSC), for a term expiring on 02 February 2029, Vice Alicia Dela Rosa-Bala
Plenary Session No. 3, First Regular Session
Mr. Chair, I take honor and pride to have known the nominee as he was my colleague in the 17th Congress and more than that, Mr. Chair, he is a good family friend.
Chairman Karlo is no stranger to public service. In our tripartite system of government, Chairman Karlo is one who has faithfully been part and parcel of each of its branches.
In the legislative branch, he was one of the most active members of the House of Representatives championing measures that serve to improve the lives of the Filipino people. Among others, he manned competently the Chairmanship of the Committee on Labor and Employment in the 16th Congress advocating the interests of our labor force. Later, in the 17th Congress, he served as the steward of the powerful Committee on Appropriations and ensured that the government funds would reach those who need it the most.
It was in his chairmanship where the Free Higher Education Law received its 40 billion pesos appropriations; where the Philhealth Universal Coverage and Supplemental Benefits was given 3.5 billion pesos; and, where the Armed and Uniformed Personnel received their increase in salaries.
As a member of the Executive branch, he was most proficient in ensuring the close coordination among different government agencies. He served as one of the prominent faces in our government’s anti-COVID response when he served as Co-Chairperson of the Inter-Agency Task Force on Emerging Infectious Disease (IATF) that was tasked to formulate policy and plans of our government’s anti-COVID campaign. In the trying times where pandemic ravaged the Philippines, it was the refreshing remarks and updates given by Chairman Karlo as Acting Presidential Spokesperson which gave the Filipino public solace in our winning battle against the virus.
And in the Judicial branch, Chairman Karlo is a lawyer by vocation and thus an officer of the court. Indeed, a public servant who has served his tour of duty in all our government branches.
Earlier this year, Chairperson Karlo was given an ad interim appointment by then President Duterte. However, it was bypassed in the 18th Congress when Congress adjourned its session sine die. Nevertheless, though with a short stint, he is credited to have led the 128 Collective Negotiations agreements to advance employees empowerment initiatives; issued crucial advisories in the Bayanihan Bakunahan to support the government response in addressing the health crisis, among others.
The Civil Service Commission, as the central personnel agency of the Government, is required by the Constitution to establish a career service and adopt measures that promote morale, efficiency, integrity, responsiveness, progressiveness, and courtesy in the civil service.
I am confident, Mr. Chair, that Chairman Karlo Nograles is the perfect person who can fulfill such a mandate and authority. Therefore, Mr. Chair, I have the honor to second the motion for the confirmation of the ad interim appointment of Karlo Nograles as Chairman of the Civil Service Commission.
I so move, Mr. Chair.

Seconding speech for JESUS CRISPIN CATIBAYAN REMULLA for the confirmation of his ad interim appointment as Secretary, Department of Justice
Plenary Session No. 4, First Regular Session
Mr. Chair, before us today is Sec. Boying Remulla who leads the Department of Justice. With the long and eminent experience in his service from all three (3) branches of our tripartite government, his lead in the Department of Justice is a sure success.
The Department of Justice is the government agency tasked in upholding the rule of law in the Philippines. It is the agency that serves as the government’s legal counsel and prosecutorial arm.
A lawyer, by profession, and thus an officer of the court, he has used his legal acumen in advancing the people’s interests in his long stint as a public servant.
As a legislator, Secretary Boying was a colleague in the 18th Congress and was among the key champions in the enactment of measures both meaningful and crucial to the Filipinos. He served as House Senior Deputy Majority Leader guiding the chamber of congressmen in the legislative policy pursued by the Duterte Administration. Before that, he was a Deputy Speaker of the 15th Congress.
Secretary Boying is no stranger in the realm of the Executive Branch. He was Director of the Presidential Management Staff in 1998 to 2001. Moreover, in no less than the great Province of Cavite, the same province was in most competent hands under his stewardship as its governor.
Bridging the gap between the masses and the understanding of public policy, Secretary Boying hosted the radio show Karambola in DWIZ 882 AM from 2005 to 2014 and later Executive Session in DZRH 666 AM from 2014. Both these radio shows were political commentary programs whose aim is to contribute informed public discussions, and create a greater understanding of politics, government, and public policies as well as being a venue for public service.
It is, but incumbent for this august Chamber to confirm the appointment of Secretary Boying, a friend, a colleague, and an adept Justice Secretary. Therefore, Mr. Chair, I have the honor and privilege to second the motion for the confirmation of the ad interim appointment of Secretary Jesus Crispin Remulla.
I so move, Mr. Chair.

