Deputy Attorney General

Christina F. McCabe

Christina F. McCabe is the Deputy Attorney General with the Human Services Division of the Wyoming Attorney General's Office. She received her J.D. from the University of Wyoming in 2007 after working as a paralegal for over 10 years. While at the University, Christina served as a teaching assistant for legal writing and appellate advocacy courses. Christina primarily represents the Wyoming Department of Family Services and is currently the lead attorney for adult protective matters. She is also certified as a Child Welfare Law Specialist by the National Association of Counsel for Children (NACC). Christina was appointed by Governor Mead as an ex-officio member of the State Advisory Council on Juvenile Justice in 2013. She is also an adjunct professor at Laramie County Community College teaching Legal Research and Writing to future paralegals. She also volunteers her time helping the next generation of entrepreneurs and business persons through the state high school conferences for DECA (An Association of Marketing Students) and FBLA (Future Business Leaders of America). In her free time, she enjoys reading, cooking, and spending time with her family and friends.

Supervising Attorneys General

Mike Kahler

Mike Kahler graduated from the University of Wyoming in 2000, earning a Bachelors of Science in Finance and a minor in Banking and Financial Services. After receiving his undergraduate degree, Mike worked as a project analyst for the Federal Reserve Bank in Denver from 2001 to 2003, when he returned to law school. Mike earned his law degree from the University of Wyoming College of Law in 2006 and worked in private practice assisting clients in estate planning, real estate transactions, probate, and various other matters. In 2007, Mike joined the Wyoming Attorney General's Office, Human Services Division. His agency clients include the Department of Transportation and the Pari-Mutuel Commission. He also monitors gaming issues in the state and assisted the Wyoming Lottery Corporation with legal advice during start-up until they could retain their own private counsel. During his time with the Attorney General's Office, Mike has also provided representation for the Department of Workforce Services, Department of Health, and the Department of Education.

Jackson Engels

Jackson began his legal career as a law clerk for the Honorable Scott W. Skavdahl in Wyoming's Seventh Judicial District. In 2009, he started at the Attorney General's Office, representing the Department of Transportation and then moving to the litigation section of the Tort Division. Jackson is currently a supervisor in the Human Services Division, representing the Department of Health.

Jackson has practiced in the Wyoming Office of Administrative Hearings, Wyoming Circuit and District Courts, the Federal District Court in Wyoming, the Wyoming Supreme Court, and the United States Tenth Circuit Court of Appeals.

Wendy S. Ross

Wendy S. Ross graduated from California Polytechnic State University in 2007 with a B.A. in History. She received her J.D. from the University of Wyoming in 2010 and moved to Cheyenne. Ms. Ross began her legal career with a general practice firm and represented clients in family law, criminal defense, and bankruptcy matters. Ms. Ross joined the Attorney General's Office in 2014. She represents the Wyoming Department of Family Services and focuses on assisting them in achieving permanency for children in abuse and neglect actions through termination of parental rights actions and guardianships. She also represents the Wyoming Child Support Enforcement Program. From 2012 through 2015, Ms. Ross served as the Laramie County Bar Association President. She is also an adjunct instructor in the paralegal studies program at Laramie County Community College teaching the family law class.

Senior Assistant Attorneys General

Melissa Bartley

Melissa grew up in Chugiak, Alaska and attended the University of Wyoming where she received her undergraduate degree in Biology and her law degree. Prior to attending law school, Melissa worked as the community engagement coordinator for the largest non-profit social service provider in Anchorage.

After law school Melissa served as Health Care Policy Advisor for Governor Matthew Mead. She went on to try her hand at litigation as a Deputy County and Prosecuting Attorney for Sublette County. She then served as an Assistant Attorney General for the State of Alaska in the Child Protection Unit where she managed a high-volume caseload in Western Alaska which covered 56 Alaska Native Villages. Melissa returned to Wyoming to serve as Senior Assistant Attorney General in the Human Services Division where she represents the Wyoming Department of Health.

In her spare time she enjoys hiking, biking, gardening, paddle boarding and skiing.

