As per Section 12006(a) of the 21st Century Cures Act, Electronic Visit Verification (EVV) is mandatory for all Medicaid-funded personal care services and home health services that require an in-home visit by a provider.
Electronic visit verification (EVV) is an electronic-based system that collects information through a secure website and verifies service delivery information. EVV can be utilized via the following methods: mobile application (GPS), telephony (IVR), or fixed object device (FOB). EVV must capture and verify the following: type of service provided, the individual receiving the service, the individual providing the service, the date of service, the location in which the service was delivered, and the time the service begins and ends.
DCWs and SSPs are required to utilize the company’s EVV Home Care Platform (HCP) scheduling system, HHAeXchange (HHAX), to record their time in and out and the tasks/duties/activities that they performed during each shift with a consumer or participant. If the HCP is not responding for whatever reason, DCWs and SSPs must complete and submit a paper timesheet.
Effective January 1, 2025, the Pennsylvania Department of Human Services (DHS) will require all DCWs to be EVV compliant for at least 85% of their shifts.
It is imperative that documentation of services is accurate and complete. Documenting times that differ from what was actually performed is considered Medicaid Fraud and can result in legal penalties, up to and including jail time.
