Mr. Chair, my distinguished colleagues.
Please allow me to express my support to COMELEC Chairman George Erwn M. Garcia.
Many of us know Atty. Garcia as a veteran election lawyer who represented various candidates in high-profile cases which now form part of our landmark jurisprudence. Distinguished and well-respected in the field, Atty. Garcia is an acknowledged law professor, lecturer, resource speaker, and host whose advocacy is to convey election law in clear, simple, and practical terms.
His academic record and extensive experience in election law make him the best person to lead the government agency in-charge of the conduct of elections. His advocacy of electoral reform would pave the way for possible amendment and improvement of COMELEC rules and corresponding implementation.
I firmly believe that under his leadership, the COMELEC will be able to faithfully and effectively discharge its constitutional responsibility of ensuring the sanctity of elections.
With the foregoing reasons, I have the honor to second the motion for the confirmation of the Commission the ad interim appointment of Atty. George Erwin M. Garcia as Chairman of the Commission on Elections.

Madam Chair, my distinguished colleagues.
When our country was hit hard by the COVID-19 pandemic, Atty. Nograles has stepped up to assume the crucial role of Co-Chairperson of the Inter Agency Task Force on Emerging Infectious Disease (IATF).
During his stint and under the most challenging times, he diligently helped formulate and implement pandemic response and recovery policies that helped maintain order in our society and ultimately saved numerous lives.
The foregoing facts alone prove Atty. Nograles’ competence, dedication and leadership. I am certain that with Atty. Nograles at the helm of the Civil Service Commission, we will bear witness to a Constitutional Commission whose management climate is made more conducive to public accountability and whose merits and awards policies are strengthened and institutionalized.
During his first few months of sitting as CSC Chairman from March to present, he is already credited with significant milestones that include enforcing safety measures for the conduct of on-site civil service examinations, implementing policies on flexible working arrangements in the government, and carrying out the nationwide operationalization of the CSC Anti-Red Tape Unit, among other things.
Madam Chair, I have personally known Chairman Nograles since being a colleague during our fresh term as members of the House of Representatives. I assure you that his sense of public service is always at its heights. His passion to help is clearly visible in the extra efforts that he imparts in every task he takes. His work ethic is undeniably exceptional.
As such, Atty. Nograles has garnered several awards as an outstanding legislator and excellent public servant to prove his dedication.
Finally, Madam Chair, through his authored bills as congressman, Atty. Nograles has championed labor rights and provided better access to employment opportunities nationwide. As CSC Chairman, he will extend the same in the development or in pushing for reforms in the public labor sector.
All said, Madam Chair, please allow me to put on record my full support for Mr. Nograles’ appointment as CSC Chairman.

Seconding speech for JESUS CRISPIN CATIBAYAN REMULLA for the confirmation of his ad interim appointment as Secretary, Department of Justice

Thank you very much, Mr. Chair.
My dear colleagues, ladies and gentlemen, good day to all.
I would like to extend my sincerest support and appreciation for the confirmation of the ad interim appointment of Secretary Jesus Crispin “Boying” Remulla to the Department of Justice.
Secretary Remulla has served first, as a part of the Presidential Management Staff during the Estrada administration. Then, as a district representative of Cavite for three (3) terms, and has played a major role to push the largest reapportionment law for his hometown and province. As my colleague in Congress, his tireless service had won many of our co-representatives’ respect and esteemed regard. I personally know him as an amiable, intelligent and hardworking leader, and I have witnessed first hand his unwavering dedication to serve the people of Cavite. And now, as he takes on the challenge of being Secretary of Justice, we will now see him extend this service to all Filipinos.
As a seasoned lawyer and through his extensive expertise in public service, I believe that Secretary Remulla can exemplify the DOJ’s thrust to uphold the rule of law and administer justice. I believe that under his leadership, we can expect reforms and policies for a more efficient criminal justice system, which he has already started through streamlining the appeals procedure.
While we were Governors of our respective provinces from the years 2016 to 2019, we both worked hard to make the Bataan-Cavite Interlink Bridge project a reality. This groundbreaking mega-project started from a mere concept which only a few believed would see the light of day. But because of the strong support of our distinguished appointee, and with the initiative of the administration, we have hurdled so many obstacles which seemed insurmountable at first. Today, the detailed engineering design of this 32.15 kilometer project link will not only connect Bataan and Cavite but Region 3, Region 4 and the National Capital Region, the three (3) fastest growing regions in the country that will create so many jobs and opportunities for our people.
So, as you can see, Mr. Chair, our appointee is not only a legal luminary but also has a deep understanding with regards to economic, job creation and producing better lives.
Thus, Mr. Chair, it is my privilege to second the motion for the confirmation of the ad interim appointment of Sec. Boying Remulla to the Department of Justice.

Seconding speech for BENJAMIN DE CASTRO ABALOS JR. for the confirmation of his ad interim appointment as Secretary, Department of the Interior and Local Government

Mr. Chair, dear colleagues, allow me to express my support for the confirmation of Sec. Benjamin “Benhur” Abalos’ ad interim appointment to the Department of Interior and Local Government.
Secretary Abalos is no stranger to many of us. In fact, he is a good and reliable friend to most, if not all, of us. He has served the government in many capacities from being a City Councilor to Mayor of Mandaluyong City to District Representative and as Chair of the Metro Manila Development Authority. Having served with him in the House of Representatives during the 13th Congress, I have personally known him as one of the most kind, pleasant, down to earth yet energetic and dedicated colleague.
I commend his commitment in making a profound difference to the lives of Filipino people through his sound policies especially on urban planning and development. His numerous accolades and recognitions also speak of his competence and leadership. When he was its Mayor, the City of Mandaluyong garnered the prestigious United Nations Public Service Award in recognition of his initiative, Project-TEACH, as well as consecutively receiving DILG’s Seal of Good Local Governance for 2015 and 2016.
This time, Mr. Chair, as Secretary of the DILG, he will be the one rendering this award to very competent LGUs. Under his helm, Mandaluyong was dubbed as the “New Tiger City of Metro Manila” as he has effectively transformed and modernized the city through his outstanding work as City Mayor.
Being the former Chair of the MMDA, he aggressively coordinated the actions of the Metro Manila Mayors, helping in formulation and implementing their anti-Covid 19 measures and policies.
As DILG Secretary and member of the IATF, he called for the harmonization of policies of the IATF and the LGUs which is the most effective way to combat the pandemic. Shortly after his appointment as DILG Secretary, he directed all LGUs to intensify their Covid response, their vaccination drive and enjoined them to address vaccine hesitancy, among other critical measures. Indeed, Mr. President, Mr. Chair, Secretary Abalos has delivered all his conscientious efforts in battling Covid-19 which I believe help save many many lives among our Kababayans.
Having said all these, I believe that there is no better man for the job as Secretary of DILG. Secretary Abalos’ academic record and extensive experience have truly prepared him to nurture and assist local government units to efficiently serve their constituents. Through Secretary Abalos, we can expect a highly trusted department which strengthens LGUs capacity for governance and administration.
Mr. Chair and distinguished colleagues, it is my honor and privilege to second the motion for the confirmation of the ad interim appointment of Secretary Benhur Abalos to the DILG.

My distinguished colleagues, good afternoon.
I would like to make a brief but strong manifestation and to second the nomination of Atty. Mylene Garcia-Albano as the Ambassador of our Republic to Japan.
Atty. Mylene hails from the better Garcia clan of Davao. We’ve conceded to that and that is probably and most likely true, but, Mr. Chair, what is without question, and everyone would probably agree, is that Atty. Mylene is the better half of her husband Governor Rodito Albano, our dear friend.
Atty. Garcia-Albano’s exceptional academic and track record have distinguished her above others. She has been consistently commended for her many accomplishments, starting off her illustrious career by ranking 3rd in the 1990 Philippine Bar. Through many years of public service including numerous terms as the 2nd District Representative of Davao, and also in various capacities, she has gained recognition for her leadership and professionalism.
It is with great honor that I recommend that this Body gives its consent to the nomination of Atty. Mylene Garcia-Albano as Ambassador Extraordinary and Plenipotentiary to Japan, where she will be the first Filipina to assume the post. I truly believe that Ambassador Mylene Garcia-Albano will represent our country exceptionally, and will passionately work and commit to further strengthen Philippine-Japan ties.

Seconding speech for CONRADO MASONSONG ESTRELLA III for the confirmation of his ad interim appointment as Secretary, Department of Agrarian Reform

Thank you very much, Mr. Chair, Mr. President, distinguished colleagues. Due to the interest of time and I know that the Senate and the CA are working overtime already, may I ask that my seconding speech be inserted into the records, and may I just add that our Secretary, Conrad Estrella III, is a good friend to many of us.
I was yet a neophyte Congressman when I entered Congress during the 13th Congress and he was one of the seniors, not because of age but because he started very young. He took me under his wing, gave me a lot of advice which I used, which up to now is being effective in my career as a public servant. He has done a lot of great things for the agriculture industry, especially for our farmers.
With that, it is with great pleasure that I second the confirmation of the ad interim appointment of Sec. Conrad Estrella III.

