Thank you, Mr. Chair.
Mr. Chair, distinguished members of the Commission on Appointments, this representation, as Chairperson of the Committee on Foreign Affairs, presided over this morning the very first public hearing of the Commission, this 19th Congress, to consider and deliberate on the nomination of Mr. Antonio Manuel Revilla Lagdameo as Permanent Representative of the Republic of the Philippines to the United Nations, New York, United States of America, with the salary and emoluments of a Chief of Mission, Class I.
Your Committee, after deliberation, during the public hearing, has determined that he is fit and qualified, and therefore ruled to recommend his nomination to the Plenary for the consent of this august Body.
Mr. Antonio Manuel Revilla Lagdameo comes from a family of entrepreneurs and professionals. His late father, Ernesto Sr., an industrialist, served as our former Ambassador to the United States during the administration of President Ferdinand Marcos, Sr. The nominee served in various high ranking capacities in the private sector before becoming Chair of the Philippine Racing Commission in 1994. He then worked in foreign service for sixteen (16) years beginning with his appointment as our Ambassador to the United Mexican States, Ambassador to the Kingdom of Spain and Ambassador to the United Kingdom of Great Britain and Northern Ireland.
Foremost, in his numerous notable accomplishments and achievements as a diplomat, he earned the distinction of being the first Filipino and ASEAN envoy to be elected president of the International Maritime Organization Assembly. The first Filipino to hold the position in IMO’s highest governing body in its 73-year history. He was hailed as a generous and understanding boss, a conscientious and methodical diplomat and staunch advocate of Philippine arts and culture. He is a devoted family man and a proud father of seven(7) children, including our former colleague in Congress and in the Commission on Appointments, former three-term Davao Del Norte Representative, Antonio “Anton” Lagdameo, Jr. He is currently the Special Assistant to the President.

Mr. Chair, distinguished members of the Commission on Appointments, this representation, as Chairperson of the Committee on Foreign Affairs, presided over this morning a public hearing to deliberate on the nomination of Mr. Jose Manuel Del Gallego Romualdez as Ambassador Extraordinary and Plenipotentiary to the United States of America, with concurrent jurisdiction over the Commonwealth of Jamaica, Republic of Haiti, Republic of Trinidad and Tobago, Antigua and Barbuda, Bahamas, Barbados, Dominica, The Federation of Saint Kitts and Nevis, Saint Vincent and Grenadines and St. Lucia, with the salary and emoluments of a Chief of Mission, Class I.
Your Committee, after deliberation, determined that he is fit and qualified, and therefore ruled to recommend his nomination to the Plenary for the consent of this august Body.
Ambassador Babes needs no elaborate introduction as he is well-known, except that he was schooled by the Jesuits in grade school and high school but went to La Salle for his college education.
Ambassador Romualdez is a media practitioner and a businessman but his involvement and dedication in the diplomatic service has been more profound since 1989 when he coordinated the media group for the official visit of Vice President Salvador H. Laurel in Washington, D.C., New York, Los Angeles and San Francisco.
He served in various capacities either as envoy or as a member of the official business delegations during the official visits of Presidents Fidel Ramos, Joseph Estrada and Noynoy Aquino.
Ambassador Romualdez was appointed by Pres. Rodrigo Duterte to the USA in July 2017 and serves at this post and, once again, nominated by Pres. Ferdinand Romualdez Marcos, Jr. to serve in the same position as Philippine Ambassador to the United States of America.
Notable among Ambassador Romualdez’ accomplishments, aside from the recognitions and accolades that he received, he was conferred the Order of Sikatuna, with the Rank of Datu (Grand Cross) Gold
Distinction by President Duterte. He received the Order of Sikatuna in recognition of his meritorious contributions in strengthening the comprehensive ties between the United States and the Philippines, for his steadfast efforts to further deepen the Philippines-US alliance, for promoting trade and investment, and for his laudable initiative in the procurement of 20 million doses of MODERNA Covid-19 vaccines.
Mr. Chair, fellow colleagues, your Committee on Foreign Affairs recommends to the Commission en banc of the 19th Congress to give its consent to the nomination of Mr. Jose Manuel Del Gallego Romualdez, to the rank, position and post to which he was nominated.

Thank you, Mr. President. Good afternoon my dear colleagues.
This is just to place on record my support for the confirmation of the ad interim appointment of Atty. George Erwin Garcia as Chairperson of the Commission on Elections, as he is a well-known top-notch election law practitioner since 2001 with vast experience on many high profile and landmark election cases.
Alam na n’ya ang mga problema at kahinaan ng kasalukuyang sistema ng pangangasiwa ng halalan sa ating bansa at tiyak na matutulungan nya ang institusyon, maging tayong mga mambabatas, upang maisaayos ang pagdaraos nito sa ngalan ng pagpapatatag ng ating demokrasya.
I also commend Chairman Garcia for being tireless in answering questions from the media. We always see him on TV and radio at matiyagang nagpapaliwanag sa mga kaganapan at updates tungkol sa eleksyon. Malaking bagay po ito sa pag siguro na transparent ang buong proseso at nakakatulong ito sa pagpapataas ng kredibilidad at integridad ng halalan.
He was a consistent honor student during his younger days and we expect him to also excel in his latest assignment of enforcing election laws and regulations and administering the Philippine Electoral System. Given his exemplary educational background, extensive practice of election law, an employee of the COMELEC, a member of the academe and mass media, he brings a well-rounded appreciation and distinct perspective to our electoral process.

Thank you, Mr. Chair.
May mga pagkakataon po na sa tuwing may kasamahan tayong mambabatas mula sa Senado o sa Mababang Kapulungan ang nahihirang sa Executive Branch at nagiging bahagi ng Gabinete, mabilis silang nakukumpirma ng Commission on Appointments. Ito marahil ay pagpapakita ng vote of confidence at tiwala sa kakayahan ng kapwa nating mambabatas na gaya natin ay halal ng lingkod ng bayan.
But, even without such precedent, I’m certain that our appointee, Atty. Jesus Crispin Remulla, who served as Member of the House of Representatives for four (4) Congresses, also as its Senior Deputy Majority Leader and Deputy Speaker can effortlessly secure the nod of the CA.
Looking at his credentials and the many hats he had worn – 17th placer in the 1987 Bar Examinations, La Salle, and Ateneo-educated and UP-trained lawyer, distinguished lawmaker, respected House leader, Governor of the great Province of Cavite, insightful host of the long running political commentary programs, “Karambola” and “Executive Session”. We become certain of the appointee’s competence and caliber as a public servant.
I have known Secretary Boying for quite awhile. He even served as the Chief of Staff at the office of my mother, former Sen. Loi Ejercito Estrada, here in the Senate. It is said that his experience in the Senate prepared him for his bigger responsibilities as an elected legislator later on. Before that, he also joined the administration of my father, former Pres. Joseph “Erap” Estrada as Assistant Secretary and Director V of the Presidential Management Staff from 1998 up to 2001.