Seconding speech for BENJAMIN DE CASTRO ABALOS JR. for the confirmation of his ad interim appointment as Secretary, Department of the Interior and Local Government
Plenary Session No. 4, First Regular Session
Mr. Chair, the Department of the Interior and Local Government is the department in the Executive Branch tasked in promoting peace and order, ensuring public safety and strengthening local government capability aimed towards the effective delivery of basic services to the citizenry. It is the department which holds the power to carry out general supervision over our local governments, to which the Constitution ensures autonomy.
Head of this department should be a public servant who is adept and experienced as a manager, but should be one who has common touch as a local chief executive of a local government unit.
Today, before the Commission on Appointments, is Secretary Benjamin Abalos, Jr., fondly known to the public as Secretary Benhur, who stands as an epitome of such a public servant. One who is no stranger to the functions and authority of local governments. Secretary Benhur had been local chief executive as Mayor of Mandaluyong for five (5) terms. It was during his term as Mayor when Mandaluyong City was tagged as the “New Tiger City of Metro Manila” and “Second Most Vibrant City Economy in the Country”.
As a legislator, he was both a member of the Local Legislative Council of Mandaluyong and the National Legislature as Representative of the Lone District of Mandaluyong, championing measures that are meaningful for his constituency.
Secretary Benhur is also a member of the academe enriching the young minds as a lecturer in no less than the University of the Philippines’ National College of Public Administration. He was also an active lecturer in both the prestigious Development Academy of the Philippines and the Local Government Academy.
With the unfortunate passing of MMDA Chairman Danny Lim from Covid-19, it was Secretary Benhur who took the reins of the office. It was he who was heavily visible to the public as MMDA Chairperson and frequently conducted press conferences on the decisions and policies of the MMDA.
Members of this august Commission, let us choose a Department Secretary who is both adept in leading local government, as well as in the national government.
One who could strike a balance in ensuring the constitutionally-mandated autonomy of the local government units is maintained and holding that the Executive effectively carry out general supervision over these Local Government Units that all laws pertaining to them be faithfully executed.
Let us confirm a DILG Secretary who shall champion the noble mandate imposed by the Constitution.
Therefore, Mr. Chair, I have the honor and privilege to second the motion for the confirmation of the ad interim appointment of Sec. Benjamin Abalos, Jr.
I so move, Mr. Chair.

Seconding speech for BIENVENIDO ESTUDILLO LAGUESMA for the confirmation of his ad interim appointment as Secretary, Department of Labor and Employment
Plenary Session No. 5, First Regular Session
Mr. Chair, no less than the Constitution provides that the State affords full protection to labor, local and overseas, organized and unorganized, and promote full employment and equality of employment opportunities for all. It is also the same fundamental law which affirms labor as a primary social economic force protecting the rights of workers and promoting their welfare.
The Department of Labor and Employment is the agency mandated to formulate policies, implement programs and services, and serve as the policy-coordinating arm of the Executive Branch in the field of labor and employment. It is DOLE that is tasked with the reinforcement of the provisions of the Labor Code, as amended.
At the helm of this Department should be a public servant whose heart beats with the worker’s cardinal rights assuring and guaranteeing that the rights to: 1) self organization; 2) collective bargaining and negotiations; 3) peaceful concerted activities; 4) security of tenure; 5) humane working conditions; 6) living wages; and 7) participation in policy and decision making on their rights and benefits should be protected. That his every heartbeat ensures that once there is doubt in the interests between management and labor, balance is to be tilted in favor of the latter.
Sec. Benny Laguesma has served this nation and the labor sector both as a seasoned lawyer and a champion of labor rights. He was once on this very chamber of the Commission on Appointments when he was confirmed as Secretary of Labor and Employment during his stint from 1998 to 2001. A post he competently and diligently served.
Moreover, as early as 1976 to 1979, he served as a Mediator - Arbiter of the Department which he now serves as Secretary. In the subsequent year, he served as Labor Arbiter of the National Labor Relations Commission. Later as Assistant Regional Director in 1981 to 1982 in DOLE Regional Office III and later as Regional Director in 1982 to 1986 in the same DOLE Regional Office. In 1990 to 1996, he was Undersecretary of the Labor Department.
Sec. Benny Laguesma is also a career executive service officer holding the CESO level of CESO I.
It is said that Secretary Benny was hesitant when he was offered to lead the DOLE, considering his age as the reason. However, when the present government laid out its vision in improving the lives of the Filipino workers, it came upon Secretary Benny to answer the clarion call. That the lofty duty is priority above all as one's service to his nation and the labor sector.
Therefore, Mr. Chair, I have the honor and privilege to second the motion for the confirmation of Sec. Bienvenido Laguesma as Secretary of the Department of Labor and Employment.

Seconding speech for MYLENE J. GARCIA-ALBANO for the consent of her appointment as Ambassador Extraordinary and Plenipotentiary to Japan, with the salary and emoluments of a Chief of Mission, Class I
Plenary Session No. 6, First Regular Session
Mr. Chair, the Honorable Mylene Garcia-Albano is a product of two (2) families with strong roots to the legal profession. Her maternal great-grandfather, a Batangueño, Former Supreme Court Justice Mariano H. de Joya, was a government pensionado who graduated from Indiana University and Yale Law School in the early 1900’s, who became a top legal practitioner before and after the war, and so was her maternal grandfather, Atty. Mariano R. de Joya Jr. Atty. Mylene’s grandfather was a lawyer and former Davao City Mayor Leon Garcia. And her father was a former Congressman, whom we all know as Manuel “Nonoy” Garcia, who was then the Deputy Justice Minister of former Justice Minister Estelito Mendoza in the 1980’s. With his strong legal lineage, a young Mylene was educated at George Washington University in Washington, D.C. for her undergraduate A. B. degree in Political Science, after which she finished her law studies at the Ateneo de Manila with 2nd honors, and was the Student Council President during her senior year. No small feat for this school of blue-blooded, erstwhile male-dominated, future lawyers. Jumping off from law school, she placed third in the 1990 Bar Examinations, which the distinguished senior member of the Senate Minority, Sen. Koko Pimentel, topped.
Not one to rest on her academic laurels and good name, Atty. Mylene Garcia-Albano embarked on creating her own reputation, slowly and patiently, as she practiced law at the distinguished offices of the Ponce Enrile Cayetano Reyes & Manalastas Law Offices and the Villareal Law Office, before deciding to join the government. She climbed the long ladder of government service, in the executive and legislative branches of government, with positions as the Presidential Legal Counsel, Office of then President Fidel Ramos, the DTI, DENR, and the Senate Majority Floor Leader, Sen. Mar Roxas’ Office. Her next position was in Congress, where she served for three (3) terms, where she chaired the Committee on Constitutional Amendments and was the Deputy Speaker during her third term. Through all these positions in government, Atty. Mylene Albano has served well, with utmost tact, intelligence, diplomacy and grace. It might be argued that other than her spouse, my good friend, former Congressman and now Governor Rodito Albano, a former Majority Leader of our august Commission on Appointments, her one ardent supporter who has always believed in her capabilities has been former President Rodrigo Duterte, who worked with the Garcia family of Davao City for the betterment of their city-mates, from Atty. Gacia-Albano’s father, Manuel “Nonoy” Garcia, to our colleague in Congress, Vince Garcia, to Atty. Mylene Albano, as these respected hard-working legislators represented Davao City and its second district through thirteen (13) congressional or parliamentary terms dating back in 1978.
Much as we have seen Atty. Mylene Garcia-Albano performs at the highest level in her different positions in the government, I wholeheartedly believe that she will be a strong representative and conduit of the Filipino people to the Land of the Rising Sun, Japan, one of our most important trading partners.
Mr. Chair, I therefore have the honor and privilege to second the motion for the confirmation of Atty. Mhylene Garcia-Albano as Philippine Ambassador to Japan.
I so move, Mr. Chair.

