Click Filter > Liquify tool > use the smudge effect tool

Select face/ part you want to pixelate

Click filter > pixelate > mosaic > adjust slider

Select marquee tool
*make sure to select ADD to Selection
3. Make THIN selections of strips of the image
4. Command J
5. Move tool > left and right keys on key board

STEPS:
Duplicate background later > command J
Click FX > blending options
Channels> unclick EITHER R,G OR B > click ok
Click on move tool > left and right arrow keys to move