“Mr. President, distinguished colleagues.
Our appointee Sec. CONRADO MASONSONG ESTRELLA III, has more than twenty-two (22) years in government service to his credit. He has been the representative of Pangasinan from 1987 to 1992, and 2001 to 2010, and later on as party-list representative of Abono Party-list from 2013 to 2022. An astute and perceptive leader, his keenness led him to author more than ninety (90) measures during the 18th Congress alone.
I, and perhaps many of our co-members in this Commission, have had the pleasure to work with the appointee in the House of Representatives since the 13th Congress. Over the years, I have personally witnessed his exceptional leadership and perseverance, which makes me put my full confidence that he is the perfect man for the post.
We have seen Secretary Estrella work as a staunch advocate of agricultural reform. He has authored Republic Act No. 11511 which strengthens resiliency of farmers against climate change and improves financing systems for farmers and fisherfolks, among other key policies.
His numerous accolades, such as the “Most Outstanding Leadership Award”, “Outstanding Congressman Award for Rural Development”, “Outstanding Achievers Award”, as well as his distinctions for representing the Philippines as a member-delegate to various conventions and delegations worldwide prove his competence and knowledge spanning different fields.
He hails from a family of distinguished public servants. He is the grandson of former governor and agrarian minister Conrado Estrella Sr., appointed by former President Ferdinand Marcos Sr. He is the son of former representative Robert B. Estrella Sr. of the 7th Congress. The contribution of this distinguished family to our country’s nation-building will be a legacy that they will leave for our people.
No less than our Constitution mandates for a comprehensive agrarian reform which must aim for efficient production and land distribution.
I sincerely believe that there is no one else at this point as well-versed and as dedicated in upholding the Department of Agrarian Reform’s thrust as our nominee. He has already started rolling out policy changes, all executed through pragmatic and strategic approaches.
I believe in his unwavering commitment to the Filipino people, and I am certain that we will see immediate results. Under Secretary Conrad’s leadership, the Department of Agrarian Reform will be able to deliver support services which ensures land tenure and security, productivity, and further development of our farms and farmers.
On a more personal note, Mr. President, I know Secretary Conrad as a friendly and good-humored person. He is full of positivity and can make people laugh or smile. Yet his words are also full of wisdom and good judgment. He willingly gives us advice, whether we are asking or not.
All these being said, I second the motion for this august Body to confirm the ad interim appointment of Mr. Conrado Masonsong Estrella III’s ad interim appointment as Secretary of Agrarian Reform.

Seconding speech for MA. ANTONIA “TONI” YULO-LOYZAGA for the confirmation of her ad interim appointment as Secretary, Department of Environment and Natural Resources

Thank you, once again, Mr. President, my dear colleagues.
Again, in the interest of time, I will just request that my seconding speech for Sec. Ma. Antonia Yulo Loyzaga be inserted into the records.
But, let me just say that Ma’am Toni, as we fondly call Secretary Loyzaga, worked very hard together with the Province of Bataan even during the pandemic to come up with our CDRA package. This is the climate disaster risk assessment package for the Province of Bataan where many Scientists made their contributions when Ma’am Toni was at the helm of the National Resilience Council. This package now serves as our blueprint for our journey towards a greener, safer and more resilient province. And, now when Secretary Loyzaga is confirmed we will continue the journey and Bataan can be the proof of concept for other LGUs to follow, if they so desire.
With that, Mr. Chair, it is a great privilege for me to second the confirmation of the ad interim appointment of Sec. Ma. Antonia Yulo-Loyzaga.

“Mr. President, my esteemed colleagues.
As the primary government agency responsible for the management, sustainable development and conservation of the country’s environment and natural resources, the DENR indeed has a gigantic role to perform. Thus, it needs a leader willing and able to spearhead the Department towards accomplishing its very important task. I feel, without any likely refutations, that Sec. Ma. Antonia Yulo Loyzaga has all the leadership qualities and competence required for the DENR to carry out its mandate.
Based on her very impressive CV, Secretary Loyzaga has been actively engaged in volunteer work with non-government and international organizations advocating forest conservations and global sustainability. She has proven by her sense of volunteerism that she is selfless, devoting some of her precious time to help our world become a better place to live in.
Mr. President, Secretary Loyzaga comes from a distinguished family of public servants. Her paternal grandfather was Jose Y. Yulo who was appointed Justice Secretary in 1934, then elected to the National Assembly in 1939 and later appointed as Chief Justice of the Supreme Court from 1942-1945.
Her late father also served as Assemblyman representing the 2nd District of Laguna in the First Regular Batasang Pambansa.
Public service indeed runs through her veins. Bless our country for we have people like her who, despite a quieter life or greener opportunities that lie before them in the private sector, would instead choose to accept the more tedious, stressful and sometimes controversial government position, all for the love of country.
For is it not that a burning desire to serve the public is the foremost attribute? She will be able to transform her knowledge and experience into action that would ensure that our environmental policies and actions are science-based and evidence-backed.
Thus, Mr. President, I express my full support of the confirmation of Sec. Ma. Antonia Yulo Loyzaga’s ad interim appointment to the Department of Environment and Natural Resources.

Again, may I just request, Mr. Chair, that my seconding speech for Secretary Frasco be inserted into the records.
But let me just say, Mr. Chair, as a fellow public servant, we all know that all politics is local, and we must also know that tourism is also local, especially in a beautiful country like the Philippines. And I’m happy that Secretary Frasco comes from the Local Government, being the former Mayor of Liloan, Cebu, and coming from the tourism province of Cebu. Kaya sigurado naiintindihan niya po ang mga local destinations na talagang dapat i-promote. And this will create jobs and benefits for our people with better lives.
With that, also to mention that the husband of the Secretary is our Deputy Speaker and a partymate as well namin ni Majority Floor Leader. Kaya it is with great pleasure that I second the confirmation of the ad interim appointment of Secretary Frasco, the new face and voice of our tourism. We’re in good hands.

“Mr. President, my esteemed colleagues.
The nominee, Sec. Christina Frasco, is a young, bright and experienced public servant. She is a lawyer and an academe. She was also a Mayor of Liloan, Cebu and was even honored as Top Performing Mayor in Central Visayas. Her remarkable work experience gives us insights on how she values diligence and commitment in her work.
Last August 31, we heard her unveil the DOT’s new projects and convergence programs during the budget hearing. These programs range from establishment of tourist service rest areas and information counters across the country to the development of a Tourist lifecycle app for tourists, to the improvement of land and sea tourist facilities, among other things.
I have been deeply impressed by her plans to enhance the international competitiveness of the Philippine tourism industry. These plans sit well with the national policy directions for tourism development. It will also complement the tourism action plans of the provinces of this country, including Bataan where we are aggressively pursuing the implementation of tourism development and promotion of our tourism zones.
I am informed likewise that as Tourism Secretary, she plans to focus on farm tourism, an advocacy she has been working with the DOT. Our province is excited to work with Secretary Frasco as we have in fact started to modernize our agriculture through adoption of new foreign technology, not only to increase product yields but to serve as tourist destinations as well.
Mr. President, with her youth, energy and passion for excellence and service, Secretary Franco has rightfully gained this representation’s trust in her competence for the job as Secretary of the Department of Tourism.
I therefore express my full support for the confirmation of the ad interim appointment of Secretary Ma. Christina Frasco’s appointment to the Department of Tourism.

It is with honor that I second the motion to confirm Ms. Amenah Pangandaman as DBM Secretary.
In many ways, our nominee’s extensive experience with the Central Bank as well as the Department of Budget and Management have definitely prepared her for the job. I am confident that through Secretary Pangandaman, the DBM will ensure continuity while also welcoming strategic changes in economic policies.
In just a few months after being appointed by President Ferdinand Marcos Jr, Secretary Pangandaman has already laid out her plans to ensure prudent management of fiscal resources, oversee strategic expenditures in high impact-capital initiatives, and promote a conducive regulatory environment through the use of latest technologies in order to improve transparency in the budget process.
Undoubtedly, Secretary Pangandaman possesses the profound knowledge and deep understanding of the economic sector and its various stakeholders, which are necessary to implement DBM’s mandate. Mr. Enrique Austria Manalo’s forty-three (43) years of foreign service speak not only of his extensive experience but also his qualification and competence as a diplomat.
Starting as Foreign Service Officer IV in 1979, he has since served the Department in various capacities, as Ambassador and Permanent Representative to the United Nations and other International Organizations in Geneva, and UN in New York, and as Ambassador Extraordinary and Plenipotentiary to the Kingdom of Belgium and Grand Duchy of Luxembourg, to the Republic of Ireland, and to the United Kingdom of Great Britain and Northern Ireland. He has also served as acting Secretary of the Department in 2017. As a seasoned diplomat, he has gained recognition for his intelligence, eloquence, and fairness.
He is a recipient of various distinctions, notably the “Order of Lakandula, Rank of Bayani” conferred by former President Duterte, the “Felipe Agoncillo Lifetime Service Award” by the DFA, “Gawad Mabini Award with the Rank of Dakilang Kamanong” by former President Duterte, “Order of Sikatuna with the rank of Datu” by former President Macapagal-Arroyo, and Asian Diplomat of the Year 2015 by UK Diplomat’s magazine, for his dependable and dignified work in foreign service.
I am confident that Secretary Manalo will even surpass what he has accomplished in over 4 decades of foreign service. At the helm of DFA, I am sure that Secretary Manalo will be on top of diplomatic and consular concerns. He has answered our questions during the committee deliberations with all honesty, and I am looking forward to the effective and faithful execution of all the policies and programs of the Department under his leadership.

Atty. Firme’s impressive credentials, experience, and vast knowledge of the law and legal systems will aid him in ensuring the quality of screening and selection process of applicants to the Judiciary.
Hailing from a family of educators, his passion for teaching was developed at a young age. Now, Atty. Firme has a decade of experience in the legal academe, particularly in the Colleges of Law of Polytechnic University of the Philippines, and Jose Rizal University. Aside from teaching different law subjects, he has also helped formulate and improve the syllabus and program courses to enrich law students’ learning and to better prepare them into the legal world.

Thank you very much, Mr. Chair.
Upon the request of our Senate President, may I just insert my seconding speech into the records, in the interest of time, Mr. Chair. But let me just manifest and express the manifestation of my late father, your former colleague, Tet Garcia, for our appointee, Executive Secretary Bersamin, for penning the Garcia-Mandanas landmark case which favors the local government units.
It is my fervent hope, Mr. Chair, that as Executive Secretary or “little President” na masigurado talaga natin na itong IRA or NATA na po ang tawag ngayon, National Tax Allotment, ay talagang pakikinabangan ng ating mga local government units as it was meant to be upon the leadership of our President and the support of our Executive Secretary.
Having said that, Mr. Chair, I express my full support for the confirmation of the ad interim appointment of Executive Secretary Lucas Bersamin. Maraming salamat po.

