Mr. President, allow me to make it of record my support and further to second the motion to confirm the ad interim appointment of Chairman Karlo Alexei Nograles as Chairman of the Civil Service Commission, a fellow Davaoeño.
Before having been appointed to the Civil Service Commission, Chairman Karlo Nograles served as Cabinet Secretary from November 2018 to March 2022 to former President Rodrigo Duterte where he worked as a close adviser and ensured close coordination among different agencies of the government, such as the DILG, the DPWH, the DOH, to name a few. Also, Chair Karlo became Acting Presidential Spokesperson where he was tasked to speak on behalf of the former President on information regarding pressing issues and concerns.
Kung si Chairman Garcia ang naging mukha ng COMELEC sa nakaraang national elections, si Chairman Nograles naman po ang mukha ng IATF sa ating COVID response.
As co-author of the Department of OFWs or Migrant Workers, I am particularly grateful to Chairman Karlo for spearheading the Technical Working Group, composed of different departments, which was tasked to come up with a unified executive agency’s version of the Department of Migrant Workers Bill. Now, we have a new department for the OFWs.
Mr. President, isa pong tunay na lingkod bayan si Chairman Karlo Nograles kaya naman po tiwala ako sa kanya na gagampanan niya po ng buong husay at katapatan ang mandatong ipagkakaloob sa kanya.

Mr. Chair, esteemed colleagues, a pleasant morning to all -- afternoon na pala.
I take the floor to second the motion to confirm the ad interim appointment of Secretary Jesus Crispin “Boying” Remulla as Secretary of the Department of Justice, and to further make it of record my sincerest admiration and utmost support for his appointment.
The Department of Justice carries out one of the most important functions of the state, that is, the administration of justice. In it, is vested the power to be the government’s primary prosecution arm to administer the government’s criminal justice system and oversee the correctional system. It is, therefore, imperative that this post should be headed by a capable individual with a keen understanding of the law and most importantly, whose character is not besmirched by any form of corruption.
Hindi po lingid sa ating kaalaman na hindi po baguhan si Secretary Remulla sa larangan ng public service. Nasubukan na po ito sa ilang taon niyang pagsisilbi sa Probinsya ng Cavite and he is highly regarded by many as a no nonsense, straightforward, and hardworking government official, which is precisely what we need at the DOJ. Ako po ay tunay na naniniwala sa kanyang kakayahan na magagampanan n’ya po ng buong husay at katapatan ang mandatong ipinagkaloob at ipinagkatiwala sa kanya.

The good Secretary is no stranger to government service. He has spent twenty-two (22) years in the same Department, patiently and vigorously working his way up to the ranks. Having previously held this post, there is no doubt that Secretary Laguesma will fulfill his mandate with utmost diligence and faithfulness.
Mr. Secretary, I am hopeful that you will build on the successes of the previous administration, tulad ng TUPAD program, and continue to make the lives of our countrymen more comfortable ensuring that no one will be left behind in the road towards recovery.
Sana sa pamumuno ninyo, maipagpatuloy ninyo at lalo pang dumami ang matulungan ng gobyerno. Ang pinaka importante ay walang magutom, sikapin na bigyan ng kabuhayan ang mga mahihirap at pinakanangangailangan nito, unahin natin sila dahil tayo sa gobyerno ang inaasahan nila.

As Vice Chair of the Committee on National Defense, I express my deepest support for their appointments and extend my profoundest appreciation of their services and sacrifices. ”Mr. Chair, allow me to make it of record my second to the motion for the confirmation of the ad interim appointment of Mr. Arsenio Balisacan as Secretary of the National Economic and Development Authority (NEDA).
Mr. Chair, we are all well-aware that this post carries a lot of responsibilities, especially given that we are experiencing unprecedented post pandemic impacts to the economy.
But with Secretary Balisacan at its helm, I am certain that our country is on its way to economic recovery.
Secretary Balisacan, is a well-regarded economist. He has previously held the same post from 2012 to 2016. That is why many have thrown their support behind his appointment to be the country’s Chief Economic Architect.
Mr. Chair, ako ay tiwala sa kanyang kakayahan na magagampanan niya ng buong husay at katapatan ang mandatong ipinagkaloob sa kanya, as I can personally attest to his competence and credibility when he became Chairperson of the Philippine Competition Commission during the Duterte administration.
Mr. Secretary, I appeal to you to look after the welfare of our fellow countrymen, mahalaga po na maabot natin ang ating mga targets para bumaba ang poverty rate at unemployment sa bansa. Mahalaga po ang NEDA para sa paglalatag ng mga plano kung paano natin mararating ang full economic recovery. Let us continue our efforts in restoring normalcy and putting the economy back on the track, particularly on programs that will give focus to balancing economic growth and poverty alleviation.
Kung gusto natin sumigla ulit ang ating ekonomiya, simulan nating tulungan ang mga vulnerable sectors, yung mga maliliit na negosyo and, most importantly, ang mga hopeless at helpless. Sila iyong mga naapektuhan ng husto ng dahil sa pandemya. Tulungan natin sila dahil ang kanilang pagbangon ay pagbangon din ng bansa. Rest assured that I am one with you in supporting initiatives that will aid our economic development.
Again, Secretary Arsi, you have my full trust and confidence. Thank you for your hard work, dedication and service to the Filipino people.

