Jakarta is one of the big cities in Indonesia which is experiencing very significant population growth. One of the implications of this can be felt in the transportation sector, which continues to struggle with road infrastructure development, which is an elevated road to break down congestion. The flyover development plan only pays attention to mobility issues and puts aside problems related to the quality of urban space and the human side, which causes lost space. Other hand, we can use the lost space as a startup facility so that it can also contribute to the development of the digital economy. External extreme conditions such as motor vehicle pollution, road noise, lack of sun exposure, humidity, and poor air circulation are the main problems. The use of space requires special attention to workplace comfort. This thesis is expected to be able to provide a new perspective on the use of urban space in a more holistic manner. Dividing the workplace comfort design issue into two major issues, namely physical and psychological, opens perspectives to be able to resolve the environmental degradative impact. The design results show that paying attention to the surrounding context is the most important thing because it has a significant impact on the design of startup facilities. The required design strategy consists of; 1) acoustic comfort with perforated kinetic facade, noise diffraction reduction kansteen, and ceiling absorber, 2) respiratory comfort with vegetation waffle filtration and HEPA filter ventilation, 3) thermal comfort with chimney effect and sandwich wall thermal mass, 4) visual comfort with light well and levitation light shelves, 5) stress recovery with the application of vegetation, and 6) attention recovery with complementary supporting facilities. While the simulation results show the achievement of workplace comfort on physical issues such as noise, wind speed, pollution, temperature, and glare.
