It details how this funding has resulted in dozens of breakthrough innovations for neglected and emerging diseases that are saving lives worldwide while also generating considerable economic benefits at home and abroad—by both driving economic development in partner countries and catalyzing hundreds of thousands of new jobs and billions in economic activity in the United States. Alongside this report, coauthored by Policy Cures Research and the Global Health Technologies Coalition (GHTC), GHTC has also released a companion analysis and online tool documenting how these investments are providing returns on a state-by-state level across the United States.

Doing Well by Doing Good: Why Investing in Global Health R&D Benefits the United States and the World finds that US public spending on global health innovation delivers blockbuster returns, saving lives while generating billions of dollars in economic benefits globally and domestically. But US investments in global health research remain small—relative to the benefits they provide and the growing threats we face. And in 2022, research funding for neglected diseases fell by 11%.
The United States is a global leader in biomedical innovation. Much of that innovation is driven by public funding for medical research. That’s why we wanted to look at the return on America’s investments in research that targets global health challenges:
We looked at the $46 billion allocated over the last 16 years that has supported innovations for historically neglected diseases, emerging infectious diseases, and sexual and reproductive health challenges.
Neglected diseases include HIV, malaria, TB, and other diseases that disproportionately impact people living in the world’s poorest places. Emerging threats include diseases like COVID-19, Ebola, and chikungunya.
US government funding contributed to the development of 67 new health technologies that have been approved since 1999 for neglected and non-COVID emerging infectious diseases. The investments also are supporting a product development pipeline that now includes 261 promising innovations in late-stage development. The returns on this investment are significant–both globally and domestically:
COVID vaccines developed with US support saved millions of lives and contributed to saving about $900 billion in direct health care costs in the first year and a half after introduction.
Just a single new treatment for drug-resistant TB has the potential to generate $740 million in health care savings globally.
A new long-acting approach to HIV prevention could prevent 45% of new HIV infections in the United States—and 28% of those in low- and middle-income countries.
But the impact goes beyond these breakthrough innovations. This funding also delivers broader economic benefits as well:
Support for global health research is stimulating even greater investments from industry. That $46 billion in government funding is on track to catalyze an additional $102 billion from industry partners.
It’s boosting research capabilities and product manufacturing capacity in dozens of low- and middle-income countries.
It’s delivering economic benefits domestically as well. Over the last 16 years, government spending on global health research supported 600,000 American jobs and sparked $104 billion in direct economic activity.
It’s also the gift that keeps on giving. By continuing to inspire innovation, we estimate our $46 billion investment will eventually generate $255 billion for the US economy—a six-fold return. And while US economic benefits should not be the primary focus of global health research, neither can they be ignored.

We encourage US policymakers to look at global health R&D as one of the best investments a government can make. It’s right up there with roads, schools, and national defense.
