The Birth to Five Task Group is a joint subcommittee of the Child Welfare SubPAC and Early Childhood SubPAC. 
The purpose of the Birth to Five Task Group is to have early childhood perspective throughout the process to both inform next steps and create a stronger bridge between child welfare and early childhood.


The Birth to Five Task Group will:
  • Review data regarding fatalities of children age five and under;
  • Solicit feedback from other SubPAC Task Groups and stakeholders to answer the question "How do the child welfare and early childhood systems, in partnership with communities and families, prevent maltreatment of children age five and under?";
  • Explore the collaboration between early childhood and child welfare at both the state and local levels;
  • Make policy, procedure, and training recommendations for child welfare; and,
  • Make policy, procedure, and training recommendations for improving collaboration between early childhood and child welfare at both the state and local level.
A subcommittee of the Birth to Five Task Group, has also been organized to examine child protection processes as it relates to this task group.  
 
Background Information:
In 2012, Public Law 112-275, the “Protect Our Kids Act of 2012”, was enacted to establish a Commission to Eliminate Child Abuse and Neglect Fatalities. The purpose of the Commission is to develop a national strategy and recommendations for reducing child fatalities across the country resulting from child abuse and neglect. While no formal recommendations have been made, there is conversation at the national and state level to focus attention on fatalities of children age five and under. This includes recommendations regarding how child welfare screening decisions are made upon receipt of a report of suspected child abuse and/or neglect involving a child age five and under. The Birth to Five Task Group has been convened in order to prepare for national recommendations and to determine what, if any, Colorado-specific recommendations are needed.
