Strategic Plan

This page contains the summary of work completed by a large group of people from the Bullitt County Schools and the community. These individuals engaged in an intensive strategic planning process from March 2019 through October 2019. In BCPS we view strategic planning as an ongoing process with multi-year cycles. However, the Board of Education and District Leadership recognized that the process needed a startup phase. The following is the process facilitated by CF Educational Solutions and used to complete this strategic plan startup phase.

      1. Established the district’s current status.
      2. Documented the Board’s preferred future by creating aspirations.
      3. Established the district mission and values.
      4. Established key processes, key requirements, and quality performance measures.
      5. Established a common understanding of opportunities for improvement.
      6. Created a Plan-Do-Study-Act (PDSA) management process and an initial list of key priorities.
      7. Engaged key stakeholders in confirmation of the work.
      8. Wrote a startup phase strategic plan document.

Below are some important documents and processes that were developed as a result of the Strategic Plan Startup Phase. Click on the image to enlarge it.

Aspiration Statements

Aspirations define the future the district seeks. They were created by the Board of Education with feedback from the Strategic Advisory Team. They are free of specific programs, processes, or initiatives because the professional team within Bullitt County Public Schools will need to choose and adapt actual work over time to achieve these aspirations. Each statement includes the major long-term measures of success as envisioned by the senior leadership and the Board.

BCPS Mission and Core Values

In BCPS, we will achieve the aspirations set forth by our Board of Education and the community at large by being focused on student success and process quality. Our Mission will define the work. Our Core Values will guide our decisions and actions. Key processes will define the details and will guide continuous improvement and innovation. Long term continuous strategic planning will let the district capitalize on opportunities for improvement as they are discovered.

Key Processes with Process Measures

Through this process, the district identified 18 Key Processes that must function at the highest capacity possible to ensure optimal student experiences and success. Each Key Process is assigned a team of central office and building level leadership to identify quality measures for the Key Process and develop plans to improve those measures. The quality measures are also known as process measures. They are specifically designed to be non-evaluative feedback information that results in better aspiration performance.

PDSA: A System of Continuous Improvement

The PDSA Cycle (Plan-Do-Study-Act) is a systematic process for gaining valuable learning and knowledge for the continual improvement of a product, process, or service. The PDSA cycle is a system by which each Key Process Team will focus on continuous improvement. Originally developed for use in the business sector, it is a continuous cycle meant to provide a means for continuous improvement and is easily applied in the educational setting.

The cycle begins with the Plan step. This involves identifying a goal or purpose, formulating a theory based on available data, and defining success criteria or metrics. The next step of the cycle is the Do step, in which strategies and action steps to meet the identified success criteria are developed and implemented. Next comes the Study step, where outcomes are monitored to test the validity of the plan for signs of progress and success, or problems and areas for improvement. The Act step closes the cycle, integrating the learning generated by the entire process, which can be used to adjust the goal, change methods, reformulate a theory altogether, or broaden the learning – improvement cycle from a small-scale experiment to a larger implementation Plan. These four steps can be repeated over and over as part of a never-ending cycle of continual learning and improvement.

PDSA Action Plan Proposal Process

Our work will involve acting to improve and innovate. We recognize that new and innovative ideas can come from anywhere, and the district welcomes the opportunity for any stakeholder to share their ideas with us. Ideas for improvement may come from students, faculty and staff, the Board of Education, or the community. We have developed a process in which they will be scored based on their respective contribution to our mission, aspirations, and priorities. Ideas brought forward must be consistent with the district's Core Values and must be focused on advancing district success measures (process and aspirational). The process that will be used to approve PDSA Action Plan Proposals is illustrated in the image.

BCPS Graduate Profile

The foundation of our work must be to guarantee with confidence that our graduates are ready for the challenges of 21st-century life, work, and citizenship. Unlike a mission or vision statement, a graduate profile is a document that a school or district uses to specify the cognitive, personal, and interpersonal competencies that students should have when they graduate. The Bullitt County Public Schools Graduate Profile defines 21st Century Learning by specifying the outcomes that we, as a community, believe are important for student success in college, career, and beyond. The BCPS Graduate Profile was co-created with input from key stakeholders and is a clear visualization of priority goals for teaching and learning. The Graduate Profile also represents our business community's list of competencies critical to their continued success. Much like a compass, it will serve as our true north as we establish agreed-upon goals and norms of student learning. We will use the Profile to transform the people, systems, structures, and processes that support student learning throughout the district.
