Seconding speech for GEORGE ERWIN M. GARCIA for the confirmation of his ad interim appointment as Chairperson, Commission on Elections (COMELEC), for a term expiring on 02 February 2029, Vice Saidamen B. Pangarungan

Mr. President, my dear colleagues, it is my honor to share with you the many reasons why I stand proud in moving for the confirmation of our appointee’s appointment as Commissioner of the Commission on Elections.
There is no question that Atty. George Erwin Mojica Garcia is a brilliant election law practitioner and educator. His level of professionalism and dedication to his field of practice is unlike any other. When Atty. Garcia makes legal strategies, he maps out his plan from start to finish even before the beginning of a case. This is why he is always a couple of steps ahead of his opponents in court. When he delivers his oral arguments, he does it with finesse, eloquence, and expertise. As he conjures thought-provoking arguments, he simultaneously draws the attention of his audience and makes them listen.
In the field of election law practice, Atty. Garcia is truly one of a kind. But above and beyond the brilliance of his mind and the magnitude of his work, there lies a man whose attitude, humility, and perspective in life brought him to where he is today.
Atty. Garcia is never really one who basks in glory under the limelight. Neither can he be considered as one who clings on to the titles, accolades, and prestige that he amassed throughout his professional career as an election law practitioner. Egocentricity is, perhaps a condition that will never be attached to his personality. I have had the opportunity to listen to him discuss laws and cases for hours and present various sets of well-constructed legal arguments for the Supreme Court, Presidential Electoral Tribunal, Senatorial Electoral Tribunal, House of Representatives Electoral Tribunal, and the Commission on Elections. Even prior to his stint as the media favorite during the recently concluded 2022 National and Local Elections being a COMELEC Commissioner then, Atty. Garcia has been frequently seen on television, heard during radio interviews, mentioned in newspapers, social media, but these countless exposures have always revolved around his work as a lawyer, and now as a Chairman.
Throughout the many times that I have encountered Atty. Garcia, I have never heard him talk publicly about himself and his accomplishments. For Atty. Garcia, it was never about himself. It was always about his contributions to the field of law and to society. And if there are times that it was, it came from others who cannot help but appreciate and credit him for his work. He purposefully dimmed his light in order to emphasize what to him was more important and necessary, the complexities and intricacies of our laws and the potential of our public school education system.
To him, he is a mere instrument for social change and the pragmatic progress of our legal institution. Ultimately, it is not difficult to discern that he is a person of honor and integrity. His actions spoke volumes about his character. Rather than professing his values, he practiced them without compromise. And that is the reason why there is not a shadow of doubt on my part to sponsor the nomination of Atty. Garcia.
Many would agree when I say that perhaps one of Atty. Garcia’s best feature is his humility. His silence about his hardships had led most of us to believe that his journey to success was smooth sailing. But in reality, his humble beginnings impelled him to strive harder and aim higher. Born to a family who lived from paycheck to paycheck and who struggled to make ends meet, Atty. Garcia, at an early age, took upon himself the responsibility of achieving his dreams while living a life dedicated to his family. The financial hardships endured growing up did not hinder him from continuously pursuing his education. It inspired him to be creative in searching for ways to make ends meet.
Motivated by his desire to stay in school, he joined national and regional quiz bee competitions and used the prize money, as mentioned, earlier to augment his and his family’s financial needs. By the time Atty. Garcia set foot in law school, he thrived, excelled despite being a full-time working student. The time and financial constraints that confronted him did not serve as barriers in becoming a consistent dean’s lister and a graduate with Latin honors. Everything that he endured in the past enabled him to live his life with overflowing humility and gratitude. Atty. Garcia is living proof that the difficult circumstances in life do not always bring about defeat, that a person always has the power to take charge of his destiny through faith, perseverance, and hard work.
His thirst and unending appreciation for education are laudable, his willingness to share his knowledge and his inclination to encourage others, especially the youth, to understand the power of education deserve a strong commendation. Under his leadership as Acting Dean, the recent 2020-2021 Bar Exam results revealed that the Pamantasan ng Lungsod ng Maynila, College of Law garnered a 100% passing rate. The efforts of Atty. Garcia cannot go unnoticed. Despite the pandemic, he went above and beyond by providing free bar review lectures to the bar examinees to give them full support and a sense of community. Through this effort, he made sure that the PLM bar examinees are able to have higher chances of passing the bar examinations.
In honoring the sacrifices of his father who selflessly devoted himself to defend our country for thirty six (36) years, Atty. Garcia has always signified his unwavering love and unquestionable loyalty to the Republic of the Philippines. The interplay between patriotism and education allowed him to inculcate in his students a thorough familiarity with our own Constitution, culture, history, and political climate. He did this by teaching subjects like Philippine Foreign Policy, Philippine Constitution, Administrative Law, and Law on Public Officers, with the end in view of sparking patriotism in the hearts of his students.
Atty. Garcia lived his life in service to others. His kindness, generosity, patience, and consideration cascaded to everyone around him. From security guards to high-ranking appointed and elected officials, Atty. Garcia has always been treated with utmost respect and high regard. When he was still a private practitioner, his work gravitated toward public service. Kaya po naniniwala ako na ang mga salitang para sa bayan ay hindi bago para kay Atty. Garcia.
He is aware of the gravity of his responsibility and the impact he brings as an advocate in the field of election law. Atty. Garcia is cognizant that the field of election law is imbued with public interest and made it his life’s mission to see to it that the sanctity of the will of the electorate is upheld and reigns supreme in every electoral exercise. It is safe to say that Atty. Garcia’s professional life has always been geared towards the development of our election laws and their processes. He is an ally in the formulation of pragmatic solutions to have honest, credible and orderly elections.
My esteemed colleagues, Mr. President, it is my firm belief that there is no one more qualified to become the Chairman of the Commission on Elections than Atty. George Garcia. I am confident that he will faithfully discharge to the best of his ability the duties of leading the COMELEC even beyond his term of office. The professional experience that makes Chairman Garcia highly qualified for the position need not be reflected in his Curriculum Vitae as they are already a matter of public knowledge. A simple reference to the Supreme Court rulings, books of recognition of finalists of Ten Outstanding Students of the Philippines, Outstanding Young Men, Outstanding College Editors of the Philippines, and Outstanding Student of Manila, Newspapers, and a list of the Laurel Scholarship are more than sufficient. It brings me comfort knowing that we have this opportunity of appointing a person whose level of competence and commitment in the field of election law is beyond reproach.
The Commission on Elections is in dire need of someone like Atty. Garcia whose goal in life is not fueled by sheer ego and ambition, but driven by the desire to introduce and effect change and reform for the betterment of the electoral system. He is fit for the job.
Having said all of that, Mr. President, I move for the confirmation of the appointment of Atty. George Erwin Mojica Garcia as Chairman of the Commission on Elections.

Seconding speech for KARLO ALEXEI BENDIGO NOGRALES, for the confirmation of his ad interim appointment as Chairperson, Civil Service Commission (CSC), for a term expiring on 02 February 2029, Vice Alicia Dela Rosa-Bala

Mr. President, I have the honor to sponsor the ad interim appointment of Atty. Karlo Alexei B. Nograles as Chairperson of the Civil Service Commission.
Atty. Nograles is a lawyer by profession who obtained his degree from the Ateneo Law School in 2003. In a relatively short span of time, his sterling achievements affirmed that his profession and values in life have found relevance in the sphere of public service.
Atty. Nograles has shown his commitment and dedication to service in the many senior government posts he’s been called to lead. From 2018 to 2022, he served as Cabinet Secretary and ably assisted the President in delivering his promise to the people through coordination with the various agencies of the government.
As Chairperson of the Cabinet Assistance System and Head of the Cabinet Cluster System Secretariat, he ensured that the Office of the Cabinet Secretariat ran smoothly and in an orderly manner while dutifully performing other roles.
At the height of the pandemic, Atty. Nograles co-chaired the Inter-Agency Task Force, IATF, on Emerging Infectious Diseases. He was instrumental in the formulation of policies to address the pandemic’s impact and prepare the country for post-pandemic recovery. Atty. Nograles also served as the Chairperson of the Inter-Agency Task Force on Zero Hunger, where he played a crucial role in the drafting of the country's first-ever National Food Policy, and advocated for an end to the threats of hunger and malnutrition.
Prior to his appointment as Cabinet Secretary, Atty. Nograles served as a three-term Congressman of the 1st District of Davao City. His contributions to Congress as Chair of the House Committee on Appropriations in 2017 and 2018, when I was the Chairperson on Committee on Finance here, resulted in the inclusion of relevant and long overdue funding provisions in the annual GAA for the benefit of various sectors such as education, health, agriculture, military, and local economies, to name a few.
Furthermore, as a legislator, he knew very well what is central to sustainable development, he heeded the call to respond to the challenges of environmental protection and economic development through the Green Jobs Act, which he authored.
An important recognition that Atty. Nograles received for his outstanding service was conferred by former Pres. Rodrigo Duterte, the Order of Lakandula with a rank of Grand Cross or Bayani. The Order of Lakandula is one of the highest civilian orders in the country.
On March 4, 2022, Atty. Nograles was appointed by then Pres. Rodrigo Duterte as Civil Service Commission Chairman. During his ad interim appointment, the CSC sought to upgrade its service delivery through digitalization, proactive Human Resource policies and programs, and upskilling of the government workforce. Atty. Nograles also worked on promulgating a policy to provide adaptable and responsive work schemes for government officials and employees to manage situations that may affect the delivery of public services.
I firmly believe in Atty. Nograles’ capacity to steer the course of the Civil Service Commission while providing the public with essential services that are adapted to current realities, especially as we enter the better normal.
With his commendable professional background, integrity, and sense of purpose and commitment, it is my honor and privilege to second the ad interim appointment of Atty. Karlo Alexei B. Nograles as Chairperson of the Civil Service Commission.

Seconding speech for JESUS CRISPIN CATIBAYAN REMULLA for the confirmation of his ad interim appointment as Secretary, Department of Justice

Thank you, Mr. President.
My dear colleagues, Atty. Jesus Crispin Remulla, the former Cavite Representative seeks to be confirmed as Justice Secretary of this Republic. The position he has been appointed to is one that plays a vital role, not only in dispensing justice but in bringing back the economy to a better state than even before the COVID-19 pandemic ravished our country. The pandemic has affected changes in policy and practice of industries that have impacted the response of the justice system in detection, investigation and resolution of crimes, like cybersecurity concerns and anti-competitive transactions. The position requires a constitutionalist. It requires a man with a strong political will and a tireless individual committed to his cause.
A lawyer for thirty-five (35) years, Secretary Remulla has committed himself and his career in upholding the rule of law. He has proven his competence in fighting for justice and upholding the Constitution. As a recognized constitutionalist, Secretary Remulla is stern in his commitment to afford every man or woman fair access to justice no matter the gender or station in life. He knows that justice delayed is justice denied - and that is why he wants to reorganize the department to efficiently uphold the rights of the people.
He has served in government for at least thirty (30) years, executive and legislative departments. The DOJ has ten attached agencies. Thus, Secretary Remulla, a man with a strong political will, has the experience to thrive, excel in this position.
As of today, he has already accomplished one of his priorities which is the decongestion of the New Bilibid Prison. Just yesterday, I believe, he released 371 inmates, most of whom are senior citizens and those who have reached their maximum sentence. Further, to alleviate the inhumane situation at the Bureau of Corrections, he has proposed the transfer of the prison facilities to Nueva Ecija and Sablayan, Oriental Mindoro. Being the visionary that he is, this plan to decongest jails solves more than just a single problem. Persons deprived of liberty (PDLs) are part of our society. So, we must strive to reform them to become useful and effective once they are afforded freedom. And this, Secretary Remulla seeks to do.
Worthy of note is his desire to digitalize the operations of the DOJ. In line with President Marcos’ desire to enhance the utility of technology in government, Secretary Remulla has already taken concrete steps towards realizing this goal. This initiative will further the transparency and accountability the Filipino people have long yearned for.
Even further, his solid commitment to rid the department of corruption and the unnecessary red tape is more than just laudable. It is necessary. Secretary Remulla is not afraid to take on this challenge. We in government must work hand-in-hand in reaching our common goal, that is, to provide an efficient and effective justice system free of any specific controversies.
Likewise laudable is Secretary Remulla’s passion to curb Anti-Child Sexual Abuse and Exploitation Material. This is something so close to my heart as the author, in my two (2) terms, of the Anti-Trafficking in Persons and the Expanded Anti-Trafficking In Persons Against Women and Children. In his declaration of war against such violators, he warned that they will be dealt with very seriously.
I believe that Secretary Remulla is more than just a fierce leader; he also has the merit and the fitness required for the position. Having said that, Mr. President, colleagues, I move for the confirmation of the ad interim appointment of Atty. Jesus Crispin Remulla as Secretary of the Department of Justice.