Mr. Chair, the Department of Agrarian Reform is the government office responsible for the redistribution of agricultural lands in the Philippines. It is tagged as the executive branch duty bound to carry out expropriation of a revolutionary kind. The head of this Department should be a public servant who is adept and experienced in serving the Filipinos.
Today, before us is Secretary Conrado Estrella III, fondly known to peers and colleagues as Secretary Conrad. I cannot imagine anyone else who would be more deserving and fitting to be the head of the Agrarian Reform Department but Secretary Conrad.
One who can boast the record of serving the public for twenty-two (22) years, Secretary Conrad has taken various tours of duty both in the executive branch and the legislative branch competently.
Mr. Chair, I have the honor and privilege to second the confirmation of the ad interim appointment of Sec. Conrad Estrella III.

Seconding speech for AMENAH FLAMINIANO PANGANDAMAN for the confirmation of her ad interim appointment as Secretary, Department of Budget and Management
*(submitted in writing)
Plenary Session No. 8, First Regular Session
“Mr. Chair, long and short manifestation is my strong support for the confirmation of the ad interim appointment of DBM Secretary Amenah Pangandaman.
The Department of Budget and Management is the governmental office responsible for the sound and efficient use of government resources for national development. With its crucial task it is only but right that this department's steward possesses an unblemished and highly competent track record, one epitomized by our very own Secretary Mina Pangandaman.
Her educational record speaks much of her present performance now as an adept public servant. Secretary Mina is a bachelors and masters degree holder in Development Economics in no less than the elite UP School of Economics where she earned the Dean's List honors in both programs.
Upon entering public service, her tour of duty brought her in Congress as its Chief in Technical and Research Service Secretariat from 1999 to 2001. She was Head of the Policy Research Group in the Office of Senator Ed Angara from 2001 to 2007 and later as Chief of Staff for the same senator in 2007 to 2013. She also became Chief of Staff in the office of our colleague Senator Loren Legarda in 2015 to 2016.
It was the same year when she joined the Department of Budget and Management as Assistant Secretary/Chief of Staff under the Office of the then Secretary Ben Diokno which she served from 2016 to 2018. Then as Undersecretary of the DBM from 2018 to 2019. Later, she also joined Secretary Diokno as his Chief of Staff in the Banko Sentral ng Pilipinas where she held various crucial posts in the institution as: Technical Advisor, Managing Director, and later as BSP Assistant Governor.
In her previous stint in the DBM, she was cited for recognition for ably reviewing and finalizing the year-to-year proposed General Appropriations Act, submitted to the Office of the President, the Senate and House of Representatives as the annual National Expenditure Program. She also championed the Green Green Green Program which gave assistance to LGs in the development of public open spaces vis-à-vis the previous administration's Build Build Build Program.
As Assistant Governor of the BSP, it was among her initiatives to bring the central bank closer to the people where programs of financial inclusion and digital transformation were undertaken. She was also active in ensuring the legislative lobby for the measures meaningful and helpful for our financial institutions.
Secretary Mina, upon her assumption, vowed to lay out a responsive budget and management policy that is set to support Philippines' recovery programs hampered by the Covid pandemic. Mr. Chair and Dear Colleagues, this is also the path which we seek our DBM to tread.
A Secretary with a solid track record and a vision at hand.”

Seconding speech for MANUEL MANLIGAS BONOAN for the confirmation of his ad interim appointment as Secretary, Department of Public Works and Highways
Plenary Session No. 9, First Regular Session
The Department of Public Works and Highways is the government’s arm vested with the lofty mandate of carrying out the State’s construction and engineering undertakings. It is the executive office tasked to continuously develop its technology to ensure the safety of all infrastructure facilities and secure all public works and highways with the highest efficiency.
That our biggest and tallest buildings, bridges and edifices stand firm because of the foundation laid by the DPWH; the same Department tasked to do so must also have at its core a strong foundation. The personification of such a strong foundation could be found in the person of Sec. Manuel Bonoan. A public servant dedicated and committed to the vision of the department, in his sleeves he holds a total of forty-four (44) years in government service. Secretary Manny is one who is all too familiar with the work of his office where he rose from the ranks. His stint covers a full government service tour starting as a Civil Engineering Aide in 1966 to Department Senior Undersecretary until his retirement in 2010.
In the scholarly realm, Secretary
Manny is no stranger to publishing his learned treatises in ensuring that not only buildings are enriched but also an institutional memory of experience that can be passed on to the following generation of Filipinos to come. In 1993 he published “Public Works Research and Development in the Philippines”; “Development of an Arterial Road System in the Philippines”; and “Road Safety in the Philippines”. Later in 1994 he also published “Damage of Highways and Effects on Passengers/Goods Flow in Disaster Emergency”; and “Contemporary Problems and Policy-Making Trends on Transportation Infrastructure Improvement in Developing Countries”. All of these are invaluable contributions to the intergenerational marketplace of knowledge.
Since his retirement from government in 2010, Secretary Bonoan has enjoyed a lucrative life in the private sector. However, heeding the clarion call by President Bongbong Marcos to muster in the name of public service, Secretary Manny rises anew as the DPWH’s 40th Secretary.
A true and meaningful demonstration of love to the Filipino people.
Therefore, Mr. Chair, I second the motion for the confirmation of the ad interim appointment of Sec. Manuel Bonoan, as Secretary of the DPWH.