I express my support and second the motion for the confirmation of the ad interim appointment of Commissioner Nelson Java Celis.
Mr. Chair, hindi po maitatanggi ang bigat at importansya ng role ng isang Commissioner sa isa sa pinakacontroversial at pinakaimportanteng ahensya ng gobyerno – ang COMELEC.
During the term of Former President Duterte, isa po sa mga siniguro n’ya ay ang malinis, tapat, at ligtas na eleksyon. Naniniwala po tayo sa kahalagahan na ma-exercise ng bawat Filipino ang kanilang suffrage or right to vote. In fact, the most recent election held this year is considered as one of the safest and most peaceful elections ever held in the country.
Mr. Chair, napakalaki po ang gagampanang role ni Commissioner Celis in making sure that our elections will be safe, credible, honest, accurate, and clean.

Commissioner Maceda, Jr. is a seasoned election lawyer, a recognized constitutionalist, and a respected personality in the academe. Kaya naman, with his being the latest addition to the Commission, I am confident that he can bring out and establish meaningful reforms to this very important office alongside the Commission, headed by Chairperson George Garcia.
Commissioner Maceda, Jr. is a man of integrity and of high moral standard traits which he inherited from his late father, Senate President and Statesman, Ernesto Maceda, Sr. Our appointee’s track record is definitely aligned with the Commission’s mandate of ensuring the conduct of free, fair, and honest election, thus, making him worthy of this post.

Mr. Chair, distinguished colleagues, I take the floor to second the motion to confirm the ad interim appointment of Secretary Alfredo Pascual as Secretary of the Department of Trade and Industry.
Our appointee here today is well-known to many as an accomplished international development banker, finance expert, and a prominent figure in the academe. He is admired by his peers and colleagues for his brilliance and excellent managerial skills. No doubt he is fit for this post.
Now that we transition to recovery from the harshed impacts brought about by the pandemic, mahalaga po na matugunan at masilip natin kung saan po natin puwedeng mapagtibay ang mga programa natin na nakatutok sa mga mahihirap. Our countrymen more than ever are in dire need of direct support and assistance from the government. Mahalaga po na iparating natin sa kanila ang mensahe na ang gobyerno ay nandito para tumulong at handang umalalay sa kanila para muling makabangon lalo na d’un sa mga labis na naapektuhan. Ang ating mga MSMEs, maliliit na negosyante at iba pa, tulungan natin sila since they play a vital role in job creation, and significantly contribute to our country’s economic development.
Secretary Pascual, I appeal to you to build on the momentum of the Duterte administration at tiwala po ako na in this current administration, with the leadership of Pres. Ferdinand Marcos Jr., mas marami pa kayong matutulungan at mas lalakas pa ang inyong mga programa para sa ating mga kababayan, lalong-lalo na po ‘yung mga maliliit na negosyante, ‘yung mga mahihirap.

Sa pagtupad ng inyong mga tungkulin, gawin ninyo lahat ng inyong makakaya, to the best of your ability, to uphold the rights and safety of our fellow Filipinos abroad. Our OFWs abroad must have direct access to you, our Ambassadors. Dapat mas maramdaman ng ating mga kababayan abroad ang presensya ninyo lalo na sa mga panahong sila ay lubos na nangangailangan. Hindi na dapat pang dumaan sa social media, radyo, telebisyon o sa iba pa ang mga panawagan ng ating mga OFWs upang humingi ng tulong. Our Ambassadors should always live and serve championing the rights, welfare, and interest of our OFWs, yung mga hopeless, helpless at lalo na yung walang matakbuhan. This function of yours is, for me, more important than meeting with fellow dignitaries. Kayo ang extension ng ating gobyerno sa host countries ninyo kaya dapat ang serbisyo ninyo, as head of post, ay laging handa at walang pinipiling tao o oras.

