Advocacy is about influencing people, policies, structures and systems in order to bring about change. It is about influencing those in power to act more fairly. Tearfund defines advocacy as... "Influencing the decisions, policies and practices of powerful decision-makers, to address underlying causes of poverty, bring justice and support good development."

Advocacy can take place before a disaster, encouraging governments, businesses and leaders to reduce the risk of disasters on local communities, as well as after a disaster to ensure the most vulnerable are reached with aid and to ensure the response is effective and driven by the priorities of local communities.
