My design’s main programs are the renovation of the Taipei City Government, and the new city council. Adding a shopping mall as the connection of two. Base on the location of Xinyi CBD, I want to tell a story about "Exchange" in a city through my design project. At the very beginning of this planning area, the government reorganized the state-owned land and sold a large amount of land to enterprises, in order to relieve the congestion of the old city in west Taipei and as a reason for the development of the new living areas. However, considering the legitimacy and the symbolism of the urban axis, the city hall was placed at the end of Ren'ai Road. Since then, the Taipei City Government and the Office of the president have been located at the two ends of the axis, becoming the most iconic place for citizens to hold democratic activities.
After the completion of the city hall in 1983, shopping malls, hotels, and headquarters buildings continued to be constructed in the following decades, and the government was also expanding the area of commercial land in every detail-plan specifications, and there's no way to hide the truth of the negotiation and exchange of land interests and political interests. As a result, creating a big contrast be- tween activities on the different side of the city hall. Today, I will rewrite this story. My architectural design demolishes the area on the original central axis of Taipei City Hall, arranges the new Taipei City Council in SongShou Plaza Park, and connects the two to create a new axis landscape. The boulevard, which is given the name of 'the People's Vision', opens to the citizens that crossed over the city hall and the city council. It starts at the end of the east side of Ren'ai Road and ends at Chianti Avenue Plaza, the core of the Xinyi Commercial District. When the citizens step on the boulevard, a play called "Exchange" begins.
