Sponsorship speech for the confirmation of the ad interim appointments of thirty two (32) senior officers in the Armed Forces of the Philippines
Plenary Session No. 2, First Regular Session
Mr. Chair, distinguished colleagues, your Committee on National Defense conducted a public hearing this morning to deliberate on the ad interim appointments of 32 senior officers in the Armed Forces of the Philippines. After a thorough deliberations on the fitness and qualifications of the said 32 senior officers during the public hearing, your Committee has determined that they are all fit and qualified to be promoted to the ranks where they are appointed, and, therefore, ruled to recommend to the Plenary the confirmation of the ad interim appointments of these thirty two (32) officers in the Armed Forces of the Philippines.
Mr. Chair, may I then move for the confirmation of the ad interim appointments of the following:

Mr. Chair, Your Honors, just for the record.
Mr. Chair, Lieutenant General Sobejana, is a Philippine Army, General Officer, and a recipient of a Philippine highest military award for courage, a Medal of Valor, for his bravery and heroism in combat against the Abu Sayyaf group founding leader, Abdurajak Janjalani and his men in Basilan. Aside from the Medal of Valor, Lieutenant General Sobejana is also a recipient of Distinguished Service Stars, the Gold Cross, two Bronze Cross Medals, the Wounded Personnel Medal, several military Merit medals and Commendation medals.
He was recognized as an Outstanding Philippine Soldier in the Combat Category in 1995. He received the Award of Excellence for Public Service from the Governor of his province in Negros Oriental in 2012.
In this light, Mr. Chair, your Committee highly recommends for Plenary's approval the confirmation of the ad interim appointment of Cirilito E. Sobejana to the rank of Lieutenant General.

Plenary Session No. 6, First Regular Session
Mr. Chair, Honorable Members of this august Body, this representation is deeply honored and privileged to recommend the confirmation of the ad interim appointment Noel Segovia Clement, to the rank of General, the Chief of Staff of the Armed Forces of the Philippines.
General Clement started his career in 1981 as a cadet at the Philippine Military Academy. He rose from the ranks and had various command and staff positions in the army until his designation as the 52nd Chief of Staff of the AFP. He is a multi-decorated officer, who wears the stars particularly on his effort in fighting the communist-led-New People's Army.
General Clement is not just a professional soldier and a battle-tested officer, he is also being described as a competent manager who has the heart for his subordinates.
With his many accomplishments, I find it most admirable about this man is his recognitions, the victories in any fights or conflicts concerning the security of our nation, which cannot be achieved by the AFP alone. For him, lasting peace is a national concern which can only be realized through our efforts as a nationand as Filipinos.
Distinguished colleagues, I have the honor to move for the confirmation of the ad interim appointment of Noel S. Clement, to the rank of General, the Chief of Staff of the Armed Forces of the Philippines, a man of integrity and competence, who vows to perform his duties always for God, our country and the Filipino people.

Mr. Chairman, Honorable members of this august Body, this representation is deeply honored and privileged to recommend the confirmation of the ad interim appointment of Felimon Talusan Santos Jr., to the rank of General, the 53rd Chief of Staff of the Armed Forces of the Philippines.
General Santos is a seasoned military official who is described by many as a combat officer, comptroller, an expert intelligence operator, an effective manager and a remarkable civil military operations officer. He is a graduate of the Philippine Military Academy’s “Sinagtala Class” of 1986. And, in the entire 37 years of his military career, he can be characterized as one who is dedicated in the pursuit of excellence.
His subordinates remember him as a leader and commander who motivated and inspired them to always give their duties and accomplishment of their missions. He has an impeccable record and through his outstanding leadership, he has been instrumental in the many unprecedented achievements of the offices he led. Thus, it is no doubt that with him at the helm, unparalleled success will be achieved by our Armed Forces ultimately for the benefit of the Filipino people.

Mr. Chair, Honorable colleagues, it is my distinct honor and privilege to recommend to this august Body the confirmation of the ad interim appointment of Sara Zimmerman Duterte, to the rank of Colonel.
Our appointee, Inday Sara, to her beloved Davaoeños, has vowed to be useful in serving the country at all times. And, indeed, she has been serving her motherland in multiple and different tasks. She is a lawyer and the incumbent mayor of Davao City, a post she likewise held from 2010 to 2014, making her the first woman-mayor and the youngest who was ever elected to the position in the political history of Davao City.
In 2009, she was commissioned in the AFP Reserve Force with the initial rank of Captain in the Philippine Army. She received numerous recognition awards for her services and duties. Her support to nationalism and dedication to service had, indeed, greatly contributed to the accomplishments of the Eastern Mindanao Command’s condition in maintaining peace, security and development, particularly in her areas of responsibility.
My dear distinguished colleagues, it is with great honor and privilege to move for the confirmation of the appointment of Mayor Sara Zimmerman Duterte to the rank of Colonel. A leader is always unconditionally at the service to her country.