Mr. Chair, allow me to second the consent to the nominations and the confirmation of the ad interim appointment of the three (3) Officials in the Department of Foreign Affairs who are before us today.
Let me make it of record my full support to the nomination of Amb. Philippe Jones Lhuillier, as Ambassador of the Republic of the Philippines to the Kingdom of Spain with concurrent jurisdiction over the Principality of Andorra.
Ambassador Lhuillier also held the position of an Ambassador to Italy in which he was a recipient of the Order of the Star of the Italian Solidarity from the government of Italy, the highest award given by the government of Italy to foreigners for his significant contributions in fostering goodwill between Italy and the Philippines. Such commendation only proves his reputation as a distinguished diplomat who serves with the highest degree of professionalism and integrity. Isa rin pong bisaya si Ambassador Lhuillier.
Further, I also support the nomination of Amb. Mersole Jala Mellejor, as Ambassador to the Federal Republic of Nigeria. Ito po ay isang Bol-anon at bisaya rin at kilalang masipag na lingkod bayan kaya naman po ako ay naniniwala na buong husay n’ya pong gagampanan ang mandatong ipinagkaloob po sa kanya. And, also to the ad interim appointment of Raquel Solano, as Chief of Mission, Class II, who is well regarded for her exemplary work ethic and unwavering commitment to her profession.
Sa atin pong mga DFA Officials, ang pakiusap ko lang po sa inyo ay “in the fulfillment of your duties, endeavor to exert utmost effort employing all available means at your disposal to safeguard and champion the rights of well-being of our OFWs residing beyond our shores”. Dapat po ay bukas ang ating opisina para sa kanila, lalong lalo na po sa panahon ng kanilang pangangailangan dahil malayo sila sa kanilang pamilya.

Mr. Chair and esteemed colleagues in the Commission on Appointments, good day.
Mr. Chair, on behalf of the Committee on Health of the Commission on Appointments, it is my honor and privilege to submit to this august Body for its confirmation, the ad interim appointment of Dr. Teodoro Javier Herbosa as Secretary of the Department of Health.
Dr. Jose Rizal, in his essay “El Amor Patrio”, which means “Love of Country”, highlights his desire to create a sense of patriotism and nationalism among the Filipino people.
Mr. Chair, gaya ni Dr. Jose Rizal, ang ating appointee ay isang makabansang mamamayan ng ating inang bayan. Si Dr. Teodoro Herbosa ay apo sa tuhod ni Ms. Lucia Rizal Herbosa, kapatid ni Dr. Jose Rizal. The patriotic blood of Dr. Jose Rizal runs in the veins of our appointee. This is an assurance that the President made the right choice in Dr. Teodoro Herbosa. An old proverb states that “an apple doesn't fall far from the tree”. This, we shall see!
Si Mr. Herbosa ay ipinanganak at lumaki sa Maynila kina Mr. at Mrs. Estanislao and Mrs. Juana Herbosa. Ang kanyang ina, si Mrs. Juana, ang nagturo sa kanya ng kahalagahan ng edukasyon, malasakit at pagtulong sa mga nangangailangan.
The young Teddy Herbosa was schooled by Benedictine monks at San Beda, imbued in the tradition of prayer and work. It is also in that same vein that we know of his being a God-fearing man, for the Benedictines also always say, “that in all things, God may be glorified.”
From the carefree days of his childhood, Teddy Herbosa joined the ranks of our “Iskolars ng Bayan”. Mr. Herbosa was not content with the laurels of being cum laude in his general study of Natural Life or Biology. Naging inspirasyon niya ang kanyang kaalaman upang maglingkod sa kanyang mga kababayan.
And so, Mr. Teodoro J. Herbosa became Dr. Teodoro J. Herbosa. Dr. Herbosa studied and trained in no less than the University of the Philippines College of Medicine, where he honed his craft at the Philippine General Hospital.
Mr. Chair and dear colleagues - Dr. Herbosa has been a practicing trauma surgeon. The young Dr. Herbosa went on call, 24/7, responding to the call of duty to save lives from the shock of trauma.
Sa kanyang hangaring matuto pa upang makapaglingkod pa, nagpatuloy si Dr. Teodoro Herbosa ng kanyang pag-aaral sa ibang bansa. He studied surgery and trauma in Tel Aviv, Israel. He also went to the United States for his Fellowship in Trauma Surgery at the Cook County Hospital. Just like Dr. Jose Rizal who studied abroad and had the opportunity to live out his life away from the ills besieging his country, Dr. Teodoro Herbosa chose to come home to treat the ills of his fellow Filipinos. Let me repeat, Dr. Teodoro Herbosa chose to come home to treat the ills of his fellow Filipinos.
He practiced General and Trauma Surgery in many hospitals at his Alma Mater – UP PGH, and also as a consultant in several other large tertiary centers, both government and private. He helped develop the Fellowship training program of the UP PGH Department of Surgery. Furthermore, he became a professor both here and abroad. He would be in his element teaching young physicians not just in Manila, but also in Baltimore, Bangkok, Kuala Lumpur and Melbourne. He would work extensively with the World Health Organization. He had a direct hand as a co-author of the WHO Surgical Safety Checklist. Further to being a father of the Emergency Medicine residency training program at the UP PGH, he also helped develop emergency medical services in countries as diverse and far as Palau, Maldives, Fiji and India. But he keeps coming back to Manila, Mr. Chair. A Filipino through and through – he always comes home.
Dito sa ating bansa, patuloy s’yang umangat sa ranggo at naging Undersecretary po ng Department of Health. As Undersecretary, Dr. Herbosa balanced both public health and clinical medicine.
After his term as Undersecretary of Health, Dr. Herbosa went back to the academe as the Executive Vice-President of the University of the Philippines System. During the COVID-19 pandemic, he was also chosen by former President Rodrigo Duterte to be a Special Adviser to the National Task Force on COVID-19. He wore many hats and was part of the different teams with one goal – helping the Filipino people in need.
Isa lang ang paalala ko kay Secretary Herbosa, unahin po ang kapakanan ng mga mahihirap at huwag pabayaan ang mga nangangailangan lalo na ‘yung mga pasyenteng walang matakbuhan kundi ang gobyerno, ‘yung mga helpless at hopeless nating kababayan.
Mr. Chair, almost 127 years after the martyrdom of Dr. Jose Rizal, here we are, faced with a candidate who is not just prominent because of his ancestry, but definitely well-qualified with his credentials and experiences to be the right person as the Secretary of Health. We have before us a surgeon, crisis management expert, professor and an experienced public officer.
Therefore, Mr. Chair, my fellow Members of the Commission, it’s my great honor and privilege to move for the confirmation of the ad interim appointment of Dr. Teodoro Javier Herbosa as Secretary of the Department of Health.

