Pixel Stretch Effect

1) Place image with subject in PS

2) Duplicate  the layer

3) Select Subject and refine mask 

4) Use the MArquee tool to select a tiny slice of the subject and click COMMAND J

5) On the selected strip of pixel layer, click Command T and Right click to WARP effect 

6) Adjust your pixels and stretch them holding the shift key 

7) Place the masked subject OVER the stretched pixels 

8) Filter Gallery : Add grain

9) Blur image a bit  

10) Use a gradient map to give it the color overlay look