Kung meron man kaming pagkakahalintulad ni Secretary Abalos, ito’y marahil ang aming paghanga at pagsunod sa yakap at karera ng aming mga butihing ama.
Gaya ng kanyang ama na si Mayor Ben Abalos, Benhur also served as a City Mayor of Mandaluyong. He was actually elected into the post for five (5) terms. And I also had the honor of working with him when he was first elected as Mayor of Mandaluyong and I was in my last term as Mayor of San Juan.
Following the footsteps of his great father, Benhur was also appointed as Chairman of the MMDA. He was a crucial figure in coordinating the policies of the seventeen (17) Republics of the Metropolis during the pandemic. But to reduce his own notable accomplishments as a shadow of his father would be a great disservice to this man. His twenty-three (23) years of service to the government bear witness to his many achievements. Starting as a City Councilor, Mayor, Congressman, President of the Union of Local Authorities of the Philippines and League of Cities of the Philippines, and MMDA Chairman. Pioneering leader, local government luminary, the man behind one of the top five (5) performing LGUs and the new Tiger City of Metro Manila, United Nations Public Service Awardee, Outstanding City Mayor. These are only some of the titles and distinctions conferred to our appointee underscoring his qualifications and fitness to head the DILG as its newest Secretary.
His managerial skills and expertise in urban development are evident in all corners of Mandaluyong City. Hopefully, under his leadership, his success in Mandaluyong will be replicated in local government units across the country so that they can attain the same or even higher level of progress, peace and prosperity.
This representation is fully supportive to the confirmation of the ad interim appointment of Atty. Benjamin Benhur Abalos Jr., as Secretary of the Department of the Interior and Local Government.

Thank you, Mr. Chair.
This is to convey my full support to the confirmation of the ad interim appointment of Atty. Bienvenido Estudillo Laguesma as Secretary of the Department of Labor and Employment (DOLE). As Chair of the Senate Committee on Labor, Employment and Human Resources Development, we will be working closely and frequently with the good Secretary in advancing labor legislation. It is therefore a relief that we are dealing with a veteran and true professional who is always ready to accommodate our Committee’s requests for information and guidance.
Our distinguished appointee is returning to this Commission for yet another confirmation for the same position. Secretary Benny was appointed as DOLE Secretary by my father, former President Joseph Estrada in 1998, and I can say that he is one of the best Cabinet members under the Estrada Administration. And it is safe to say that Secretary Benny is our go to guy for our labor concerns.
This time, he will be confronted with a new labor landscape, one where telecommuting and work-from-home arrangements are considered the norm; where our manpower development suffered serious setbacks due to the restrictions posed by the pandemic; and where another government agency is created to fully take care of our migrant workers.
Fortunately, Secretary Laguesma brings his wealth of twenty-two (22) years of experience in the Department, and a total of twenty-eight (28) years in government service. As he vows DOLE to be a “more responsible and responsive institution that reaches out to needy workers, especially those in rural and far-urban areas” and more conscientious and committed to delivering services, especially to those with limited knowledge and access to DOLE, I am certain that he will serve the best interests of our labor sector.
Mr. Chair, this representation is of the firm belief that with his competence, patriotism and unblemished record, Atty. Bienvenido Laguesma, true to his Spanish name, is a welcome addition to the Cabinet.

Mr. Chairperson, distinguished colleagues, this representation is happy to report that your Committee on Foreign Affairs acted on the nomination of Mr. Voltaire Dela Cruz Mauricio as Chief of Mission, Class II, and found him to be fit and qualified.
Our nominee has been with the Department of Foreign Affairs since 2002, and this year marks his 20th year in the Philippine Foreign Service. He started as a Special Assistant in the Office of the Undersecretary for Administration in the DFA, and worked his way up in the organization to become Acting Project Manager of Machine Readable Passport and Visa Project; Director of the Multilateral Affairs Division of the Office of Strategic Policy Planning and Coordination; First Secretary and Consul of the Philippine Embassy in London, United Kingdom; and Acting Head of Office of the Department Legislative Liaison Unit.
He is currently the Consul General at the Philippine Consulate General in Osaka, Japan, and was cited for spearheading the First Philippine Consular Mission in Kurume City, Fukuoka, where a large population of Filipinos reside. He was also lauded for his role in maintaining strong trade relations between the two countries.

Distinguished Members of the Commission on Appointments, this representation as Chairperson of the Committee on Foreign Affairs, presided over a public hearing this morning to consider and deliberate on the nomination of Ms. Mylene de Joya Garcia-Albano as Ambassador Extraordinary and Plenipotentiary to Japan, with the salary and emoluments of a Chief of Mission, Class I.
Your Committee, after deliberations, has determined that she is fit and qualified, and ruled to recommend her nomination to the Plenary for the consent of this Body.
Our nominee is no stranger to many Members of the Commission. She is a friend and a dear colleague who represented the people of the Second District of Davao City for three (3) consecutive terms from 2010 to 2019, and was elected by her peers to be their Assistant Majority Floor Leader and Deputy Speaker. She is the loving wife of Isabela Governor, four-term Representative, and a former Majority Floor Leader of this Body, Gov. Rodito Albano.
Her life of public service is a confluence of her being exposed to the high-profile responsibilities of her father, former Assemblyman of the Batasang Pambansa and member of the House of Representatives Cong. Manuel “Nonoy” Garcia, and the quiet sacrifice of her dutiful and selfless mother Erlinda de Joya.
An achiever all her life, she graduated with second honors from the Ateneo de Manila College of Law, became the first female president of their student government, and placed third in the 1990 bar examinations.
She sharpened her legal acumen as an Associate at the Ponce Enrile Cayetano Reyes & Manalastas Law Offices under the mentorship of former Sen. Rene Compañero Cayetano. She later served as a Legal Assistant at the Office of the Chief Presidential Legal Counsel, as Executive Director and Assistant Secretary of the Department of Environment and Natural Resources, and then as Chief of Staff in the Office of Sen. Mar Roxas.
Prior to her nomination, she was a Member of the Board of Directors of Davao City International Airport Authority (DIAA), as one of the private sector’s representatives.
Noting such extensive work experiences, both in the government and in the private sector, as well as her personal credentials and achievements demonstrating her competence, high standard of leadership and dedication to service, I hereby endorse our nominee to become the first female ambassador of the Philippines to Japan.

Our nominee joined the DFA in 2004 and was initially posted in Hong Kong in 2007, as Vice Consul of the Assistance to Nationals Section and as Consul General and Alternate Representative to United Nations Economic and Social Commission for Asia and the Pacific, Philippine Embassy in Bangkok, Thailand.
It is worth mentioning that among his notable accomplishments, is his significant contributions in the handling and successful resolutions of various cases of overseas Filipino workers in distress and victims of human trafficking.

He is a colleague in Congress – institusyon nang maituturing ang ating kasamahang mambabatas for having served in the legislature since 1987 for multiple terms as Representative of the Abono Partylist and Congressman of the 6th District of Pangasinan, just as his late father, former Cong. Robert Estrella, and his grandfather, former member of the Batasang Pambansa and former Secretary and Minister of the Department of Agrarian Reform “Lakay Condring,” Conrado Estrella, Sr.
We know that one of the principal agenda of our President is the empowerment of our farmers and agricultural workers, and the strengthening of the agricultural sector, so much so that he sits as the Secretary of Agriculture.
It is therefore heartening to see someone like Sec. Estrella, who as a lawmaker pushed for the passage of important measures for the benefit of the agriculture sector, being appointed to a post that will help the administration realize its vision of food security and accessibility, and implement agrarian reform as an instrument of social justice.
We place our trust in our colleague and once member of the Commission on Appointments to undertake and fully implement the agrarian reform and land redistribution program for the benefit of landless and poor farmers, as mandated by our Constitution.

