...Once that unrestricted cash was freed up, the School Board voted to transfer it out of the operational budget and put it in a capital account called Fund 40 (The Construction Vault). Now, when teachers ask for a raise or parents ask for special ed support, the district points to the empty General Fund and says, "We are broke!" But they aren't broke. Twin Rivers is currently sitting on a massive $188 Million ending fund balance. The Board legally has the power to vote that money back into the classroom tomorrow, but they refuse.
