Using Google Groups
The admin can create "groups" such as school faculty emails/lists in Active Directory that will maintain email lists when people are added/removed from AD. 
Individual can set up "groups" for their own committees, etc.
Admins in Google can set up groups for district teams, committees etc and designate/train a manager.

YOU CAN ONLY SHARE ALL OF YOUR INDIVIDUAL CONTACTS in Google Apps.  If you want to share "lists" use Google Groups.