“Mr. President, distinguished ladies and gentlemen.
Our appointee today is an exceptional public servant. He placed 9th in the 1973 Bar Examinations and proceeded to gain legal expertise through private practice, but he heeded the call of public service starting in 1986 as Regional Trial Court Judge.
He has truly made his mark in the Judiciary, rising up from the trial court to the Court of Appeals, and to the highest court of the land, where he has exemplified his legal genius. His vast knowledge of laws and his legal experience were demonstrated through his ponencias, now forming part of the law of the land.
As Chief Justice of the Supreme Court, he has ensured the integrity and fairness of the institution. His opinions have always been regarded with high esteem not only within the Judiciary, but throughout the whole country.
As a well-respected Law Professor and prominent Bar Reviewer, he has been instrumental in transforming law students into the best lawyers of the land.
Having read the awards that were given to him throughout his career, I cannot help myself but be filled with awe and inspiration. He was awarded the Chief Justice Jose Abad Santos Outstanding Judge in 2002. Our nominee today is truly the epitome of a public servant. With a distinguished career spanning over fifty (50) years, Secretary Benjamin Diokno has been instrumental in countless programs and policies that have changed the lives of our fellow Filipinos.
Secretary Diokno’s accolades speak for his unparalleled brilliance -- from his Bachelor’s degree in Public Administration to Masters in Public Administration, Economics, Political Economy, and a PhD. in Economics. He received an honorary Doctor of Laws degree from University of the Philippines, which is the highest academic rank and honor conferred by UP.
He has served the country throughout various administrations, as Budget Secretary under President Corazon Aquino and Budget Secretary under Presidents Duterte and Estrada, where he ably contributed to various tax and budget policies, public expenditure management, and major reforms on procurement process and implementation.
As Governor of the BSP, he instituted practical measures to cushion the adverse impact of the COVID-19 pandemic to the economy, and guaranteed the Philippines’ competitiveness that has encouraged it to become a leading investment destination. In the interest of time, may I just insert my seconding speech to the records but before I do that, Mr. Chair, I just would like to commend the performance of our appointee, Gamaliel Asis Cordoba, in his invaluable contributions when he was a member of the Presidential Chief of Staff in the Office of the Executive Secretary and PAGCOR and eventually in the National Telecommunications Commission.
Gusto ko lang pong banggitin, Mr. Chair, that it was Mr. Cordoba who facilitated the 911 emergency response system for the Province of Bataan, when the TELCO said that it was impossible. It was Mr. Cordoba who facilitated all these things and we have our very own 911 call center and we have responded to many, many thousands and thousands of calls from our citizens, visitors and tourists in the Province of Bataan. Madali po namin nare-respondehan because of this system, and as far as I know, it’s the second system outside of Davao because of the assistance, support and facilitation of our appointee.
Having said that, I’m sure that Mr. Cordoba will do wonders for the Commission on Audit. To prevent further corruption and at the same time facilitate government officials to think out of the box in solving problems in our country and community.
Having said that, it is my honor to second the confirmation of ad interim appointment of Mr. Gamiel Asis Cordoba as Chairperson of the Commission on Audit.

“Mr. President, distinguished ladies and gentlemen.
Secretary Gamaliel Cordoba has been devoting his life to public service since 2002, almost twenty (20) years now. He has been appointed to several positions in government almost in succession, starting as Chief of Staff of the Office of the Presidential Chief of Staff Renato Corona in 2001, then as Assistant Executive Secretary in 2002, then as an Undersecretary under the Office of the Executive Secretary in 2003. He was also appointed as Director of PAGCOR in 2008.
Indeed, his diverse experience in public management and governance has prepared him to take on another challenging role. Under Secretary Cordoba’s leadership, the NTC marked welcome developments in telecommunications. It has earned high approval ratings through his initiatives such as the improvement of internet connectivity and speed.
The NTC has also consistently exceeded its collection targets, launched disaster relief and assistance through free texts and calls across networks during times of calamity, and actively blocked harmful and malicious websites, among other notable programs.
With his wide experience and significant accomplishments, I believe that Secretary Cordoba possesses the strong character and expertise in leading the Commission on Audit towards the implementation of important measures that improve the efficiency and effectiveness of government operations and delivery of services.
He has already laid out his plans to improve digitalization and auditing, and to employ technology to further streamline the government auditing process.
Mr. President, I have high hopes that Secretary Cordoba will continue to value transparency and accountability in government operations and management, and ultimately lead the COA in fulfilling its thrust.

“Mr. President, my esteemed colleagues.
No one is better qualified to take the helm of the Department of Migrant Workers other than a staunch advocate of the rights and welfare of the migrant workers. Without doubt, Secretary Susana Vasquez Ople carries with her this character. Her love for the migrant workers’ sector is demonstrated by her untiring efforts in ensuring workers’ protection, whether in her public or private capacity.
Secretary Ople held the position of Undersecretary of the Department of Labor and Employment from 2004-2006 where she helped implement national policies that advanced the interests of our Filipino workers. She has founded and holds the position of President of the Blas Ople Policy Center which assists distressed overseas Filipino workers in various parts of the world. Proving that even outside the government, she continues to fight for the rights and welfare of our Overseas Filipino Workers.
I have heard Secretary Ople say in many interviews that her paramount consideration is to ensure migrant workers’ protection. This fits perfectly with the policy of our administration which is truly serious in institutionalizing measures that protect the workers’ rights and promote their welfare and that of their families.
Secretary Ople’s qualifications and competence are beyond reproach. She has a Master’s Degree in Public Administration from the Kennedy School of Government, Harvard University, Cambridge, Massachusetts, USA, which later awarded her the Josephine Vernon Award for Excellence in Communications.
Her long list of awards is a testament to her devotion in safeguarding the rights of the Filipinos abroad, especially those who have been victims of human trafficking. In 2013, she was presented with the “Anti-Trafficking in Persons Award” by the US State Department. In the same year, the Philippine Senate passed a Resolution in Recognition of Ms. Ople’s Anti-Trafficking Fight.
Secretary Ople comes from a family whose solemn concern is the plight of our Filipino workers. Her father, the renowned Blas F. Ople, considered the Father of the Labor Code, was the country’s longest serving Labor Secretary and was the first and only Filipino to be elected President of the 60th General Assembly of the International Labor Organization (ILO) in Geneva, Switzerland.
Secretary Ople shares her father’s vision to see to it that the domestic and migrant sectors are given full assistance and support by the government, not only as fellow Filipinos, but as great partners for our economic development and recovery. Secretary Ople will certainly continue the legacy that her father has left behind.
I am very confident, Mr. President, that Secretary Ople will effectively lead the Department of Migrant Workers in facilitating the overseas employment and reintegration of Filipino workers in line with our national development programs.

“Mr. President, esteemed colleagues, good afternoon.
Over the past two (2) years, while the whole world was hit hard by the pandemic, we have experienced firsthand how essential a sound and secure information and communications technology infrastructure is, in providing both recovery and growth for our nation. As COVID-19 created challenges across all industries, we quickly realized the need for accelerated digitalization, especially in the delivery of government services.
In our society today where rapidly advancing technology is prompting the people to utilize and rely more on digital transactions and information exchange instead of through traditional modes, the DICT finds itself facing a gargantuan task of making the transition to or adoption of modern technology in information and communications.
The DICT therefore needs a person who has the competence and initiative that will lead the Department to continue playing its crucial role for the development and implementation of ICT policies, plans and programs including the operation of government data centers, the National Broadband Plan and regulation of telecommunication services, among other things.
Those qualities appear to be in possession of our good appointee, Secretary IVAN JOHN ENRILE UY who is both a lawyer and technology expert. He started his legal career in the Supreme Court. He later on served in its Management Information System Office, then became Deputy Clerk for Information Technology, and finally as the Chief Information Officer from 1996 to 2005.
As SC’s Chief Technology Officer, he has contributed to the digitization of the high court’s library and learning systems. He used his expertise on computer forensics, electronic evidence, e-commerce, and digital ethics to improve transparency and accountability of the Supreme Court.
He was recognized by former President Aquino as the Chairperson for the
Commission on Information and Communications Technology, where he oversaw the conceptualization of the Philippine Digital Strategy of 2011-2016.
Now appointed by President Bongbong Marcos as Secretary for DICT, Secretary UY will be able to further elevate the Department to new heights. President Marcos, in his first SONA, listed as his policy priority the commitment to bridge the digital divide - which would be possible by making internet connection readily available, easily accessible, and affordable to all.
Secretary Uy has already outlined his plans in DICT, which include advancement of digital literacy, mitigating cybercrime, and full integration of technology in providing public services. As an advocate of e-governance, he vows to further simplify government processes through digitalization, making them more accessible to all. His vision of an accelerated digital infrastructure will help us realize the full potential of the digital economy as a driver for growth.
With Secretary Uy at the helm of the DICT, I have high hopes that our country will be able to improve and secure its standing in terms of sound and secure digital infrastructure and economy.

Our appointee is well known in the energy industry. Secretary RAPHAEL PERPETUO "POPO" M. LOTILLA has extensive experience in the power sector management, energy policy formulation and implementation. He was appointed as Energy Secretary from 2005 to 2007 in which he took significant measures that helped our country promote energy independence and power sector reforms. With decades of experience in both the public and private sectors, he is now being called again by our President His Excellency Ferdinand R. Marcos, Jr. to serve as a returning Energy Secretary.
Secretary Lotilla's long experience in the power sector has certainly enabled him to acquire a deep understanding of power generation assets management and their privatization. He has been the President and CEO of the Power Sector Assets and Liabilities Management Corporation, where he also managed IPP contracts and other non-power assets. From 1996 to 2004, he was Deputy Director General of the NEDA and was designated as the National Coordinator of the Philippine Council for Sustainable Development, where he spearheaded policies for clean technologies and sustainable development.
As Consultant for the executive and legislative branches, he contributed to the passage of the Electric Power Industry Reform Act of 2001.
The Department of Energy needs a Secretary who has a full grasp and hands-on experience in confronting various energy-related issues, including the ever-skyrocketing prices of petroleum products, nationwide energy security or the need for uninterrupted availability of energy at affordable costs, competitiveness of electricity market and the demand for green and renewable energy, among other issues.
I believe that Secretary Lotilla possesses the competence and qualities needed in leading the Department towards resolving the pressing issues surrounding the energy sector. Secretary Lotilla is described by sources as an intelligent, hardworking, modest and highly accomplished individual. His highly praised accomplishments as former Energy Secretary and PSALM President support this description.
I am confident, Mr. Chair, that Secretary Lotilla is competent enough in carrying out significant reforms in energy exploration, development and conservation.
Like the provinces who are hosts to a number of energy facilities and power generation companies, Bataan is hopeful that Secretary Lotilla will be able to help foster support and cooperation to our provinces’ energy initiatives and sustainable urban services that will take us to full realization of our vision of a Carbon Neutral Bataan, while providing uninterrupted power supply and maintaining low prices of electricity for our constituents.