Seconding speech for IVAN JOHN ENRILE UY for the confirmation of his ad interim appointment as Secretary, Department of Information and Communications Technology
*(submitted in writing)
Plenary Session No. 12, First Regular Session
“The Department of Information and Communications Technology (DICT) is among the youngest departments in our Executive Department. DICT is responsible for the planning, development and promotion of the country’s Information and Communications Technology (ICT) agenda in support of national development .
It is tasked of overseeing the novel creation founded in the late 20th century and 21st century where civilization already lives in what is now called the Age of Information. As we navigate through the present age, it is only but reasonable to have a Secretary of the Department who is adept and knowledgeable in both the concepts and practice of its mandate. Such is the case for Secretary Ivan Uy.
A literal officer of the court, Secretary Uy commenced his stint in public office in 1989 as an Attorney to the Judicial and Bar Council, a post he held until 1991. Seconding speech for RENATO UMALI SOLIDUM JR. for the confirmation of his ad interim appointment as Secretary, Department of Science and Technology
*(submitted in writing)
Plenary Session No. 12, First Regular Session
“The Department of Science and Technology is the Executive Department tasked in the coordination of science and technology-related projects in the Philippines and to formulate policies and projects in the fields of science and technology in support of national development.
At its helm should be a man of science; a geologist; a technocrat; an insider whose insights would be invaluable in the pursuit of the Department’s mandate. Perfect for this is Secretary Renato Solidum.
With thirty-eight (38) years in government office, Secretary Solidum started his tour of duty in the public service as a Science Research Specialist in the Philvolcs from 1984 to 1998. He was later on the Chief Science Research Specialist of Philvolcs from 1999 to 2002. And further later, Secretary Solidum became the Director of Philvolcs from 2003 to 2017.
From 2017 to 2019, the good Secretary was Undersecretary for Disaster Risk Reduction and Climate Change of the Department of Science and Technology. He was already the Officer-in-Charge in the Office of the Undersecretary for the Regional Operations of the DOST in 2019. And then the DOST Undersecretary for Scientific and Technical Services.
Secretary Solidum is also part and parcel of the academe, continuously taking part in the exchange of the marketplace of knowledge and enriching the minds of students. He was Researcher and Teaching Assistant in both the University of Illinois and the University of California. He was also an Instructor to the Polytechnic University of the Philippines in 2005, to which he also served as Professorial Chair in 2021. In 2019 he served as Lecturer in the Asian Institute of Management for Disaster Risk and Crisis Management. He also sat as a Lecturer and Senior Fellow in the Philippine Public Safety College from 2020 to 2022. He is a Faculty Adviser to the Middle Managers Class in the Public Management Development Program of the Development Academy of the Philippines.
In the years leading to the present, the involvement of our Secretary in disaster risk reduction and management and in the volcanology expertise has made his name as though synonymous to Phivolcs itself. In the crucial times when the Filipino citizenry is in need of updates in this science bureau, it is Secretary Solidum who delivers.

In Austria, the same will be the case. She will be the face and presence of the Philippine government to our citizens. Amba Luli will most effectively advance the Republic’s interests in her tenure.

Seconding speech for JOSE RIZALINO LARION ACUZAR for the confirmation of his ad interim appointment as Secretary, Department of Human Settlements and Urban Development (DHSUD)
*(submitted in writing)
Plenary Session No. 13, First Regular Session
“The Department of Human Settlements and Urban Development is amongst the youngest executive offices in existence today. Established in 2019, it is the government agency tasked with the management of housing and related developments in the Philippines.
At its helm should be a captain of the industry who has exhibited the most adroit and competent knowhow in this sector. One which perfectly fits the description of the Secretary before this Commission today. A man who founded an empire from the ground up.
Secretary Acuzar is one who is indeed an insider to the industry where prior to his formal employment, he was a cutter-welder and at the same time, completing his vocational course in drafting in the Bataan National School of Arts and Trades. The good Secretary even financed his own studies in college by establishing a small welding business while simultaneously working as a draftsman in 1975 to 1980. And subsequently, he became a small-scale contractor from 1980 to 1986. In those times, he founded the New San Jose Builders Inc., which later became among the most prominent real estate developers in the country.
Secretary Acuzar was the Founder and Chairperson of the New San Jose Builders, Inc. from its inception in 1986 to 2022. He was the Project Manager of the Philippine Arena in 2014. He founded Manuel L. Quezon University in Diliman District, Quezon City in 2014. He also founded the Victoria Skin and Victoria Sports Club in Quezon City in 2018.
It is he who initiated the efforts of the preservation of the Philippine cultural heritage in “Las Casas de Acuzar” in Bagac, Bataan, where old houses were relocated and restored emanating from the different parts of the country. Even garnering the Best Historic Hotel in Asia and the Pacific award in 2021, one which is best coveted by so many hotels in the region.
In a policy standpoint, Secretary Acuzar takes the path of modernity, prioritizing the construction of inter-city housing projects to ensure that informal settlers are not relocated away from their sources of livelihood.
Members of this Commission, I seek to strongly relay my strongest support and second the motion to the confirmation of the ad interim appointment of this good Secretary.”