Seconding speech for BENJAMIN DE CASTRO ABALOS JR. for the confirmation of his ad interim appointment as Secretary, Department of the Interior and Local Government

Mr. President, I have the honor of co-sponsoring the confirmation of the ad interim appointment of the Hon. Benjamin “Benhur” C. Abalos, Jr. as Secretary of the Department of Interior and Local Government.
Secretary Benhur Abalos, a lawyer by profession, is a visionary and servant leader with great executive ability, who leads by doing and who is competent in every way. With his well-known governance trademark, he is capable of strengthening the local government capability and scaling up peace, order and public safety, especially as the country enters a better normal.
We all know that prior to his appointment as Secretary of the DILG, and I will no longer read his accomplishments which have been read by a dozen others. He served as Chairman of the Metropolitan Manila Development Authority at a time when public health, the economy, and public safety were fragile and faced with the challenges of the pandemic. I will no longer mention all his accomplishments as a local chief executive.
We know that under his helm and as Mayor and Congressman of Mandaluyong City, we saw how this once-sleepy town has metamorphosed into a business-friendly, dynamic, livable, child-friendly, environment-safe, and people-centered city. He created a vision for the city to be economically competitive and relentlessly pursued its realization. In fact, in a study conducted by the Department of Trade and Industry and the AIM Policy Center, Mandaluyong emerged as mentioned by others as a “New Tiger City”. He was awarded many, many awards. I will no longer read it into the record but it has been said earlier.
He’s a strong advocate of peace and order. He advocated for the increased effort to combat cybercrime, human trafficking, and illegal substances. His foray into politics was as early as when he was councilor in the First District of Mandaluyong, where he chaired the Committee on Laws, Peace and Order, and Public Safety, that probably influenced his interest in this area.
We call him Benhur. Secretary Abalos has always been recognized for his passion to serve the people, his being results-oriented, his legal acumen, and he remains humble to this day. Because of his knowledge of the breadth and depth of the bureaucracy, he has always been invited as a lecturer at the NCPAG, the Development Academy of the Philippines, and the Local Government Academy and many others. When he was Mayor of Mandaluyong, he served as President of the League of Cities and ULAP President.
And under his stewardship, Mandaluyong received so many awards including the Presidential Award for Most Child-Friendly City, and I wish that every LGU in the country could achieve being a child-friendly LGU. He was conferred the Seal of Child-Friendly Local Governance and received the Most Business-Friendly City, as well, in the Philippines, and the Top Performing Cities based on locally generated revenues.
So, it is no question that he was conferred the renowned Seal of Good Local Governance by the DILG for meeting all these criteria, which include Good Financial Housekeeping; Social Protection; Disaster Preparedness; Business-friendliness and Competitiveness; Environmental Management; and Peace and Order. Sana po, Secretary Abalos, lahat ito madala natin sa bawat s’yudad at bawat lungsod at bawat bayan sa buong Pilipinas at gawin ninyong ehemplo ang mga ginawa ninyo n’ung kayo po ay isang Mayor at Congressman pa.
Galing Pook Foundation awardee for Outstanding Local Governance Programs for its innovative approaches and positive impact on the people and the community.
His project “Therapy, Education, and Assimilation of Children with Handicap (TEACH)” was recognized and bestowed by the United Nations Public Service Award, and the Pioneering Leader in Green Building Program by the International Finance Corporation World Bank, and I hope again that you can influence other LGUs to follow suit.
So, there’s much more I can say, Mr. President, but having read his professional experiences and accomplishments and much more, I believe he can navigate the interior and local government sectors in both steady and uncertain waters. And no doubt, with his family background, with his competence, with everything that has been said and much more about him, he is a public service personified.
In my view, he is eminently suitable as a Secretary of the Interior and Local Government.

Seconding speech for MYLENE J. GARCIA-ALBANO for the consent of her appointment as Ambassador Extraordinary and Plenipotentiary to Japan, with the salary and emoluments of a Chief of Mission, Class I

Mr. Chair, distinguished Members of the Commission on Appointments.
Today, I have the distinct honor of introducing to you our nominee, Ambassador-designate of the Philippines to Japan, Ms. Mylene Garcia-Albano.
It is a privilege to have known a woman who sets a high standard in leadership, one who is armed with discipline and determination to get things done. This is evident in her journey even before she began her legal career. Neither marriage nor marital duties to her spouse, the incumbent Provincial Governor of Isabela Rodolfo T. Albano III, proved to be distractions in her pursuit of academic and leadership excellence then. I wonder why my colleagues are laughing because this is meant to be serious. Yes. Maybe it is the presence of our beloved Governor from Isabela. She was a consistent dean’s lister and graduated as salutatorian at the Ateneo de Manila University School of Law.
At the same distinguished law school, she earned the distinction of being the first female Student Council President. Ambassador Mylene Garcia-Albano ranked third in the 1990 Bar Examinations.
Shortly thereafter, she worked as an Associate at the Ponce Enrile Cayetano Reyes & Manalastas Law Offices.
Atty. Mylene Garcia-Albano also served in the executive branch as Assistant Secretary at the Department of Environment and Natural Resources. She later joined the legislature and served in Congress as Representative of the Second District of Davao for three (3) terms, following the footsteps of her late father former Cong. Manuel “Nonoy” Garcia, whom I knew when I was very new in politics in the Party LAKAS, when I was a young Senator. Her youngest brother, Cong. Vincent Garcia is the incumbent Representative of the same district in Davao City.
Mylene’s sense of duty and eagerness to execute enormous tasks are not alien to her. She is consistently reliable. Her track record and dedication to public service will reaffirm the already strong bilateral relations between our country and Japan. Her compassion in serving the people first is a central tenet in ensuring the safety and well-being of the over 285,739 Filipinos living in Japan.
Mr. Chair, distinguished colleagues, it is therefore a privilege and an honor to join the sponsor in moving for the confirmation of the nomination of, I must confess, a high school classmate and a groupmate way back when, and a colleague in government, Mylene J. Garcia-Albano as the Ambassador of the Philippines to Japan.

Seconding speech for the confirmation of the ad interim appointments of fifty (50) General and Senior Officers of the Armed Forces of the Philippines (AFP)

Mr. President, fellow members of the Commission on Appointments.
It is with my deep sense of pride and honor to co-sponsor the confirmation of these fifty (50) strong men and women of the Armed Forces of the Philippines.
Their presence in this Chamber does not only validate that they are fit and qualified as they rise in the ranks of the AFP organization. The sound of the gavel today is also a manifestation of their loyalty to our flag as faithful defenders and movers of our democracy all these years. I laud their unyielding commitment to protecting our people and serving our country as Senior Officers of the Philippine Air Force, Philippine Army, Philippine Navy and Marines and the Armed Forces Nurse, Dental, Medical and Medical Administrative Corps.
I commend our AFP Officers for living by the hallowed values of honor, service and patriotism while putting their lives on the line to continue their veritable mission of upholding peace and national security. Their selfless service to our country ensures that every man, woman and child is safe and protected.
Saludo po ako at taos pusong nagpapasalamat sa serbisyo ng ating Hukbong Sandatahan at sa patuloy na pag-alay nila ng kanilang buhay para sa kapayapaan at pagkakaisa ng ating bansa.
Mr. President, in front of us today are among our most valiant gatekeepers of peace and unity who best exemplify how to love this country. It is therefore, my honor and my privilege to move for the confirmation of their promotions.

Seconding speech for CONRADO MASONSONG ESTRELLA III for the confirmation of his ad interim appointment as Secretary, Department of Agrarian Reform
Plenary Session No. 7, First Regular Session
Mr. Chair, distinguished Members of the Commission on Appointments.
It is my honor and privilege to co-sponsor the confirmation of the ad interim appointment of the Honorable Conrado M. Estrella III as Secretary of the Department of Agrarian Reform.
Secretary Estrella, in less than three (3) months as Head of the DAR, immediately looked into the situation of the ARBs, identified the various problems that they face, and has prioritized the steps and actions needed to address these concerns. He facilitated the signing of Executive Order No. 4 that instituted a one-year moratorium on the payment of land amortization and interest payments of the ARBs; and has been actively engaging with the legislators to pass a new Emancipation Law which would pave the way towards the eventual condonation of ARB loans, thus truly emancipating our farmers from their debt burdens, which had replaced their bondage to the soil.
His extensive background as a public servant since 1980 makes him truly fit for this position.
An achiever in his own right, he was one of the youngest elected representatives at the age twenty-six (26) during the 8th Congress of the Republic of the Philippines. He also became an active member of the Committee on Agrarian Reform and was one of the recipients of the Ten Outstanding Congressmen Award for Rural Development in 1988.
As Abono Partylist Representative for three (3) terms, he championed the interests and welfare of farmers and has authored legislations focusing on agriculture, agrarian reform, and food security to uplift the lives of our small farmers, and rebuild the agriculture sector. His contributions include the Organic Agriculture Act of 2010, which promoted the development of the practice of community-based organic agriculture in our country.
He proposed measures to strengthen the resiliency of small farmers against climate change; to declare November as National Farmers and Fisherfolks’ month; to establish the agriculture information system in all cities and municipalities; and to provide for a system of redistributing and recycling food surplus to promote food security.
With his commitment, his vast experience and strong advocacy to uplift the lives of farmers and to strengthen the agriculture sector, I am certain that Secretary Estrella III can effectively lead the Department of Agrarian Reform and advance the agrarian reform programs towards genuine rural development.
Mr. Chair, it is for these reasons that I support the motion to confirm the ad interim appointment of the Honorable Conrado M. Estrella Ill as Secretary of the Department of Agrarian Reform.

Sponsorship speech for MA. ANTONIA “TONI” YULO-LOYZAGA for the confirmation of her ad interim appointment as Secretary, Department of Environment and Natural Resources
Plenary Session No. 7, First Regular Session
Mr. Chair, distinguished members of the Commission on Appointments, today, I have the honor of sponsoring the ad interim appointment of Ma. Antonia “Toni” Yulo-Loyzaga as Secretary of the Department of Environment and Natural Resources.
As DENR Secretary, Ms. Yulo-Loyzaga seeks to promote a regional technology and science-based approach to disaster management, as well as the development of climate-resilient communities and an accounting of the country’s natural resources. Using the proposed Philippine Ecosystem and Natural Capital Accounting System or PENCAS that I introduced under Senate Bill No. 9, the collected data and information will provide Ms. Yulo-Loyzaga and other decision-makers a clear picture of our investments in natural capital and encourage them to make policies that develop and use these assets sustainably.
A true champion of the environment, she has consistently demonstrated her dedication and expertise in disaster risk reduction and climate change adaptation and mitigation. She graduated with Latin honors from the Ateneo de Manila University with Bachelor of Arts in Political Science. She attended Georgetown University in Washington, where she received a Master of Arts in Government.
For nine (9) years, Ms. Yulo-Loyzaga also led the Manila Observatory as its Executive Director. Thereafter, she served as a member of the Science Advisory Board, the Integrated Research on Disaster Risk International Center of Excellence, where she worked to advance scientific research in climate and disaster resilience through research collaboration and partnerships.
Ms. Yulo-Loyzaga has also played a vital role in mainstreaming disaster risk reduction and climate action across business and industry, encouraging the private sector to promote business continuity planning in their operations from her work with the United Nations Office for Disaster Risk Reduction (UNDRR, formerly UNISDR) Asia-Pacific Science and Technology Academia Advisory Group (APSTAG), where led the work theme on Education and Training for UNDRR ARISE Philippines. What’s more, she has co-authored studies on household resilience to flooding in Metro Manila, drought and urbanization, and housing and informal settlements.
Ms. Yulo-Loyzaga previously served as President of the National Resilience Council, where she worked on the implementation of Sendai Framework for Disaster Risk Reduction, the Sustainable Development Goals, and the Paris Climate Agreement. She also served as a Technical Advisor for the Philippine Disaster Resilience Foundation, a Senior Advisory Board member for the Armed Forces of the Philippines Command and General Staff College, my alma mater, and a Trustee and Treasurer for the Forest Foundation Philippines.
Mr. Chair, distinguished members, indeed, nothing is more fundamental than this: “all economic wealth comes from nature’s provisions.” Ms. Yulo-Loyzaga’s body of work has been aimed at protecting and working with nature as it protects and supports all of us.
As the Philippines strives to further strengthen its holistic, whole-of-government and whole society approach to environmental challenges, Ms. Yulo-Loyzaga’s deep and comprehensive understanding of the interconnectivity between the environment, climate action, disaster risk reduction, and sustainable development will be crucial and critical.
With her extensive experience and her firm commitment to protect the environment and the Filipino people, she will, without a doubt, be pivotal in leading the Department in the implementation of its mandate.
I am confident that the DENR under the helm of Ms. Yulo-Loyzaga will undertake the most urgent and critical environmental policies and actions to safeguard the environment and develop our nation’s resources for the benefit of current and future generations.