“This representation conveys its support to the confirmation of the ad interim appointment of Ms. Maria Antonia “Toni” Yulo Loyzaga as Secretary of the Department of Environment and Natural Resources.
She has proven herself as a staunch advocate of the environment as evidenced by her engagements with non-government and volunteer organizations, such as the Forest Foundation Philippines and the Future Earth Global Secretariat Hub in Taiwan.
She is an authority in disaster resilience, risk reduction, sustainable development and climate change adaptation, having authored a host of policy papers and handbooks that became reliable guideposts for leaders both in the government and the private sector.
It is in the best interest of this government to have among its Cabinet members someone like Secretary Toni who is highly knowledgeable and experienced in her field of assignment, fully aware of what needs to be done to protect the richness of our natural resources, and passionate with her advocacies, given that the Philippines is one of the most vulnerable and highly at risk with the adverse effects of climate change and environment degradation.

“This representation expresses full support to the confirmation of the ad interim appointment of Ma. Esperanza Christina Codilla Frasco as Secretary of the Department of Tourism.
Our appointee comes from the illustrious clans of Codillas of Leyte and Garcias of Cebu – her father, Cong. Winnie Codilla is the former Representative of Ormoc City, and her mother is the Governor of Cebu, Gov. Gwen Garcia.
She is a distinguished Presidential Lingkod Bayan awardee and ranked first among the top performing municipal mayors across Central Visayas. The many distinctions she received throughout her exemplary career in public service attest to her strong leadership skills, competence and integrity.
As we are all aware, the tourism sector is one of the hardest hit sectors in this pandemic. It will need all the support and assistance from the government. And we believe that in order to facilitate their recovery, we need out-of-the-box solutions and effective management.

“This representation conveys its support to the confirmation of the ad interim appointment of Ms. Amenah Pangandaman as Secretary of the Department of Budget and Management.
Receiving votes of confidence from our esteemed colleagues, our Chairperson of the Committee on Finance, Sen. Sonny Angara, and House Deputy Speaker Rep. Ralph Recto, we have no doubt on the appointee's competence and expertise.
Considering the limited fiscal space we have vis-à-vis the unending list of urgent socio-economic concerns that must be addressed, we certainly need the best and the brightest to take on the job.
Our nominee, in her young age of forty-five (45), already built an impressive CV of more than two (2) decades of public service, working in significant posts in the legislature, the DBM and the Bangko Sentral ng Pilipinas.
She has demonstrated her professionalism and work ethic, and also an understanding of the plight of the ordinary Filipino - when she led efforts waiving certain fees and charges in e-wallets and funds transfer services, and imposing cap on interest rates of lending companies.
With all these positive attributes and accomplishments, I am adding my voice of support to the confirmation of probably the most sought-after Secretary of the Cabinet today, especially now that we are in the thick of deliberations of the 2023 national budget.

Mr. Chair, distinguished Members of the Commission on Appointments, this representation as Chairman of the Committee on Foreign Affairs presided over a public hearing this morning to consider and deliberate on the ad interim appointment of Mr. Enrique Austria Manalo, as Secretary of the Department of Foreign Affairs.
Your Committee determined that he is fit and qualified, and ruled to recommend his ad interim appointment for confirmation of the Commission En Banc.
Distinguished colleagues, it is my distinct privilege to recommend that this Body confirms the ad interim appointment of Mr. Enrique Austria Manalo, as Secretary of the Department of Foreign Affairs. Truth be told, this representation has the difficult task of considering into a brief speech some five (5) decades of exemplary and dedicated service of our appointee, who became the first career diplomat to serve in the said post in over two (2) decades.
He entered government service in 1973 and held various positions in the National Economic and Development Authority, until 1979.
He then started his diplomatic career as Foreign Service Officer IV and worked his way up in the organizational hierarchy to assume significant posts at the Home Office and overseas. He was appointed as DFA Undersecretary for Policy twice; and briefly served as its Acting Secretary in 2017; Permanent Representative to the United Nations in New York, USA; and to the United Nations and other International Organizations in Geneva; Ambassador to the United Kingdom of Great Britain and Northern Ireland; Ambassador to the Republic of Ireland; Ambassador to the Kingdom of Belgium and the Grand Duchy of Luxembourg, and Head of Philippine Mission to the European Union.
He is a multi-awarded diplomat, a recipient of the Order of Lakandula with the rank of Bayani and Gawad Mabini with the rank of Dakilang Kamanong, among many others. He is widely praised by his peers and colleagues, and his appointment was lauded across the diplomatic service community as a testament to his professionalism, competence, and outstanding works throughout his professional career.
A seasoned, well-respected and highly-experienced envoy, he is hailed as one of the finest in the Foreign Service.
Your Committee is convinced that there is no better official to take the helm of the Department of Foreign Affairs in these crucial times of political uncertainties and tense situations in the international community other than our distinguished appointee.

Thank you, Mr. President.
This is to make it of record my full support for the confirmation of the ad interim appointment of Mr. Manuel Manligas Bonoan as Secretary of the Department of Public Works and Highways.
Our appointee is a Civil Engineer by profession who began his long and remarkable career in public service as a Civil Engineer Aide in 1966 in the Bureau of Public Highways, Department of Public Works, Transportation, and Communications, who learned the ropes and steadily climbed up the DPWH ladder to become a Junior Civil Engineer, Supervising Civil Engineer, Project Manager, Undersecretary, Officer in Charge, and finally as its Senior Undersecretary until his retirement in 2010. Just as an impressive skyscraper, he built himself from the ground up and rose to be at its peak - looked up to and well-respected not only because of his top-tier position, but more so for his dedication, professionalism, and humility.
Sec. Manny's enviable career and success story are indeed inspiration for all the rank and file employees exemplifying that hard work, commitment to excellence and integrity will earn you the respect and trust of your colleagues, just like his appointment was well-received by the department's employees and officers.
He was the man behind the successful implementation of numerous big-ticket public works, yet he is well-regarded for being mild-mannered and modest. Malaki po ang naka-atang sa mga balikat ni Sec. Bonoan - reinforcing the backbone of the nation's economic recovery from the pandemic, engineering unity and interconnectedness of the archipelago, and facilitating the country's readiness and competitiveness for the future. Wala po akong duda na kayang-kaya niyang gampanan.
With his proven track record and unquestionable expertise, I reiterate my full support to the confirmation of the ad interim appointment of our dear friend from Ilocos Norte, Mr. Manuel M. Bonoan as DPWH Secretary.

Thank you, Mr. President.
This is to express my unequivocal support to the confirmation of the ad interim appointment of Mr. Lucas Purugganan Bersamin as Executive Secretary of the Office of the President.
Our appointee is a well-respected jurist who began his career in the judiciary as the Presiding Judge of the Quezon City Regional Trial Court and then the youngest RTC Judge in Metro Manila at the age of 37.
He then rose to become an Associate Justice of the Court of Appeals, and later on assumed the post as Associate Justice and, finally, as the Chief Justice of the Supreme Court. The first native from the Cordillera region, specifically from Bangued, Abra, to be appointed to the highest position in the judicial branch of our government. He is also a longtime law professor of several premier universities including UST, the Ateneo, Pamantasan ng Lungsod ng Maynila and the University of the East, where he earned his law degree in 1973.
With his stature and many professional accomplishments in the public sphere, there is no question that he is qualified for the job. If I may dare say, he is overqualified for the position. We appreciate his coming out from his retirement and lending his expertise, legal acumen and brilliant mind to help this administration fulfill its mandate and promise of a better life for the Filipino people.
We are fortunate that the post of the so-called “Little President” is being occupied by a legal titan and an intellectual heavyweight in the person of former Chief Justice Lucas Bersamin. Congratulations!