Plenary Session No. 15, First Regular Session
“I would like to express my strong manifestation of support for the confirmation of the ad interim appointment of Jeffrey Angelo Valdez as Foreign Service Officer Class I. With him, I have full confidence in advancing the interests of the Philippines and in serving the Filipino people as he continues his stint as Consul in the Philippine Permanent Mission to the United Nations in Geneva.
Known to friends as Jeff, he is the personification of a hardworking public school student who completed his high school education from the Philippine Science High School Main Campus and his tertiary education from the University of the Philippines – Los Banos in 2006 through grit, perseverance and devotion. Just recently in 2020, he was among the very few awarded with a scholarship by no less than Princeton University where Jeff finished his Masters in Public Policy.
His tour of duty in the public service is twelve (12) which started after being accepted in the Foreign Service Examination in 2010, together with his wife Luningning Valdez, whose appointment was confirmed last December by the Commission.
In his first assignment abroad, he occupied the position of Third Secretary and Vice Consul then later as Second Secretary and Consul of the Philippine Embassy in the Russian Federation. It was during this assignment in 2017 that this humble Representative had the pleasure of meeting Jeff when the delegation of House Leaders visited Russia. It was Jeff who facilitated our official itinerary and ensured its success.
In Russia, Jeff was instrumental in the discussions between Russia and the Philippines leading to the successful accreditation of the first Philippine exporter of regulated agricultural products. He also facilitated the discussions leading to the establishment of the PH-RU Joint Commission on Trade and Economic Cooperation in 2015 and the formation of the Philippine Trade and Investment Center in Moscow in 2018. When the conflict between Russia and Ukraine exploded in 2022, many of the contingency mechanisms for the evacuation of Filipinos in the conflict area were ones which Jeff helped setup during his stay in Russia.
On his return to the Philippines in 2019, he ably and competently held the position of a Director in the Office of European Affairs. Jeff facilitated the acceptance of the Polish government’s donation of 547,000 doses of AstraZeneca COVID-19 vaccines in 2021 when these much needed vaccines were direly needed for the salvation of many Filipino lives. All these while he was completing his masters units as a scholar in Princeton.
In 2022, Jeff was deployed in Geneva for his present position. He is much lauded for his successful coordination of the Philippine campaign for its re-election to the International Telecommunications Union Council in Romania. Also, his work in advancing Philippines’ health security has not ceased where he is cited for facilitating the negotiations of various treaties with the World Health Organization.
Truly, a man whose heart resides only in the interest of the Filipino people. Again, I move for the confirmation of the ad interim appointment of Jeffrey Valdez as Foreign Service Officer Class I.”

Seconding speech for REXLON TING GATCHALIAN for the confirmation of his ad interim appointment as Secretary, Department of Social Welfare and Development (DSWD)
Plenary Session No. 17, First Regular Session
Thank you, Mr. Chair.
Before the Commission on Appointments today is Sec. Rex Gatchalian, one who is most worthy to the station and position. One who is no stranger to public service, Secretary Rex has in his sleeves sixteen (16) years serving the people.
As the Chief Executive of the great City of Valenzuela for three (3) terms from 2013 to 2022, and as fellow legislator in the House of Representatives in the 14th, 15th, and 19th Congress, this representation has the honor of having him as a neighbor in the South Wing Annex building.
In the 15th Congress, Secretary Rex held the distinction of being the youngest Member of the Commission on Appointments.
His years in the public service have proved to be stellar. As a congressman, he is known to have championed and advocated key legislations meaningful to the interests of the Filipino people. Among the measures realized with his great efforts were “RA 10022”, which amended the Migrant Workers and Overseas Filipinos Act of 1995 strengthening the protection of our OFWs against illegal recruiters. It was also Secretary Rex who advocated the enactment of “RA 9576”, which now mandates that the PDIC insurance coverage be Php500,000 instead of Php250,000. Secretary Rex was also among the key movers in the House in allowing the passage of “RA 11934”, otherwise known as the “Simcard Registration Act.”
Best known as a paragon of a Chief Executive of the great City of Valenzuela, it was during his incumbency when the city bagged six (6) Galing Pook Awards from the Galing Pook Foundation. Valenzuela was further lauded as the Most Business-Friendly Highly Urbanized City in 2014, 2015, 2019, and 2020; all during his stint as City Mayor. He also bagged the Seal of Good Education Governance in 2017, 2018, 2019 and 2020.
During the height of the pandemic, Valenzuela was the envy of the Metro Manila LGUs when Secretary Rex implemented the first localized targeted mass testing in April 2020 and even launched their own digital contact tracing mechanism – Valenzuela Tracing Application. It was through his efforts that Valenzuela Hope Molecular Laboratory was able to quickly procure its COVID-19 testing laboratory license, immediately processing much of the testing samples. All of these are a testament to the competence possessed by Secretary Rex.
The Department of Social Welfare and Development is the executive arm of the government which is given the task of protecting the social welfare rights of the Filipino citizenry and promoting the people’s social development. It is the government branch that facilitates the frontline services of the State delivering the DSWD-AICS. It is the government office that implements the programs of the Pantawid Pamilyang Pilipino, as well as the Protective Service Program, which delivers food assistance, transportation assistance, assistance to students, among others.
No other person could fit the bill as Secretary Rex in leading this department.
Therefore, Mr. Chair, it is my honor and privilege to second the motion for the confirmation of the ad interim appointment of Sec. Rex Gatchalian, as DSWD Secretary.