She’s so special to me, she is my inaanak, she was my former campaign spokesperson, she is a dear family friend. She is the youngest member of the Cabinet, and a woman at that, and an outstanding person with a great mother like my Comadre Gov. Gwen. But I’ve been appealed to by the Majority Floor Leader not to read my lengthy speech of commendations. I would therefore, have to abide and request that this be inserted into the record.

“Mr. President, my esteemed colleagues, ladies and gentlemen, allow me to have the distinct honor of introducing to you our appointee, Secretary-designate Ma. Esperanza Christina Garcia Frasco of the Department of Tourism.
It is a privilege to have known a woman who sets a high standard of leadership, armed with experience in government.
The overwhelming support she received, especially from the tourism industry stakeholders, is a testament to her credibility and qualification to lead and revive one of the industries most affected by the pandemic.
I have known her since or long before she joined public service when she became my spokesperson in 2010, and I am pleased to witness that she is still the same intelligent, passionate,unstoppable, and a beautiful woman, only made finer by her experience.
She is fierce, especially in her devotion to her principles and most especially in defense of women and the oppressed. For someone who holds so much delicate grace, she once bravely stood up against a foreigner who assaulted her at the airport years ago, while she was just a young lawyer. She did this not only to uphold the rights of women but also to ensure respect for every Filipino.
While many have heard of her accomplishments, it is only the people of Cebu who were blessed with her service as she humbly led the municipality of Lilo-an as Mayor and President of the League of the Municipalities of the Philippines Cebu Chapter. Since 2016, she has worked hard so the people of Liloan can reap the fruits of her remarkable leadership. While she was mayor, Liloan became the Top Model Municipality by the Manila Times in 2019 and the Most Competitive Municipality in the Philippines on the Aspect of Resilience by the Department of Trade and Industry (DTI).
Her commitment to public service is unmatched, as I have witnessed this first-hand when I visited Liloan a few days after Typhoon Odette battered the country last December. Barely four (4) months after giving birth to her fourth child and while the country was in the midst of the pandemic, she remained tireless in visiting every barangay of her LGU just to make sure that her constituents were attended to. Her selfless dedication earned her the Presidential Lingkod Bayan Award by the Civil Service Commission and the Top Performing Mayor in Region VII by the Mission and Development Foundation Survey in 2021.
She brings her brand of leadership at the national level as Tourism Secretary, nourished by the wealth of her experience from local government. Tasked with reviving the economy and boosting the tourism industry, I have faith that this nominee will go above and beyond to elevate our country to the level of its rivals.
As we open the doors of our country, this nominee will not only hurdle the challenges of alleviating our tourism industry but will also ensure the protection of its most vulnerable stakeholders.
As I speak, I can’t help but think, “mana nga sa ninang”.
This gem of a leader is one of this cabinet’s treasures, and under her helm, our tourism industry’s future couldn’t be any brighter.

“Mr. President, Members of the Commission on Appointments. Today, I am deeply honored to co-sponsor the confirmation of the promotion of these sixty-three (63) resilient women and men of the Armed Forces of the Philippines (AFP).
With us today are our senior officers of the Philippine Air Force; Philippine Army; Philippine Navy and Marines; Armed Forces’ Dental Service; Nurse, Medical, and Medical Administrative Corps; and members of the Philippine Navy-Marines – Reserve; who have genuinely articulated the virtues of honor, service, patriotism, and have adhered and believed in the power of volunteerism.
Mr. President, I am convinced that they are not here only because they are fit and qualified as they rise in the ranks of the AFP organization. “Mr. President and members of the Commission on Appointments.
1. I have the honor to co-sponsor the confirmation of the ad-interim appointment of the Honorable Amenah F. Pangandaman as Secretary of the Department of Budget and Management.
2. Secretary Pangandaman is an exemplary public servant. She may look youthful but in fact, she has been working for the government -- serving both the legislative and executive branches, and even the Bangko Sentral ng Pilipinas -- for over 20 years. She has ten years of experience with the legislature, as chief of staff of the late Senate President Edgardo Angara including when he was Chairman of the Senate Committee on Finance, as well as with me when I was Chairman of the Senate Committee on Finance. In the executive branch, she worked as chief of staff of the then-Budget Secretary Benjamin Diokno.
3. Thus, she is not new to the Department of Budget or DBM. In a way, this is a homecoming for her as she also served as Assistant Secretary and then Undersecretary of the DBM during the Duterte administration. In that capacity, she pushed for crucial budget reforms, such as cash-based budgeting and an advocacy program addressing climate change called Green, Green, Green.
4. After her posts in the DBM, she was then appointed as Assistant Governor of the Bangko Sentral ng Pilipinas.
5. Given her diverse and extensive experience, she brings to the table not only a keen understanding of the bureaucracy but more than that, I believe she also offers a rare wisdom on public finance, as her perspective comes not only from the vantage point of the Department of Budget but likewise her insight from the perspective of the Senate Finance Committee and even from the Bangko Sentral ng Pilipinas.
6. I have witnessed her work through the years and I am proud to have watched her grow as a public servant. I can honestly say that in her over 20 years serving the government in different capacities, she has consistently proven to be a woman of competence, integrity, intelligence, and efficiency.
7. As Budget Secretary of the Marcos Administration, I understand that she is committed to the prudent management of the government’s fiscal resources toward inclusive and sustainable economic growth. She is also attuned to the needs of the times and therefore determined to prioritize the modernization of the budget system, rightsizing of the bureaucracy, as well as the incorporation of sustainability and green principles in government spending. These are reforms that will certainly move our government towards the direction of efficiency and transparency as well as long-term and sustained growth.
8. I am confident that the Honorable Amenah Pangandaman is capable and ready to carry out these reforms and programs in her capacity as Secretary of the Department of Budget and Management. After decades of working behind the scenes, it is now her turn to lead. Her mind is ready, her spirit is willing, and her heart is in the right place.

It is my privilege to co-sponsor the confirmation of the ad interim appointment of former Supreme Court Chief Justice Lucas P. Bersamin as Executive Secretary.
Born and raised in the province of Abra, Atty. Lucas P. Bersamin obtained his undergraduate degree in Political Science at the University of the Philippines-Diliman in 1968. He then earned his law degree from the University of the East and was admitted to the Philippine Bar after placing 9th in the 1973 Bar Examinations.
He began his career in law as a private practitioner in 1974. He spent over ten (10) years in private practice before being named presiding judge of Branch 96 of the Quezon City Regional Trial Court in 1986. His judicial career spanned over three (3) decades.
After serving as Quezon City RTC judge, he was elevated to the position of Associate Justice of the Court of Appeals in 2003. Six (6) years later, in 2009, he was appointed to a seat in the Supreme Court. On the heels of his ninth year as an Associate Justice, he was named the 25th Chief Justice of the Supreme Court of the Philippines.
In his over three-decade career, Justice Bersamin has received several awards, such as the Chief Justice Fred Ruiz Castro Memorabilia Commission with the coveted distinction of having written the Best Decision in Civil Law and the Best Decision in Criminal Law in 1999 and Chief Justice Jose Abad Santos Award as Outstanding RTC Judge in 2002-an unprecedented achievement that has yet to be duplicated.
A tribute to the former top magistrate's efforts to promote peace through his work, he was also awarded the Gusi Peace Prize International Awards in 2018.
After his stint in the judiciary, Justice Bersamin was appointed as chair of the Government Service Insurance System (GSIS). His long judicial experience and legal expertise undoubtedly brought GSIS to greater heights. Under his watch as Chair, the institution did outstanding work for its members, pensioners, and their families. As he oversaw the state pension system, it rose to prominence as one of the country's premier government programs. It was even recognized by the 2020 Stevie International Business Awards for having one of the "Most Valuable Government Response to the COVID-19 Pandemic" in the world. It was also during 'CJ' Bersamin's term when GSIS was named one of the Top 5 Most Trusted Government Agencies in the 2021 Philippine Trust Index for remaining engaged with its members and pensioners even during the pandemic.
There is no doubt that his dedication to public service is beyond reproach. His loyalty to the letter and spirit of the Constitution is indubitable. His impeccable record of service to the Filipino people is evidence of his genuine concern and dedication to us.
His immense knowledge, legal expertise, and wealth of experience will be a tremendous asset to the President in the management of government affairs, as he steers our nation towards growth and prosperity.

“Mr. Chair, it is my honor and privilege to sponsor the appointment of Dr. Benjamin E. Diokno as Secretary of the Department of Finance.
1. As Finance Secretary, Dr. Diokno is tasked to lead the Marcos administration’s economic team to achieve
three (3) broad development goals by 2028: reduce the deficit-to-GDP ratio to pre-pandemic rates, bring
down poverty incidence to single-digit, and elevate the Philippine economy to upper middle-income status
2. The environment he will be working in will not be easy. Just as we are clearing the pathway to recovery from the global pandemic, the Philippine economy faces fierce headwinds of high inflation, post-pandemic scarring, and global monetary tightening
3. While the causes of these challenges are, for the most part, global, it is the responsibility of government authorities to ensure that the ordinary citizen is spared from its ill effects. This task, therefore, requires tough decision-making founded on top-notch economic expertise, sound evidence, and an unwavering commitment to the welfare of the Filipino
4. With over forty (40) years of experience in public service, academe, and international affairs under his belt, Dr. Diokno has proven that he is the right man for the job
5. He obtained his Bachelor’s Degree in Public Administration and his Master’s Degrees in Public Administration and Economics from the University of the Philippines. He also holds a Master of Arts in Political Economy from the Johns Hopkins University in Baltimore, Maryland, and a PhD in Economics from Syracuse University. In 2017, he received the highest rank and honor conferred by the University of the Philippines – an honorary Doctor of Laws degree
6. Prior to his appointment as Finance Secretary, he served as Governor of the Bangko Sentral ng Pilipinas (BSP) from 2019 to 2022. He steered the BSP through the worst of the pandemic, quickly deploying decisive monetary measures to cushion its adverse impact and pave the way towards recovery.
7. Governor Diokno’s decisiveness and adept management of monetary policy did not go unnoticed. In 2022, The Banker, an influential international monthly banking, finance, and business magazine owned by Financial Times, recognized Governor Diokno as the “Global Central Banker of the Year”
8. As BSP Governor, he also made it his mission to promote greater financial inclusion through the power of digitalization, as outlined in the BSP’s Digital Payments Transformation Roadmap 2020-2023
9. Before this, he served as Secretary of the Department of Budget and Management (DBM) under three (3) Presidents – Corazon Aquino, Joseph Estrada, and Rodrigo Duterte. During his watch as DBM Secretary, he pursued an expansionary fiscal policy to support investments in human capital development and public infrastructure
10. Dr. Diokno also served as Fiscal Adviser to the Senate, Chair and Chief Executive Officer of the Philippine National Oil Company, and Chair of the Local Water Utilities Administration
11. Dr. Diokno dedicated his years in government to introducing many reforms that strengthened our institutions and regulatory frameworks. He helped craft the 1986 Tax Reform Program that simplified the Philippine income tax system and introduced the value-added tax. He designed the 1991 Local Government Code of the Philippines, initiated a What-You-See-Is-What-You-Get policy to streamline the release of funds, and sponsored the internationally-lauded Government Procurement Reform Act to modernize, regulate, and standardize government procurement activities in the Philippines
12. Dr. Diokno has extensive experience in international affairs. He served as an adviser and consultant to multilateral agencies such as the World Bank, Asian Development Bank, European Commission, and USAID for work in the Philippines, China, Vietnam, Cambodia, and Mongolia
13. Dr. Diokno, a Professor Emeritus at the University of the Philippines, has also had a long and illustrious academic career. Over more than three (3) decades, he taught Public Economics, Microeconomics, Macroeconomics, Development Economics, and other special topics such as Public Enterprises Investment and Pricing Policies, Public Sector Reforms, and Local Government Finance. He also served as Chair of the Pamantasan ng Lungsod ng Maynila Board of Trustees
14. In closing, allow me to underscore that sound fiscal management is critical to our pursuit of a strong economy that will not only weather the headwinds of today, but will rise above them towards sustainable and inclusive growth

Today, I have the distinct honor of introducing our appointee as Chairperson of the Commission on Audit, Atty. Gamaliel Asis Cordoba.
Atty. Cordoba faithfully served the National Telecommunications Communication (NTC) as its Commissioner for thirteen (13) years, from 2009 to 2022. Under his leadership, he ensured that people were provided with the utmost service they deserve. He is known for his unquestionable integrity and for embracing the value of judicious planning that was always followed by action.
Atty. Cordoba was determined on improving operations to better serve the public. He initiated the streamlining of processes such as, among others, the application of permits for the construction of telecommunication towers and fiber optic installations. He also directed the telecommunications industry to facilitate immediate rehabilitation and reconstruction of damaged telecom sites brought about by calamities. It was also under his helm when the NTC played an active role in blocking online child pornography.
His unquestionable integrity and ethical compliance landed him in various executive offices during the administration of President Gloria Macapagal Arroyo. He served as the Director of the Philippine Amusement and Gaming Corporation where he assisted in creating a regulatory environment conducive to development. He also worked as the Appointments Secretary of PGMA.
Atty. Cordoba’s reputation as a strict and well-respected lawyer echoed and led him to serve as Undersecretary at the Office of the Executive Secretaries Alberto Romulo and Eduardo Ermita, and as Chief of Staff of the Presidential Chief of Staff Renato C. Corona. He monitored programs in the government and ensured not only proper implementation but also the involvement of stakeholders for effective governance.
His vast experience in leading and shepherding crucial public offices speaks volumes of his guaranteed commitment to service, and ensures accountability, and that he can lead the supreme auditing arm of the government well.

