Mr. Senate President, distinguished Members of this Commission, it is my honor to respectfully manifest my full support for the confirmation of these twenty-four (24) nominations and ad interim appointments.
Foreign Service is not merely about diplomacy and protocol. It is about advancing the interests of the Filipino people - at every negotiating table, in every consulate, and during every crisis. It is about speaking for our overseas workers, opening opportunities for trade and cooperation, defending our national sovereignty, and fostering goodwill among nations, all while upholding the values that define us as Filipinos.
As representatives of the Philippines on the global stage, you now bear a vital responsibility to uphold and promote our country's interests, values, and identity.
Whether in times of diplomacy and negotiation, celebration, or crisis, your presence will embody the spirit and aspirations of this nation.
You will face new global challenges, many of which may be new to you. You will engage in meaningful diplomacy and be stewards of Philippine identity abroad. In doing so, let your experience and passion for service guide every step you take.
We look forward to your contributions to establishing a stronger, more respected, and more inclusive Philippines. I wish you all the best.

Thank you, Mr. Chair. Distinguished Members of this Commission, as a fellow cavalier belonging to Class 1970, it is my honor to respectfully manifest my full support for the confirmation of these twenty (20) Generals/Flag Officer and Senior Officers of the Armed Forces of the Philippines.
Likewise, I personally commend the Board of Generals of the Armed Forces of the Philippines for the ad interim appointment of Brig. Gen. Ronald Jess Alcudia to the rank of Major General. He has an academic excellent record, graduated as Magna Cum Laude of Batch 1993, Class Baron of the same batch and at the same time has an exemplary Military Career Service. He was a Brigade Commander in Region IV-A and his father, Brig. Gen. Quintin Alcudia was my PMA Tactical Officer when I was a cadet in the Academy.
As one who had the same honor and privilege to be in the uniformed service, I take immense pride in recommending all of you for your respective promotion. This career milestone is more than a reflection of rank — it is a solemn recognition of years of sacrifice, unwavering duty, and steadfast commitment to the ideals of service and country.
May you all stay humble and always maintain the integrity your service represents. Remember, this is not the end of your previous ranks, but rather the beginning of a new journey, taking up more demanding responsibilities, burdens, and duty to serve.
You have brought honor to the Republic which we have all sworn to protect. May your continued rise in leadership inspire those who follow, and may you carry forward the noble tradition of service that defines the best of our armed forces.

During her time as a member of Congress, Secretary Garin authored and supported landmark legislation that advanced energy reform, consumer protection, and economic growth. Her record reflects her consistent commitment to the welfare of the Filipino people. She has long exemplified the qualities of a dedicated public servant-principled, hardworking, and responsive to the needs of her constituents and the nation.
Her excellent achievements as Undersecretary of the Department of Energy from 2022 to 2025 demonstrated a steady leadership in shaping energy policies, strengthening regulatory frameworks, and advancing programs that ensure energy security and sustainability.

Mr. Senate President, distinguished colleagues, I respectfully express my unwavering support for the confirmation of the ad interim appointment of Henry R. Aguda as Secretary of the Department of Information and Communications Technology.
Secretary Aguda brings with him a wealth of experience and expertise that uniquely qualifies him for this role. His leadership as President and Chief Executive Officer in the Fintech industry demonstrated his ability to innovate, modernize systems, and harness digital solutions to expand financial inclusion for Filipinos.
With his previous experience as President and CEO, it displays his qualification to lead and inspire a vital Government Office essential for the continued advancement of Technology, adapting to change and making the most out of the same.
Working both in Government and the Private Sector has given him valuable insight into the challenges of governance, policymaking, and public service. This background equips him to bridge private sector innovation with the needs of the public sector.
His experience with a leading Telco Company further highlights his competence in managing large-scale digital infrastructure and services. This experience is directly relevant to the mission of the DICT to expand connectivity, strengthen cybersecurity, and accelerate digital transformation nationwide.
I am confident that Secretary Aguda's proven leadership, integrity, and vision will ensure that the DICT continues to be a driving force in advancing the Philippines' digital agenda.

I recognize the great sacrifices made by the members of the Armed Forces not only by them but also by their families who quietly bear the burden of service. These distinguished diplomats have been engaged in Foreign Service for over decades combined. Their credentials reveal that they fully comprehend the essential obligations of diplomacy – it is about advancing the interests of the Filipino people—at every negotiating table, in every consulate, and during every crisis. Diplomacy is more than dialogue; it is the art of advancing our national interest while maintaining harmony among nations.
Their service will help strengthen our bilateral relations, promote trade, and enhance security and cultural exchange — all while safeguarding the welfare of our overseas Filipinos who are key contributors to our nation’s progress.

Mr. Senate President, distinguished Members of this Commission, this representation respectfully reiterates full support for the confirmation of Retired Justice Jose Catral Mendoza as a Member of the Judicial Bar Council.
Justice Mendoza’s decades of service—from his early years as a trial court judge to his tenure as Associate Justice of the Supreme Court—reflect a deep understanding of the law and an unwavering commitment to justice. His landmark decisions have shaped Philippine jurisprudence, always guided by fairness, prudence, and fidelity to the Constitution.
One notable landmark decision of which he was the ponente was in Biraogo vs. Truth Commission, where it was declared that the creation of the Truth Commission was unconstitutional as it violated the equal protection clause granted by the Constitution.
With his years of experience in the Judiciary as well as the Judicial Bar Council, these will help ensure that only the most qualified, ethical, and competent individuals join the bench. His insight into the judicial process and his reputation for impartiality make him a valuable asset to the Council and to the Philippine justice system.

These officers’ qualifications, grounded on years of faithful service, reflect a level of leadership essential to the continued strengthening of our military institution.
These uniformed personnel stand as the country’s shield against threats to peace, sovereignty, and national stability. These men and women who lead its ranks carry responsibilities that extend far beyond administrative command — responsibilities that demand sound judgment, moral courage, and an unwavering commitment to the Constitution.
Their careers demonstrate not only professional excellence, but also resilience in the face of evolving security challenges. Whether responding to internal conflict, rebellion, supporting humanitarian missions, or safeguarding our territorial integrity, they have shown competence worthy of advancement.
We must also acknowledge the unheard indispensable sacrifices of their families, whose support enables our officers to serve without hesitation. It is through this shared devotion—between those in uniform and those who stand behind them—that the nation continues to benefit from a strong and dependable armed force.
In view of these, I respectfully express my full support for the confirmation of their appointments. May they continue to honor the trust placed upon them, and may their leadership contribute to a secure, peaceful, and united Philippines.