I join my distinguished colleagues in expressing support to the ad interim appointment of Mr. Benjamin Diokno as Secretary of the Department of Finance.
Very few people can boast of earning the trust and confidence of multiple administrations to take the helm of important Cabinet posts, like our appointee. He served in the Cabinet under four (4) Presidents, namely: the late former Pres. Cory Aquino; former Pres. Joseph Estrada; former Pres. Rodrigo Duterte; and now, the incumbent Pres. Ferdinand Romualdez Marcos Jr.
Such is the brilliance and caliber of Mr. Ben Diokno. Kung babaliktarin natin ang kanyang apelyido, No-Diok (No Joke). Hindi talaga matatawaran ang kanyang husay at galing. In the aftermath of the global crisis that is COVID-19, he was instrumental in the crafting and implementing of innovative and bold measures to support economic resilience and recovery. We are certain that with him in the elite circle of economic managers, we can look forward to a more solid footing and pre-pandemic resurgence sooner rather than later.

DICT suddenly finds itself as the most important agency in the age of the pandemic. Everyone depended on the DICT for good and reliable internet infrastructure when all of us were stranded in our homes and could not go out. Our whole lives, the Senate proceedings included, were heavily reliant on the strength of our wi-fi connection to proceed with our daily tasks. And the same continues to this day, when everything from academic learning to medical consultation, up to maintaining healthy family relationships and the holding of the democratic exercise of automated elections.
This representation is glad to know that the person at the helm of this crucial position is a learned and highly qualified gentleman whose interest in computers can be traced back to his formative childhood years, and one who has thrived and built his professional career in this highly technical field.
I also welcome his appointment in the DICT not only for his being a tech-whiz, but also for being a lawyer who understands the complexities of cyberspace from a legal standpoint, as we all try to navigate the mostly uncharted territory of cybercrimes and cyber-security. We do hope that DICT can help the Congress in formulating policies in this respect.

Our appointee boasts of topnotch education, keen understanding and immersive experience in the energy sector. I would say that he knows it like the back of his hand, with him being a returning Cabinet member in the very same post he handled fifteen (15) years ago.
He has a cumulative of more than two (2) decades of service in the public sector, including a decade of affiliation in the premier and best university in the country - the University of the Philippines.
Apart from his impressive credentials, what stood out for me in his profile report is him being a pro-poor advocate. Para sa akin, importante po ito sa magiging Kalihim ng DOE - ang pagkakaroon ng malasakit sa mga mahihirap nating kababayan na direktang tinatamaan ng mga anumang paggalaw sa presyo ng langis at kuryente.
Mr. President, I learned recently that St. Raphael is the patron saint of travellers and the blind. Nananalig tayo na sa ilalim ng liderato ni Ginoong Lotilla ay hindi maituturing na kalbaryo ng ating mananakay at namamasada ang kanilang paglalakbay dahil sa mataas na halaga ng langis at mahal na pamasahe. Gayundin, inaasahan natin na mabibigyan ng pansin ang ating mga kababayan, lalo na sa mga malalayong barangay, na hanggang sa ngayon ay nagdurusa sa dilim dahil sa kawalan ng sapat na supply ng kuryente sa kanilang lugar.

“This is to convey my support to the confirmation of the ad interim appointment of Mr. Renato Umali Solidum, Jr. as Secretary of the Department of Science and Technology (DOST).
It is always inspiring to see someone rise from the ranks to take a seat at the highest position of a department, as in the case of our appointee. Wala pang DOST, na na-organize lamang bilang isang ganap na kagawaran noong 1987, nasa PHIVOLCS na si Dr. Solidum noong 1984.
Ganyan na po katagal ang ipinakitang dedikasyon ni Dr. Solidum sa kanyang propesyon. And we are all thankful for his thirty-eight (38) meaningful years of service in the government under eight (8) administrations. Buti na lamang po at hindi siya natuloy sa pagiging civil engineer, kundi wala tayong maaasahan at tinitingalang eksperto ngayon pagdating sa paggalaw ng lupa at disaster risk reduction and resilience.
For many years, he has been the face of PHIVOLCS, explaining to the general public in clear and comprehensive terms the hows and whys of the necessary preparations, as well as the extent of damage brought by volcanic eruptions, earthquakes, landslides, tsunamis and other geologic calamities.
As he takes on the mantle of being the Secretary of the DOST in this age of the Coronavirus pandemic, where science and technology are again highly valued, as they should be, in finding solutions during uncertain times, we are pleased to find a man of science and committed public servant at its helm.
I support the confirmation of the gentleman from Romblon to become the 9th DOST Secretary.

One can say that the public trust and approval rating of the President partly depends on an effective communicator, an image-builder, a persuasive messenger of facts and figures, and a reliable disseminator of timely and accurate information to the public, rolled into one. Good thing, our appointee possesses the qualities and skills required for the job.
She is a professional journalist and a long-time member of the Fourth Estate. She is also armed with the keen knowledge of the law and of legislation, who served at the Office of the Solicitor General and the House of Representatives. She has also proven herself as an incorruptible manager and a leader with integrity and vision. As playful as the name Cheloy may be, her impressive resume and her reputation prove that she means business.

The DFA is one of the very first departments organized and created after the country's declaration of independence and establishment of the first Philippine Republic. President Aguinaldo appointed Apolinario Mabini as the first Secretary of Foreign Affairs eleven (11) days after the historic moment in Kawit, Cavite. He was entrusted with the vital task of establishing diplomatic relations with different countries and of seeking international recognition and support for the newly formed government.
This bit of history underscores the important mission and the immense responsibilities given to the officials of the Department of Foreign Affairs, ever since. More than one hundred (100) years hence, their role as the country's face and representatives of our people to the various jurisdictions and cultures around the world, did not change nor diminished. If at all, much is expected from our diplomats, and the work demands nothing less than the very best from our envoys, considering the enhanced interdependence and interconnectedness of the community of nations today. I share this as a gentle reminder to all officials of the Department to follow and observe the towering standards set by one of our great national heroes, Apolinario Mabini.

Mr. Teehankee comes from an illustrious clan, whose late father, Claudio, was Ateneo Law School's only summa cum laude graduate who topped the 1940 Bar Examinations, and the first ever Atenean bar topnotcher. Hindi naman po nagpahuli ang ating nominee at gumraduate na valedictorian sa Ateneo Law Class of 1983, at nag-top sa bar ng 1984, the first post-war Atenean graduate to achieve the feat.
He also served as Undersecretary of the Department of Justice from 2001 to 2004, and concurrently served as Government Corporate Counsel from 2002 to 2004. He joined the Foreign Service in 2004 as our Permanent Representative to the WTO from 2004 to 2010, and assumed the same post from 2018 to 2022. He was also Undersecretary for International Economic Relations of the Department from July 2016 to June 2018. In fact, he is from our own hometown San Juan City.

