The Teacher Incentive Allotment has two components required by the state:
Teacher Evaluation
Student Growth
The two components are weighted as follows:
Component Weight
Teacher Evaluation 25%
Student Growth 75%
TOTAL 100%
Evaluation Minimums
Academy ISD uses T-TESS to evaluate teacher performance. Domain 2 (Instruction) and Domain 3 (Learning Environment) have been established as priority areas of emphasis by TIA. Based on statewide observation data, TEA has also identified minimum score averages as measured across both domains of T-TESS. More information can be found in TEA's Teacher Observation Performance Standards document.
AISD T-TESS Evaluation Criteria
The T-TESS total score is 25% of the TIA score to determine designation.
Data is collected formally as outlined below:
All probationary and term contract teachers will have one (1) formal forty-five (45) minute observation annually scheduled by the appraiser.
All teachers will receive a written annual appraisal report provided to the teacher no later than fifteen (15) days prior to the last day of instruction for students.
All probationary and term contract teachers are required to have a minimum of two (2) documented walkthroughs annually.
Additional documented walkthroughs and/or informal observations may be conducted at the discretion of the appraiser or other supervisors.
Each dimension is scored on a 1-5 point scale as displayed in the below T-TESS Scoring chart. Domain 2 and 3 total score is determined by calculating the average of all dimensions across Domains 2 and 3 from a teacher's summative score. This information will be exported from Eduphoria.
To be eligible, teachers must earn a 3.5 or above as an average in Domains 2 and 3.
To be eligible for a TIA designation, teachers must earn a minimum student growth outcome. Based on statewide performance expectations, TEA established minimum expectations for student growth, which is 50%. More information can be found in TEA's Student Growth Performance Standards document.
The Student Growth measure counts for 75% of the TIA score to determine designation according to the Academy ISD score card weighting. Projected student growth will be determined using STAAR Transition tables, District Created Student Growth Expectations and a district-created rubric scale will be implemented for those using portfolios.
Student growth will be calculated for all students that have a designated fall (BOY) and spring (EOY) assessment. Student growth performance will be associated with a teacher or teachers based on the following enrollment criteria:
Teacher of record at PEIMS snapshot date (October), or
Teacher of record at PEIMS winter enrollment (February), or
Teacher of record at end of year test date enrollment (April), or
Student caseload for other 087 instructors that are not teachers of records (i.e. special education teachers, interventionists, dyslexia, etc.)
Teachers will be required to complete a PEIMS Membership Reconciliation process to ensure that class rosters are accurate. Student growth will be calculated at the teacher level. If a teacher is assigned to multiple assessed content areas, the average of the student growth content areas will be used for the student growth measure data.
Calculating Student Growth
For subjects in all pre-test/post-test growth targets will be district created.
For subjects in the STAAR student growth category, growth will be calculated using the TEA STAAR Transition table.
Portfolio subjects will use a rubric scale to determine growth targets for each of the skills
The Academy ISD TIA "One Pager" is a document that shows upcoming changes to our TIA Spending and Academic Plan with a timeline of when those changes will take effect.
