James C. Kirkpatrick Excellence in Government Award

Article X – Excellence in Governance Day

A.    Event 

1.      The SGA shall host an event entitled Excellence in Governance Day, which shall take place annually in March or April.

2.      The event shall honor James C. Kirkpatrick, Distinguished Central Alumni.

3.      The event shall be open to anyone wishing to attend at no charge.

B.     Award Recipient

1.      Each year an individual will be selected to receive the James C. Kirkpatrick Excellence in Governance Award (Amended by Resolution #04259503 and Bill #09250702). The event shall honor James C. Kirkpatrick, distinguished Central Alumni and is based on the following criteria:

a.       Promotion of good government procedures.

b.      Promotion of efficiency and economy in government.

c.       Promotion of the public interests or policies, especially education, that pro bono publico rather than pro private commodo.

d.      The making of outstanding contributions, or the performance of outstanding service to the University of Central Missouri, the community, the state of Missouri, or the nation.

e.       Positive, friendly, and cooperative attitude toward the public in performance of governmental functions.

f.       An ability to retain the common touch and sense of humor

g.      Honesty, integrity, and strength of character.

h.      Loyalty to the University of Central Missouri, as well as to the family, community, state, and nation.

2.      Award recipients will be nominated by the Internal Issues Committee by the end of the Fall Semester prior to the spring of the ceremony.

3.      The award will consist of a engraved plaque reading:

Presented to

By the students of the

University of Central Missouri

4.      The event shall be planned in conjunction with the Office of the President.

5.      The award recipient will be voted on by both bodies no later than March 1st of that year by a simple majority of the Senate and the House of Representatives.

6.      In the event of a disagreement between the chambers, the deadline can be extended to allow both chambers to meet after the meeting of a conference committee.

C.     Program

1.      There shall be a program at which the award recipient shall be presented with his/her award.

2.      Following the award presentation, the recipient or a speaker of their choosing shall give a keynote address related to governance/government.

D.    Funding

1.      The students shall not provide funding for the University President’s dinner.

 2.      Funding for publicity, production, and speaker retention shall come from the Student Activity Fee.
