Improving Berkeley's CIP Process

The Mayor’s Office of the City of Berkeley has identified a need for a more transparent and comprehensive Capital Improvement Program (CIP) process that would prioritize projects in terms of needs, effectiveness, cost, resiliency, and equity. As part of our Transportaiton Planning Studio course at UC Berkeley, we researched strategies to improve project prioritization, tracking, and accountability in the City of Berkeley.

Our team conducted case studies on peer agencies and third-party Envision scoring criteria from the Institute of Sustainable Infrastructure (ISI). We also developed a prototype of a public-facing GIS dashboard to improve project tracking and accountability. On this website, we have published our policy recommendations and our dashboard for view.