1. MERSOLE JALA MELLEJOR -

For Ambassador Mellejor, he has a stellar performance of twenty-one (21) years in the foreign service. In 2002, he was the Assistant Director of the DFA UNIO Office. 2. PHILIPPE J. LHUILLIER -
Chief of Mission Kingdom of Spain.
For Ambassador Lhuillier, who has twenty-three (23) years of experience in his belt as Foreign Service Officer, my confidence is equally true. A public servant at heart, he chose to serve the Philippine government despite having a lucrative private life as an entrepreneur. From 1999 to 2010, he was our representative to the World Food Programme (WFP), International Fund for Agricultural Development (IFAD), and the Food and Agriculture Organization (FAO). At the same time, he also served as the country’s Ambassador to Rome, Italy. From 2012 to 2016, he was our Ambassador to Portugal. And since 2016, he served as our Ambassador to the Kingdom of Spain.
3. RAQUEL RAYEL SOLANO -

For Raquel Solano, she has a sterling record of twenty-six (26) years in the service of the Philippine foreign service. Many of these years in hardship posts. As Acting Director of the Middle East Division in DFA in 1996. Acting Director in 1997 to the Office of Asian and Pacific Affairs. She was Vice Consul in Qatar from 2001 to 2006. Plenary Session No. 03, Second Regular Session
Mr. Chair, I wish to make my unswerving and resolute manifestation of support for the confirmation of the ad interim appointment of Defense Secretary Gibo Teodoro – a gentleman, a lawmaker, a citizen soldier, a lawyer, a statesman.
Secretary Teodoro is no stranger to the realm of public service, having a tour of duty spanning seventeen (17) years. An officer of the court and one with adroit legal knowledge, he is a member of both the Philippine bar, placing Top one in 1989, and the New York State Bar in 1997.
He joined the noble cause of serving the people in 1980 sitting as President of Kabataang Barangay in Tarlac – a post he occupied until 1986. He was also Member Ex officio of the Tarlac Sangguniang Panlalawigan during the same time.
A legislator in his own respect representing the 1st District of Tarlac, he was member of the 11th, 12th and 13th Congress spanning from 1998 to 2007 advocating and championing meaningful pieces of legislation for the well-being and improvement of the Filipinos’ way of life. It is his advocacy to enact measures protecting further the accused in the measures prohibiting the public display of persons arrested, accused, detained or under custodial investigation before formal charges are filed in the court; and two, the proposal to detach the Public Attorney’s Office from the main prosecutorial service office of the country the Department of Justice. It was also he who introduced measures to rationalize tax schemes for manufacturers, corporations and investment companies.
Also in 1999 to 2001, he was Acting Commanding Officer of the Reserve Airlift and Tactical Support Group.
In 2007, he answered the clarion call as part of the Executive’s official family when he took the reins of the Department of National Defense and was confirmed by the Commission on December 19, 2007. A post he occupied until 2009 – a time when he served as candidate for the then Presidential elections in the outgoing administration’s ticket.
He is known to have tirelessly pushed for the implementation of the Defense System of Management. His SND stint also is known for the significant net reduction of the Communist Terrorist threat, all the while laid the structures of the proper observance of human rights. Seconding speech for TEODORO JAVIER HERBOSA for the confirmation of his ad interim appointment as Secretary, Department of Health (DOH)
*(submitted in writing)
Plenary Session No. 04, Second Regular Session
“On behalf of the Minority, I manifest my utmost support for the confirmation of the ad interim appointment of Secretary Ted Herbosa as the head of the Department of Health.
The DOH is the key executive department charged in ensuring access to basic public health services by all Filipinos through the provision of quality health care, the regulation of all health services and its products. The position of the Department’s steward is more than ever needed, especially that the country and the world has just overcome the scourge of the COVID-19 pandemic.
I am pleased and honored that a most competent figure is before the Commission on Appointments set to be confirmed: one who is a public health policy expert, a member of the academe, and a physician-surgeon by profession.
I have known Secretary Ted for a long time already and met him decades hence when he visited my province Surigao del Sur as part of a team of doctors (Physicians for Peace Philippines) who carried out surgeries for indigent Surigaonons. It was by noble and lofty means that we first met. Truly, an attestation to the competence and pure heart of the Secretary to the medical profession and his fidelity to the oath.
Later, Secretary Ted joined the executive as Undersecretary of Health, concurrent Regional Director of NCR- DOH, from 2010 to 2015. It was during these times when Secretary Ted introduced reforms to the country’s health service including the promotion of Public-Private Partnerships in health and the contribution to the enactment of the Sin Tax Reform Law. He also implemented measures in addressing the public health concerns when the tragic typhoon Yolanda hit in 2013.
From 2016 to 2017, he was the Chief Division of Trauma in the Surgery Department in the elite Philippine General Hospital. In 2021 to 2022, he was a Board Member of the Philhealth.
And at the height of the pandemic, Secretary Ted was a familiar face in combating COVID-19 when he was Special Adviser to the National Task Force on Covid-19 from 2020 to 2022. It was he who gave a sober take on how the public was to go about in the “new normal.” We would not be where we are now had it now been for the contributions made by Secretary Ted.
And before his assumption as Secretary of Health, he went back into medical practice as Chairperson of the Emergency Department of the College of Medicine in the University of the Philippines.
For all these Mr. Chair, I repeat my expression for the utmost support for the confirmation of the ad interim appointment of Secretary Ted Herbosa as head of the Department of Health.”