Susan Ople is the youngest daughter of former Senate President Blas Ople, the Father of Overseas Employment, and one of the authors of the Philippine Labor Code
Following in her father’s footsteps and formerly serving in the Department of Foreign Affairs and the Department of Labor and Employment, Ms. Ople has remained steadfast in her dedication and commitment in serving each and every Filipino
She founded the Blas F. Ople Policy Center and Training Institute, which provides OFWs’ assistance and protection against human trafficking, promotes peace and development, and assists in skills training
A graduate of Harvard Kennedy School and the University of Santo Tomas, she was the first Filipino to serve as a Member of the Board of Trustees of the United Nations Trust Fund for Victims of Human Trafficking
She recently stepped up her game when she offered a new bilateral labor agreement to the government of Saudi Arabia in order to resolve deployment issues, such as unpaid work, labor malpractice, and abuses from employers. Fortunately, Ms. Susan Ople and the Minister of Human Resources and Social Development, Minister Ahmad Bin Sulaiman Al-Rajhi, finally reached an agreement to undertake joint measures that would “facilitate the decent and productive employment of overseas Filipino workers and ensure the protection of their rights”. With this, the government lifted the ban on the deployment of Filipino workers to Saudi Arabia in the first week of November this year.
In addition, during her visit to Saudi Arabia, she also met representatives of the Filipino community to check on the situation of distressed OFWs in government-run shelters
Under her responsibilities as the ad interim Secretary of the Department of Migrant Workers, Ms. Ople has also committed in helping our OFWs affected by the earthquake in Taiwan, allotted a budget for the families of OFWs devastated by the earthquake in Abra and other parts of Luzon, and has recently offered assistance to stranded OFWs due to Typhoon Paeng, among others
There is no doubt that her tenacity and years of dedication to migrant workers and their families are built from immense passion and love for our kababayans. These are proof of her sincere compassion and commitment to each and every Filipino, both within and outside the country
Ms. Ople is definitely a fighter who can stand up for the rights of our OFWs. She can serve as the helping hand of Filipinos all over the world. She can perform the duties of the mother of over 10.2 million OFWs in more than 200 destination countries and territories all around the world

“Mr. Chair, fellow members of the Commission on Appointments, Colleagues, a good day to everyone.
It is my honor and privilege to stand before you today to support the confirmation of the ad interim appointment of Mr. Ivan John E. Uy as Secretary of the Department of Information and Communications Technology.
Secretary Uy’s dedication, hard work, and passion for the national ICT agenda are exemplified by his countless achievements in advancing the Philippine digital agenda. Having served in various capacities, he is undoubtedly a man of ICT. But what truly sets him apart is his exemplary character.
When Secretary Uy took the helm of the Department in July 2022, he emphasized the need for collaboration and a commitment to public service. In one interview, he stressed that he wants a government that does not sleep, one that utilizes ICT as a tool to make government services available 24/7. He is a strong advocate of e-governance because digitizing government services, he asserts, will simplify the process and make services accessible for people any time of the day or night, during weekends, and even on holidays.
Secretary Uy is keenly aware of his role as a public servant and as a leader, embodying this mission in everything that he does, whether he is representing the Philippines in the global stage or bringing the government’s digitalization programs to the most remote communities in the country.
Last October, Secretary Uy represented the Philippines at the International Telecommunication Union (ITU) Plenipotentiary Conference (PP-22) in Bucharest, Romania, and successfully rallied support for the Philippines’ re-election in the ITU Council for the term 2023-2026. This gives our country a vital platform for pursuing digital transformation for the good of all.
A few days later, Secretary Uy went to Zamboanga City to officially launch the free wi-fi sites provided by the DICT to the three (3) far-flung islands of Sacol, Tigtabon, and Pangapuyan. He then took the opportunity to underscore the importance of providing internet connectivity to all communities and islands in the country in order to ensure better opportunities, such as access to online learning, telemedicine, and online banking, among others. His resolve to link every part of the country to the world through internet connectivity is evident in the Department’s priorities.
When tasked to help boost the efficiency of work operations at the Supreme Court, Secretary Uy showed he is a futurist and a visionary. He successfully introduced digital technologies such as an electronic library, computer-aided transcription, and piloted online learning for the Philippine Judicial Academy – at a time when this had not even been heard of.
He has ardently engaged in meeting President Ferdinand “Bongbong” Marcos Jr.’s directives to bring about digital transformation in the next six (6) years. This is in line with the strategic initiatives of the Department to build up digital infrastructure, promote e-governance, ensure cyber security, and enhance the digital literacy and capacity of our citizens.

Mr. Chair, my dear colleagues.
It is my honor and privilege to sponsor the confirmation of the ad interim appointment of my kasimanwa, my fellow Antiqueño, Atty. Raphael Perpetuo M. Lotilla as Secretary, Department of Energy.
Secretary Lotilla is one of the best legal minds around with a vast experience in energy policy formulation and regulation. He is a man of high integrity and a true professional. The energy sector is one that plays a vital role in accelerating the socio-economic progress of our nation, by ensuring that energy is accessible, sufficient, stable and secure, while harnessing the private sector to play its role as an engine of growth. The position of a Secretary of this important sector thus requires someone who has deep knowledge of energy matters and the ability to face the challenges inherent in the job. It requires one with a strong political will and necessitates a tireless individual committed to the country’s cause.
Allow me to cite some of his achievements to show his credentials. Secretary Lotilla, a former Editor-in-Chief of the UP Collegian, is one of the most hardworking and competent professionals who could provide the kind of governance necessary in shepherding the energy sector. As a simple and low-profile public servant, Secretary Lotilla, or simply Popo to his friends and contemporaries, is no stranger to the energy industry. He was the Chair and CEO of the Power Sector Assets and Liabilities Management Corporation (PSALM), the government corporation tasked to manage the privatization of generation assets, IPP contracts, and other non-power assets, including the management of the financial obligations of the NAPOCOR (NPC), and of course, a former energy Secretary under the administration of then Pres. Gloria Macapagal-Arroyo.
He has served in government for more than twenty (20) years in various capacities, first as a Professor at the University of the Philippines College of Law, as Undersecretary at the National Economic and Development Authority (NEDA) under three (3) Presidents, and as I mentioned earlier, as Chair and CEO of PSALM, besides sharing his expertise, as a legal consultant to several Senate Presidents and Senators.
Today, Secretary Lotilla has already accomplished a number of significant policies which could help accelerate this administration's energy goal of moving toward a self-reliant and sustainable low-carbon future and ensuring affordable energy access to our people.
First, on renewable energy. More job opportunities for our people will be unlocked as he shepherds the opening up to one-hundred (100%) percent foreign ownership investments in the renewable energy sector. Cleaner air for the environment will be felt as the DOE increased from one percent to 2.52% of the utilization of renewable energy in on-grid areas while the country's exposure to price fluctuations in the global market will be minimized. The supply and delivery of electric power will be more stable and secure from international geopolitical tensions as the DOE worked hard to allow qualified and registered renewable energy generating units the preferential dispatch in the Wholesale Electricity Spot Market or WESM.
We are also aware that the gentleman from Sibalom, Antique, Secretary Lotilla is now crafting a policy and administrative framework that will ensure the efficient and optimal development of one of the sub-sectors of renewable energy - the offshore wind, as this government is receiving considerable interests to invest in offshore wind development. This is a new energy technology that countries in the Asia Pacific region and Europe are developing while our country has great potential both for offshore and onshore wind development. Shouldn't we be proud that as early as now, Secretary Lotilla is already laying the foundation for the use of this new technology so that the next generation would no longer be burdened with having to experience the use of fossil fuels which are the origin of greenhouse gasses that cause global warming?
Second, on the acceleration of alternative fuels for transportation. We are seeing then that the electric vehicle industry is gradually realizing its vision to modernize and electrify road transport in our country. During the last Congress, we passed Republic Act No. 11697 or the Electric Vehicle Industry Development Act. Now that its Implementing Rules and Regulations (IRR) has been promulgated, he is working to implement and facilitate an enabling environment for the development of electric vehicles as a feasible mode of transportation to reduce dependence on fossil fuels. He seeks to develop, particularly, a comprehensive plan for the electric vehicle industry to generate demand for the transportation sector, consistent with the Chair's approach to cushioning the impact of higher fuel prices in the international market.
Worthy to note is his urgent desire to stabilize the supply of electricity, particularly this coming summer, as the country faces the declining natural gas from the Malampaya-Camago reservoir. Secretary Lotilla is taking concrete steps towards realizing this goal by ensuring that there is enough capacity supplied through various sources, including the coordination and monitoring of the timely completion of the transmission lines to unlock stranded capacities.
Mr. Chair, on a lighter note, who would not recall Secretary Lotilla's frugal lifestyle which was a legend at UP Diliman? Of course, I think he is way ahead of me. After all, he was already a professor then. It was his simple ways that were partly the reason why as a Professor at the UP College of Law, aspiring lawyers, many of whom are now some of today's prominent lawyers and lawmakers were inspired and even considered following his lead by embracing a vow of poverty. Until now, we see him as a very simple man with no taint of corruption issues, whose only desire is for our nation to have stable, secure, and sustainable energy to achieve higher economic growth and better economic opportunities for the populace.

Mr. Chair, I am certain that most of us here are not aware that Secretary Lotilla is also a map collector. It is this passion that brought him to many places by keenly examining maps. Through these maps that he has collected, he has "traveled" to many places and through different periods in history. By collecting maps, he has discovered the mysterious life of the past, the undiscovered truths about the Philippines, and the untold stories about our people. And so, why am I telling you all this? Will this make him more qualified to head the energy sector?
Mr. Chair, it tells us of his keen eye for details while remaining or retaining a broad view. A focus on the here and now, guided by a vision of what is to come. These indicate an ability to efficiently allocate his cognitive resources to achieve thoroughness and accuracy when accomplishing tasks.
I believe that Secretary Lotilla is more than just hardworking, brilliant, and competent, he also has the merit and the fitness required for the position.
Having said that, Mr. Chair, my esteemed colleagues, I respectfully move for the confirmation of the ad interim appointment of Atty. Raphael Perpetuo Mercado Lotilla from Sibalom Antique, my kasimanwa, wearing a barong made in the weaving center I’ve set-up and whose grandfather - Macario Lotilla, was educated by my grandfather who was his Professor, who founded the first secondary school in Antique. My grandfather was the former Governor, Vicente Gilla, his grandfather was Macario Lotilla whose classmate and best friend was also my grandfather - Bartolome Gilla. So there are linkages. “Mr. President, my dear colleagues, It is my honor and privilege to co-sponsor the confirmation of the ad interim appointment of Dr. Renato U. Solidum as Secretary of the Department of Science and Technology.
Secretary Solidum is not new to public service. He formerly served as Undersecretary of the Department of Science and Technology (DOST) and the OIC of PHIVOLCS.
Now at the helm of the DOST, Secretary Solidum seeks to refocus DOST’s major programs to look more into the areas of agriculture and food security, transportation, health, renewable energy, and job creation. The position is crucial not just for resolving future issues that our nation will face but also for reviving our economy and placing it in a better position than it was before the COVID-19 pandemic devastated our nation. The position requires a Scientist, one who understands that the study of science should translate to tangible results that can be felt by every Filipino.
A true and dedicated man of science, Dr. Solidum graduated with a degree in Geology from the University of the Philippines in Diliman in 1984 – the same year he started his professional career at the DOST-PHIVOLCS. He further pursued his graduate studies at the University of Illinois in Chicago with a master’s degree in Geological Sciences, and at the University of California San Diego with a PhD degree in Earth Sciences.
Dr. Solidum has spent the last thirty-eight (38) years working for the DOST, dedicating his career to the study of science and its use to benefit the country. Prior to serving as the DOST Undersecretary, he was the Undersecretary for Disaster Risk Reduction and Climate Change in 2017 and Undersecretary for Scientific and Technical Services in 2019. Furthermore, he is the designated Commissioner for the UNESCO National Commission of the Philippines since 2017. He has demonstrated not just his ability to accomplish the job, but also his persistent commitment to serving the people.
Hard work and dedication do not go unnoticed. Dr. Solidum is the recipient of various awards for his contributions to disaster risk reduction and government services such as the Presidential Citation for Public Service, the Presidential Lingkod Bayan Award by the Civil Service Commission, the Professional of the Year in the field of Geology by the Professional Regulation Commission, the Excellence Award for Government Service by the Philippine Federation of Professional Associations, and the Presidential Career Executive Service Award by the Career Executive Service Board. Clearly, Dr. Solidum, a man with a solid foundation in sciences, has the experience and expertise to succeed in this position.
Worthy of note is his desire to strengthen programs that could help create numerous livelihood and employment opportunities in all parts of the country such as providing assistance to our MSMEs through the DOST’s banner program, the Small Enterprise Technology Upgrading Program, or SETUP.
Likewise laudable is Dr. Solidum’s push for the passage of the Virology Institute of the Philippines (VIP) Act of 2022 which I introduced through Senate Bill No. 489. This law seeks to provide the much-needed support for the health sector amidst the pandemic.
Dr. Solidum’s plans are a source of hope for many Filipinos. Having an expert who has proven his integrity and who understands the many intersections of health and science and technology gives Filipinos the assurance that scientific and practical solutions will soon be realized especially for our distressed sectors.
Mr. President, more than a man of science, Dr. Solidum also possesses the qualifications and fitness needed to be able to use science and technology to drive our nation to real success instead of merely staying stagnant in our potential.

