Updated Bug State Transition Diagram

        Quite often we have heard users asking us why there are two similar action buttons when composing new bug, one is "Submit", the other is "Assign", and what's the difference between these two.  The intention was that "Submit" puts a bug to "New" state, whereas "Assign" puts bug to "Assigned" state.  We have listened to you and agree that we could make it simpler.  Now there is only one action button, "Submit", when composing a new bug.  

        When submiting a new bug, if fixer is filled, the bug becomes "Assigned" state.  If fixer is not filled, the bug stays in "New" state.