Our appointee is someone very close to this Body. He is a legislature, a colleague, the voice of his constituents in the Third District of Davao City.
Mr. Chairman, Members of this Body, I’m deeply honored and privileged to recommend the confirmation of the ad interim appointment of Hon. Isidro Tom Ungab to the rank of Colonel, a man, who does not only dream but puts vision to his works in making our country progressive. In reality, he is a leader who puts in the power gathered in his own hands into good and effective use.
Finally, as a colleague, I personally have known and worked with him. Mr. Chairman, it is with great honor that I move for the confirmation of the ad interim appointment of Hon. Isidro Tom Ungab to the rank of Colonel, a citizen-soldier of this country and a man of honor and principle.

Sponsorship speech for CIRILITO ELOLA SOBEJANA for the consent of his appointment to the rank of General, the current Chief of Staff of the Armed Forces of the Philippines
Plenary Session No. 13, Second Regular Session
Mr. Chairman, there are many ways on how one may exhibit love and loyalty for our country. Our first nominee has flawlessly exhibited this, and there’s no doubt that he has shown true bravery and patriotism. His is a story of a gallant hero, a fearless warrior, and a true Filipino.
In military practice, the salute is always done with the right hand. Our nominee, however, salutes with his left. This is a gesture no one has heard of and the story behind this left-hand salute sparks inspiration and deserves to be known.
Many years back, then Captain Sobejana, led his unit in a four-hour gunfight against the Abu Sayyaf Group in Basilan where they were outnumbered and outmaneuvered. In the course of the battle, his right arm, his shooting arm, was badly hit and almost severed, he had to bite his thumb to keep it from completely falling off. Despite the intense pain and danger, he never stood still. He controlled the fire directions of his men, shooting with his left arm and continued to fight until reinforcements came. Because of this, General Sobejana was given the Medal of Valor, the highest award for bravery in the military, honoring the “conspicuous gallantry and intrepidity at the risk of life above and beyond the call of duty.”
Only 42 Filipino soldiers have been awarded this medal since 1935, and most of them have been awarded posthumously. Since the said incident, General Sobejana was not able to use his right arm and AFP has allowed him to salute with his left hand as the right arm has indeed done more than enough.
Recently, he formally and rightfully assumed as the 55th Chief-of-Staff of the AFP -- a product of his excellence and commitment, and his strong advocacy for peace and development. With one of the country’s living heroes who exemplifies unquestionable loyalty to our Constitution as its leader, we are assured that our AFP will continue to protect and defend our people and our country, at all times and at all costs.
Mr. Chairman, and esteemed colleagues, this representation is deeply honored and privileged to recommend to this Body to give its consent to the nomination of Lt. Gen. Sponsorship speech for JOSE FAUSTINO JR. for the consent of his appointment as the Chief of Staff of the Armed Forces of the Philippines

Mr. Chair, it is my honor and privilege to recommend that the Commission gives its consent to the nomination of Jose C. Faustino Jr., the 56th Chief of Staff of the Armed Forces of the Philippines, to the rank of General.
This native of Itogon, Benguet, has dedicated his life to a deep sense of purpose. He is a product of the Philippine Military Academy Class of 1988 and undoubtedly a seasoned military commander. He rose from the ranks and assumed significant field and staff positions providing him an extensive experience in the military’s peace and security programs not only in Mindanao but in the whole country. These, likewise, earned him many awards and medals.
Prior to his appointment as the Chief of Staff, he has been designated as the first ever commander of the Joint Task Force Mindanao and spearheaded the development of the Mindanao Security and Stability Plan to harmonize the peace efforts of both Eastern and Western Mindanao Commands.
As the current AFP Chief of Staff, he is credited for his efforts to establish a Center for Self-Reliant Defense Posture and the Center for Preventing and Countering Violent Extremism.
His vast experience from his many years of service for the country rightfully entitles him to this post in leading the AFP to accomplish its mission to achieve a lasting peace and development in the country.
