MISSION
The Permanent Mission of the Kingdom of Cambodia to the World Trade Organisation and Other International Organisations (Economy & Trade) in Geneva is responsible for strengthening economic and trade cooperation between the Kingdom of Cambodia and the World Trade Organisation, United Nations Conference on Trade and Development, International Trade Center, World Intellectual Property Organisation, United Nations Industrial Development Organisation and the World Customs Organisation.
Mr. Kemvichet Long joined the Ministry of Commerce of the Royal Government of Cambodia in 2008. Prior to his appointment as Ambassador in June 2021, Mr. Long served as the Deputy Director General for International Trade, a post where he was appointed in January 2019 after rising through every rank in the Ministry. In this capacity, Mr. Long was assigned to oversee the Department of International Cooperation which is the National Implementation Unit in charge of implementing the aid-for-trade and EIF programme in Cambodia. Among his notable achievements during this tenure, Mr. Long led the development and implementation of the Cambodia Trade Integration Strategy 2010-2023, the E-Commerce Strategy, the formulation and implementation of the Go4eCAM project and the development of Cambodia’s first B2B2C e-commerce marketplace called CambodiaTrade.
Mr. Long has extensive experience working with various multilateral and bilateral development partners in Cambodia notably the World Bank, Asian Development Bank, UNDP, UNIDO, IFAD, USAID, JICA, KOICA among others.
Mr. Long was also a member of various inter-ministerial committees including the Inter-Ministerial Committee on the Development of Cambodia’s Digital Economy and Society Policy Framework and Inter-Ministerial Committee on the Development of Digital Government Policy Framework and is also Cambodia’s focal point to the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP).
In term of trade negotiations, Mr. Long was a member of the Trade Negotiation Committee for the recently-concluded Cambodia-China Free Trade Agreement and the Cambodia-Korea Free Trade Agreement, in charge of Technical and Economic Cooperation negotiations. He also has experience in E-Commerce JSI negotiation in the WTO.
He is married and has two children.
Mr. Prasith joined a government civil servant for the Department of ASEAN and International Organizations, General Directorate of International Trade (GDIT) and Ministry of Commerce (MoC) since 1997. In 2008 he was the Deputy Director of International Cooperation Department involved in developed Cambodia Trade Integration Strategy wherein he was invited to be part of a Regional Trade for Trade in Asia-Pacific. In 2014 he served as the Director of Department of the Americas and then 2016 he became the Deputy Director General of International Trade in charge of ASEAN affairs, Mekong Regional Cooperation and others.
Prior working for the MoC, he worked as the Deputy Lead National Consultant which developed the Cambodia National Export Strategy in 2005, Business Development Manager to Craft Network-Cambodia, IFC, in 2007, and National Consultant for the Enhanced Integrated Framework in 2011. He was visiting Lecturer ENA Royal University of Law and Economy in 2013 and at the Royal School Administration in 2014-2015. In addition, he used to serve as a Marketing Executive the Apsara Media Group (TV11 & Radio 97) in 1996.
Mr. Borey Kheng was appointed by the Royal Government of the Kingdom of Cambodia as a civil servant in 2004 in the field of education and joined the Ministry of Commerce in 2010. He was assigned to work at the Department of Personnel as Chief Bureau of Human Resource Development. In 2015, he changed to the Department of Europe, Middle East and Africa and he was promoted to the Deputy Director in charge of Europe Affairs. He also has experiences working with bilateral meetings on the High-Level Working Group on Joint Investment Project between Cambodia and Russia, the meeting on Cambodia and European Union Joint Committee Subgroup on Trade, and preparation for the meeting with the Eurasian Economic Commission, the Turkey and Belarus on the Memorandum of Understanding as well as projects on the seeking new opportunities for trade, investment, and economic cooperation, and strengthening.
Before Mr. Kheng was appointed as the Commercial Advisor in August 2020 to the Permanent Mission of the Kingdom of Cambodia to the World Trade Organization and International Organization in relation to Economic and Commercial Sectors at Geneva, Switzerland, he also served as Director of the Department of Notifications and Legal Compliance on 2nd May 2016 responsible for all issues related to the WTO affairs, coordinated with relevant ministries in term of notifications, legal compliances related to trade matter and more importantly the Trade Policy Review (TPR) obligation and Mr. Kheng was the former member of some committees, sub-committees and working groups related to trade affairs.
He is married and has three children.
Mr. LY Lamy joined the Ministry of Commerce of the Royal Government of Cambodia in 2007. Prior to his appoint as Commercial Attaché, Mr. Lamy served as Deputy Director of Provincial Branch of Cambodia Import-Export Inspection and Fraud Repression Directorate General (Camcontrol) in Svay Rieng Province, a post where he was appointed in December 2016. Between 2007-2016, He worked from being an official through being as Chief Bureau of International Cooperation and Legal Affairs, the Department of Intellectual Property Rights, and the Secretariat of the National Committee for Intellectual Property Rights. During this period, he worked closely in cooperation with IP related local and international agencies.
Prior serving as government official, he worked as computer technical engineering at TE AIK HONG Company from 2004-2007.
In 2012, He granted Master degree of International Trade in Suwon, South Korea, under fully sponsorship by Korean International Cooperation Agency - KOICA. In 2004, He graduated bachelor degree from National University of Management, in field of Management Information System.
He is married with one daughter.
Mr. Sokheng KONG has joined the Ministry of Commerce in 2013. He has started his governmental career in Department of Multilateral Trade as an official where he participated mostly in Free Trade Agreements (FTAs) negotiation and sub-regional cooperation affairs. He was promoted as Chief of Trade in Services Negotiation Office in 2017 and a Deputy Director of the Notifications and Legal Compliance Department (so-called The WTO Department).
Mr. KONG was a negotiating members Working Group on Trade in Services of the Regional Comprehensive Economic Partnership (RCEP) and other ASEAN plus FTAs.
Mr. KONG was a member of the supporting team for the successful Cambodia’s 2nd Trade Policy Review in 2017. He experienced participating in multilateral development projects such as Aid for Trade (i.e. CEDEP-II) as a core team. In addition, Mr. KONG was a visiting Lecturer at public and private owned universities in Cambodia.
In the mid of 2020, Mr. KONG was appointed as a Commercial Attaché to the Embassy of the Kingdom of Cambodia in Brussels covers Belgium, Netherlands, Austria, Luxembourg and the European Union. In Brussels, he mainly focused on economic diplomacy areas such as Trade, Investment and Tourism promotional activities. Inevitably, he closely worked with the EU’s officials on the European trade policy and relations.
He is also a member of the few economic and trade policy think tanks in Cambodia.
Mr. KONG is married with one child.