1. I am proud to co-sponsor the confirmation of the ad interim appointment of DOTr Secretary, Jaime Bautista, a luminary in the transportation industry who visualizes an integrated and sustainable transport network for Filipinos and seeks to meet the challenges in our country's aviation, maritime, railways, and road sectors.
2. Sec. Jaime Bautista worked at the flag carrier, Philippine Airlines (PAL), for a total of twenty-five (25) years, serving as its President. While at the helm, he secured a higher four-star rating for the airline and a deal with Tokyo-based All Nippon Airways Holdings, and was largely credited for turning PAL around.
3. A Certified Public Accountant, Sec. Jaime Bautista graduated magna cum laude from the Colegio de San Juan De Letran in 1977, with a Bachelor of Science degree in Commerce major in Accounting.
4. Secretary Bautista had a long and illustrious career in PAL, working his way to Vice President (VP) for finance from 1993 to 1994; Chief Finance Officer (CFO) from 1994 to 1999; Executive Vice President (EVP) from 1999 to 2004; and President from 2004 to 2012. He went into retirement for two (2) years but re-assumed his post as President from 2014 until 2019.
5. Secretary Bautista also held other executive positions and directorships in the Lucio Tan Group of companies, including the post of Vice-Chairperson and member of the incumbent Board of Trustees of the University of the East.
6. A stalwart of the aviation sector, Secretary Bautista aims to elevate the Philippine transport industry to global standards, a transformation that, for him and this administration, can only be carried out by focusing on and ensuring the flawless movement of people, goods, and services.
7. While Secretary Bautista's vast experience comes mainly from his long stint in aviation, he is not alien to the woes of our transporting public. This is evident in the ridership on the EDSA Carousel, which hit an all-time high last October, the first since the start of its operations in 2020.
8. Furthermore, Secretary Bautista made recommendations on improving the Metro Rail Transit Line 3 (MRT-3) services after an impromptu inspection in July. Upon the resumption of face- to-face classes, he also gave a directive to open additional PUV routes for our students and workers alike.
9. Secretary Bautista intends to fast-track the big-ticket projects of the Department. They are, as he said, "pushing pedal to the metal" to finish projects in the road, aviation, railway, and maritime sectors, which will ensure progress for every Filipino.
10. Secretary Bautista has likewise called on private firms to take part in public- private partnership (PPP) projects, including the construction of regional airports.
11. In view of all this, I am confident that Secretary Bautista is the trailblazer we need to transport our people into the future. He is the leader who understands that the key to a fully functional transportation system is enabling mobility for all regardless of class.

“Mr. President, distinguished Members of the Commission on Appointments, I have the honor of co-sponsoring the ad interim appointment of Jose Rizalino “Jerry” Larion Acuzar as Secretary of the Department of Human Settlements and Urban Development.
Mr. Acuzar’s rags to riches life-story is one that is worthy of emulation. He rose from humble beginnings to become one of the most successful real estate businessmen in the country. A proud son of Balanga, Bataan, he carved his name as a Filipino entrepreneur who managed to reach new heights in the field of real estate development starting from a small construction company serving the needs of the government. Prior to this, he was a draftsman for the Tondo Foreshore Redevelopment Project, drawing plans for the development of the slum areas of Tondo.
Prior to his appointment as Secretary, Mr. Acuzar was the Chief Executive of the New San Jose Builders Inc., which is one of the country’s top developers. Clearly, he knew from his vast experience how to sustain performance and contribute to positive environments as reflected in his projects. His company was involved in housing developments and government construction projects before it focused on property development. Later on, he ventured into more diversified and inclusive projects, particularly building more affordable houses and properties for Filipinos.
The housing sector needs a leader who can effectively manage, harness, and leverage developments. While this sector has great potential growth, the country faces a housing crisis. I believe that Mr. Acuzar’s knowledge and experience in creating quality houses at low cost will be crucial in closing the gap between the demand for housing and the current capacities of the sector to provide socialized housing projects.
Mr. Acuzar’s passion for heritage and craftsmanship is reflected in one of his development masterpieces, the Las Casas Filipinas de Acuzar, which showcases our country’s rich culture and supports efforts to preserve our history. It was an ingenious project in 2003 envisioned to provide cultural and architectural value to significant pieces and places in our history.
Mr. Acuzar’s passion and creativity have drawn the attention of tourists, contributing to the local economy as Las Casas is now known worldwide for its vast collection of heritage houses used as accommodation for guests and others – as museums of various memorabilias. It has become a tourism gem and has provided jobs and opportunities for the people of Bataan.
As a tribute to his alma mater, he acquired Manuel L. Quezon University with an end view of expanding its schools nationwide which included a campus in Bataan. His vision of a balanced community centered on culture and sports pushed him to establish the Victoria Sports Club and Victoria Skin, which is an integrated indoor sports and wellness center, and the Victoria Arts and Theatre, which is an integrated arts and theater complex within a residential building.
Mr. President, distinguished colleagues, I believe that decent housing is a right for every Filipino. I have faith in Mr. Acuzar’s capacity to lift the economy through his expertise in the housing sector, to build and provide homes for many Filipinos, not only physical houses but also resilient and sustainable communities.

“Mr. Chair, distinguished Members of the Commission on Appointments, it is my privilege to co-sponsor the confirmation of the ad interim appointment of Dr. Arsenio M. Balisacan as Socioeconomic Planning Secretary and Director General of the National Economic and Development Authority (NEDA).
As we all know, returning NEDA Secretary and Director General Balisacan was instrumental in the country’s exceedingly satisfactory economic standing during the late President Benigno Aquiino’s administration, where he served for four (4) years. It was at a time when the country was regarded as among the fastest-growing economies in the region. One of his critical milestones was the crafting of the “Ambisyon 2040”, which was adopted by Former President Duterte and is also supported by President Marcos.
Dr. Balisacan also served as Chair of the Philippine Institute for Development Studies (PIDS) Board and as the first Board Chairperson of the Philippine Statistics Authority (PSA) and the Public-Private Partnership Center of the Philippines. After the NEDA, he was appointed as Chair of the Philippine Competition Commission fighting monopolies, advocating inclusive growth, and relentlessly bridging the social divide through policies.
All these years, Dr. Balisacan has kept his feet on the ground, considering himself a cog in a large wheel despite his immense background and contribution to the Philippine economy. He carries with him years of high-level practice in the field of policy-making and has a highly proficient understanding of the values of public good and public interest.
Dr. Balisacan is well-versed in the fields of Development and Economics. He was known for years as a Professor or as Dr. Balisacan, who was a long-time faculty member and eventually Dean of the University of the Philippines Diliman School of Economics. He also made a name as Director and Chief Executive of the Southeast Asian Regional Centre for Graduate Study and Research in Agriculture (SEARCA), and as Undersecretary at the Department of Agriculture in the early 2000s.
Dr. Balisacan came from a modest family. Because of his patience and perseverance, he got into the Mariano Marcos State University as an agriculture scholar. He finished his Master’s degree in Agriculture Economics at the University of the Philippines Los Baños through the scholarship he received from SEARCA which he eventually led from 2003 to 2009. At the age of 28, he earned his doctorate in Economics at the University of Hawaii in Manoa and was posted as a research fellow at the East-West Center. Dr. Balisacan is a lifetime member-academician of the National Academy of Science and Technology.
Amidst high inflation and fast-rising consumer prices, Dr. Balisacan is resolute in accelerating economic recovery and development with a high-growth trajectory. Through policy reforms, he aims to reduce poverty and socioeconomic inequality in the country. I have no doubt that his keen eye for socio-economic development and his proven dedication can help revive the economy and the country’s distressed sectors.
Mr. Chair, distinguished colleagues, I believe in his capacity to once again successfully chart the country’s growth path, echo the past with more resiliency, and ensure that this is felt by every Filipino.

1. Nelson Celis previously served as the lead consultant for former Comelec Commissioner Resurreccion Borra. He was tasked with contributing to the implementation of the Automated Election System (AES) from 2006 to 2008. The following year, until 2010, he served as co-convenor of AES Watch, a watchdog group that advocates for the fair and impartial administration of automated polls. In addition, he was also a part of the Center for People Empowerment in Governance (CenPEG), as an IT expert. Eventually, he played a role in the implementation of the AES during the 2010 elections.
2. Besides his history of partaking in the AES, Nelson has a solid background in information technology as a graduate of Electronics and Communications from the Don Bosco Technical College. He is the founding Director of the National Association of Data Protection Officers of the Philippines. He has previously served as the Chief Information Officer of Megalink and the Philippine Veterans’ Bank.
3. As we glide through the digital age and promote the digitalization of our agencies, Nelson, with over forty-one (41) years of experience in the field of information technology and a vast amount of experience in information security management systems, will be able to immensely contribute to the advancement of the automated elections and provide solutions to technical issues previously encountered by the Commission.

1.Today, I have the honor of co-sponsoring the ad interim appointment of Atty. Ernesto Ferdinand P. Maceda, Jr. as Commissioner of the Commission on Elections (COMELEC).
2. The namesake of his father, the late Senate President and former Ambassador to the United States, Atty. Ernesto Maceda Jr. was born to serve. At the young age of twenty-three (23), he topped the Manila City Council elections and was elected as Vice Mayor of Manila City five (5) years later.
3. In the House of Representatives, Atty. Maceda served as the Chief of Staff of former House Speaker Arnulfo Fuentebella from 2000 to 2001. Prior to this, he served at the Philippine Judicial Academy’s Board of Trustees and with the Mandatory Continuing Legal Education Governing Board, both of which were entrusted to him by no less than the Supreme Court of the Philippines.
4. Atty. Maceda is also well-respected in the academic community for his work as a constitutionalist and election law educator and practitioner. He was a lecturer at the Ateneo Law School and Master of Laws Thesis Professor at the Pamantasan ng Lungsod ng Maynila.
5. Atty. Maceda has also held several leadership positions in public academe. He served as the President and Chairperson of the Board of the Philippine Association of Law Schools. On top of all these, he served as the Pamantasan ng Lungsod ng Maynila (PLM) College of Law’s longest-serving Dean from 2006 until 2015, and as Executive Vice President of the same institution. Atty. Maceda then served as President of Universidad de Manila from 2015 until 2019.
6. In the private sector, Atty. Maceda served as a partner at the Maceda Law Firm; a columnist for the Philippine Star and Pilipino Star Ngayon; and, a regular resource speaker for constitutional law discussions.
7. The seasoned election lawyer previously ranked 19th in the 1989 Bar Exams after earning his Bachelor of Laws degree from the Ateneo Law School. Later, in 1996, he attended Columbia University in New York where he received his Master of Laws degree. He is currently pursuing a Ph.D. in Public Administration at the National College of Public Administration and Governance at the University of the Philippines.
8. Indeed, the idea that the people hold the power to make decisions and that they are the source of all authority for the government is the fundamental tenet of democracy. In his role as a Commissioner of the COMELEC, Atty. Maceda has high aspirations of advancing this cause by advocating for a novel reform agenda that prioritizes structural innovations and institutional improvements.
9. Having read his professional experience and accomplishments, Mr. President, Atty. Ernesto Maceda is, in my view, eminently suitable to perform his functions as a COMELEC Commissioner.
10. I am confident he will carry out his duties to the best of his ability in service to the Filipino people. I have faith that Atty. Maceda in the Commission, the COMELEC will fulfill its sacred role as guardian of the sovereign will.

