Winston Lim Sayson

I was born and raised in the Philippines for 18 years before immigrating to Canada in 1981. My cultural background is Chinese and Filipino. I speak English, Filipino (Tagalog), Fujian (Chinese dialect) and conversational Mandarin.

I have been a resident of Richmond, BC since 1981. I have been involved in community and volunteer activities.

• I have served as Trustee for the Board of the Richmond Hospital (1992-1997), Health Director on the Richmond Health Board, and a member of Richmond City Council’s Coordinating Committee on Ethnic Relations.

• I was an active member of the Evangelical Chinese Bible Church (1981 to 2010) and am currently an active member of the Willingdon Church (2010 to present). My volunteer service includes teaching Sunday school, leading small group bible studies, singing in the church choir, acting as an advisor for Youth and College fellowships, teaching baptismal classes, and leading worship.

• I volunteer with the Canadian Red Cross, Christian Legal Fellowship, and the Federation of Asian Canadian Lawyers. I mentor law students, articling students, and new lawyers. I provide lectures and presentations on topics such as mental health and wellness and the prosecution of crimes against children and vulnerable persons.

After 30 years of service as a trial Crown Counsel for the BC Prosecution Service of the Ministry of Attorney General, I retired in September 2019.

• Prosecution of all Provincial and Criminal Code offences in the Provincial and Supreme Courts of British Columbia.

• I specialized in the prosecution of sexual or violent crimes against children and other vulnerable persons and the prosecution of vehicular fatalities. I provided training to Crown Counsel, Victim Services, police, and criminology students in these areas of prosecutions.

• Prosecuted all Criminal and Provincial Offences in the Provincial Court (New Westminster, Langley, Burnaby, Delta, and Surrey) and in the Supreme Court of British Columbia (New Westminster & Vancouver)

• Trained & Mentored New Lawyers, Articling Students, Law Students, and Criminology Practicum Students

• Participated as a Member of the New Westminster Bar Association, Federation of Asian Canadian Lawyers - BC Branch, WestClass Criminal Law Group

Career Highlights and Recognition

December 2006: represented the Criminal Justice Branch of the Ministry of Attorney General on a project to China with the International Centre for Criminal Law Reform and Criminal Justice Policy. I gave a presentation on the Youth Justice System.

February 2009: selected for the International Visitor Leadership Program, at the invitation of the US Ambassador. The State Department of the USA sponsored this project. For three weeks, we travelled to five states learning about the policy and legal issues surrounding the regulation and integration of immigrants and refugees.

May 2010: awarded the “Criminal Justice System Leadership Award” by the Police Victim Services of British Columbia in recognition of my compassionate work with the victims of crimes and their families.

December 2011: appointed “Queen’s Counsel” by the Attorney General of British Columbia. The Queen's Counsel designation is an honour conferred on members of the legal profession to recognize exceptional merit and contribution. Appointees demonstrate professional integrity and good character.

October 2013: presented with a 25-year Long Service Award by the Province of British Columbia “to record the appreciation of the Government for integrity, loyalty, and conscientious performance of duty”.

May 2014: presented with the “Recognizing Excellence Award” from the Criminal Justice Branch of the Ministry of Justice:

October 2015 – received the VISION AWARD from the International Association of Forensic Nurses, for contribution to the promotion and advancement of Forensic Nursing.

Fait Saillants et Reconnaissances de Carrière:

• Février 2009 : sélectionné pour le International Visitor Leadership Program, à l’invitation de l’ambassadeur des États-Unis. Le Département d’État des États-Unis a parrainé cette projet. Pendant trois semaines, nous nous sommes rendus dans cinq États pour en apprendre davantage sur la politique et les questions relatives à la réglementation et à l’intégration des immigrants et des réfugiés.

•  Mai 2010 : prix du « Criminal Justice System Leadership Award » décerné par la Police Victim Services de la Colombie-Britannique en reconnaissance de mon travail empreint de compassion auprès des victimes des crimes et de leurs familles.
