 Meet the  EC Dept. Staff at the Central Office

        Kristi Luffman Gaddis serves as Director of Student Services which is comprised of the following: EC Director, ESL Administrator, and 504 Coordinator. She also oversees the following staff and departments: School Nurses, Guidance Counselors, Social Workers, and School Psychologists.  She also serves as Drop Out Prevention Coordinator and administers the Foreign Exchange Program.

        Mrs. Gaddis received her undergraduate degree at NC State University and was a Child Welfare Scholar. She graduated Suma Cum Laude from UNC Charlotte in 2007 with a Masters Degree in Special Education. In 2008, she received her National Board certification as an Exceptional Needs Specialist: Early childhood through young adulthood. In 2010, she graduated from ASU with her Masters in School Administration. She has worked in the Yadkin County School system since 2002.

        Mrs. Gaddis has been married since 2007 to her husband Taylor, who also works in our school system. They have a 6 year old son, Wyatt, and a daughter, Hadley, born in October of 2014.


        Jackie Brackett is our EC Program Specialist with 36 years of experience with the Exceptional Children's Program.  Among many others, her functions include serving as LEA representative when Director cannot attend, assisting case managers in timeline management to ensure compliant EC process and paperwork, facilitating conversations between all school stakeholders regarding service delivery options for students with disabilities, attending staff development as directed by t he EC Director, and serving as both the behavior support liaison and McKinney-Vento (Homeless) liaison.

        Mrs. Brackett began her career in Yadkin County Schools in 1987 as a speech language pathologist and then as EC compliance specialist.

        She has 1 child, 4 stepchildren, and 9 grandchildren. She has NO spare time, but does enjoy the lake she lives on!

        Mrs. Garrett is the Exceptional Children's Dept. Data Manager. Having worked in Wilkes County Schools since 2000, she transferred to Yadkin County Schools in 2010. She manages the EC student data, submits state reports pertaining to it, among other things.

        Mrs. Garrett lives with her husband, Charles - also a Yadkin County Schools employee - and has four grown children and three grandchildren.  She enjoys her family, her church, and making greeting cards, as well as soaps and other mostly natural bath and body products.


        Mrs. Wagoner serves as the Administrative Assistant for the Exceptional Children's Department. In that capacity, she handles staff matters, purchase orders, and invoices, among many other duties.

        Mrs. Wagoner lives with her husband Ronald, also a Yadkin County Schools employee, as well as son Ayden, 12, and daughter Ayda, 4. In her spare time, she enjoys painting, cooking, and being a mom.


        The Exceptional Children's Compliance team is comprised of three Compliance Specialists who  serve several schools each. They work with the EC Teachers, ensuring that all records comply with federal and state guidelines and laws. Additionally, these Compliance Specialists administer educational assessments to our students. Their school assignments are as follows:

        Rhonda Cleary - Boonville, Jonesville, Starmount HS, Starmount MS, and Yadkin Early College
        Tonya Wall - East Bend, Fall Creek, Forbush MS, Forbush HS, and Yadkin Success Academy