Thank you, Mr. President.
This is to add my voice of support to the confirmation of the ad interim appointment of our fellow legislator, our colleague Cong. Rex Gatchalian as Secretary of the Department of Social Welfare and Development.
Mr. Chair, Mr. President, his father was a close friend of my father, former President Joseph Estrada. But more than such family history and friendly association, Secretary Gatchalian made his own name in public service, winning awards of excellence left and right for his innovative, effective governance.
Valenzuela City is the envy of many highly urbanized cities today, and is considered as one of the most business friendly, most competitive and the launchpad of many groundbreaking projects. Nasa top ten (10) po ang Valenzuela sa 2022 national ranking ng highly urbanized cities, samantalang number twenty-seven (27) po ang aming bayan ng San Juan. Siguro ay marami kaming dapat matutunan sa Valenzuela at sa mga namumuno nito.
I consider DSWD as the heart of the executive branch. So much so that its logo or department seal bears a big red heart at the center, held together by two (2) hands. Ito po ang takbuhan ng marami nating mahihirap na kababayan na nangangailangan ng tulong. Ito po ang ahensya na unang tumutugon sa panahon ng mga kalamidad.
DSWD is tasked to implement many, many programs and projects that are designed to assist the least, the last and the lost. I therefore welcome the appointment of a young blood like Secretary Gatchalian, who at only forty-four (44) years of age, already demonstrated his focused leadership, pioneering ways, exemplary management skills and legendary work ethics in the many hats he had worn as a local Chief Executive and as a Legislator.

Thank you, Mr. Chair.
This representation wishes to place on record my support for the confirmation of the ad interim appointments of forty-nine (49) General/Flag and Senior Officers of the Armed Forces of the Philippines who are with us this afternoon.
Mr. Chair, the Armed Forces of the Philippines is enjoying high public satisfaction ratings. From the recent Social Weather Stations reported last January of this year, the organization received an “excellent” net score of positive seventy-six (76%) percent. This is actually even higher compared to the plus sixty-seven (67%) percent score it got in December of 2021.
The Armed Forces also received as one of the highest approval and trust ratings among the government agencies, as it placed second with sixty-nine (69%) percent and sixty (60%) percent, respectively, next only to TESDA.
And this people’s trust and confidence to the Armed Forces of the Philippines is made possible by the sacrifice, hard work, dedication to duty, and patriotism of the individual members of the defense establishment, which are represented by the Officers in this Chamber.
Hindi po tayo magsasawa sa pagsasabi ng “Maraming, maraming salamat po sa inyong serbisyo sa ating bansa.”

Thank you, Mr. President. Thank you to the Assistant Majority Floor Leader, the good one.
Mr. President, distinguished Members of the Commission on Appointments, this representation, as your Chairperson of the Committee on Foreign Affairs, presided over the very first public hearing of the CA for the 19th Congress last August 31, 2022. This morning, this representation presided over one of the last public hearings of the Commission before the sine die adjournment of the First Regular Session.
We would like to recognize the work of our esteemed colleagues, their cooperation and active participation in our proceedings in vetting all appointments which pass through our Committee. I would like to also recognize the tireless work of the CA Secretariat – the staff from the Committee Affairs, Technical Support Service, Investigation and Appointments Review, Data Bank and Library Service, Sergeant at Arms, and all others, especially the Secretary, Sec. Myra Villarica – who ably supported us in the performance of our constitutional mandate in scrutinizing the credentials of those who would occupy positions of power and influence in our national government. Thank you very much to all of you, as you allowed your Committee – over the course of nine (9) months – to approve a total of 113 appointments and promotions, including that of our top diplomat, the DFA Secretary.
Without much further ado, it is my distinct privilege to sponsor before this august Body the appointments of seven (7) Officials in the Department of Foreign Affairs as ambassadors, whom we all found to be fit and qualified after careful and rigorous deliberations, and to respectfully recommend that this Body give its consent to the nominations of:
1. Henry Sicad Bensurto Jr.
Chief of Mission, Class I, as Ambassador Extraordinary and Plenipotentiary to the Republic of Türkiye, with concurrent jurisdiction over Georgia and the Republic of Azerbaijan.
He is a Career Senior Diplomat with thirty-eight (38) years of foreign service, a lawyer and a teacher, and one of the country’s leading experts on the UN Convention on the Law of the Sea or UNCLOS, who served as Head of the DFA Legal Team on West Philippine Sea Issue and Critical Member, Philippine Delegation to The Hague on the Philippine Arbitration versus China on the South China Sea from 2013 up to 2016. He is presently the Assistant Secretary for the Office of Consular Affairs at the DFA home office.
2. Carlos Deymek Sorreta
Chief of Mission, Class I, as Permanent Representative of the Republic of the Philippines to the United Nations in Geneva, Switzerland.
He is currently the DFA Undersecretary for Multilateral Affairs and International Economic Relations. He also served as our Ambassador to the Russian Federation, and was Director General of the Foreign Service Institute. He was a member of the Legal Team on the West Philippine Sea, and has been deployed as Deputy Permanent Representative at the Philippine Mission to the United Nations in New York, and Deputy Chief of Mission at the Philippine Embassy in Washington, DC.
3. Raul Salavaria Hernandez
Ambassador Extraordinary and Plenipotentiary to the Sultanate of Oman, with the salary and emoluments of Chief of Mission, Class I.
He has been a public servant and respected Diplomat for twenty-nine (29) years. We all recognize him in his previous capacities as Assistant Secretary for the Legislative Liaison Unit and DFA Spokesperson. He was our Ambassador to the Republic of Korea from 2014 up to 2019, and Ambassador to Turkey from 2019 to 2020.
4. Renato Pedro Oabel Villa
Chief of Mission, Class I, as Ambassador Extraordinary and Plenipotentiary to the Kingdom of Saudi Arabia, with concurrent jurisdiction over the Republic of Yemen.
Since August 2021, he is Assistant Secretary, DFA Mindanao in Davao City. He earned the distinction of being the “first overseas Filipino worker who became an Ambassador”. Upon his assumption, as our Ambassador to Kuwait from 2015 to 2018. He also served as Deputy Chief of Mission, Philippine Embassy, Washington DC, USA until June of 2021.
5. Paul Raymund Pasion Cortes
Chief of Mission, Class II, as Ambassador Extraordinary and Plenipotentiary to the Portuguese Republic, with concurrent jurisdiction over the Republic of Cabo Verde, the Republic of Guinea-Bissau, the Democratic Republic of Sao Tome and Principe, and the Republic of Angola.
Our Baguio City-born nominee is the DFA Assistant Secretary for Migrant Workers, who led the Assistance-to-Nationals Operations, including the mass repatriation of OFWs during the pandemic and Filipinos in conflict areas. Prior to this assignment, he also served as Consul General in the Philippine Consulate General in Dubai, United Arab Emirates, and the Director of the ASEAN Affairs in the home office.
6. Josel Francisco Ignacio
Chief of Mission, Class II, as Ambassador Extraordinary and Plenipotentiary to the Republic of India, with concurrent jurisdiction over the Federal Democratic Republic of Nepal.
He is currently assigned at the Philippine Consulate General in Shanghai, People's Republic of China, as Consul General. He also served as Deputy Assistant Secretary and Executive Director of the Office of the Asian and Pacific Affairs. He also held the positions of Minister and Head of the Political Section in the Philippine Embassy in Tokyo, Japan, and First Secretary and Consul in Philippine Embassy and Permanent Mission in Vienna, Austria.
7. Maria Angela Abrera Ponce
Chief of Mission, Class II, as Ambassador Extraordinary and Plenipotentiary to Malaysia.
She is DFA Assistant Secretary for Maritime and Ocean Affairs Office and concurrently the Senior Special Assistant to the Office of the Secretary. She was also Assistant Secretary for Treaties and Legal Affairs. She has been posted to Permanent Mission of the Philippines to the United Nations, New York as Minister and Legal Adviser, and to the United Nations Educational, Scientific and Cultural Organization (UNESCO) as Deputy Permanent Delegate.
Mr. President, as we observe the Flag Days from May 28 to June 12, it is my honor to recommend that this Body give its consent to the nominations of the seven (7) Career Officials in the Department of Foreign Affairs as our newest ambassadors, who will be the flag bearers and representatives of the Philippine government in their respective overseas posts.

