Background

The second CAADP Biennial Review (BR) Reports on the Implementation of the Malabo Declaration, was adopted by the 32nd Ordinary Session of the AU General Assembly, in February 2020. The Second BR Report revealed that out of 49 Member States that reported progress in implementing the Malabo Declaration, 36 had made positive progress between the two reviews (2017 and 2019) towards achieving the Malabo Commitment targets by 2025, while only four (4) attained or surpassed the minimum score required to be on-track. The CAADP BR report has gained popularity and is attracting more interest from stakeholders as a reference material, not only on the status of agricultural transformation in Africa, but also for evidence planning and formulation of National Agricultural Investment Plans (NAIPs).

In order to facilitate stakeholders’ engagement around the CAADP BR report and enhance its use, communication tools have been prepared, namely, the BR communication tool kit, and the CAADP BR Dash Board. However, the 3rd STC decision: requested the STC Bureau and AUC to hold consultations with Regional Economic Communities (RECs) on the two communication and advocacy tools (the CAADP Biennial Review Dash Board and the CAADP Biennial Review Toolkit) to generate broader consensus and ownership.


Objective of the consultations:

  1. To present and discuss the CAADP Communication Tool Kit

  2. To present and discuss the CAADP BR Dash Board

  3. To agree on recommendations on the way forward for these communication tools

Approach of the consultations

Based on the STC bureau recommendations, the meetings should be chaired by the members of the Bureau from the region and should be technical consultations (high level officials); the consultation will be done virtually based on AU political regions.

The consultations will be held virtually in 1 day for each region and is planned to take 4 hours.