Our appointee, Dr. RENATO UMALI SOLIDUM JR., is a Geologist who obtained his B.S. Geology degree from the University of the Philippines. He finished his Master’s degree in Geological Sciences from the University of Illinois at Chicago, and his Ph.D. in Earth Sciences from the Scripps Institution of Oceanography, University of California, San Diego.
He has been a public servant for thirty-eight (38) years, spanning eight (8) administrations. Truly, Dr. SOLIDUM has worked his way up from the ranks. He started his career with the Philippine Institute of Volcanology and Seismology (PHIVOLCS) in 1984, and became its Director from 2003-2017. As PHIVOLCS Director, he formulated key policies and programs for timely and socially-inclusive information and services for disaster preparedness and mitigation. He pushed towards real-time monitoring, accurate predictions, and warning systems for volcanic eruptions, tsunamis, and other related hazards, and the determination of areas prone to these disasters.
He was later appointed as Undersecretary of DOST for Disaster Risk Reduction and Climate Change Adaptation, and assigned as Officer-In-Charge of PHIVOLCS, where he emphasized the need for enhanced capacities of communities for comprehensive disaster risk reduction. He actively coordinated with the DILG to craft disaster preparedness plans for the LGUs.
In recognition of his contributions for disaster risk reduction in the Philippines, Dr. SOLIDUM has been awarded the Presidential Citation for Public Service, the Presidential Lingkod Bayan (Civil Servant) Award by the Civil Service Commission, Professional of the Year in the field of Geology by the Professional Regulation Commission, Excellence Award for Government Service by the Philippine Federation of Professional Associations, and the Presidential Executive Service Award by the Career Executive Service Board.
Dr. SOLIDUM pushes for a data-driven approach, as demonstrated by his projects in the DOST that streamlined data for disaster preparedness. He outlines prioritizing further digitalization of information and fine tuning work processes inside and outside DOST.
At the helm of DOST, he is now tasked to lead the country towards innovation for new products and development, intensive research and development, and policy formulation in the science and technology field. Undoubtedly, Dr. SOLIDUM is well-equipped for this task, as he has both technical and managerial skills needed by the DOST.

To accept the said offer would mean, he would be changing lanes and out of his comfort zone from the less stressful private sector to a more demanding head of a government department. Yet he heeded the call in the name of public service.
As the President of PAL, Mr. BAUTISTA was credited for making the company the first Philippine airline to earn a four-star rating from Skytrax, an international air transport organization. He has formulated major improvements for the airline's systems and operational capabilities in order to provide better passenger experience for its consumers and stakeholders.
The Department of Transportation faces the big challenge of maintaining the big-ticket infrastructure projects and initiatives and for a more convenient transportation system for the public. With Mr. BAUTISTA's track record, I believe he can provide key solutions to modernize the country's transport facilities. His expertise and accomplishments at PAL would be useful as he steers the Department towards transportation solutions.

S’ya po’y nanggaling sa simpleng buhay pero s’ya po’y umangat at naging matagumpay na nilalang sa negosyo at pinag-isipan po n’ya ng malalim n’ung inimbita po s’ya ng ating Pangulo na pumasok sa gobyerno. Pero nanaig po ang kanyang pagmamahal sa mahihirap at sa ating bayan kaya tinanggap po n’ya itong alok ng ating Pangulo.
Ang isang panatag na bansa ay nasa isang panatag na tahanan. At ang ambisyon ng ating Pangulo ay makapag-pagawa ng anim na milyon na bahay para sa ating mamamayan. Ganyan po katanyag at kalawak ang ambisyon ng ating Pangulo. At ang magsasagawa ng ambisyon na ito ay walang iba kung hindi ang ating ad interim appointee na si Sec. Jose Rizalino Larion Acuzar. Sec. JOSE RIZALINO “JERRY” ACUZAR, is a proud Bataeño. And, Bataeños in turn feel proud and honored to see a son of Bataan being given the privilege to head an important Department, such as the DHSUD.
Indeed, Secretary JERRY, is one of the most successful Bataeños. His success is not granted but was hard earned. He came from a poor family but his ambition to overcome poverty remained undeterred by his family’s economic status and kept on working hard all his life.
He is a self-made billionaire who has made a name for himself in the construction industry. Many of us know him as the owner of the world class heritage town “Las Casas Filipinas de Acuzar” in Bagac, Bataan, or as the Chairperson of the real estate company New San Jose Builders, Inc., whose infrastructure projects include known residential and commercial buildings. His success story has inspired many of us, which proves his perseverance and dedication, his grit and tenacity – a true blooded fighter from Bataan whose enemy is poverty and homelessness.
Now called to serve the Philippines as a public servant, Secretary JERRY has accepted the challenge and responsibility to lead the Department of Human Settlements and Urban Development (DHSUD), whose mandate is to provide affordable shelters that are decent and sustainable, and in turn would uplift the lives of informal settler families (ISFs) and those in the low-income bracket.
Secretary JERRY shares Pres. Ferdinand “Bongbong” Marcos Jr.’s relentless desire to address the country’s housing backlog pegged at over six million units, and he has already started on monumental efforts through “Pambansang Pabahay para sa Pilipino,” the flagship program of DHSUD under President Marcos’ administration.
Through Secretary JERRY’s leadership, the DHSUD has already partnered with various LGUs for the implementation of the national housing program, and has already started official program rollouts in key cities and municipalities, such as Quezon City, Bacolod, Roxas, Iloilo, and Bataan. He is closely coordinating with the DSWD to improve the implementation of the government’s Emergency Shelter Assistance Program for calamity victims.
Secretary JERRY outlines as priority the improvement of planning and policy-making, program coordination, and monitoring for all housing and urban development concerns. He is committed to push for the necessary measures to ensure the access and affordability of housing needs of all Filipinos.
With all these, I believe there is no one better suited to lead the DHSUD other than Sec. JERRY ACUZAR. I congratulate Kuya Jerry for his accomplishments and wish him all the best.

Dr. Arsenio M. Balisacan is a returning Secretary of the National Economic and Development Authority. An economist with extensive policymaking practice, he is widely known as an expert on economic development strategies, poverty and inequality, competition policy, and governance.
In over thirty-five (35) years of professional work, he has worked as Chairperson of the Philippine Competition Commission from 2012-2022, and Secretary of the NEDA from 2012-2016. He has also worked in the academe since 1987, as the Dean of the UP School of Economics and the Director-Chief Executive of the Southeast Asian Regional Centre of Graduate Study and Research in Agriculture (SEARCA).
While he was the NEDA head during President Aquino’s term, he spearheaded the “AmBisyon Natin 2040”, a long-term development anchor and basis for planning which aims to provide every Filipino with a strongly-rooted, comfortable, and secure life by 2040.
As a returning NEDA head, he is tasked to steer the economy back to a high-growth path, while addressing government debt and rising prices of commodities. He aims to make economic growth more inclusive and resilient, envisioning a growth that is pro-poor and can weather adverse global events.
Secretary BALISACAN has outlined NEDA’s priorities for 2022 onwards, which includes a more proactive engagement with stakeholders from the Executive and Legislative branches, for policy advising, planning, and monitoring. In the light of the Mandanas-Garcia ruling, he promises to strengthen NEDA’s coordination in the LGU level, so that national public investment programs appropriately reflect local development priorities, as government services are devolved to LGUs.
Secretary BALISACAN likewise highlighted the NEDA’s mandate to maintain transparency and professionalism in national economic policies and programs.
I believe that with Secretary BALISACAN’s extensive experience and integrity, NEDA will be able to diligently fulfill its mandate in the pursuit of sustained economic growth towards all Filipinos.

Our appointee, Commissioner NELSON JAVA CELIS is rightly fitted for this task.
Commissioner Celis is an information technology expert with valuable contributions in information security management systems. An engineer by profession, Commissioner Celis graduated with a degree in Electronics and Communication Engineering from the Don Bosco Technical College. He also holds master’s and doctoral degrees in Business Administration from the De La Salle University.
He started his career in the private sector, playing a huge role as MegaLink Inc.’s Chief Information Officer, where he ensured MegaLink network of banks’ connection availability. He likewise played a vital role for Philippine Veterans Bank as its Chief Information Officer, where he was credited for implementing its strategic Information System Plan, and the operations of its data center.
Commissioner Celis’ expertise is regarded in high esteem by COMELEC itself, as he was tapped to become former Chair and Commissioner Borra’s lead consultant from 2003-2004, and 2006-2008. He has helped in the implementation of the automated election system and provided recommendations to COMELEC’s Advisory Council on how to further improve the automated poll system.
He is a staunch advocate for clean and honest elections, having been co-convener and the spokesperson of Automated Election System Watch, a watchdog alliance with over fifty (50) organizations. He has also written many articles in his column titled “Let’s Face It”, regarding opinions on how to proceed with the conduct of elections.
Clearly, Commissioner CELIS’ background and experience on automated election systems and processes will help COMELEC further its constitutional mandate, and with this, I would like to express my full support for his confirmation.