Mr. Chair, honorable Members of the Commission on Appointments, ladies and gentlemen, this representation as Chairperson of the Committee on Foreign Affairs has the distinct privilege to sponsor the nominations and ad interim appointment of three (3) Officials in the Department of Foreign Affairs.
Your Committee on Foreign Affairs conducted this morning the very first public hearing of the Commission on Appointments for the second regular session to deliberate on their personal merits, during which we found all our nominees and appointee to be fit and qualified, and ruled to endorse them to the Plenary for the approval of this august Body.
The DFA celebrated last July 19 its 125th anniversary equivalent to the number of years of Philippine independence. The DFA, as an institution, has endured for more than a century as it has accomplished many important legacies which immensely benefited the nation and the Filipino people.
In his message during the agency’s quasquicentennial celebration, President Marcos showed his appreciation for the “difficult, sometimes extremely complicated, and always quiet work that they do”. Its exemplary performance throughout the years is made possible and carried out by the commitment, professionalism and competence of the men and women in the DFA. Three (3) of them are optimistic that they will get this Body’s confirmation.

Our nominee devoted twenty-three (23) years to Philippine Foreign Service, who represented our country being the longest serving ambassador to the Italian Republic for eleven (11) years from 1999 to 2010, and as ambassador to the Portuguese Republic from 2012 to 2016. He has been our Ambassador to Spain since September 2016. He is highly reputed for being one of the most prominent entrepreneurs and philanthropists in the Philippines.
2. MERSOLE JALA MELLEJOR -
as Chief of Mission, Class II, as Ambassador Extraordinary and Plenipotentiary to the Federal Republic of Nigeria, with concurrent jurisdiction over the Republic of Benin, Burkina Faso, the Republic of Cameroon, the Central African Republic, the Republic of Cote D'ivoire, the Republic of Equatorial Guinea, the Gabonese Republic, the Republic of the Gambia, the Republic of Ghana, the Republic of Liberia, the Republic of Sierra Leone and the Togolese Republic

I rise to express my support to the gallant Generals/Flag Officers and Senior Officers and the uniformed personnel of the Armed Forces of the Philippines, led by their Chief of Staff General Romeo Brawner, Jr.
The AFP has been hogging the headlines recently due to the tense situation in the West Philippine Sea. Sa kabila ng banta sa kanilang buhay, pananakot at panggigipit ng isang superpower, hindi po nagpapasindak ang ating mga bayaning kawal. Our brave men and women in uniform have remained loyal to their calling with utmost patriotic fervor and performed their constitutional mandate as defenders of the Filipino nation.
My snappy salute to all of you!
Let me also put into the record my support for the confirmation of the ad interim appointment of Lt. Gen. Brawner as a four-star full-fledged general. When I had an official visit in Fort Bonifacio, Philippine Army last April as Chairperson of the Senate Committee on National Defense and Security, I mentioned that Gen. Brawner had the makings of the next AFP Chief of Staff – because of the way he talks, he presents and conducts himself, and the manner he effectively leads the biggest component of the Armed Forces of the Philippines. At hindi nga po ako nagkamali, or should I say, nag-dilang anghel nga ako.
Congratulations and we look forward to a strong leadership in the AFP amidst all the issues surrounding the defense establishment – from the continuing maritime disputes and foreign incursions in the West Philippine Sea, the urgency of implementing the modernization of military assets and building a credible defense posture, up to the simmering discontent within the ranks arising from the proposed reforms in the MUP pension.

Kasama ko po siya sa mga briefings dito sa Senado, at kahit ipapatawag namin ng Linggo, dumarating po siya. He has been patient and very professional in our sessions. He has also been helping us and the economic team in doing the rounds nationwide, in major military camps from Baguio to Zamboanga, to explain to our soldiers and solicit their insights about the proposed reforms in their pension.

This is to place on record my full support to the confirmation of the ad interim appointment of Mr. Gilberto Cojuangco Teodoro Jr. as Secretary of the Department of National Defense.
As varied as his many nicknames – “Gibby” to his mother, “Gilbert” to his relatives and friends, “Amor” to his spouse, and “Gibo” to the entire country, our distinguished appointee is a man of many hats – three-term Legislator in the House of Representatives, Bar Topnotcher, Business Executive, licensed Commercial Pilot, Air Force Colonel, Constitutionalist and Human Rights Advocate, 45-caliber expert, a dedicated public servant and a two-time Defense Secretary.
He has consistently excelled in all these fields, and earned the trust and respect of his colleagues and contemporaries, and of our national leaders. In all his endeavors, he truly embodied “Galing at Talino” and at all times, accomplished the mission.
With his glowing reputation preceding him, it is not surprising that he was called upon by the President to return to his previous post. This representation believes that his appointment is an inspired choice.

She also held significant positions as Chief Political Affairs Officer in the Office of Representative Lordan Suan (1st District of Cagayan de Oro City), Director IV at the Office of Sen. Leila de Lima here in the Philippine Senate, and Chief of Staff and State Counsel, Office of the Secretary, Department of Justice, from 2010 to 2015. “This is to manifest my support for the confirmation of the ad interim appointment of Dr. Teodoro Javier Herbosa as Secretary of the Department of Health.
He is related by consanguinity to our national hero, Dr. Jose Rizal as a descendant of Rizal's older sister, Lucia Rizal Mercado, who married Mariano Herbosa of Calamba, Laguna. He is reportedly also named after Rizal's mother, Teodora Alonso.
Our good Secretary's eldest sister, Felicidad, is the spouse of the late Dr. Alberto Romualdez, who served as Health Secretary during the term of my father, former President Joseph Estrada.
But to ascribe his accomplishments and to identify him based on his lineage and personal connections would be a great disservice to the man. Our appointee is a respected member of the academe, - of the nation's premier state university at that - known for his invaluable contributions to medical research through his academic publications, and an active member of the civil society who handled humanitarian-based projects for UNICEF, World Health Organization, among others.
I am optimistic that his extensive experience, expertise, and special interest in emergency medicine and trauma surgery would translate to a resuscitation and recovery of his most important patient - that is the national public health care system.
I believe that the decisiveness, quick, and out-of-the-box thinking, ability to adapt, and to solve urgent challenges in saving a life that he was able to develop through many years of service inside the emergency room and trauma centers would do well in his stint in the DOH.
I wish him success. I think that he already has the right instruments in his toolkit. He also has his heart at the right place, as he was characterized, if I may quote, "as a very compassionate physician towards his patients, particularly the needy and indigent." One advice though: I just hope that he stays out of social media.

