·    The Limits of Declining School Enrollment

- A briefing paper by Barbara Radner, Ph.D., executive director of the Polk Bros. Foundation Center for Urban Education at DePaul University, about the effects of declining enrollment on schools and instruction. Professor Radner presented this paper to the Commission on November 26.
