What is Title I?

Title I is the name of the largest federal aid program for schools in the United States. It is short for "Title I of the Elementary and Secondary Education Act of 1965, as amended by the Hawkins Stafford Elementary and Secondary Improvement Amendments of 1988." Formerly known as Chapter 1, Title I became the new name of the program under the Improving America's Schools Act of 1995. The purpose of Title I is to identify areas which may be difficult for children, provide instruction and support, and help the children to succeed.

How are children selected for Title I?

Children are selected for Title I in a variety of ways. All kindergartners and first graders are screened. Children are also selected based on recommendations by their regular classroom teacher, their teacher of the preceding year and by Title I screening. Title I is designed to help children who may need extra support in certain instructional areas and helps them gain strength in these areas to ensure success in school.

What do Title I services look like?

Title I services operate in two different ways and Title teachers, classroom teachers and administration decide which model works best for students and staff. Each year, BPM's Title I program services nearly 200 students in grades K-4, using a combination of instruction models.

The first model of instruction would be a "push-in" model in which the Title I teacher delivers instructional support to students within their classroom for 30 minutes daily, 5 days per week. During this time, the Title I teacher works in conjunction with the classroom teacher with students requiring extra support. Students are flexibly grouped, meaning they do not always meet with the same group on the same skill each day but instead, move in and out of groups as they master skills.

The second model of Title I instruction is to "pull-out" students from their regular classroom to receive support in a small group setting in one of two Title I classrooms. This group of 3-6 students meets daily for 30 minutes at a time and the time is scheduled with the classroom teacher so that it does not interfere with direct instruction in the classroom. Students in Title I will not be regularly pulled from their classroom during direct reading or math instruction or during lunch, recess or specials. Title services are meant to be delivered as supplemental support to students' regular classroom instruction delivered by their homeroom teacher.

What do students do in Title I?

Students participate in a variety of activities that correlate with skills learned in their classrooms. Activities are tailored to meet the needs of individual students within the small group in order to support students in ways that make them feel successful in the regular classroom setting. Reading strategies are taught using the Daily 5 and Cafe format that students have become familiar with in their classrooms as well as materials from the Wonders curriculum used in classroom reading instruction. Students set and meet reading goals in good-fit books selected for independent reading and receive support in the use of strategies to become more successful with independent reading. Writing and word work are also focused on in an effort to support readers in all areas.

How can I help my student become a better reader?

The best way to help your student become a better reader is to READ! Make it a daily habit to read to your student and listen to them read. Even older students enjoy being read to or partner reading with an adult. Students who see adults reading outside of the school environment are more likely to read and often have a better attitude towards reading.