“This is to manifest my full support to Mr. Francisco Pe Tiu Laurel, Jr. as Secretary of the Department of Agriculture.
Agriculture is one of the most neglected sectors of the Philippine economy, despite its obvious importance to every Filipino. No less than our Constitution provides that the State shall promote industrialization and full employment based on sound agricultural development and agrarian reform. Also, the same mandates that the State shall provide support to agriculture through appropriate technology and research and adequate financial, production, marketing and other support services.
Our farmers and fisherfolks remain the poorest sectors of our society, with a poverty incidence of thirty (30%) percent in both sectors according to the latest official data. The numbers have not significantly improved since 2015.
Apart from this, there are the problems of agricultural smuggling and the illegal entry of imported agricultural products, the spread of animal diseases and the impact of natural calamities which threaten food supply chains and trigger inflation and the encroachment of foreign nations into our waters which places domestic food security at risk.
Sa madaling salita, marami, malawak at malaim po ang mga problema ng sektor na bumubuhay at nagpapakain sa ating lahat. Ang mga isyung ito ay malapit sa sikmura ng bawat pamilyang Pilipino. Marahil isa ito sa mga dahilan kung bakit natagalan ang pagpili at pagtatalaga ng Kalihim sa kagawarang ito.
We welcome the appointment of Secretary Laurel, not only because finally there will be someone who will focus and take full charge of the DA, but also because we know what he is capable of. Mayroon pong resibo ang kanyang mga naging tagumpay at epektibong liderato sa larangan ng food production.
He may be the last to be appointed to
the Cabinet but I am certain that he is not the least in terms of competence, professionalism and personal achievements.

Some started their stints in the public service here in the Senate, in the executive offices, in the judiciary, and even in the military and coastguard services, while others began their careers in the academe and in the corporate world. They have all answered to the call of duty in the foreign service and such diversity of competencies and advocacies, our appointees have contributed in the strengthened capacity of the DFA in addressing the complex problems and issues that they are confronted with. Let me take this opportunity to express sincerest gratitude to the DFA family for providing invaluable technical and operational assistance which contributed to the successful hosting of the 31st Annual Meeting of the Asia-Pacific Parliamentary Forum (APPF) that was held here in Manila from 23 to 26 of November.

Previously, she served as our Ambassador and Deputy Permanent Representative of the Philippine Mission to the UN and International Organizations in Geneva, Switzerland. Interestingly, she started her career in government as Information Officer in the Senate in 1993.

Since October 2022, she is the Chief Coordinator of the Office of the Foreign Affairs Secretary. She has been in the foreign service for twenty-eight (28) years. She has been deployed overseas as Consul General in the Philippine Consulate General in Milan, Italy, and Deputy Consul General in the Philippine Consulate General in Toronto, Canada.

3. Robert Ocsan Ferrer Jr.
He is presently the Acting Senior Special Assistant of the Office of the Undersecretary for Migrant Workers Affairs (OUMWA). He served as Deputy Chief of Mission and Consul General of the Philippine Embassy in Moscow, Russia, from April 2019 to July 2023, and Acting Assistant Secretary of DFA Mindanao.
He dedicated 25 years in the foreign service.
4. Kristine Leilani Rodrigueza Salle
She’s joining us virtually from Geneva, Switzerland, where she is now posted as our Deputy Permanent Representative and Minister in the Permanent Mission of the Philippines to the United Nations and Other International Organizations. She joined the DFA as a contractual clerk in 1997, and she worked her way up in the organizational hierarchy. She has been with the DFA for 26 years.

Tata, as she is fondly called by her staff, is presently the Consul General of the Philippine Consulate General in Chongqing, People’s Republic of China since May 2021. 2. Amb. Edgar Tomas Quilino Auxilian
Chief of Mission, Class II as Ambassador Extraordinary and Plenipotentiary to the Independent State of Papua New Guinea, with concurrent jurisdiction over the Republic of Kiribati and Solomon Islands.
Born in Anini-y, Antique, our nominee is currently the Consul General in the Philippine Consulate General in Jeddah, Kingdom of Saudi Arabia. In his twenty-seven (27) years in the foreign service, he has proven to be a reliable Officer in the DFA head office and overseas posts as Minister and Consul General and Deputy Permanent Representative to the United Nations Environment Programme and the United Nations Habitat in Nairobi, Kenya from 2019 to 2021; as Consul in the Philippine Consulate General in Agana, Guam, USA from 2011 to 2017; and as Second Secretary/Consul and Officer-in-Charge in the Philippine Embassy Extension Office in Bonn, Germany. The Commission on Appointments confirmed his ad interim appointment to the rank of Chief of Mission, Class II, last February 2023. He is hoping to secure the nod of this esteemed Body, once again, and this time as Ambassador to Papua New Guinea, probably as a birthday gift as he just turned sixty (60) last Thursday, March 7.

“I join my colleagues in expressing full trust and confidence to a colleague and good friend Senator Ralph Recto as the newest member of the Cabinet as Finance Secretary.
Possessing an illustrious surname that is synonymous with brilliant mind and nationalist fervor, Secretary Recto measured up to the celebrated family legacy and continues to live by the towering standards expected from a good public servant.
Nakasama ko po si Secretary Ralph dito sa Senado noong 13th, 15th at 16th Congresses. Sa tagal niyang naninilbihan, inabutan niya rin po ang aking ina sa bulwagang ito noong 12th Congress. At sa mga panahong iyon, nasaksihan ko kung gaano kahusay ang ating appointee.
He would propound piercing questions that would only leave sponsors on the floor requesting for a minute suspension; as his comprehensive amendments could technically overhaul a committee report. This representation is happy to add my voice to the chorus of support on the confirmation of the ad interim appointment of an esteemed colleague, fellow basketball aficionado, and seatmate here in the Senate session hall, Senator Juan Edgardo "Sonny" Angara as Education Secretary.
lndeed, he is a great loss to the Senate. Nalagasan po kami sa Senado ng isang magaling, masipag, at mabuting kasamahang mambabatas. Gayunpaman, alam natin na marami siyang magandang magagawa sa sektor ng ating lipunan na nangangailangan ng lider na may hindi matatawarang husay, malalim na kaalaman sa mga isyung kinakaharap nito, at malasakit sa ating mga mag-aaral at sa ating mga guro.
He is a long-time advocate of quality and accessible education for all. If I may refresh his memory, and place before the records of this chamber, Senator Angara's very first Bill filed as a newly-elected Senator during the 16th Congress was the Unified Student Financial Assistance System for Higher and Technical Education Bill, which later became Republic Act No. 10687 or the UniFAST Act.
His subsequent ten (10) priority bills as a neophyte Senator were all related to education.
Since then, we saw him shepherd and steer the passage of numerous landmark education laws. Mula noon hanggang ngayon, many years and pounds ago, pagpapabuti ng kalidad ng edukasyon at pagkakaroon ng mahusay na pagsasanay ng mga kabataan ang nasa puso ni Sen. Sonny. I am eager to witness his transition from being a lawmaker to being a law implementer - from Sen. to Sec. - and how he would realize his vision of a better learning environment for the Filipino youth.
The task ahead of him is nothing short of daunting. But rest assured that his friends and former colleagues in both houses of Congress will support him all the way.

