Carlos is the oldest son in an immigrant family born and raised in the Inland Empire. As a first-generation college student, Carlos attended San Diego State University (SDSU) where he mentored high school students providing guidance about higher education and college. Carlos previously worked at the Secretary of State’s Office (SOS) advising agency management in the application of governmental procedures. Prior to joining the SOS, he was part of the Capital Fellows Program in 2016-2017. Carlos most recently worked as a Budget and Policy Analyst with the Governor’s Office of Finance on child care and early childhood development policies impacting the state. He graduated with a Master of Public Administration from the University of Southern California in 2019 and is currently pursuing his Doctorate in Political Science at Howard University.