“Mr. Chair, distinguished Members of the Commission on Appointments.
It is my honor and privilege to co-sponsor the consent to the nomination of Ms. Irene Susan Barreiro Natividad as Ambassador Extraordinary and Plenipotentiary to the Federal Republic of Germany.
Atty. Susie has dedicated twenty-nine (29) years of her life to foreign service. She is a well-respected and highly regarded diplomat whose competence has been recognized both domestically and internationally.
Notably, during her stint as Consul to Ottawa in Canada, she was commended by then Philippine Ambassador to Canada, Francisco L. Benedicto, for her exemplary conduct and performance. This is just among the many accolades she rightfully earned during her foreign service career. Currently, she is serving as Charge d’ affaires ad interim in the Philippine Embassy and Permanent Mission of the Philippines to the United Nations in Vienna.
Mr. Chair and distinguished colleagues, it is my privilege and honor to join the sponsor in recommending that this Body gives its consent to the nomination of Ms. Irene Susan Barreiro Natividad as the Ambassador Extraordinary and Plenipotentiary to the Federal Republic of Germany.
Mr. Chair, it is also my honor and privilege to co-sponsor the consent to the nomination of Mr. Bernard Faustino La Madrid Dy as Ambassador Extraordinary and Plenipotentiary to the Swiss Confederation, with concurrent jurisdiction over the Principality of Liechtenstein. Though this may be our subject nominee’s first diplomatic posting, his mayoralty stint in Cauayan City, Isabela, honed his competence in public service.
Cauayan City was regarded as the first smart city in the Philippines, thanks to Bernard’s innovative style of leadership. The accomplishments of the city under his helm in infrastructure, social services, economic, environment, and peace and order, were all aligned with the programs of the United Nations Seventeen (17) Sustainable Development Goals. He was thereby recognized for his expertise in the field of Smart and Sustainable Cities and was awarded numerous recognitions including the 2018 Ten Outstanding Young Men (TOYM) in the Philippines, Most Outstanding Mayor Award by Superbrands Marketing International from 2014 to 2018, Best City Manager of the Year (2014) by Europe Business Assembly in Stresa, Italy, among others.
I believe our subject nominee has what it takes to effectively fulfill the mandates of his job. I therefore recommend that this Body gives its consent to the nomination of Bernard Faustino La Madrid Dy as Ambassador Extraordinary and Plenipotentiary to the Swiss Confederation, with concurrent jurisdiction over the Principality of Liechtenstein.

1.It is with deep sense of pride and honor to co-sponsor the confirmation of the promotions of these fifty-four (54) strong and resilient men and women of the Armed Forces of the Philippines (AFP).
2. Today, we chronicle another batch of Generals and Senior officers of the Philippine Air Force; Philippine Army; Philippine Navy and Marines; Corps of Professors; Medical Corps, and Veterinary Corps; Judge Advocate General Service; and Chaplain Service; who have genuinely articulated the values of honor, service, patriotism, and for many years exemplified how to love this country.
3. This day is both an achievement of their hard work and proof of their selfless service in ensuring that everything we Filipinos value most, as a nation, is defended as did our forebears for years. Our fifty-four (54) Generals and Senior Officers present here today have been assessed as fit and qualified to rise in the ranks of the AFP organization. Yes, I was about to ask that it be referred into the records because I was used to the last Commission on Appointments, ah, last year, when many of the speeches were simply inserted into the record but I see that there is still time, so allow me to just read a few pages of what we want to say about our appointee whom we are confirming today especially that I heard from the former Mayor of my City, Caloocan, taga duon din po ako, kaya nagagalak ako -- anong tawag natin, Congressman Malapitan, “Batang Kankaloo”, tama? Batang Kankaloo. Kasi po, ang inyong lingkod ay isang “Batang Kankaloo”, kung hindi n’yo po naitatanong, alam po ‘yan ni Congressman Malapitan.
Mr. Chair, distinguished Members of the Commission on Appointments.
I have the honor and privilege of supporting the confirmation of the ad interim appointment of Alfredo Espinosa Pascual as Secretary of the Department of Trade and Industry.
Mr. Alfredo Pascual is one of the country’s finest minds. He has refined the systems and society with his work as an academic leader, management educator, good governance advocate, and international development banker.
He has served reputable institutions: as a finance Professor at the Asian Institute of Management (AIM) from 1980 to 1989; held key positions at the Asian Development Bank (ADB) from 1989 to 2008; serving at the University of the Philippines (UP) System’s Alumni Regent in 2009 and 2010; subsequently elected as the UP President and Co-Chair from 2011 to 2017, and thereafter held the post of the President and CEO of the Institute of Corporate Directors (ICD) in 2018 and 2019.
Mr. Pascual also took the helm of the Management Association of the Philippines (MAP) until he was appointed Secretary of the DTI in June of 2022.
The authority and the responsibilities involved in carrying out the DTI mandate are no easy tasks especially during this time of pandemic recovery. The job requires strong and decisive leadership that can spur enhanced trade systems and policies while hurdling the challenges inflicted by the unprecedented global health crisis, impaired international trade brought about by the Russia-Ukraine war, and disrupted global supply chains, among others.
As we recover from the pandemic, trade is central to our development agenda. Robust trade creates jobs, promotes entrepreneurship, attracts capital and foreign earnings and fosters innovative processes. These are vital for sustainable development and reducing poverty and for supporting the country’s local industry and foreign trade growth as well.
Mr. Chair, I am confident that the kind of leadership that Mr. Alfredo Pascual possesses is what we need to address the overwhelming challenges our trade and industry face today.
Nourished by his expertise and wealth of experience relevant to the mandate of the DTI, Mr. Alfredo Pascual’s fitness for the position is unquestionable.
If I may, it was during his presidency at the University of the Philippines that I was hailed as UP’s 2013 Distinguished Alumna for Environmental Protection and Climate Change Adaptation, which award was conferred by him and the UP Alumni Association. Maraming salamat pero hindi po ito sukli sa ibinigay n’yo sa akin ten (10) years ago.
Mr. Chair, it is thus my honor to join the sponsor in moving for the confirmation of the ad interim appointment of Mr. Alfredo Espinosa Pascual as Secretary of the Department of Trade and Industry.
And as author of the MSME Law way back in 2007, I earnestly hope, and I know and we’ve talked about it, that the DTI as the main implementer of the Micro- Small and Medium Enterprises Law which is a driving force and the engine of the Philippine economy, MSMEs being 99.5% of our local economy, you will ensure that all programs of the DTI, including Negosyo, OTOP, DTI SSF, and all other programs including the Regional Trade Fairs and MSME programs in other agencies of government where the DTI can assist, as well as the Innovation Act, where the NEDA and the DTI are members of the board and co-implementers of this relatively new law way back in 2019. I am certain that with his expertise, with his discipline of mind, and the experience that he has, we are in good hands in the Department of Trade and Industry. Having said that, I support my distinguished colleagues' support for Mr. Alfredo Pascual as Secretary of the Department of Trade and Industry.

I have the honor to co-sponsor the confirmation of the ad interim appointment of Atty. Cheloy Velicaria-Garafil as Secretary of the Presidential Communications Office.
In these challenging times, it is crucial for the government to have competent and committed leaders who will ensure that information on programs, projects and plans of the government is truthfully and promptly conveyed to the public.
As a lawyer and a former journalist holding a master’s degree in National Security Administration, I am confident that Secretary Garafil’s appointment to the PCO will fulfill such expectation and her leadership in the agency will pave the way for a more transparent, accountable, and effective governance.
Prior to her appointment to the PCO, Secretary Garafil served as the Chief of the Land Transportation Franchising and Regulatory Board (LTFRB). She also served as Director for the Rules Committee in the House of Representatives; as a Prosecutor under the Department of Justice; and, as a journalist for the newspaper publication Malaya, where her reportage on various issues affecting our society helped mold her character to be independent, hardworking, inquisitive and disciplined.
With her wealth of experience in public service, having worked in various media organizations and government agencies, I am certain that Secretary Garafil will be able to successfully lead the Presidential Communications Office as the premier communications arm of the government.
Mr. President, it is for these reasons that I second the confirmation of the ad interim appointment of Atty. Cheloy Velicaria-Garafil as Secretary of the Presidential Communications Office. On the note, as an aside, two (2) of her Undersecretaries are graduates of the Philippine Senate, having been Senate staff. So, I am so impressed with the PCO and the Senate was able to train two (2) of her very hardworking and much experienced Undersecretaries in the persons of Honey Rose Mercado and Tala Maralit, both of whom worked in my office. So, I ensure you, I assure you, they have the discipline.

A bar-topnotcher just like his late father, former Chief Justice Claudio Teehankee, the subject nominee is equipped with outstanding educational background, extensive private and public law practice, and a wealth of experience in representing the country as the Permanent Representative to the World Trade Organization as far back as 2004 to 2011 and again from 2018 to 2022. These alone speak volumes of Dondi Teehankee's competence for the job.
He is a tough negotiator who fearlessly yet harmoniously works with the small group of Geneva experts dealing with the rules of trade between nations. His brilliance is infused in his highly regarded writings on legal, political, economic, and trade issues. His skills and works have contributed a great deal to ensure that the Philippines does not lag behind in achieving a steady confluence of global trade, human development, and environmental sustainability.

Mr. Chair, distinguished Members of the Commission on Appointments, I have the honor of co-sponsoring the confirmation of the ad interim appointment of Mr. Rexlon Ting Gatchalian as Secretary of the Department of Social Welfare and Development. Malay ko naman n’un na ang batang ito na umaalalay sa akin sa national campaign ko thirteen (13) years ago, batang-bata, at napakagaling na spokesman ko ay mako-cosponsor ko ang kanyang kumpirmasyon bilang kabinite.
As we all know, the DSWD plays a crucial role in the provision of social services and programs that promote the welfare of our marginalized sectors - the homeless, the hungry, the orphans, the abused women and children, the elderly, the disabled, individuals in crisis situations,
and indigenous peoples, among others.
There are millions of them. According to the Social Weather Station (SWS) survey conducted in the first quarter, around 14 million households - or half of Filipino families - consider themselves poor. The same survey showed that the number of families who consider themselves to be food-poor rose from 34% in December last year to 39% in March this year.
Thus, the appointment of a capable, dedicated, sincere and knowledgeable, disciplined leader who can empower the marginalized and liberate them from the vicious cycle of poverty, abuse, disasters, and the deprivation of opportunities, is what this august Chamber must guarantee.
Mr. Chair, I sincerely believe that Mr. Rex Gatchalian has the skills, the competence, and the heart for this position. He has an impressive track record in public service. He has served nine (9) years as Valenzuela's Local Chief Executive and six (6) years as District Representative.
In such capacity, he implemented various programs that improved the lives of his constituents. In fact, three (3) of the city's programs made it to the Top 10 Outstanding Local Governance Programs during the 2021 Galing Pook Awards – the "Valenzuela Live" for digital learning; "Tagalag Fishing Village" for livelihood and eco-tourism; and the "Paspas Permit" online business permit application platform. Hahanapin natin ito sa pagpapatakbo ng DSWD lalo na sa SLP sa mga 4Ps families and the graduating who are still poor.
The City earned other recognitions under Rex Gatchalian's leadership. These awards profess the city's efficient health and social protection policies, fruitful employment and MSME developments programs, economic accountability, innovative preparedness and livability and the sound implementation of peace and order advocacies.
Mr. Chair, Rex has been in the trenches - boots on the ground. He may not have experienced poverty firsthand but his leadership as Valenzuela City’s local Chief Executive has made him aware of its realities. He gets things moving. He trumps red tape by speeding things up. He works with people who are as competent as he is.
We have seen these qualities in action when he swiftly responded to the recent MT Princess Empress oil spill in Oriental Mindoro which spread through Palawan, Occidental Mindoro, Oriental Mindoro and even my home province of Antique. Nauna pa siyang mag-text sa akin bago ko nalaman na nakaabot na ang oil spill sa isang barangay namin at bago pa ako humingi ng tulong.
Just after three (3) weeks in the position as DSWD Secretary, he rolled up his sleeves by promptly carrying out the cash-for-work (CFW) program to aid residents affected by the oil spill. Food packs, emergency cash transfers, and temporary means of livelihood were provided leaving no one behind, I hope.
Mr. Chair, his appointment is a testament to the government's commitment of addressing the pressing issues of poverty and inequality in our country. And I am confident that his leadership will bring positive changes to the DSWD and to the lives of the Filipino poor. It is therefore my honor to support and join our dear colleagues in sponsoring and in moving for the confirmation of the ad interim appointment of Mr. Rex Rexlon Ting Gatchalian as Secretary of the Department of Social Welfare and Development.
Habilin ko sa’yo Secretary Rex, sa tulong mo at sa efficiency mo at sa DSWD, Una: ang ating mga informal settlers na mga nakatira sa kalsada; sa kariton; sa ilalim ng mga tulay; at sa gilid ng mga ilog at estero sa kanal. And, of course, mainstreaming, disaster risk reduction into the DSWD programs so that the goods, as you are very well doing it already, are prepositioned even before a disaster strikes. And not to forget our indigenous people and our senior citizens at marami pang iba.

