Cyrus the Great was the first person to formally introduce human rights. He did this by creating the Cyrus Cylinder in 539 B.C. The Cyrus Cylinder held various information about the Persian empire at the time, including the Declaration of Human Rights. Cyrus the Great was known for his tolerance of the people and groups he conquered. He showed the Ancient Persians human rights like religious freedom and put an end to slavery at the time. For example, when Cyrus the Great conquered Babylon, he allowed its residents to live peacefully and continue to worship their god.

The U.S.' Bill of Rights gives freedoms and rights to American citizens. Both the Magna Carta and the Bill of Rights contain rights that are similar to Cyrus the Great's Declaration. Another document inspired by Cyrus the Great is the United Nations' Declaration of Rights. The U.N. Declaration of Human Rights is the most used human rights document today. It includes rights that are not determined by a person's ethnicity, gender, or education.

Humans can make decisions freely, worship freely, and have equality in most places due to human rights. Human rights are still widely discussed today. People often argue which rights should be displayed or given to citizens of a country. Countries like America and China have continuously disagreed on whether certain punishments or penalties are too harsh and inhumane to be given.
