National Leader in Job Growth

Indiana’s private sector employment grew by 8,300 jobs in December, further bolstering a remarkable year of job gains.
The Hoosier State added nearly 54,000 jobs in 2012, the largest growth in a calendar year in more than a decade.

Best Business Environment

  • Indiana ranks 1st in the Midwest and 5th in the nation as the best place to do business in the Pollina Corporate Top 10 Pro-Business States for 2012 study (Aug. 2012).
  • Indiana ranks 5th in the nation for business friendliness and 7th for cost of living in CNBC’s “America’s Top States for Business” report (July 2012). 
  • Indiana ranks 1st in the Midwest and 5th in the nation in Chief Executive magazine’s annual “Best & Worst States” survey (May 2012). 
  • Indiana ranks best in the Midwest and 8th overall in Area Development magazine’s “Top States for Doing Business” study (Oct. 2012). 
  • Indiana is one of 9 states that now have triple-A credit ratings from all 3 agencies (Standard & Poor’s, Fitch, and Moody’s).

Top Tax Climate
  • Indiana ranks 1st in the Midwest and 11th nationally in the Tax Foundation’s 2012 Business Tax Climate Index (Oct. 2012).

Major initiatives since 2005 aimed at improving Indiana’s competitiveness:

  • Major Moves–Ten-year, fully funded highway plan that includes more than 200 new construction and 200 major preservation projects. 
  • Telecommunications Reform–Indiana’s Telecommunications Deregulation Act has brought increased competition, leading to new investments and jobs. 
  • Corporate Income Tax Reduction–HB 1004 will reduce Indiana’s corporate income tax from 8.5% to 6.5%. The tax will be reduced by 0.5% per year until 2015.
  • Right-To-Work–Indiana is the 23rd state in the nation to enact a right-to-work law.
  • Property Tax Relief–Cut property taxes by 1/3 and established a constitutional cap on tax rates for all classes of property.
  • R&D Tax Credit–Provides a tax credit equal to 15% of a company’s first $1 million of qualifying R&D expenditures, giving Indiana one of the highest R&D tax credit percentages in the country. 
  • VCI Tax Credit–Doubled from $500,000 to $1 million the maximum amount of tax credits that early stage firms can use to attract investment.
  • Patent Income Exemption–Exempts certain income derived from qualified patents from the calculation of a company’s tax liability.
  • Buy Indiana–Pumps up to $1.9 billion back into the Indiana economy by directing state agencies to purchase goods from Indiana businesses.


The Ohio County Economic Development Corporation owns and operates a 21-acre business park just one mile north of downtown Rising Sun. This park is initially platted with 14 lots that range in size from 0.848 acres to 2.660 acres, allowing for multiple uses. Located on Indiana State Road 56, the Business Park offers high visibility and easy access to Interstate 275 and the Cincinnati metropolitan region. The park is fully served by water, sewer, electric, natural gas and telecommunications utilities. 


The City of Rising Sun and Ohio County fully support economic development and are willing to consider incentives on an individual basis for new businesses locating in the Barbour Business Park or other locations in Rising Sun and Ohio County.


The Rising Sun Municipal Utilities (RSMU) serves the Barbour Business Park, providing electric, water and wastewater treatment facilities. The design capacity of water services is 1.44 million gallons per day, with average daily production at 0.27 million gallons per day. Wastewater treatment design capacity is 0.6 million gallons per day, with average daily output at 0.29 gallons per day. 
The Rising Sun Municipal Utilities is also on the cutting edge of technology and has recently installed a county-wide, wireless, high-speed internet service that is available at competitive rates to both commercial and residential customers.


The City of Rising Sun and Ohio County offer one of the lowest property tax rate structures in the State of Indiana. Projected tax rates can be easily calculated on an individual basis for interested businesses.