Thank you, Mr. President, Mr. Chair.
It is my honor and privilege to co-sponsor the confirmation of the ad interim appointment of Mr. Gilberto Eduardo Gerardo Cojuangco Teodoro Jr. as Secretary of National Defense.
As our country faces threats both foreign and domestic, we need a leader who is not just qualified but also outstanding; someone who will not just secure our territorial integrity and sovereignty but also promote the welfare of the Filipino people.
Secretary Teodoro possesses the academic, professional, and ethical background necessary to take the helm of our nation’s security.
His record is known to us all. Secretary Teodoro started his public service in the Sangguniang Panlalawigan of Tarlac. He was the President of the Kabataang Barangay of Central Luzon.
He completed his Bachelor of Science in Commerce, Major in Financial Institutions at De La Salle in 1984. He was awarded the Dean’s Medal for Academic Excellence at the University of the Philippines College of Law and topped the Philippine Bar Examinations in 1989. He finished his Master of Laws at Harvard University and passed the New York State Bar Examination. He completed the Command and Staff Course of the Philippine Air Force and the AFP Joint and Combined Staff Officer Course and won the Leadership Award in both courses.
From 1998 to 2007, he served as the Representative of the 1st District of Tarlac for three (3) consecutive terms and authored more than a hundred bills. Furthermore, he previously held the Secretary of Defense position in 2007.
Mr. President, Mr. Chair, Secretary Teodoro’s track record speaks for itself. While serving as a Secretary of Defense in 2008, he also became the Chairperson of the National Disaster Coordinating Council and steered the country towards preparedness and resilience, and he never stopped unless all Filipinos were safe and accounted for.
Secretary Teodoro’s laudable priority agenda for the Department first and foremost includes human rights advocacy. This is critical to ensure that we hold our forces to the highest standard and dignity. He also made sure that relevant stakeholders are involved to safeguard long lasting peace.
Moreover, he advocated for a stronger, rational and strategy-based national defense policy. He put in place a Public Assistance Desk, support to veterans, and transparency measures in the Department of National Defense.
Secretary Teodoro broadened the nation’s security objectives into a “whole of government” strategy. He ensured that national development efforts reach critical areas affected by insurgent or secessionist movements.
I am certain that with Secretary Teodoro at the head of our defenses, we can sleep at night peacefully knowing that our nation’s freedom is protected by a brilliant Secretary whose heart is for the people.
As a reservist in the Air Force and the Armed Forces of the Philippines, it is therefore my honor to support and join the sponsor in moving for the confirmation of the ad interim appointment of Gilberto Teodoro Jr. as Secretary of the Department of National Defense.

I stand here today to express my support and co-sponsor the confirmation of the ad interim appointment of (Ret.) Justice Erlinda P. Uy as a Member of the Judicial and Bar Council, representing the Integrated Bar of the Philippines.
Linda, as she is fondly known by her colleagues, friends, and practitioners of the legal profession, is known for her competence, leadership, and diligence. With an exceptional record of service in the Judiciary for over thirty (30) years, it is without question that she has gained the wisdom and judgment to aid in the selection of the country’s future generation of judges and justices.
Prior to her appointment to the Judiciary, she worked as a Court Attorney at the Office of Chief Justice Marcelo B. Fernan, and as a Senior Partner in the law firm of Piñera, Uy, and Associates Law Office. In 1993, she was appointed as a Presiding Judge, then subsequently as the Executive Judge of the Metropolitan Trial Court, Branch 30, Manila. In 1999, she was promoted to become the Presiding Judge, Regional Trial Court, Branch 162, Pasig City. In 2003, she was awarded a Plaque of Merit for being the Regional Trial Court Judge of the Year.
In 2004, she was appointed as the first lady magistrate of the Court of Tax Appeals, where she served until her compulsory retirement on May 28, 2023. During her tenure at the Court of Tax Appeals, she was recognized as the first lady Chairperson of the Second and Third Divisions of the Court, the inaugural Chairperson of the Committee on Ethics and Special Concerns, and the pioneer Chairperson of the Committee on Gender and Development.
In the course of her career, Justice Linda has always been highly regarded for her work ethic, consistently producing well-written decisions, orders, and resolutions, exemplifying excellence and her commitment to public service. Aside from being acknowledged for her competence and legal prowess, she is well-loved for kindness, respect, and compassion for court employees, litigants, and fellow Justices. In fact, she serves as the mentor and anchor for new justices, guiding the newly-appointed justices on the intricacies of court practices at the Court of Tax Appeals, as well as demonstrating authoritative, yet calm, demeanor of an Appellate Justice.
As she embarks in her new role as a member of the Judicial and Bar Council, Linda will undoubtedly continue to serve with the same passion and integrity, taking great care in selecting the most qualified candidates for the Judiciary, in the interest of efficient and effective administration of justice.

In the midst of chaos and clamor comes Dr. Teodoro Javier Herbosa.
Dr. Herbosa is a physician who finds joy in being the steady voice of reason and action in a fast-paced emergency room. He also has the benefit of a trauma surgeon's instinct, knowing how to act fast with precision and conviction.
I have known Dr. Teddy for many years now, but I remember him best as an advocate of disaster resilience. Having had the privilege of knowing Dr. Teddy for numerous years, I remember him best for his unwavering commitment to advocating for disaster resilience. He is not just an advocate; he is a professional practitioner through advanced and collaborative disaster management programs.

Bigas, isda, asukal, karne. Every day, at least three (3) times a day, food is everyone’s concern. Sa ating mga Pinoy, may merienda pa. Unfortunately, for reasons both internal and external to our country, both within and beyond our control, food availability, accessibility, and affordability have become for many Filipinos troubled waters difficult to navigate.
Today, we convene to discuss the stewardship of our food sources, our food producers, and our food guardians. The Department of Agriculture is a cornerstone of our nation’s survival and progress, ensuring that every Filipino family’s hapag-kainan holds sustenance and growth. And the importance of the Secretary of this Department cannot be overstated – he is the master chef in the feast that is the Philippines’ agricultural endeavors.
Today, this representation co-sponsors the confirmation of the ad interim appointment of Agriculture Secretary Francisco “Kiko” P. Tiu Laurel, Jr. He is perfect for the job that is intertwined with our collective destiny as a nation.
Like many Filipinos, Secretary Kiko is a constant learner in the school of hard knocks and prioritizes family responsibilities. In his words, his university is the sea. Thrown into adulthood when he became a young father at 19, he quit school. His duty to his daughter and his family came first. His decision to forgo a college degree to provide for his family reflects his values and his willingness to embrace challenges head-on.
As helmsman of the Department of Agriculture, Secretary Kiko can boast not only of his personal success in business, but also of achieving that success by working well with others.
His principal constituents, our farmers and fisherfolk, are the unsung heroes of our food chain. They confront a variety of adversities ranging from unpredictable weather, to economic fluctuations, to breaks in the global supply chain, to lack of access to credit, market, logistics, and new technology. Despite these obstacles, their daily dedication to the farm, to the sea and to feeding us remains unwavering. Yet, they need more than grit – they need a leader who understands their daily challenges, their life’s struggles and aspirations. That leader is Secretary Kiko.
He learned the fishing ropes from his father and his father’s trusted people. Nakababad siya. He immersed himself, spending months at sea with the captains and crews of their fishing vessels. He helped out in machinery and engineering. He learned by doing.
Food security serves as a beacon of hope for the marginalized and the fuel of our economy. Secretary Kiko understands that our food producers, who are right now among the poorest of the poor, play a pivotal role in shaping the narrative of our nation’s prosperity. They need to earn enough and more, for feeding us, for feeding the nation.
Having broken bread with Filipino fisherfolks and sharing works with them, Secretary Kiko in his few short weeks at the Department has made it his policy to walk alongside farmers and fishers, feel the pulse of the fields, and dive into the ebbs and flows of the fishing harbors. Consultation is part of his leadership style, and inclusive growth part of his prosperity mantra.
To achieve food security, hard inflexible numbers must be clear and known: tons of food produced or imported, hectares of irrigated farmlands or fishing grounds, incomes of millions of farmers and fisherfolks, and what all of us food consumers focus on – food prices.
That’s why I support Secretary Kiko’s plan to reestablish the agriculture statistics unit in the Department. The challenges ahead – from price controls to disease outbreaks impacting agricultural commodities – necessitate accurate data so that strategies, coupled with innovative solutions and empathetic leadership, can bring the Philippines to food self-sufficiency, agricultural innovation, and economic stability.
Secretary Kiko also exemplifies diversity of expertise as well as commitment to alternative energy sources. He was President of the Agusan Power Corporation, which operated the Lake Mainit Hydroelectric Power Plant. He joined the Naval Affiliated Reserve Force of the Philippine Navy and has been honorary Consul to the Federated States of Micronesia.
Steering the Department of Agriculture requires a leader who envisions the Philippines emerging to a global leader in food production. The laurels of Secretary Kiko’s leadership extend far beyond boardrooms and Philippine waters. As chairperson of the World Tuna Purse Seine Organization, he advocated for the preservation of marine resources for future generations. I personally share his commitment to sustainable resource management.
For Secretary Kiko, food security isn’t just a goal; it’s the bedrock upon which our national resilience stands. Esteemed colleagues, our appointee’s work embodies the Filipinos “can-do” spirit – in innovation, sustainability and inclusivity. His multifaceted experience, deep-rooted connections, and firm commitment make him the ideal candidate to steer the Department of Agriculture toward a future where our agricultural landscape sustains and flourishes our nation’s growth.

Thank you, Mr. Chair, Mr. President.
It is with distinct honor and privilege that I co-sponsor the ad interim appointment of Sec. Ralph Recto as the head of the Department of Finance. Having the opportunity to work closely with Sen. Ralph Recto, Secretary Recto for two (2) consecutive terms in the Philippine Senate, during the 16th and 17th Congress, I can attest to his unmatched dedication to public service and his remarkable wisdom.
Together, we’ve championed laws aimed at uplifting the lives of our fellow Filipinos, from the Universal Access to Quality Tertiary Education Act to the amended version of the Magna Carta for Persons with Disability, and even the Go Negosyo Act.
And during my tenure during the pandemic as a Deputy Speaker in the House of Representatives, and he was serving as a Senate President Pro Tempore, a position I occupy now, we both pushed for the passage of key legislations, such as the “Bayanihan to Recover as One Act”, the “COVID-19 Vaccination Program”, the “Financial Institutions Strategic Transfer Act”, and many more.
Each piece of legislation bears the mark of collaborative efforts, born out of countless debates, brainstorming sessions, and a shared commitment to making a difference. It’s not just about the laws we’ve passed; it’s about the camaraderie we also have forged. I still remember our dynamic discussions both in the session hall and the committee hearings, where our focus was not solely on politics but on finding the best solutions for our country.
His credentials speak volumes – former Senate President Pro Tempore, Minority Leader, Chairperson of the Senate Committee on Ways and Means, Director General of NEDA – each role a testament to his depth of experience and leadership skills.
While serving as the NEDA Chief, Secretary Recto led efforts to bolster the Philippine economy by crafting the Economic Resiliency Plan (ERP) and subsequently proposed the Reloading Economic Acceleration Plan (REAP) to maintain progress. He also advocated for transparent oil pricing and enhanced efficiency in government project implementation. He completed a Leadership Course at the John F. Kennedy School of Government at Harvard University, holds a Bachelor’s degree in Commerce major in Business Management from De La Salle University and holds units in both University of Asia and the Pacific, I believe
Master’s Degree in both UP and UAP.
But beyond the titles and the recognitions, Secretary Senator Ralph is a man of integrity and unparalleled work ethics and knowledge. His commitment to inclusive growth, transparent governance, and poverty alleviation has shaped his career as a public servant.
And in confirming the ad interim appointment of Mr. Ralph Recto as the head of the Department of Finance, we are not just selecting a capable leader, we are entrusting the future of our nation’s economy to someone who has a keen understanding of economic policies and has a proven track record in crafting legislation that fosters sustainable and inclusive growth.
On a personal note, I’ve known, and I am, I hope, considered a friend of the family of Ralph. I call him Ralph since he was in his early twenty’s (20s). I believe that among all the Senators present here today and the Congressmen, when I was very, very young way beyond politics and he was very young as well, we were already friends. He has been very helpful since then in all my political battles. I’m very grateful to him and the Batangeños for always making me the number one Senator there. And even as a colleague in the Senate, he would teach me when I was a newbie on my third term but Chairman of the Finance Committee and he would shepherd the process, so to speak and explained to me the importance of the budgetary process and teach me the programs of government then even if I am more senior in terms of tenure in the Senate. That is how generous he is, generous he is in sharing his wisdom, his knowledge in mentoring the way he mentored an outstanding local government official in the person of his dear beloved wife, Gov. Vilma Santos-Recto, and she says it herself that she could not be where she is and the knowledge she has, aside from her innate knowledge, is due to her husband Ralph Recto.

