Yes, Google Transfer is the best way to do this. See below for further information on Google Transfer.
If you have a personal Gmail account you could use Google Transfer. Alternatively you could use Google Takeout to export a zip folder of your Drive content in formats such as Microsoft Office, PDF, Open Document or Rich/Plain Text. See below for further information.
NOTE:
Only files where you have Edit or Owner access will be transferred /downloaded
Further to your C2k account being removed by your school, other staff with whom you have shared documents will lose access. You may wish to reassign ownership of these files or copy to a Shared Drive before leaving.
Files containing personal pupil data should not be transferred or downloaded
Google Takeout allows you to export a zip folder of your Drive content in formats such as Microsoft Office, PDF, Open Document or Rich/Plain Text. If your new school has opted-in for Office 365, you could download Google format files as Office files and then upload to One Drive. There is also the option of transferring to a personal Google Account. See below for further information.

Yes, parental permission is required for Google Takeout as it is an additional service and not covered by the Google Workspace for Education terms of service.
Google offers two options to copy data from a Google Workspace account: Google Transfer and Google Takeout.
You can use one or both of these tools depending on the data you want to copy and the format in which it is needed. Your files will still remain in your C2k Google Account.
Google Transfer copies files from your Drive to another Google account. Please note:
Files are transferred from My Drive if you are the Owner or you an Editor and have added the file to your My Drive
Files in Shared with me will not be copied. To copy content others have shared with you, add those files to your My Drive.
Google Classrooms, Photos, Forms, Sites or My Maps are not transferred
Your destination Google account must have enough storage space. (If you are transferring to a personal Google account you must have enough available space.
Shared Drives are not supported
Content will be copied to a folder labelled with the original account name and the date the process was initiated.
The process can take some days to complete, depending on the amount of content. You will receive an email when the files have been copied across.
Copied files aren't shared with others. (You can choose to share them.)
Google Takeout allows you to export copies of content stored in Google to a local zip folder. Please note:
Files will be downloaded in a variety of formats e.g. Word, PPTX, XLSX JPG, PDF, MP4, JSON or HTML formats. Click on Multiple Formats to check how readable / useful downloaded files will be.
Google Classroom content is not downloaded in readable format; it is exported as JSON files. Use Takeout to download the Drive Classroom folder or Transfer to copy Drive content (which includes the Drive Classroom folder.
Takeout provides the option to deselect folders (at root level) you don't want to download. (Google transfer copies all My Drive content you own or can edit).
Options to download content from YouTube, Calendar, Contacts, Photos as well as Chrome Bookmarks.
Shared Drives are not supported
