Barrio Planners was one of three consultants on this planning and economic study to prepare a neighborhood commercial revitalization strategy. The study was funded through a special grant of the Economic Development Administration and involved a one mile section of the Whittier Boulevard commercial district in Los Angeles County.
BPI responsibilities included a physical inventory and analysis of existing public and private conditions including land use, detail commercial uses, building conditions, parking and lighting, historic, and cultural landmarks. Other responsibilities included the analysis of public infrastructure needs, circulation, public transit, and pedestrian activity patterns. BPI prepared preliminary cost estimates for all public street improvements and developed consensus from the Revitalization Advisory Committee. The study was subsequently utilized to fund a six-million-dollar public improvement project for Whittier Boulevard.

BPI Responsibilities: Planning/Urban Design
BPI was the planning and urban design consultant with ERA; and assisted ERA in the economic feasibility study of historic Olvera Street in Downtown Los Angeles. BPI’s prime responsibility involved an inventory of existing uses, physical conditions, urban design analysis, and preparation or revitalization strategies, concepts, and recommendations. Public participation responsibilities included meetings and presentations to a 70-member merchants association, several Latino organizations, citywide homeowner associations, and Officials of the City of Los Angeles.

BPI Responsibilities: Planning/Urban Design
BPI was the Prime consultant on this planning and urban design study to prepare a conceptual plan for the La Placita Block, a part of El Pueblo de Los Angeles State Historic Park. BPI reviewed a structural evaluation of existing structures, analysis of parcels, ownership, circulation, and as well a historical overview of the La Placita Block. Through a contextual analysis of the El Pueblo District and the State General Plan, BPI developed a summary of development opportunities and contextual relationships. BPI prepared alternative concept plan for a public-oriented mixed-use development. The concepts include a performing arts theatre, historic, cultural and educational facilities, central courtyard, memorial garden, commercial uses and a 400-space parking structure.