1. Antonio Albero Morales - Chief of Mission, Class I, as Ambassador Extraordinary and Plenipotentiary to the Commonwealth of Australia, with
concurrent jurisdiction over the Republic of Nauru, Tuvalu, and the Republic of Vanuatu.
Mr. Morales, a career Philippine Foreign Service Officer with over three (3) decades of experience, is presently the DFA Undersecretary for Administration. Before his appointment to this post, he served as our Ambassador to Singapore from 2014 to 2017, Deputy Chief of Mission at the Philippine Embassy in Beijing, and headed the Philippine Consulate General in Milan, Italy, and Hong Kong.
2. Domingo Pradiez Nolasco - Chief of Mission, Class I, as Ambassador Extraordinary and Plenipotentiary to The Republic of Finland.
Since March 2023, he was designated as DFA Assistant Secretary of the Office of Financial Management Services. Our Camalig, Albay-born nominee held significant positions in the home office, and deployed foreign posts most notably as our Ambassador to Italy and concurrently as Permanent Representative to the agencies of the United Nations based in Rome from 2015 to 2022.
3. Noel Euoene Eusebio Meiica Servioon - Chief of Mission, Class I, as Ambassador Extraordinary and Plenipotentiary to Romania.
Our veteran envoy from Iloilo City boasts of thirty-six (36) years of service as a Foreign Service Officer. He is assigned as Assistant Secretary and Head of the Internal Audit Service of the DFA. Among his previous diplomatic postings in various capacities were at the Philippine Embassies in Austria, Türkiye; The Hague, and Abu Dhabi. Ne was our Ambassador and Permanent Representative to the ASEAN in Jakarta, lndonesia, from 2019 to 2022.
4. Ravmond Reves Balatbat - Chief of Mission, Class II, as Ambassador Extraordinary and Plenipotentiary to the Kingdom of Saudi Arabia, with concurrent jurisdiction over the Republic of Yemen.
Presently, he is our Ambassador to the Lebanese Republic in Beirut. He is a Presidential Awardee of “Gawad Mabini”, Rank of Commander (Dakilang Kasugo). This is an award conferred upon DFA personnel and upon Filipinos in recognition of their distinguished service or their promotion of the Republic's interest, in the country and abroad. Interestingly, he was once part of the Congress as legislative researcher and writer in the Congressional Commission on Education (EDCOM) and Budget Analyst from the Senate Legislative Budget, Research and Monitoring Office (LBRMO).
5. Nina Padilla Cainglet - Chief of Mission, Class II, as Ambassador Extraordinary and Plenipotentiary to the People's Republic of Bangladesh, with concurrent jurisdiction over the Democratic Socialist Republic of Sri Lanka and the Republic of Maldives.
Born in lloilo City, Ms. Cainglet is currently the Deputy Chief of Mission and Deputy Permanent Representative in the Philippine Embassy in Rome, Italy. Since her entry in Philippine foreign service in August 1998, she assumed important positions in foreign posts and in the home office such as the Office of the United Nations and International Organizations, Office of Asian and Pacific Affairs and Office of ASEAN Affairs.
6. Adrian Bernie Cabardo Candolada - Chief of Mission, Class II, as Ambassador Extraordinary and Plenipotentiary to the Republic of Colombia, with concurrent jurisdiction over the Republic of Ecuador and the Bolivarian Republic of Venezuela.
Mr. Candolada is from Tulunan, Cotabato province, and is currently serving as Assistant Secretary of the Legislative Liaison Unit of the DFA. He joined the foreign service in 1996 and was previously assigned as Deputy Chief of Mission and Consul General of the Philippine Embassy in Singapore; Consul General in Philippine Embassy in Rome, Italy; Minister and Deputy Permanent Representative of the Philippines to ASEAN in Jakarta, among others.
7. Giovanni Endencia Palec - Chief of Mission, Class II, as Non-Resident Ambassador to North Macedonia, in addition to being Ambassador Extraordinary and Plenipotentiary to the Hellenic Republic, with concurrent jurisdiction over The Republic of Cyprus.

3. Christopher Baltazar Montero - Chief of Mission, Class I, as Ambassador Extraordinary and Plenipotentiary to the Republic of Indonesia. A respected career diplomat, he has contributed significantly to advancing Philippine foreign policy initiatives. His appointment as Ambassador to Indonesia-one of our closest ASEAN partners-will further strengthen regional cooperation, trade, and security engagements.
4. Domingo Pradiez Nolasco - Chief of Mission, Class I, as Non-Resident Ambassador to the Republic of Estonia in addition to being Ambassador Extraordinary and Plenipotentiary to the Republic of Finland. A veteran in foreign service, his extensive experience in diplomatic affairs makes him well-equipped for his non-resident ambassadorship to Estonia, in addition to his current post as Ambassador to Finland. His leadership will enhance bilateral relations and promote economic and cultural collaboration between our nations.
5. Patrick Ang Chuasoto - Chief of Mission, Class II, as Ambassador Extraordinary and Plenipotentiary to the Kingdom of Sweden, with concurrent jurisdiction over the Republic of Latvia. Having held key diplomatic positions, he has effectively championed the interests of the Philippines on the global stage. His appointment as Ambassador to Sweden, with concurrent jurisdiction over Latvia, is a testament to his capability to foster strategic partnerships in Northern Europe.
6. Jose Victor Villarino Chan-Gonzaga - Chief of Mission, Class II as Ambassador Extraordinary and Plenipotentiary to Canada. Secretary Lazaro is a paragon of excellence in the Philippine Foreign Service. Her remarkable career, spanning over four decades since she joined the Department of Foreign Affairs in 1984, reflects an unwavering dedication to the service of our country, the protection of our sovereignty, and the advancement of the national interest on the world stage.
Throughout her distinguished career, Ms. Lazaro has held numerous key positions that underscore her capability, experience, and credibility as one of the most respected career diplomats in the country. She served with honor and distinction as Ambassador to the Swiss Confederation, as Ambassador to the French Republic and the Principality of Monaco, and concurrently as Permanent Delegate to UNESCO, where she ably championed Philippine interests in critical bilateral and multilateral fora.
Upon her return to the Home Office, she took on the crucial role of Undersecretary for Bilateral Relations and ASEAN Affairs, later serving as Senior Undersecretary, where she became one of the most senior and trusted officials in the Department. Her tenure in these positions was marked by strategic leadership in regional diplomacy, particularly in ASEAN, where she represented the Philippines in high-level meetings and contributed meaningfully to preparations for our assumption of the ASEAN Chairmanship in 2026.
Among her notable contributions was her pivotal role in managing tensions in the West Philippine Sea, including facilitating arrangements to ensure the continued resupply of Philippine personnel stationed at Ayungin Shoal. She has also worked tirelessly to build regional consensus on the long-standing efforts toward a rules-based Code of Conduct in the South China Sea, demonstrating her capacity for balancing assertive diplomacy with constructive engagement.
Ms. Lazaro’s credentials are equally impressive in the academic sphere. She holds a Bachelor’s degree in International Studies from Miriam College, and a Bachelor of Laws from the University of the Philippines Diliman. Her commitment to excellence in public service was recognized in 2016 when she received the Dangal ng Lipi Award, the highest honor conferred by the Province of Bulacan to its most distinguished citizens.
Her record is clear: she served our nation with competence, integrity, dignity, and resolve. In this time of great geopolitical uncertainty, we need a seasoned hand, a strategic thinker, and a firm yet diplomatic voice to lead our foreign policy. Ms. Lazaro brings all these – and more – to the position of Secretary of Foreign Affairs.

His leadership in launching the Public Diplomacy Caravan has brought foreign policy closer to local communities, empowering citizens to connect with diplomacy.
