Seconding speech for TEODORO LOPEZ LOCSIN JR. for the confirmation of his ad interim appointment as Secretary, Department of Foreign Affairs (DFA)

Mr. President, I don’t wish to prolong the proceedings because the appointee has been standing for the last few minutes and I just want to keep this short. But I just want to state for the record that there is a tradition of great men who have occupied the position in the DFA, starting from Apolinario Mabini, Carlos P. Romulo, Salvador P. Lopez, who was also UP President, Blas Ople. And, I think the nominee perfectly fits that mold of the brightest, the most articulate, the most eloquent of Filipinos, and I am happy to second his appointment.

Seconding speech for AILEEN LOURDES ABELLA LIZADA for the confirmation of her ad interim appointment as Commissioner, Civil Service Commission (CSC)

Thank you, Mr. Chairman.
I was not able to attend the Committee hearing because we were chairing a hearing on the Committee on Ways and Means.
I support the appointment of Commissioner Lizada. I think she will be a good addition to the CSC, the Civil Service Commission. I would just ask her to be a champion for women in the Civil Service Commission because there is a provision of the Magna Carta of Women, which we were one of the authors in the House, back in our days in Congress, this is Republic Act 9710, and Section 11 of that Law, states - "That the State shall undertake special measures to accelerate the participation and equitable representation of women in all spheres of society particularly in the decision-making and policy-making processes in government and private entities to fully realize their role as agents and beneficiaries of development…” and so forth. And it calls for empowerment, specifically within the Civil Service, Mr. President. In fact, this law was in 2008 or 2009, and it says that within the next five years, the number of women in the third level positions in government should achieve a 50-50 gender balance. And upon checking, as of 2018 in the third level positions in the government, meaning - USEC, ASEC, Bureau Director, Regional Director, the senior ranks in government, Mr. President, we have 57% male and 42% female. So, I would ask her to be a champion for our women especially in the higher echelons of government, Mr. President.
