In a test sheet, you have to handwrite the following:
1. Consider the definition of the Colombian State given in the Preamble of our Constitution and the first ten (10) articles. Then, explain in your own words, the following:
What is a Social State of Law (Estado Social de Derecho)? What other countries define themselves in this way?
How many 'essential goals of the State' (fines esenciales del Estado) are mentioned? Define each one briefly.
Do you think Colombia's international relations are, in practice, aimed at Latin American integration? (Art. 9) Justify your answer.
What happens if a particular law contradicts what the Consititution holds? What kind of norm (the civil law or a constitutional norm) is more important and why?
2. Consider the articles 103 - 106 of the Constitution. Then answer the following:
What are the principal means of political participation for citizens? Define each of them briefly.
What happens if the President decides, by his or her own choice, to change some fundamental norm of the Constitution? Can he or she just do it? What can be done to stop it?
Can the citizenship propose public proyects? If so, is the goverment responsable for carrying out the respective procedures?
3. Write a short essay (one page max.) anwering the following question: If the President wants to establish a dictatorship, how could he do it, given the checks and balances established in the Constitution? If you consider he would never be able to do it, justify why.
