Notice on Implementation of Itemized Billing for Discharge Medications
(Effective 20 April 2026)
Please be informed that the itemized billing method based on drug acquisition cost will be extended to include patients discharged from all wards and the Emergency Department, effective 20 April 2026.
This follows earlier implementation for outpatient and daycare patients.
All prescribers are required to select the correct prescribing mode when issuing discharge medications, specifically: “Take Home Medication” for discharged patients.
This is important to ensure a smooth and accurate medication dispensing process.

As a result, stock of Morphine 2 mg/mL Syrup is limited and will be restricted to paediatric patients and those unable to take oxycodone.
Oxycodone capsules may be used as an alternative for adult patients where appropriate until supply stabilizes.

Please be informed that the Pharmacy Department is currently experiencing a supply disruption of Fentanyl Injection 50 mcg/mL. Stock levels are critically low (below 150 ampoules), and there is no confirmed restocking date at this time.
As a result, usage will be restricted to minimal critical cases, particularly in operating theatres. Alternative medications such as Morphine Injection and Pethidine Injection should be used where appropriate. In addition, the supply of Fentanyl 100 mcg/Ropivacaine 50 mg preparations will also be temporarily discontinued.