Our appointee, Ernesto Maceda Jr., is a distinguished and well-respected in his field. He ranked 19th in the 1989 Philippine Bar Examinations. He is a veteran election lawyer and a professor, who has taught election law, law on public officers, public corporations, and constitutional law subjects.
As a distinguished personality in the public academe, he has proven that he has a deep knowledge of our election and constitutional laws. Commissioner Maceda has been the President and Chairperson of the Board of Philippine Association of Law Schools and the President of the Universidad de Manila. He was also the longest serving dean of the Pamantasan ng Lungsod ng Maynila, College of Law.
Secretary Maceda has served in government service for more than a decade, having been a member of the Philippine Judicial Academy and the Mandatory Continuing Legal Education Governing Board, and as Chief of Staff and Supervising Political Affairs Officer in the House of Representatives. His expertise also extends to local legislation, as he had been an active City Councilor of the City of Manila from 1988 -1995.
One of the most prolific and outstanding Senators that our country has ever had, the late Senator Ernesto “Ernie” M. Maceda, Sr., is our nominee’s father. Also, Commissioner Maceda’s brother, Hon. Our appointee today, Secretary ALFREDO ESPINOSA PASCUAL, has over forty (40) years of experience in both the private and public sector, and across the fields of management and governance, trade and banking, and the academe.
Secretary PASCUAL possesses the skills and deep understanding to take the helm of the Department of Trade and Industry as he has a wide range of experience in management and finance. He started his illustrious career as an educator at the University of the Philippines and Ateneo de Manila University, and later on at the Asian Institute of Management. He has proven himself to be knowledgeable and a passionate leader, and with a deep understanding of the industry and the challenges it faces.
He has also held executive positions at Bancom Development Corporation, Philippine Pacific Capital, and First Metro Investment Corporation, where he was among the pioneers of investment banking in the Philippines. He has also worked with the Asian Development Bank (ADB), where he led infrastructure and financial sector projects which facilitated capital investment, trade finance, and PPP infrastructure development.
He was the 20th President of the University of the Philippines System, where he was credited for the transformation of U.P. into a research-intensive and public service university. As the steward of eight (8) constituent universities and seventeen (17) campuses across the country, he ensured the implementation of an integrated information system in order to achieve administrative efficiency and streamline service delivery. Notably, he has also generated revenues for UP through various partnerships with the private sector, a notable project which is the U.P. Town Center in Katipunan. His stellar performance as U.P. President was recognized and he was conferred the Presidential Lingkod Bayan Award in 2014, and the Lifetime Distinguished Achievement Award from the U.P. Alumni Association in 2017.
Now, tasked to lead the Department of Trade and Industry, Secretary PASCUAL has already outlined his priorities, namely: to support the micro, small, and medium enterprises (MSMEs), to promote manufacturing, to improve ease of doing businesses, to attract investments, to expand exports, and to realign DTI’s organizational structure and processes.
Secretary PASCUAL believes that the country is on a steady path towards a strong post-pandemic recovery. Amid the challenges of increasing costs and supply chain disruptions, he is focused on implementing an inclusive and resilient industrial policy which would help ensure health, food, and energy security.

A lawyer and journalist by profession, she has also served as a Director in the House of Representatives, as Prosecutor of the Department of Justice, and as State Solicitor at the Office of the Solicitor General.
Secretary Cheloy’s years as a journalist and media officer, spanning over a decade, has truly prepared her for the job. She has written for various publications such as Malaya, and the Philippine Daily Globe, and has likewise contributed to international news agencies. Time and again, she has proven her competence in communication, reporting, and media handling.
Now at the helm of the Presidential Communications Office, she is mainly responsible for crafting and enhancing the messaging system of the Office of the President and the Executive branch, towards fellow government agencies, stakeholders, and the whole nation.

I am deeply honored and privileged to stand before you and express my unwavering support to the confirmation of Mr. REXLON TING GATCHALIAN as Secretary of the DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT.
Secretary Rex is a dear friend and colleague. Our friendship dates back to the years when we were serving as fellow Congressmen. I can tell you that Secretary Rex is one of the kindest persons I have met. He never misses to share his time and render his thoughts whenever I seek his advice on certain public policies or matters of governance. I have had the pleasure of working alongside Rex on numerous occasions, and I can fully attest to his exceptional work ethic and his unwavering commitment to excellence.
His utter kindness is matched only by his sheer intelligence and attentive contemplation. These traits are the reasons why I can safely say that Secretary Rex is best fit for the job as DSWD Secretary.
The whole country is fortunate when Secretary Rex accepted his appointment from His Excellency President Ferdinand R. Marcos, Jr.. With Secretary Rex at the helm of the DSWD, we are blessed with a leader who can impart and make use of his competence, innovativeness, experience and expertise not only for the sake of his people in the great City of Valenzuela, but for the sake of all Filipinos especially those who direly need the assistance and social service programs of the government.
Secretary Rex was educated in the prestigious George Washington University, Washington, D.C., USA, where he obtained a degree in Bachelor of Arts in Political Science in 2001. A degree from George Washington University would have opened for him many doors of opportunity abroad. A rewarding and eminent career in the United States or in other countries would have awaited him there.
But he chose to come back and make himself of service to his fellow Filipinos. Not too often do we find a Filipino who has obtained formal education abroad to return to and work in this country in the name of public service. One has to have that unqualified love for one’s country to make him come back, like what Secretary Rex has done.
Indeed, Secretary Rex had proven to the whole country that he loves his country. He displayed this love by remaining committed, hardworking and dedicated public servant, either as Congressman or as Mayor of the City of Valenzuela.
When he was a Congressman in the 14th, 15th, and 19th Congress, Secretary Rex authored significant legislation including REPUBLIC ACT NO. 10022, also known as “An Act Amending R.A. 8042, otherwise known as the Migrant Workers and Overseas Filipinos Act of 1995” and REPUBLIC ACT NO. 9576 which doubled the maximum deposit insurance coverage by the PDIC. He also co-authored REPUBLIC ACT NO. 11934 otherwise known as “An Act Requiring the Registration of SIM Cards”.
As Mayor of Valenzuela City from 2013-2022, his accomplishments are just too many to mention. But I feel obliged to cite a few just so I can give the reasons why his administration was awarded the “Galing Pook Awards for Innovations and Excellence in Local Governance”, the “Most Business-Friendly Highly Urbanized City Hall of Fame Award”, and the “Best in Government Emergency Management (GEMS) - Urban Search and Rescue Category”, among other awards.
These awards were products of his administration’s keen implementation of various innovative programs such as the “Education 360 Degrees Investment Program”, “Disiplina Village: Bagong Bahay, Bagong Buhay”, “Valenzuela Live Streaming School”, “Paspas Permit” and other programs.
All his foregoing efforts have not gone unnoticed as he was conferred the “Most Outstanding Local Chief Executive” in 2018.
Moreover, at the onset of the COVID-19 pandemic, Secretary Gatchalian, who was Mayor at that time, immediately worked on pandemic preparedness, surveillance and testing capacity, by ensuring that sufficient public health workforce and health system are in place. Valenzuela City was the first local government unit to conduct localized targeted mass testing.
Secretary Rex is one of the Gatchalian siblings who have dedicated themselves to publicly serve. His brothers are Senator Sherwin T. Gatchalian and Valenzuela City Mayor Weslie T. Gatchalian. I take this opportunity to thank them in supporting many programs and legislative priorities that benefitted the province of Bataan. The people of Bataan are expressing their utmost appreciation especially to Senator Sherwin Gatchalian for sponsoring in the Senate, REP. ACT. NO. 11453, the law which strengthened and expanded the powers and functions of the Authority of the Freeport Area of Bataan. This law is bearing fruit right now as more and more investors have been relocating in the Province of Bataan resulting in the continuous generation of jobs and local entrepreneurship.
Three (3) weeks ago, Secretary Rex was in Bataan together with His Excellency Ferdinand R. Marcos, Jr. where they distributed assistance to our constituents and announced the upcoming programs that the DTI and DSWD would be implementing for our MSMEs as well as our marginalized sectors.
Indeed, Secretary Rex and his family have been close to the hearts of Bataenos, and they have earned the respect and admiration of many.
To fulfill the DSWD’s mandate, Secretary Rex has already bared his priority plans of alleviating hunger, enhancing disaster response, and streamlining social protection services. I have no doubt that he will continue to perform excellently in serving the Filipino people as DSWD Secretary.
All the honors and distinctions he has garnered further demonstrate that throughout his illustrious career, Secretary Rex has proven that he has the experience and integrity required by the position.
I therefore manifest my full support for the confirmation of DSWD Sec. Rex Gatchalian, who, by the way, also holds the distinction of having been the youngest Member of this Commission on Appointments from 2010-2013 at thirty-one (31) years of age.

