Dr. Sean Dugan is a pediatrician and nationally recognized expert in forensic medical care for children impacted by abuse. He began his journey at Shasta Community Health Center in 2012 and transitioned to forensic work in 2014. Dr. Dugan developed the SHASTA (Strangulation Hypoxia Anoxia Symptom TBI Assessment), a pioneering forensic assessment tool that has been referenced in multiple academic papers for its role in improving clinical responses to interpersonal violence. As a founding member of the Children’s Legacy Center and a leader in Shasta County’s Sexual Assault Response Team, he helped transform access to trauma-informed care in Northern California. In 2025, Dr. Dugan became the Medical Director of Alaska CARES, Alaska’s largest hospital-based Children’s Advocacy Center, where he continues to lead innovation in pediatric forensic medicine.