As a legislator, Sonny has been tireless in his commitment to listening, studying, and advocating for the people he serves. His dedication has led to his authorship and sponsorship of over three-hundred-forty (340) laws, each addressing crucial issues and advocacies.
Together, we labored and passed landmark laws such as the Enhanced Basic Education Act of 2013, Universal Access to Quality Tertiary Education Act, as well. Mr. Chair, esteemed colleagues, and fellow countrymen, it is an honor and privilege to support the confirmation of the ad interim appointments and the consent to the nominations of the distinguished Officials for key positions in the Department of Foreign Affairs (DFA).
These individuals are more than qualified. They possess a wealth of experience, track record, and an unwavering commitment in fulfilling their challenging responsibilities in representing our nation abroad and safeguarding the interests of Filipinos worldwide. Among them are:
1. Ambassador Nina Padilla Cainglet - who will be representing our country in Bangladesh, Sri Lanka, and the Maldives. We have established strong relations with these countries in terms of fighting against climate change. We work together in the Climate Vulnerable Forum (CVF) where countries highly vulnerable to climate crises act together to deal with this historic global challenge across all world regions. I have worked with the members of the Parliament in Bangladesh, Mr. Saber Chowdhury, and with the former President of Maldives and now Secretary General of the CVF, Mohamed Nasheed, in challenging the executive departments to dramatically raise climate ambition.
2. Ambassador Adrian Bernie Candolada - for Colombia, Ecuador, and Venezuela, has been a very reliable partner of the Senate while he served as the Assistant Secretary of DFA's Department Legislative Liaison Unit (DLLU).
3. Ambassador Antonio Morales - who will represent us in the Commonwealth of Australia, with concurrent jurisdiction over the Republic of Nauru, Tuvalu, and the Republic of Vanuatu, carries with him the responsibility of looking after the Status of Visiting Forces Agreement (SOVFA), which sponsored in 2012
4. Ambassador Domingo Nolasco - who used to be our Ambassador to Italy, has been very supportive of our country's return to the Venice Biennale after fifty-one (51) years of absence. He will now be stationed in the Republic of Finland at an embassy that I helped reopen in this Congress
5. Ambassador Noel Eugene Eusebio Servigon - will represent us in Romania. Perhaps, we can enhance the cultural and artistic exchanges of our two (2) nations, as personally, I have worked with the Romanian artist Florica Zaharia, a Textile Conservator Emeritus of the Metropolitan Museum of New York. She was in the Philippines last year to share conservation practices for our textiles.
Mr. Chair, there are endless possibilities for partnerships in our economy. culture, and trade and we want to make sure that we have the right people to lead the way.
We have fifteen (15) dedicated Foreign Service Officers who are competent to navigate the complexities of international relations.
It is therefore my honor and privilege to join the sponsor in recommending the confirmation of the ad interim appointments and the consent to the nominations of esteemed Foreign Service Officers.

It is with honor and privilege that I co-sponsor the confirmation of the ad interim appointment of Atty. Hans Leo Cacdac as Secretary of the Department of Migrant Workers.
A career official, Atty. Cacdac has worked tirelessly day and night just so the Department can provide the adequate help that is needed for our fellow kababayans abroad.
His service to the Filipino Nation spans different administrations.
From the Department of Labor and Employment's (DOLE) Bureau of Labor Relations and National Conciliation and Mediation Board to OWWA and POEA, Atty. Cacdac has always kept in mind service to the people.
We were all witness to how he and his team handled the repatriation of around 1 million OFWs during the pandemic.
Mr. Cacdac's expertise and experience are more than enough to make him the person for the job.
Mr. Chair, we have pushed for reforms to protect the interest of the OFWs. I have filed the OFW Remittance Protection Act of 2022. We also passed the law creating the Office for Social Welfare Attache. For these efforts to work, we need someone reliable and as hardworking as Secretary Cacdac.

“Mr. Chair, I have the honor to second the motion for the confirmation of the ad interim appointment of Atty. Jose V. Mejia as a Regular Member of the Judicial and Bar Council, Representing the Private Sector.
Atty. Mejia earned his AB Economics and Bachelor of Laws degrees, both at the Ateneo de Manila University in 1980 & 1985, respectively. During his college and law school days, he was deeply involved in NGO work with the Ateneo Center for Community Services and the Association of Foundations where he did community organizing and prison outreach work.
Atty. Mejia is no stranger to public service. He was a University Secretary of the Pamantasan ng Lungsod ng Maynila (PLM). He also served as Legislative Assistant in the Senate under the Office of the late Sen. Rene Augusto V. Saguisag, and he later became a Director at the Department of Agrarian Reform and headed the National Reconciliation and Development Program which was tasked to open resettlement areas for rebel returnees.
When he went back to private life, Atty. Mejia continued to pursue his passion for teaching. He is currently a Senior Professional Lecturer at the De La Salle University and a regular Lecturer for the Mandatory Continuing Legal Education for lawyers. His area of law practice is Real Property Acquisitions, Estate Planning and Settlement, and Agrarian Reform, where he had the opportunity to represent both the farmer and landowner sectors.
With his professional and academic background and his various involvement in the Private Sector, we are confident that Atty. Mejia will be an effective voice in the JBC of the sector he represents.

Mr. Remulla's record of public service, his demonstrated competence, and his commitment to good governance make him an outstanding choice to lead this critical department,
Secretary Remulla is no stranger to the complexities of public service. With over 23 years of experience in government as an elected official, he has held leadership positions that required not just technical expertise, but also vision, dedication and compassion.
His vision to digitize local government units is well-aligned with the global shift towards modernization, efficiency, and transparency in governance. Moreover, he is dedicated to expand the 911 emergency response system nationwide, showcasing a comprehensive and forward-thinking approach to enhancing public safety and strengthening disaster risk preparedness for all local government units and the Filipino people. I can say much more because the Remulla family have been good friends and I'm grateful to them for their support all these decades.

It is with honor that I stand before all of you today to support the confirmation of the ad interim appointment of Atty. Marilyn B. Yap as the Chairperson of the Civil Service Commission. We are not just deciding on a role to be filled, but we are shaping the future of this very institution that is constitutionally mandated to promote morale, efficiency, integrity, responsiveness, progressiveness, and courtesy in the Civil Service.
Atty. Barua-Yap's extensive experience in government had endowed her with the leadership qualities the CSC needs to fulfill its mandate. Her expertise in the legislative process is demonstrated by her role in establishing the Institute for Legislation and Legislative Governance, which provides training on legislation, policy research and development, and more, ensuring continuous development and improvement. She played a pivotal role in modernizing both legislative and organizational processes within the House of Representatives, including leading the redrafting of the House Rules to enhance the management of legislative affairs.
I would like to highlight that she made history as the first woman to be elected Secretary General of the House of Representatives during the 14th Congress. Her exceptional work ethic and commitment to excellence earned her the respect and admiration of her peers, leading to her re-election to the same position during the 15th and 16th Congresses.
With over thirty-five (35) years of outstanding service in government, she is a seasoned executive with the expertise and vision needed to guide the CSC in fulfilling its vision to be a leader in empowering people and organizations in human resource and organizational development and in serving the public through streamlined and digitalized services. We require someone who can articulate a bold, yet clear vision for the future, and without a doubt, Atty. Barua-Yap is that leader. She has always believed that the work we do for our government is, ultimately, the service we provide to the Filipino people.
It is for these reasons and more that I second the motion to confirm the ad interim appointment of Atty. Barua-Yap as Chairperson of the Civil Service Commission, and she also proves that there is no retirement for those who are gifted. At seventy-one (71), she has a new job so I congratulate her for her vision, her passion in leading the CSC.

Secretary Roque’s journey is a story of hard work, resilience, and an entrepreneurial spirit. Armed with a degree in Industrial Management Engineering, with a minor in Chemical Engineering from De La Salle University, she began her career not in the comfort of an established corporation but as a start-up entrepreneur. With just Php 6,000 in capital, she launched Kamiseta in 1990, which has since become a household name in the retail industry. Over the years, she expanded her ventures, demonstrating an exceptional ability to innovate and adapt—traits that she carried with her into public service.
Her tenure at the Department of Trade and Industry began as Assistant Secretary for the Regional Operations Group. Rising through the ranks, she was then appointed as Undersecretary for the Micro, Small, and Medium Enterprise (MSME) Development Group, overseeing vital programs such as the One Town, One Product.

“I have known Commissioner Luis Meinrado C. Pañgulayan since his time as Undersecretary of the Department of Agrarian Reform (DAR). He was at the helm of DAR's Legal Affairs Office for eight years and headed DAR's Policy, Planning and Research Office for two years. He was the longest-serving Undersecretary of Agrarian Reform.
He was one of the Department’s champions in the speedy and effective delivery of agrarian justice. He stood as an advocate for the farmers before regular courts and even in the Supreme Court, ensuring the fidelity of stakeholders and agencies to the agrarian reform mandate.
He was one of the primary resource persons of the 19th Congress when it crafted and passed the historic New Agrarian Emancipation Act or Republic Act No. 11953, which I co-authored and co-sponsored. This landmark law condoned the agrarian reform debts of more than 600,000 beneficiaries, amounting to PhP 57 billion and covering over a million hectares of agricultural land.
It is on the basis of his accomplishments that I included him in the inaugural Executive Master in National Security Administration (E-MNSA) at the National Defense College of the Philippines (NDCP), a program I sponsored in 2020.
Commissioner Louie completed the MNSA Program in 2021 with flying colors, graduating third in his class and receiving the NDCP Academic Excellence Bronze Medal. He also received the Meritorious Thesis Award for his work on the impact of the parcelization of collective certificates of land ownership award in the economic empowerment of Agrarian Reform Beneficiaries (ARBs) and rural development.
Commissioner Louie achieved the highest rank of Career Executive Service Officer (CESO) I in 2021. He served as a Member of the Career Executive Service Board (CESB) after his appointment by President Ferdinand “Bongbong” R. Marcos, Jr., from 2022 to 2024. He also served as an alternate board member at the Land Bank of the Philippines from 2015 to 2022, and at the Development Academy of the Philippines (DAP) from 2024 until the middle of 2025.
Commissioner Pañgulayan brings to the Civil Service Commission the heart, mind, and soul of a true servant leader. He will be an asset to the Commission as it faces the current challenges of being the central human resource institution of the Republic.
By 2030, the CSC envisions itself as a leader in empowering people and organizations in human resource and organizational development, and in serving the public through streamlined and digitalized services.
Commissioner Pañgulayan must be a part of this endeavor. I join the Chairperson in her motion for the confirmation of the ad interim appointment of Atty. Luis Meinrado C. Pañgulayan, MNSA and CESO I, as Commissioner of the Civil Service Commission.

“Mr. Chairman, distinguished colleagues, it is with profound respect and deep admiration that I rise today to second the ad interim appointments of the brave women and men before us—Officers of the Armed Forces of the Philippines—who have exemplified honor, courage, and service to our nation.
At a time when the defense of our sovereignty faces both traditional and non traditional threats—from incursions in our waters to cyber vulnerabilities and climate related risks—these appointments affirm that we are placing our trust in leaders who are not only professionally competent but also morally grounded and patriotic.
They are emblems of earned authority, of a lifetime of discipline, of leadership tested under pressure. They now bear the solemn responsibility of not only commanding troops and resources but of shaping the next generation of defenders of the Republic.
Many of these officers have served in our most conflict-stricken areas, led disaster response operations in the face of calamities, and stood firm against insurgency, terrorism, and external aggression. Others have led quietly and effectively in logistics, intelligence, medical services, and military education—ensuring that the strength of our Armed Forces is sustained on all fronts.
Mr. Chairman, colleagues, as a reservist myself in the Philippine Air Force, I have deep respect for the Armed Forces. Service in uniform is not merely a profession; it is a calling—a lifelong commitment to stand ready for the people, the flag, and the Constitution.