I would like to express my full support for the confirmation of the ad interim appointments and the consent to the nomination of the thirty (30) Generals/Flag Officers and Senior Officers of the Armed Forces of the Philippines before us today, including that of Gen. Romeo S. Brawner, Jr., for the position of Chief of Staff of the Armed Forces of the Philippines.
These good gentlemen of our military have proven their unquestionable loyalty and unwavering service to the Filipino people throughout their respective careers.
At the committee hearing earlier, AFP Chief of Staff Gen. Brawner Jr. has eloquently outlined the AFP’s plans to further strengthen the organization in order to cope with ever increasing demands of national defense and security. We share in his vision towards a greater and more capable defense force as we fully support the AFP’s modernization program.
Gen. Brawner has shared his position on the West Philippine Sea issue, rebel returnees’ integration program, military pension fund issue, anti-insurgency efforts, among other matters. I am quite impressed by how he perceptively and eloquently answered the questions asked of him, and I share his ideas that are clearly intent at strengthening the capability of our military in the defense of our country against external and internal threats, and in reasonably improving the welfare of the AFP retirees.
Through our uniformed officers’ tireless service, we enjoy freedom, peace, and security, which has allowed further development and national progress. They have proven their strength, competence, and commitment demanded by their respective positions, and are now ready to take on greater responsibilities.
With the confirmation and consent to the ad interim appointments and nomination of the thirty (30) AFP Generals/Flag Officers and Senior Officers today, especially that of Gen. Romeo S. Brawner Jr., we can be rest assured that our Armed Forces will continue to be strong as ever as a main pillar of national defense and security. Today, it is my honor to second the nomination of Atty. Gilberto Teodoro as Secretary of National Defense, an appointee whose qualifications and dedication to public service are truly remarkable.
Atty. Teodoro's educational journey shows his unwavering commitment to excellence. His academic competence was evident when he pursued his undergraduate degree in commerce majoring in Financial Institutions at De La Salle University, a prestigious institution known for nurturing future leaders.
He graduated as the top of his law school class, earning the esteemed Dean's Medal for Academic Excellence at the University of the Philippines College of Law. He later secured a top spot in the 1989 Bar Examinations with an impressive 86.18% bar rating.
Not content with these achievements, Atty. Teodoro continued to excel academically by earning a Master of Laws degree from Harvard Law School. Having successfully passed the State Bar of New York in 1997 demonstrates his global perspective and readiness to engage in international legal matters.
Atty. Gilberto Teodoro's professional journey has been nothing short of illustrious. He has been a dedicated public servant, lawyer, and politician. His tenure as the Representative of Tarlac's 1st district from 1998 to 2007 showcased his leadership and legislative prowess. During this time, he authored an impressive 106 bills addressing critical issues facing our nation. His contributions to our legislative landscape are truly invaluable.
As Secretary of National Defense from 2007 to 2009, Atty. Teodoro demonstrated exceptional leadership qualities. His role as the Chairperson of the National Disaster Coordinating Council during the aftermath of Typhoon Ondoy exemplified his ability to manage crises with a cool and focused demeanor. He promptly coordinated international aid through the United Nations and organized relief operations, mitigating the devastating impact of the typhoon. His commitment to disaster risk reduction and management led him to advocate for the establishment of a permanent Disaster Risk Reduction Council, a testament to his forward-thinking approach to governance.
I deem it also worthy to point out that Atty. Teodoro is a licensed commercial pilot with a Learjet-31 rating and a Colonel in the Philippine Air Force Reserve, clearly adding to his qualification as a capable defense secretary and leader of disaster response.
Since taking the helm of the DND, Atty. Teodoro has continued to exhibit his dedication to the defense and security of our nation. His technocratic approach to complex national security issues ensures that our country remains resilient and prepared for any external or internal threats and challenges that may arise.

Justice Uy's journey to this pivotal moment has been characterized by an abiding commitment to the legal profession. She holds a Liberal Arts Degree major in Communication Arts from the University of Sto. Tomas, and her dedication to knowledge further shone as she received the Silver Medal for Second Honor during her studies at the Ateneo School of Law. Secretary Herbosa's educational background is simply outstanding. He gained his academic expertise in healthcare and governance by excelling in distinguished institutions. He graduated cum laude with a Bachelor of Science in Biology from UP and proudly holds a Doctor of Medicine degree from the same school. He holds a Diploma in Emergency Preparedness and Crisis Management as a World Health Organization Fellow at the prestigious University of Geneva. He pursued International Postgraduate Studies in Medicine at Tel Aviv University. These academic accomplishments form the solid foundation upon which he has built his career, tirelessly working to elevate the field of healthcare.

He has shown this commitment through active engagement in organizations with a passion for humanitarian causes, such as the Physicians for Peace Philippines, Inc.
The numerous awards that Secretary Herbosa has received stand as proof of his allegiance to his work and service to our country. These include the prestigious Philippine Medical Association (PMA) Presidential Award and the University of the Philippines Alumni Association (UPAA) Distinguished Service Award.
It is worth noting that Secretary Herbosa's lineage is intertwined with our national hero, Dr. José Rizal. He is the great grandson of Mrs. Lucia Rizal Mercado, the older sister of the martyr who married Mr. Mariano Herbosa of Calamba, Laguna. This is a powerful indication that through his veins runs a hero's blood, ready to sacrifice for the good of the health sector.
Further, Secretary Herbosa is married to Dr. Grace Anne Banson Herbosa, who we consider as Bataan's pride given her illustrious career and track record. An expert in the field of anesthesiology. She was the President of the Philippine Society of Anesthesiologists from 2012-2013. She now serves as Chairperson of the Philippine Board of Anesthesiology.
Dra. Grace is also currently the Chairperson of the UP-PGH Department of Anesthesiology, the first and largest institution of anesthesiology in the Philippines. As a Professor in medicine, she is instrumental in extending her knowledge and expertise in guiding aspiring doctors. Dra. Grace has exemplified excellence and service in the medical field. Without a doubt, Dra. Grace is an inspiration to her fellow Bataeños.
Since assuming the pivotal role as Secretary of the Department of Health, Secretary Herbosa has demonstrated exceptional leadership by implementing crucial measures aimed at enhancing healthcare services for Filipinos. His visionary 8-point agenda encompasses Universal Health Care, equitable healthcare access, infrastructure development, digital transformation, and the welfare of healthcare workers. These initiatives highlight his comprehensive vision for the healthcare sector.
I have had the privilege of sitting with Secretary Herbosa several times to discuss various topics related to the government's agenda for enhancing medical services and healthcare for our people. During these discussions, his competence was abundantly clear. He impressed me with his extensive knowledge of health management and his no-nonsense approach to solving problems in health policy formulation and implementation.

Secretary Laurel is a prominent Filipino entrepreneur and a distinguished fishing magnate who left an indelible mark in the industry. Currently holding the esteemed position of a Secretary in the Department of Agriculture, he brings to this role a wealth of experience garnered from his term as President of the Frabelle Fishing Corporation, a formidable deep-sea fishing entity operating across the Asia-Pacific region. His tenure at the helm of this corporation reveals his genuine grasp of the complexities within the agricultural and fisheries sectors.
The Frabelle Fishing Corporation, established by Secretary Laurel's parents in 1966, has flourished and diversified under his guidance. With interests spanning agriculture and fisheries, including deep-sea fishing, aquaculture, canning, meat and seafood processing, cold-chain networks, shipbuilding and repair, and power generation, the corporation operates domestically and internationally within the Asia-Pacific region. Indeed, Secretary Laurel's leadership in this diverse agricultural and fishing enterprise has equipped him with full competence and effectiveness that will help him bring about positive transformations as well as growth and sustainability of the agricultural and fishery sectors.
Secretary Laurel's wide-ranging proficiencies are also clear from his past leadership at various energy producers and distributors, including the Agusan Power Corporation which runs the Lake Mainit Hydro Electric Power plant, generating 24.9 megawatts and expected to harness the waters of Lake Mainit to generate electricity for about 50,000 homes in the area. Secretary Laurel’s support for sustainable resource management and food security was made evident when he was designated in 2022 as a member of the Private Sector Advisory Council to help strengthen collaboration between the public and private sectors to address food security issues related to increasing productivity of farmers and closing supply chain gaps.
In responding to the call of the President of the Philippines to leave a private life within an established company to take a demanding role as Secretary of the Department of Agriculture, Secretary Laurel has exhibited a selfless dedication that extends beyond personal comfort. His acceptance of this role is not merely an obligation but it is a demonstration of his genuine support and love for our people and a deep-seated concern for the well-being of our farmers and fisherfolks. This act of sacrifice conveys a great deal about Secretary Laurel’s character and underscores his preparedness to navigate the challenges inherent to public service, making him the right person to spearhead the Department of Agriculture with grace and foresight.
Since assuming the post as Secretary of the Department of Agriculture, Secretary Laurel has set in motion several plans and initiatives, signaling a positive trajectory for the department. In addition, his proposal to institutionalize accurate data collection of agricultural production reflects a praiseworthy dedication to informed decision-making. His affirmation of being pro-production is a reassuring declaration that aligns well with the goals of fostering a robust agricultural sector.
Mr. Chair, I had the chance to encounter Secretary Laurel during one of our meetings, and I am impressed by his profound understanding of our agriculture and fishery sectors. His direct and practical approach to the programs he aims to initiate and the reforms he plans to execute reflects his resolve to take an active role as an effective Secretary of the Department of Agriculture.
Finally, Mr. Chair, let me emphasize that Secretary Laurel belongs to a family that is highly regarded for embodying values such as integrity, humility, simplicity, responsible stewardship and innovation. His family is well-known for exemplary corporate leadership and unwavering commitment to enhance workforce development in the country. I stand before you today to convey my full support in seconding Secretary RALPH GONZALEZ RECTO’s confirmation of his ad interim appointment.
Secretary Recto needs no introduction, as many of us have already had the honor of working with him, be it in the House of Representatives or in the Philippine Senate, or as Secretary of NEDA. Even so, please allow me to speak of his accolades and echo his well-deserved appointment as Secretary of Finance.
Hailing from a family of distinguished public servants, Secretary Recto’s passion to serve was developed at such a ripe age. He is the grandson of the great Claro M. Recto, who is known as the Father of the 1935 Philippine Constitution and for his staunch nationalist leadership.
Secretary Recto’s father, Atty. Rafael R. Recto, has likewise led a life of public service as former Assemblyman and Board Member of Batangas. With a political tenure exceeding two (2) decades, Secretary Recto has served three (3) terms each in the Senate and the House of Representatives. He has been instrumental in advocating economic reforms and pivotal tax legislations, including the Special Economic Zone Law, Philippine Economic Zone Law, Retail Trade Liberalization Law, and the Comprehensive Tax Reform Law. These laws helped foster investments and developments, streamline tax systems and improve fiscal policies, ultimately contributing to the nation’s economic growth and stability.
In the Senate, known as the “resident numbers expert,” Secretary Recto meticulously reviewed tax policies and championed legislation that benefited consumers, business owners, and the trade sector.
As the head of NEDA, he was pivotal in formulating the government’s Economic Resiliency Plan in response to the global financial crisis. He called for more systematic monitoring of international and domestic events impacting the Philippine economy.
He pushed for a more rigorous evaluation of the government’s Official Development Assistance portfolio to enhance our capacity to absorb funds and expedite the execution of development programs. I am very thankful to Secretary Recto for his unshakable support as one of the principal authors of the “SPEDEZ Bill”, which aims to create a special defense economic zone within the government arsenal in Limay, Bataan.
Our shared commitment to fostering a more autonomous defense stance, by developing our own defense resources instead of solely depending on external procurement, demonstrates our aligned vision.
Secretary Recto, a seasoned legislator well-versed in the workings of the legislative body, could have easily opted for the comfort of the familiar, continuing his exceptional service as a Congressman.
However, he has boldly embraced the formidable responsibilities of his new role, demonstrating a commitment to service that surpasses personal convenience.
Secretary Recto has already outlined his key priorities of curbing inflation, securing a reliable flow of revenues to fund governmental programs, optimizing tax administration efficiency, ensuring long-term fiscal sustainability, acting swiftly on investments, and driving more initiatives to boost the economy.

