Multi-Tiered Systems of Supports (MTSS) is a systemic multi-tiered instructional framework.  MTSS guides instruction and intervention to meet the individual needs of students.  Using the Team Initiated Problem Solving (TIPS), invested parties may collaborate to create a Personal Education Plan (PEP) to address a student's needs. The intervention/instructional plan is aimed at preventing the student from failing, not being promoted, or not graduating.  

    One goal of MTSS is to provide educators with relevant professional development so teachers may provide differentiated instruction for struggling students.  "Educating the Educator" often results in less students being referred to special education, as teachers are better prepared to implement research based interventions with confidence and fidelity.