Seconding speech for RALPH GONZALEZ RECTO for the confirmation of his ad interim appointment of as Secretary, Department of Finance (DOF)
*(submitted in writing)
Plenary Session No. 08, Second Regular Session
“Our Department of Finance is the office responsible for the formulation, institutionalization and administration of fiscal policies, management of the financial resources of the government, supervision of the revenue operations of all local government units, the review, approval and management of all public sector debt, and the rationalization, privatization and public accountability of corporations and assets owned, controlled or acquired by the government.
Such a Department is best occupied by a veteran statesman and a masterful economist. One who has served as Secretary of Socio-Economic Planning and Director of NEDA as well as member of both bicameral legislative branches of our nation.
As the NEDA chief during the administration of former President Arroyo, he is credited in helping lay down the foundation of the Philippine economy which would later be reaped in the years hence garnering the country the moniker as an upcoming economy of Southeast Asia.
As Congressman, Secretary Recto boasts meaningful legislation for the everyday Filipino. He was among the minds behind RA 7916 and RA 8748 which gives incentives to entities under the PEZA; RA 8425 giving social reform and poverty alleviation for our most marginalized sectors; and RA 8762 protecting Filipinos in their investments in certain sectors.
As a Senator, he too was the brains for the expanded Value Added Tax (RA 9337) giving our tax regime a greater base for governmental revenue, and the Sin Tax Law (RA 9334) imposing higher taxes on alcohol and tobacco garnering greater national revenue.
With credentials untarnished and stellar as Secretary Ralph Rector, Mr. Chair and Members of the Commission on Appointments, it is, but incumbent, for the Commission to confirm his ad interim appointment.
Secretary Recto laid down our economic foundations more than a decade ago. Now he answers the clarion call in the Department of Finance to boost us further to progress and development.”

Seconding speech for JUAN EDGARDO MANALANG ANGARA for the confirmation of his ad interim appointment as Secretary, Department of Education (DepEd)
Plenary Session No. 01, Third Regular Session
Mr. Chair, I'd like to manifest my full support to a fellow brother Mason. For the information of everyone, Sec. Sonny Angara is a very active member of the Grand Lodge of Free and Accepted Masons of the Philippines.
He was a past worshipful master of Pangarap Lodge No. 448 and Immediate Past District Grand Lecturer, and presently he is the incumbent Grand Lodge Inspector of the Grand Lodge of the Philippines.
To a very worshipful Sonny Angara, the 30,000 strong members of the fraternity of Masons are very proud of you. Rest assured of our full support on your term.
Mr. Chair, I am pleased and honored that a most competent figure is before the Commission on Appointments: A statesman, a technocrat, a troubleshooter, a man of law, a brother Mason, and a close friend of Surigao del Sur.
Secretary Angara has twenty (20) years of public service in his belt - eleven (11) years as member of the Senate of the Republic and nine (9) years as member of the House of Representatives.
He was the youngest member of the House in the 13th Congress where he showed his skills being later elected as its Deputy Minority Leader. In his first three (3) terms in the House of Representatives, he served key positions being the Chairperson of the Committee on Higher Education and Vice Chairperson of the elite Committee on Rules. Here he was instrumental to various measures meaningful to the Filipino people when he sponsored the PERA Act, the Magna Carta for Women, Salary Standardization Law, among others.
As a Senator in 2013, equally, he championed the most important matters and measures. Among the positions he held as a Senator was the Chairmanship of the Senate Committee on Local Government. It was here when he sealed his friendship with Surigao del Sur where he championed the struggle of a lonely community seeking barangayhood - Barangay Comawas of Bislig City in Surigao del Sur.
For more than two (2) decades, this community's dream was elusive from realization. For several Congresses, its barangayhood was sponsored but the same stagnated after being passed in the lower chamber. Then in 2017 came the then Chairperson of the Local Government, our
Secretary Sonny, who was very much willing to serve as the sponsor in the Senate vis-â-vis this representation's sponsorship in the House.
In August of 2017, in the very same year it was referred to the Senate, RA 10936 was enacted into law. Truly a man of the people, our Secretary; a friend of Surigao del Sur.
There have been concerns that Philippine basic education has faltered recently. But we have before us, finally, a man of competence to manage and lead. And I am most confident that in the person of Secretary Sonny, we will overcome whatever hurdles that would prepare the Filipino student for his part in the greater community.
Therefore, Mr. Chair, this representation gives his full support to Secretary Sonny Angara as Secretary of Department of Education.

Plenary Session No. 02, Third Regular Session
Thank you, Mr. Chair.
The newest member of the government's official family is the Department of Migrant Workers. It was formed only in February 2022 to specifically address the needs and concerns of the Overseas Filipino Workers, which stands as among the most vulnerable sectors in our country are the migrant workers.
Filipinos around the world are sought after due to our spirit of going above and beyond the call of duty. In the case of the Department of Migrant Workers, Sec. Hans Cacdac himself also acted above and beyond the same when he took on the reins as the steward of the Department.