“Mr. President, my dear colleagues, I rise today to second the confirmation of the ad interim appointment of a remarkable individual, a man of integrity, dedication, and genuine compassion for the Filipinos - Secretary Juan Edgardo M. Angara.
I have had the distinct privilege of knowing Secretary Angara for many years, both as a colleague and as a friend. Our friendship has been one of mutual respect and shared values, and he's always been the kind of person who's ready to lend a hand, whether it is offering thoughtful advice or jumping in to help, even before you ask. That is the kind of person I know about him. He is humble and approachable. Despite his high-profile status, he remains down-to-earth.
But do not let his humility mislead you; Secretary Angara has achieved accomplishments that many would envy.
Secretary Angara is one of the most prolific legislators in both houses of Congress. He co-authored the “Free College Law”, ensuring that students from low-income families can access higher education without the burden of tuition fees, making higher education accessible to all Filipinos, regardless of their economic status and opening the doors of opportunity for countless young Filipinos.
Secretary Angara didn't just stop at passing bills - he aimed for game-changers. Beyond the transformative Free College Law, he championed several other key legislations that have had a lasting impact on Filipino society. He authored the “Free Kindergarten Law”, ensuring early childhood education for all, and the “Universal Healthcare Act”, which broadened access to essential health services. His work on the “Expanded Senior Citizens Act” provided more benefits to the elderly, and the “Kasambahay Law” protecting the rights of domestic workers. He played a pivotal role in the passage of the “Youth Entrepreneurship Act”, fostering a spirit of innovation among young Filipinos. These laws reflect his holistic approach to legislation and he remained focused on inclusivity and empowerment.
Of course, it would take me all day and more than a few cups of coffee to list all of Secretary Angara's numerous accomplishments in legislation. But, in the interest of time, let's just say he's done enough for several lifetimes. From education to healthcare to tax reform, his legislative portfolio is so extensive that mentioning it all would turn this speech into an endurance event. I'll leave it to all of you to delve into his impressive record at your own pace for a deeper appreciation.
But I cannot resist the urge to cite some of Secretary Angara's numerous awards for /ys outstanding public service and legislative work — “Lifetime Distinguished Achievement Award” from the University of the Philippines Alumni Association and the “Dangal ng Bayan Award in 2023”, “People Asia's People of the Year in 2020”, and received the “Apolinario Mabini Special Recognition Award “in 2018 for legislation benefiting persons with disabilities. “Outstanding Young Men (TOYM) “ in 2010 for his legislative achievements.
These awards are a glowing endorsement of Secretary Angara's exceptional public service. These are proof of his ability to enact meaningful changes and uplift the lives of many.
Secretary Angara is the son of the late Senator Edgardo Angara, a prominent figure in Philippine politics. With public service in his blood, Secretary Angara has followed the footsteps of his father, dedicating his life to serving the Filipino people. This family legacy has greatly influenced his own career, driving him to contribute significantly to public service and uphold the same standards of excellence and dedication that his father embodied.
As we consider the confirmation of his appointment as Secretary of the Department of Education, lt is clear that Secretary Angara's extensive experience and personal qualities makes him the ideal candidate for the job. His vision for the department includes not only the continuation of existing programs but also the implementation of innovative reforms fo further enhance the quality of education in the country.

It is my honor to second the confirmation of the ad interim appointment of Secretary HANS LEO J. CACDAC for the Department of Migrant Workers. Secretary Cacdac's extensive experience, academic background, and deep understanding of the welfare of Overseas Filipino Workers (OFWs) make him an exemplary candidate for this crucial role.
Secretary Cacdac's academic training has provided him with a firm foundation in understanding the complexities of international labor standards and the protection of workers' rights. He started his legal career in the Alternative Legal Assistance Center after passing the 1993 Bar Examinations, where he championed the rights of the marginalized, disadvantaged, and exploited sectors by providing necessary legal assistance and representation.
As the Officer-in-Charge of the DMW from September 2023 to April 2024, and previously as the Undersecretary for Foreign Employment and Welfare Services, he has demonstrated outstanding leadership. His tenure as the Administrator of the Overseas Workers Welfare Administration (OWWA) was particularly notable. Under his leadership, OWWA implemented numerous programs to enhance the welfare and protection of OFWs and their families.
As a faculty member at the Ateneo de Manila University School of Law and a writer for various institutional journals, he has influenced the academic and policy discourse on labor and migration issues. He was bestowed several awards such as the Award of Distinction from the Rotary Club of Manila and the OFW Family Club Award, which reflect his exceptional service and vision in digitally transforming OWWA.
Described by peers as sincere, humble, and passionate, Secretary Cacdac is known for his intelligence, quick thinking, and meticulous legal mind. His work on bilateral labor agreements and his participation in international labor forums have advanced the rights and protection of migrant workers.
Secretary Cacdac's tenure at the Philippine Overseas Employment Administration (POEA) from 2012 to 2016 brought significant positive developments. including streamlining documentation processes, enhancing frontline services, and improving stakeholder consultations. His leadership in creating the One Repatriation Command Center and presenting a comprehensive 10-Point Agenda for the DMW underscores his proactive and innovative approach to migrant workers issues. With his beaming track record, I am sure that Secretary Cacdac has what it takes to bring all these to fruition.

Atty. Mejia’s stellar academic background, coupled with his extensive professional experience, make him the perfect fit for this position. He was a consistent honor student and a scholarship awardee at the Ateneo de Manila School of Law, while also juggling work as a legal clerk for two (2) years - a testament to his dedication and hard work.
As a member of the bar since 1985, he has acquired considerable experience in both private practice and public service. He entered the government service as a Legal/Technical Consultant, and thereafter as a Supervising Legal Staff Officer II of then Senator Rene Saguisag. He served as Director for Special Concerns at the Department of Agrarian Reform from 1990 to 1994.
Atty. Mejia has over four (4) decades’ worth of experience as a law professor at the International University Foundation, Pamantasan ng Lungsod ng Maynila, College of the Holy Spirit, and Ateneo de Manila University Law School, and De La Salle University-Manila, where he taught several subjects such as Commercial Law, and Land Titles and Deeds. As an educator, he was passionate in instilling knowledge and practical experience to law students.
Atty. Mejia has also previously served as Member of the JBC, having been appointed for two (2) consecutive terms from 2011 to 2018. As a JBC Member Representing the Academe, he has actively participated in the JBC’s screening processes. Atty. Mejia promoted transparency by advocating public interviews of Appellate Court candidates, and likewise by allowing the public to provide questions to candidates. As one of the more experienced members of the JBC, I have no doubt that Atty. It is both an honor and a personal privilege to rise today to second the ad interim appointment of Sec. Juanito Victor "Jonvic" Catibayan Remulla Jr., as Secretary of the Interior and Local Government. Having worked with Secretary Jonvic Remulla and have known him as a close friend, I can say with absolute certainty this is a man who leads with integrity, humility, and a deep sense of responsibility.
Secretary Jonvic is the kind of a leader who doesn't need to raise his voice to command attention. He is soft spoken but firm, with the uncanny ability to cut through noise and get straight to the heart of any issue. He has the remarkable gift of choosing his words carefully -- every word purposeful, every thought calculated to make a point without wasting time or energy. That clarity and focus are rare in public service, and it's what makes him such an effective leader.
What has always struck me about Secretary Jonvic is his humility. Despite his impressive track record, he remains grounded, approachable, and easy to talk to. He listens intently and speaks with respect. His humility is not just a trait -- it's a leadership style.
On a more personal note, our nominee is a dear friend, and working alongside him has been nothing short of a privilege. Conversations with him are always engaging, not just because of his sharp mind but because he is genuinely interested in the ideas and opinions of others.
As a fellow governor, I've witnessed Secretary Remulla's steady leadership in navigating the challenges of running a dynamic province, like Cavite. He transformed it into a model of governance, not through fanfare, but with quiet determination, effective action and hard work.
Under Secretary Jonvic's leadership as Governor, Cavite became the first in the Philippines to earn an ISO 9001:2008 certification, setting a high standard for quality governance. He also launched the LINKod Kabitenyo program, providing free internet access to key areas and improving connectivity for residents. In 2013, his hard work and impact were recognized when he was named one of People Asia magazine's "People of the Year". Apparently, running a province like a well-oiled machine and good looks gets you more than just applause; it gets you on the cover of a magazine.
Now, as he steps into this crucial role at the DILG, I have no doubt that Jonvic will bring the same focus, humility, and dedication to the national stage. Whether it's reforming the PNP, empowering local governments, or addressing everyday concerns of our people, he will approach every challenge with the same thoughtful, no-nonsense style that has defined his career.