Mr. Chair, distinguished Members of this Commission, a pleasant day to all of you.
I rise to second the motion to confirm the ad interim appointment of my fellow Batangeño, Sec. Ralph Recto and former colleague in the 18th Congress, as Secretary of the Department of Finance. Matagal ko na pong kilala si Senator Ralph noon, about fifteen (15) years ago, at isa po sa ating mga hinahangaan dito na Senador at hindi ko po malilimutan ito dahil marami pong mga kalyeng Recto. Kahit saan po, sa Davao, dito po sa Maynila. At parang magkamag-anak na rin po kami kahit na napakarami pong Recto sa buong bansa mas marami pong Go. Pagpunta mo sa kanto kita mo yung traffic light puro Go ‘yun.
I faithfully place my full trust and confidence on Secretary Recto as he is highly qualified to perform the duties and responsibilities that accompany his post. With his impressive track record, extensive experience, and mastery in the field of economics, he has earned the title of resident economist both in Congress and in the Senate,
I have no doubt that he will definitely bring meaningful and genuine reforms which will surely benefit the department. Prior to joining the Cabinet, he has been a respected member of the Senate as Senate President Pro Tempore and in Congress as Deputy House Speaker, from which he made his mark as a seasoned and distinguished legislator. Guro nga po ang tawag sa kanya.
Secretary Recto, talagang nirerespeto po ito. Among the major laws he authored were the Tax Reform for Acceleration and Inclusion Act (TRAIN). Priority po ‘yan ni Secretary Dominguez. The Universal Health Care Act, the Rice Tariffication Act, the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, the General Tax Amnesty; the Rationalization of Excise Tax on Automobiles, and the Social Reform and Poverty Alleviation Act, among others. Because of his proficiency and wise decision making in many aspects of economics, he was then appointed to the executive department as NEDA Secretary.
As the NEDA Chief, he played an instrumental role in developing and overseeing the government’s Economic Resiliency Plan (ERP).
As the incoming Finance Chief, I am fully confident that Secretary Recto will push for genuine and valuable reforms in the department, particularly in prioritizing the needs of our people and implementing financial reforms which are aimed to address the present challenges of the modern times.
Having said these, it is my firm conviction that the financial sector of the country will be effectively attended to under the guidance and leadership of Secretary Recto, through proper implementation of financial reforms and policies which ensures sustainability of government expenditure.
Given the complexities inherent in the country’s finance sector, without a doubt, Secretary Recto is the right man to lead this important department.
Secretary Recto, on a personal note, I remember you telling me during your valedictory speech in the Senate plenary in 2022 as an outgoing senator. You said: “To Bong, your moonlighting days as a presidential aide are over. Relish your freedom. But never give up on your bisyo na mag-serbisyo.” Alam ko, Sir, Secretary Recto, alam ko may bisyo ka din. This time I wish to impart to you similar advice: “To my dear friend and kababayan and one of our idols, Secretary Ralph, your days in Congress and in the Senate are temporarily over. Temporary lang po ‘yan, Sir, alam kong marami ka pang maiambag. Relish this new opportunity to serve the country. But never stop fighting for the welfare of the Filipino people. Patuloy mong ipaglaban po ang pamilyang Pilipino. Please lang po, please. Make sure po na magagamit po ang pera ng taong bayan para po sa mga mahihirap.”

