Update on Maine State IDs and the Real ID Act

The Department of Homeland Security has issued an additional one-year waiver for the State of Maine’s REAL ID Act compliance, which will allow federal agencies to continue to accept driver's licenses and identification cards from Maine through Oct. 10, 2018. During this period, Maine driver’s licenses and IDs will be accepted as valid identification for federal purposes, such as entrance to federal facilities and boarding commercial aircraft.



Holiday Dates and Closures

Passports will not be accepted on the following dates due to holidays. Other dates on which Town Hall will be open but passports will not be accepted are indicated in blue.

2018 Dates
  • Week of October 1-5: Office Construction
  • Thursday, November 22 -- Thanksgiving
  • Tuesday, December 25 -- Christmas

2019 Dates
  • Tuesday, January 1 -- New Year's Day
  • Week of January 28-February 1 -- Winterfest Preparations
  • Thursday, July 4 -- Independence Day
  • Week of August 12-16 -- Summerfest Preparations


Passport Application Acceptance

U.S. citizens planning international travel may apply for their passports in the Community Services Office located at the Scarborough Municipal Building. Passport applications are accepted by appointment only Tuesday through Thursday, from 9:00 AM to 3:00 PM. There is no passport application processing on Mondays or Fridays.

For first-time passports (or renewals for children 15 and under), please remember to bring the following:
  • Completed DS-11 Form
    • Available online or in our office in town hall
    • Must be complete in black ink
    • Do not sign this form as it must be signed in person in our presence
  • Evidence of U.S. Citizenship - One of the following:
    The original evidence (certificate or passport), not a copy, will be submitted with the passport application. It will eventually be returned to you under separate cover
    • A certified birth certificate issued by the city, county, or state
      This must have a registrar’s raised, embossed, impressed, or multicolored seal, registrar’s signature, and the date the certificate was filed with the registrar’s office, which must be within 1 year of your birth. The full names of the applicant’s parent(s) must be listed on all certificated birth certificates
    • Previously issued undamaged U.S. Passport
    • Consular Report of Birth Abroad or Certification of Birth
    • Naturalization Certificate
    • Certificate of Citizenship
  • Identification - One of the following:
    Community Services can make a photocopy of your identification to go with the passport application
    • Valid Maine Driver's License
    • Valid Maine identification card
    • Previously issued, undamaged U.S. passport
    • Certificate of Naturalization with identifiable photo attached
    • Current Government ID (city, state or federal)
    • Current Military ID (military and dependents)
  • 2 checks
    • Please do not complete until in person
    • You will be paying for the passport fee and agent’s execution fee
    • You may also choose to pay extra for expedited service
  • 1 Passport photo
    • Contact Community Services for suggested local photographers