Mr. President, esteemed colleagues, I would like to express my support for the confirmation of the ad interim appointment of our CSC Chairperson Marilyn Barua-Yap. A distinguished public servant, Chairperson Barua-Yap is a testament to true and dedicated leadership and a strong desire to serve our people.
To our colleagues in the House of Representatives, we all know Chairperson Barua-Yap as the Secretary General in the 14th and 15th Congress, with a distinction as the first lady elected to the position. Chairperson Barua-Yap has served many years in the House, rising from the ranks of Congressional Staff and Secretariat, and I can confidently say that she has always put her 100% in every position she held.
Throughout her years of service in Congress, Chairperson Barua-Yap has conceptualized and implemented systems and processes in pushing forward legislative measures. She has likewise been very instrumental in ensuring timely and effective delivery of technical and administrative support services by the House Secretariat.
While serving in the 13th, 14th, and 15th Congresses, I had the pleasure of working with then SecGen Barua-Yap, and she'd always extended assistance whenever necessary. We fondly called her as SecGen or mommy, and I have counted on her numerous times. She would always welcome me with a warm smile, and I have never hesitated to ask her with whatever questions I may have had. Over the years, she has taken care of many of our colleagues in the House, at naging parang nanay na po natin siya at kitang-kita naman po ang galing ng kanyang pag-aalaga, Mr. President, as some of our colleagues then are already now in the Senate, like yourself, Mr. President.
Chairperson Barua-Yap's passion for public service is also manifested in her passion to teach, as she has been a lecturer at the University of the Philippines. and the Ateneo Law School. Through her decades of experience in the academe, she has helped enrich hundreds of students learning and helped prepare them for their brighter futures.
In 2016, Chairperson Barua-Yap retired from the House of Representatives. And yet, she has heeded to the call of public service again in 2022, when she was appointed Undersecretary for Special Concerns and External Communication at the Department of Agrarian Reform.
I am truly convinced that Chairperson Barua-Yap's commitment and dedication to serving is unwavering, and only a number of people can match this level.
Now tasked to lead the CSC, I am sure that Chairperson Barua-Yap will push forward progressive reforms to ensure that system remains civil service our outstanding.

Secretary Aldeguer Roque possesses valuable experience and skills to competently lead DTI. Her very own success story is a remarkable inspiration to all. In 1990, Secretary Aldeguer-Roque started the clothing brand Kamiseta with a capital of Six Thousand (Php6,000.00) Pesos. Through her determination, ingenuity, and sense of style, Kamiseta has turned into one of the most popular local clothing brands in the country.
Secretary Aldeguer-Roque thereafter expanded her brand to Kamiseta Skin, with the same goal of providing quality service to consumers and patients alike. She has consistently set high standards in all her business ventures, and through her impeccable work ethics and passion, successfully overcome the hurdles therein.
Not one to shy away from any challenges, Secretary Aldeguer-Roque heeded the call of public service in 2023, when she was appointed Assistant Secretary of DTI. Secretary Aldeguer-Roque would always say that the formula for success was hard work, perseverance, and lots of prayer, and she has carried these competencies in her new role.
She immediately identified significant development opportunities for micro, small, and medium enterprises (MSMEs), and addressed the various challenges our MSMEs face. Thereafter, as the Undersecretary who headed the MSME Development Group, she effectively managed the One Town, One Product (OTOP) Management Office, the Comprehensive Agrarian Reform Management Office, and the Small Business Corporation, all of which support and empower our MSMEs, cooperatives, and communities.
Now tasked to lead the DTI, Secretary Aldeguer-Roque has outlined her key priorities, namely: international trade, consumer protection, and development of MSMEs, as well as the concrete steps she will undertake to make our country a more attractive investment destination.

“Mr. President, esteemed colleagues, good afternoon.
I would like to express my full support for the confirmation of the ad interim appointments and consent to the nominations of the fifteen (15) Officers of the Armed Forces of the Philippines before us today. Our decorated soldiers have proven their capacity and fitness to the ranks by which they are respectively promoted.
These good gentlemen of our military have proven their unquestionable loyalty and unwavering service to the Filipino people throughout their respective careers. Through our uniformed Officers’ tireless service, we enjoy freedom, peace, and security, which allows further development and national progress.
During the committee hearing earlier, they have proven themselves worthy of the mettle, as they have eloquently pushed forward their views and have likewise bared their plans to further strengthen our country’s national defense.
I firmly believe that our valiant Officers will stay committed to their sworn duty as protectors of our motherland. I would like to congratulate them for a job well done.

“Mr. President, esteemed colleagues, good afternoon.
I am honored to stand before you today to second the consent and confirmation of the nominations and ad interim appointments of our Department of Foreign Affairs Officials.
They are among the brightest Filipinos, and truly are the best representatives of the Philippines for foreign relations and diplomacy. I have read their profiles and I am convinced that their extensive qualifications and track records are proof of the brilliance required of a diplomatic officer. Further, through our committee hearing earlier, they have adequately demonstrated their eloquence and wit as they responded to our questions and concerns, and likewise bared their plans and responsibilities.
As primary representatives of the Philippine government overseas, I believe that these DFA Officials will continue to put utmost priority to the protection and promotion of the welfare and interests of our fellow Filipinos.
With this, I strongly endorse the appointments of these individuals to the Department of Foreign Affairs and I am very confident that they will excel in their roles.

I would like to express my full support for the confirmation of the ad interim appointments and consent to to nomination thirty-six (36) Officers of the Armed Forces of the Philippines before us today. All of these Officers have proven their capacity and fitness to the ranks by which they are respectively appointed and nominated.
Today, the need for a truly capable Armed Forces is stronger than ever. In the face of rising geopolitical tensions that affect international peace and security, as well as possible internal strifes, serve as our reminder that we can not take our freedom for granted. Our Armed Forces has always been ready, and it is through them that we have strengthened the long-term security and sovereignty of our country.

I would like to express my support for the confirmation of COMELEC Commissioner MARIA NORINA S. TANGARO-CASINGAL.
Commissioner Tangaro-Casingal has worked at the COMELEC since 1997 in the Commission’s law department. After passing the Bar Examination, she started as an Attorney III and rose from the ranks, until she was promoted to Director IV to head said department. COMELEC Chairman George Garcia has lauded Commissioner Tangaro-Casingal’s performance as he said all legal opinions regarding the COMELEC’s actions and resolutions have been drafted by her. Further, she handles election exemptions and tries election offense cases.
Aside from being its law department chief, Commissioner Tangaro-Casingal was also a key member in several Committees and Task Forces of the COMELEC, such as the Task Force Katotohanan, Katapatan, at Katarungan (KKK) sa Halalan, and Committee on Kontra Bigay (CKB). She was also instrumental in drafting the implementing rules of the Bangsamoro Electoral Code, and in crafting policies for the conduct of the BARMM Parliamentary Elections.
I believe that Commissioner Tangaro-Casingal’s experience and dedication makes her the perfect appointee for this position, and she will continue to discharge her duties effectively. I therefore express my support for her confirmation.

Our nominee today, Commissioner NOLI RAFOL PIPO, has over 30 years of experience with the Commission on Elections. Commissioner Pipo possesses both skills and deep understanding to take on this role, as he truly knows the election process from the ground up.
A lawyer by profession, Commissioner Pipo began his career in public service as an Election Officer for the COMELEC in 1993. He then rose up the ranks to be Provincial Election Supervisor, to Assistant Regional Election Director, and eventually as Regional Election Director, until he was appointed Commissioner this year.
Commissioner Pipo has effectively implemented policy decisions on a local scale, and brings with him to the national office his decades of experience from the grassroots. Over the years, he has gained extensive election experience as he has been assigned in Ilocos Region, Cagayan Valley, Northern Mindanao, Bicol, and Eastern Visayas.
Commissioner Pipo has proven himself to be a knowledgeable and passionate leader and with a deep understanding of the industry and the challenges it faces. He believes and pushes for a more accessible and inclusive electoral process, which can be possible if the COMELEC adjusts accordingly to the challenges the voters encounter throughout the whole electoral process. Commissioner Pipo likewise believes that a true public servant should be able to conduct himself properly, and equipped with a good personality when dealing with the Filipino voters.
With Commissioner Pipo’s experience, academic background, and integrity, I can confidently say that he can efficiently fulfill his duties as COMELEC Commissioner. I therefore fully support his appointment to this post.

I would like to express my support for the confirmation of Mr. JOSE RAMON “PING” ALILING as Secretary of the Department of Human Settlements and Urban Development (DHSUD).
An outstanding Civil Engineer by profession, Sec. Aliling earned his Bachelor of Science in Civil Engineering, majoring in Hydraulics and Water Resources, from De La Salle University. He proceeded to join Jose Aliling Construction Management, Inc., founded by his father, and later on assumed the position of President and CEO in 2007. Under his leadership, he pushed for accountability and transparency as he introduced real-time monitoring systems for projects.
Sec. Aliling earned The Outstanding Young Men (TOYM) award in 2015 for civil engineering, where he notably is the first awardee for the category, as he was recognized for his excellence, innovation, and service. He also launched “Probinsiyanong Inhinyero,” mentoring engineers from underserved provinces to participate in high-impact infrastructure projects.
As Undersecretary for the DHSUD, he has hands-on experience in guiding flagship projects and programs. He was instrumental in accelerating the Pambansang Pabahay Para sa Pilipino (4PH) mass housing initiative, and spearheaded the Pasig: Bigyang Buhay Muli river revival project. He has also ably represented the department during regional housing summits to promote public engagement.
Now tasked to head the DHSUD, Secretary Aliling has already bared his plans to review housing programs and ensure prioritizing the most vulnerable Filipinos. He also pledged to fast-track the resolution of homebuyer complaints, to hold developers accountable, and to provide assistance in resolving Homeowners Association issues to avoid court proceedings.
I believe that Secretary Aliling’s brilliant track record and his public service drive make him very credible to take the post.
With all this, I would like to reiterate my support to Secretary Aliling.

As a seasoned diplomat, she has gained recognition for her intelligence, eloquence, and fairness.
She is a recipient of various distinctions, notably the “Felipe Agoncillo Lifetime Service Award” by the DFA, “Gawad Mabini Award with the Rank of Dakilang Kamanong” by former President Duterte, and Dangal ng Lipi Award, for her distinguished service in the Department of Foreign Affairs.
I am confident that Secretary Lazaro will even surpass what she has accomplished in over 4 decades of foreign service. At the helm of the DFA, I am sure that Secretary Lazaro will be on top of diplomatic and consular concerns. More importantly, I am confident that she will continue to push forward the Philippines’ national interest and consistently advocate for rule of law. I am looking forward to all the policies and programs of the Department under her leadership.
