2017 Special Training for Employment Program of 1st District Congressman Hon. Francisco Jose F. Matugas

Dapa, Surigao del Norte – May 9, 2018. Technical Education and Skills Development Authority Surigao del Norte Provincial Office under the leadership of OIC-Provincial Director Allan S. Millan, MAEd, and Provincial Government of Surigao del Norte under its HEALS Plus Program of Governor Sol F. Matugas in partnership with Hon. Francisco Jose F. Matugas, Congressman of the 1st District of Surigao del Norte successfully held the 2017 Special Training for Employment Program (STEP) Mass Graduation & Distribution of Starter Tool Kits to the 121 graduates.


On this day, people of Siargao (Siargaonons) witnessed again the better side of the government through the collective efforts of our dear public officials. The starter toolkit is a mean for them to start a livelihood and to further sharpen the skills they have acquired from TESDA. To enumerate, we have the following number of graduates and tool kits given:

  1. Shielded Metal Arc Welding NC I (23 Graduates) – Welding Machine and Protective Equipment
    • Training Provider: Surigao del Norte College of Agriculture and Technology (SNCAT) under the leadership of Ms. Abegail B. Eupeña, College Administrator II

     2.     Domestic Refrigeration and Air-conditioning NC II (16 Graduates) – Tools for RAC repair
    • Training Provider: Provincial Training Center (PTC) Surigao del Norte under the leadership of Engr. Edwin C. Lanquino

     3.     Prepare Cold Meals (24 Graduates) Leading to Cookery NC II – Kitchen tools starter kit
    • Training Provider: Surigao del Norte College of Agriculture and Technology (SNCAT) under the leadership of Ms. Abegail B. Eupeña, College Administrator II\
     4.     Prepare and Cook Hot Meals (23 Graduates) Leading to Cookery NC II – Kitchen tools starter kit
    • Training Provider: Surigao del Norte College of Agriculture and Technology (SNCAT) under the leadership of Ms. Abegail B. Eupeña, College Administrator II

     5.    Perform Manicure and Pedicure (26 Graduates) Leading to Beauty Care NC II – Manicure and
            Pedicure Tool Set
    • Training Provider: Livelihood Training and Productivity Center (LTPC) under the leadership of Mr. Genaro B. Azarcon

     6.    Service Automotive Electrical Components (7 Graduates) Leading to Automotive Servicing NC II
            – Tools and Equipment for Automotive Repair
    • Training Provider: Surigao del Norte College of Agriculture and Technology (SNCAT) under the leadership of Ms. Abegail B. Eupeña, College Administrator II
The graduation day is made even more wonderful because of the presence of TESDA Regional Director Florencio F. Sunico, Jr., DPA, CESO III who delivered an inspirational message highlighting the need of skilled workers domestically and internationally.

Moreover, we are grateful that Hon. Francisco Jose F. Matugas, Congressman of the 1st District of Surigao del Norte personally handed-over the toolkits to the graduates. The Vice Mayor of Dapa, Surigao del Norte Hon. Francisco Matugas Gonzales together with his Sangguniang Bayan Members, Mrs. Felicitas Matugas Gonzales, the consultant of the office of the Congressman of the 1st District of Surigao del Norte, DPWH of 1st District Engr. Alex B. Ramos were also with us supporting TESDA.
