This site is a gorgeous grassy green site that overlooks the Pacific. It's managed by the City of Pacific Grove. They've told us they will waive the need for a permit if it's just the couple, a photographer and an officiant. For weddings with more guests, a permit is required.
It also offers a rocky overlook where you can have a small ceremony.
What we love about this site:
Location: close to everything in Monterey/Pacific Grove.
Great view of the water.

Does require a permit.
Dogs are not allowed.
Accessibility
Parking: the closest parking spaces to the site are off-street. They do tend to fill quickly and stay that way. There are also a couple lots that are a 5-7-minute walk away. We strongly recommend carpooling or a shuttle service.
Access from parking: Accessible for most. Will require a walk from parking to ceremony site, but it's all paved/cement.
Additional Logistics
Dogs: no.
Bathrooms: no.
Suitable for children: yes, but make sure someone is holding their hands near the water or while crossing the street.
Max vehicles accommodated: many. The closest parking is off-street near the park and in the surrounding neighborhood, but there are a couple lots that are a 5-7-minute walk away. We strongly recommend carpooling or a shuttle service.

Permits and Fees
Permits are required for use of the park.
The price for the permit is $320/hour with a two-hour minimum.
To have music playing (live or recorded), there's a Sound Amplification fee of $82.
To use chairs, an arch, table or any other similar decorations, does require an Equipment Use permit.
A security deposit of $189 is also required.