Joining the bar in 1993, his legal career started as an associate and an advocate for the Sentro ng Alternatibong Lingap Panligal (SALIGAN) giving legal aid to Filipino indigents, urban poor, farmers and workmen the marginalized. He never shied away from serving those who need the law the most.
From 2001 to 2005, he was Director of the Bureau of Labor Relations. In 2005 to 2006, he served as the Executive Director of the National Conciliation and Mediation Board. Later in 2006 to 2010, he was Deputy Administrator of Licensing and Adjudication of the POEA. In 2010 to 2012, Sec. Hans Cacdac was the Undersecretary for Labor Relations of the DOLE. He served as both the Administrator of POEA and OWWA in 2012 to 2016 and 2016 to 2022, respectively.
And in 2022 he was Undersecretary of the Department of Migrant Workers, then subsequently took up the clarion call of serving as its Officer-in-Charge until his recent ad interim appointment.
In a personal note, when this humble Representative was in need of aid for his poor constituent, who was held in the Kingdom of Saudi Arabia, then Usec. Hans was instrumental in mobilizing the Department for the Surigaonon's speedy repatriation. To this, I thank Secretary Cacdac and the Department for making the aid possible.
With a proven track record and an immense experience, Sec. Hans Cacdac will surely serve best at the forefront of our Migrant Worker's Department.
Therefore, Mr. Chair, I second the motion to confirm the ad interim appointment of Sec. Hans Cacdac.

Seconding speech for MA. CRISTINA ALDEQUER ROQUE for the confirmation of her ad interim appointment as Secretary, Department of Trade and Industry (DTI)
Plenary Session No. 06, Third Regular Session
Thank you, Mr. Chair.
Present before the Commission on Appointments is a public servant and a masterful captain of the industry set to steer forward the Department of Trade and Industry - Secretary Cristina Roque.
Secretary Roque's distinguished career and exemplary dedication to both public service and private enterprise makes her an outstanding choice for this vital position. She has demonstrated exceptional leadership wherever she takes on her tour of duty, be it in the private or the public sector.
As public servant, she competently served as the Acting Secretary and Undersecretary earlier this year of the DTI in overseeing critical areas like Micro, Small, and Medium Enterprises and Regional Operations. She also spearheaded impactful programs, including the "One Town, One Product" initiative and MSME funding mechanisms.
Equally at a stellar performance was her stint as Assistant Secretary in the Department where she managed all the DTI regional offices across the country supervising the government's policy in support to the small and medium businesses from 2023 to 2024.
In the private domain, her toil in the industry brought us a familiar brand being the Founder and President of Kamiseta, a household name in fashion retail, from 1990 to 2022 and Kamiseta Skin, showcasing her innovative approach to business from 2017 to 2023. Demonstrating truly a track record of transforming ideas into leading enterprises, exemplifying her capacity for innovation and resilience.

Seconding speech for VIVENCIO BRINGAS DIZON for the confirmation of his ad interim appointment as Secretary, Department of Transportation (DoTr)
*(submitted in writing)
Plenary Session No. 09, Third Regular Session
May I manifest my strong support for the confirmation of Secretary Vince Dizon's ad interim appointment as Secretary of the Department of Transportation.
His distinguished career spanning over a decade in public service and key private sector roles demonstrates exceptional leadership and expertise. His earlier roles as Undersecretary for Political Affairs (2010-2011), and as Legislative staff in the various Congresses demonstrate his deep experience in navigating complex political and economic landscapes. His service under Senate President Angara, whom he cites as a mentor, honed his ability to meet exacting standards and deliver results, shaping his approach to public service.
From 2016 to 2021 as President and CEO of the Bases Conversion and Development Authority, he drove record-breaking revenues of P48 billion and remitted P34.2 billion to the Armed Forces of the Philippines, while spearheading transformative infrastructure projects like New Clark City and Clark International Airport.
During the COVID-19 pandemic, Secretary Dizon's role as Presidential Adviser for COVID-19 Response, Deputy Chief Implementer, and IATF-EID Testing Czar from 2020 to 2022 showcased his crisis leadership. As chief coordinator of the Test, Trace, Treat (T3) Program, he played a pivotal role in the nation's pandemic response, earning him the prestigious Order of Lakandula with the rank of Grand Cross (Bayani) in 2022.
His contributions extended to the Build, Build, Build program, where his oversight as Presidential Adviser for Flagship Programs and Projects from 2019 to 2021 ensured the advancement of critical infrastructure initiatives that bolstered the country's economic resilience.
In the private sector, as Chief Regulatory Officer at Prime Infrastructure Capital, Inc., he showcased strategic acumen.
Since assuming the DOTr helm in February 2025, Secretary Dizon has prioritized critical projects like the North-South Commuter Railway and Metro Manila Subway, while championing mass transit, active transportation, and safety reforms.
As the President called for a new and recalibrated approach under his administration for the true realization of a Bagong Pilipinas, Sec. Vince serves as the epitome and posterboy of the "sharper, faster and fully focused governance."
His proactive, results-driven approach and commitment to public welfare make him an exemplary choice for this role. Again, I manifest my strong support for the confirmation of Secretary Vince.
Public transportation has long been a perennial challenge in our country. As our population continues to grow, so too does the need for a transportation system that is smooth, affordable, and above all-safe.
In recent months, we have seen a troubling rise in vehicular accidents-incidents that have claimed innocent lives, lives of people who were simply trying to get from one place to another. These tragedies are more than just headlines-they are reminders that, as public servants, it is our duty to ensure the safety of our people as they travel.
Since taking the helm of the Department of Transportation, Secretary Dizon has shown what it means to lead with both urgency and empathy. I have witnessed his compassion for our commuters, his swift response to transportation-related incidents, and his clear, forward-looking vision for building a transport system that is truly efficient and responsive to the needs of the Filipino people.
Let me echo what many of us heard time and again during yesterday's committee meeting on the consideration of his ad interim appointment: Secretary Dizon is an action-oriented public servant. He is someone who delivers.
To this honorable body, and to my esteemed colleagues, I express my full and wholehearted support for the ad interim appointment of Secretary Dizon as Secretary of the Department of Transportation.
Maraming salamat po.”
