Special Services

Services available through the Office of Special Services:

Special Education Services: The Individuals with Disabilities Education Improvement Act of 2004, the federal law commonly referred to as IDEA, has established a process for determining a student's educational needs, determining whether or not a student has a disability, and obtaining special education services, if the student's disability requires them. The Columbiana Exempted Village School District complies with this federal law.


Services under Section 504 of the Rehabilitation Act: Before passage of the IDEA, Congress passed the Rehabilitation Act of 1973, which includes Section 504. That section requires that "no otherwise qualified individual with a disability...shall solely by reason of her or his disability, be excluded from the participation in, denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance," such as a public school district. The Columbiana Exempted Village School District complies with this federal law.


Services for English Learners: The term English Learner refers to those students whose native or home language is other than, or addition to, English, and whose current limitations in the ability to understand, speak, read or write in English inhibit their effective participation in a school's educational program and their ability to achieve the required academic standards. The terms English Language Learner (ELL) and Limited English Proficient (LEP) are other terms that refer to the same group of students. The Columbiana Exempted Village School District complies with the laws regarding serving students with english as a second language.