April Jamison

April was born in Minnesota but grew up in Gillette, Wyoming. She attended the University of Wyoming and received her B.A. in Humanities and Fine Arts (English, Spanish and Art) in 1999 and her J.D. in 2002. April practiced law in the private sector for the first several years of her legal career, which included family law, guardian ad litem work, real estate title research, contracts, debt collection and other civil matters. After taking time off to be a full-time parent, April worked (for two separate stints) as an attorney for Child Support Services of Wyoming in the Laramie, Wyoming office. She and her family moved to Cheyenne in 2020 after her husband was hired by Cheyenne Fire and Rescue. April was an associate attorney for a private law firm in Cheyenne from late 2021 until starting her career at the Attorney General's Office in 2023 where she serves as a Senior Assistant Attorney General in the Human Services Division representing the Wyoming Department of Health-Division of Healthcare Finance. 

Shawnna Lamb

Shawnna M. Lamb  was born and raised in Wyoming and attended the University of Wyoming to obtain her undergraduate education in Criminal Justice and Spanish, and studied abroad at universities in Mexico, Argentina and Spain before graduating magna cum laude in 2006. Shawnna went on to receive her juris doctorate from the University of Wyoming, College of Law in 2009. During law school Shawnna interned with the Wyoming Attorney General’s Human Services Division, the Laramie County District Attorney’s office and the University of Wyoming’s Domestic Violence Legal Assistance Project, where she was awarded the 2008-2009 Student Intern of the Year Award. Shawnna joined the Attorney General’s Office in July 2013 after a four-year stint in private practice, based primarily on medical malpractice defense and civil litigation. She is admitted to practice before the Wyoming Supreme Court, the United States District Court for the District of Wyoming, and the United States Court of Appeals for the Tenth Circuit. Shawnna serves as a prosecuting attorney in the Human Services Division. 

Charmaine Reed

Charmaine was born in Laramie and grew up in Sheridan, Wyoming.  She earned a bachelor’s degree in marketing from the University of Wyoming and, in 1997, earned her law degree also from U.W.  Charmaine has represented governmental entities for nearly twenty years including being the Riverton City Attorney and a deputy county attorney for both Sheridan County and Natrona County.  She also practiced in the private sector in Florida for five years.  Charmaine is happy to now be at the Attorney General’s Office in the Human Services Division representing the State of Wyoming Department of Health, Division of Healthcare Financing. 

Rebekha Dostal

Rebekha grew up in North Bend, Nebraska and attended Peru State College for her undergraduate, where she received her B.S. in Psychology and Criminal Justice Counseling. Rebekha attended law school at the University of Nebraska College of Law and was admitted into the Wyoming State Bar in 2018. Rebekha started her law career as a general practice attorney in Saratoga, Wyoming before she took her Associate Attorney position at Jackson & Ojeda, LLC in Cheyenne. While with J&O, Rebekha’s primary practice was in Family Law, specifically divorce and custody cases. In 2022, Rebekha joined the Laramie County Attorney’s Office, where she stayed until joining the Human Services Division of the Attorney General’s Office in 2024.

During her personal time, Rebekha enjoys being outdoors, reading and spending time with her family and friends, and her dogs, Gunner and Pepper.

Assistant Attorneys General

Callie Papoulas

Callie Papoulas graduated from the University of Wyoming’s Honor Program with a B.S. in Political Science and Environment and Natural Resources. She attended the University of Wyoming College of Law and graduated with her J.D. in 2019. In law school, Callie interned for the Consumer Protection Unit at the Wyoming Attorney General’s Office and externed for the Honorable Chief Judge Scott Skavdahl in the United States District Court for the District of Wyoming. After law school, Callie began her legal career working at the Wyoming Attorney General’s Office in the Water and Natural Resource Division, where she first advised the Department of Environmental Quality’s Solid and Hazardous Waste Division and then the Air Quality Division. Callie then went on to clerk for the Honorable Judge William Edelman in the Fourth Judicial District for the State of Wyoming. Callie accepted a position with the Attorney General’s Office in May of 2022, representing the Department of Family Services as an Assistant Attorney General. During her personal time, Callie enjoys spending time with her family and fiancé and their two dogs, Kieya and Aspen.

MacKenzie Sewell

MacKenzie grew up in Cheyenne, Wyoming. She received her B.A. in History and Sociology from the University of Wyoming in 2019. She attended the University of San Francisco School of Law, where she graduated with her J.D. in 2022. Following her time in California, MacKenzie came back to her home state. MacKenzie joined the Attorney General’s Office in August of 2022 as part of the Human Services Division. In her free time, MacKenzie enjoys hiking, reading,sewing, and spending time with her family and friends.