To all appointees, I would like to remind you all to always prioritize the welfare of our citizens abroad especially our OFWs by understanding their challenges and advocating for their rights and welfare.
Napakahirap po’ng mapalayo sa pamilya at wala ho silang matatakbuhan doon kung ‘di po kayo. Bilang isa sa mga authors at co-sponsor ng Republic Act 11641 or The Department of Migrant Workers, ang pakiusap ko lang po sa ating mga kawani ng DFA, ‘yun nga po na huwag po nating pabayaan ang mga OFWs. Sana po’y bukas ang ating tanggapan 24/7 kahit saan at kahit kailan. Tandaan po natin na wala po silang matatakbuhan sa ibang bansa kundi kayo lang. Dapat po bukas po ang inyong opisina para sa lahat at lalong lalo na po sa ating mga minamahal na OFWs.

I have full trust and confidence in Secretary Angara's capability to carry out his duties and responsibilities. He possesses exceptional qualifications for the post. His extensive knowledge of the law and dedication in uplifting the educational standards of the country have made him very well equipped as DepEd Secretary.
Secretary Angara has played a crucial role in shaping important legislative measures -- marami po ‘yan. His passion for educational reforms and commitment to providing equal opportunities for all Filipino students have been evident during his tenure as a Senator.
Hindi na rin po ito nakakapagtaka, considering the significant influence of his late father, former Senate President Edgardo Angara, a highly respected educator himself whose principles had been passed on to our incoming Education Chief.

It is with great pride and confidence that I endorse his appointment knowing that Secretary Cacdac's exceptional career history and unwavering commitment to the welfare of Overseas Filipino Workers make him the ideal leader for this important department.
Maalala ko po n'ung panahon ng pandemya, 24/7 po 'yang nagta-trabaho when he was still the OWWA Chief at sumasagot talaga 'yan sa tawag at marami pong mga kababayan nating OFWs ang napauwi. At 'yun naman po ang parati kong pinapa-alala sa kanya during his deliberation sa Committee hearing, sabi ko na huwag pabayaan po ang ating mga kababayang OFWs, y'ung anytime po na bukas ang kanyang opisina para tugunan kaagad ang pangangailangan ng ating mga OFWs.
Remember, sa panahon po nung 18th Congress naipasa po natin ang Department of Migrant Workers (DMW) para po ito sa ating mga OFWs, mga modern-day heroes po natin. At ngayon naman po meron tayong OFW Hospital na ipinatayo sa Pampanga. This wish was put into fruition with Executive Order No. 154 by then former President Duterte. Meron na ho tayong sariling OFW Hospital para sa kanila, sa ating mga kababayang OFWs, at nag file din po ako ng Bill para mai-institutionalize po itong OFW Hospital gayon magkaroon ng pangkalahatang direksyon at koordinasyon ang mga ahensya. At nag-commit po si Secretary Cacdac na susuportahan n'ya po ang patuloy na operasyon nitong OFW Hospital. At meron din pong Malasakit Center po sa loob po ng OFW Hospital. Napondohan po ito n'ung panahon ni dating Pangulong Duterte. More than 500 million po ito. Tapos na po itong hospital, ang importante lang po dito mai-institutionalize siya at mapakinabangan po ng ating mga kababayang OFWs.
Congratulations to Sec. Hans Leo Javier Cacdac on his well-deserved appointment. May his tenure be marked with continued success and may he inspire all our fellow Filipinos with the same dedication and commitment that he has shown throughout his career.
