School Board Policy Manual 

The Governing Board meets the 2nd Monday of every month. 


Dallas Hillhouse--4 year term until 2018

Dallas Hillhouse, President

 

Dallas is in his fifth year as a board member. He is a promoter of education to youth in the Bicentennial Union High School District. He is currently a member of the La Paz County Youth Livestock Committee, where he has been a member for more than 15 years. He was made President of the La Paz County Fair Association this year. Dallas is employed by the Central Arizona Project as a Maintenance Specialist. He lives in Bouse, Arizona with his wonderful wife Sharon. They have four children and two grandchildren. Dallas believes that there is a strong need to promote education and agriculture to youth today.


Pam Wolfe, Vice-President

 

I am currently serving my second term on the board. I also serve on the Wenden Water Board and as President of the Bicentennial Union High Booster Club. I am very involved with the youth of our community through the 4H Program as well as coaching at a local elementary school. I am a graduate of Salome High School. My oldest son, Cory, is a SHS graduate. My youngest son, Jared, attends Salome Elementary School. I am the owner of the NuVu Beauty Salon. The positive aspect of serving on the Board is my ability to be an advocate for our students. Our students are our future. 

James D. Downing, Member

 

Jim Downing and his wife, Clare, have lived in McMullen Valley over 30 years and are small business owners in Salome. They have raised three children, all of whom graduated from Bicentennial Union High School. Their oldest, Will, graduated from the United States Military Academy at West Point and is currently a Lt. Colonel in the Army. He and his wife, Amy, and three children, Mac, Ashlyn and JD, are currently stationed at Ft. Lewis, Washington. Jim and Clare’s oldest daughter, Kathryn, graduated from Arizona State University and is married to Tyler Weisser, also a graduate of Bicentennial Union High School and Arizona State. Tyler and Kathryn, with their son, Kylan, live in Phoenix where they, too, are small business owners. Their youngest daughter, Jamie, graduated from Arizona State University, is employed by a startup utility software company, and lives in Scottsdale, AZ with her husband Grant Goss.

Jim served on the Bicentennial Union High School Governing Board in the late 80's and early 90's. He is also currently a member of the McMullen Valley Fire District Board. Jim was also the first president of the Board of the McMullen Valley Chamber of Commerce.

Carolyn Freedman, Member

 

My husband, Travis, and I are natives of Colorado but have lived in Arizona since 1996, and Brenda, AZ is our permanent home where we are raising our family.  We are the third generation in our family's company which has been doing business in LaPaz County since the 1980s.  We develop, own, and operate RV parks in Arizona and Idaho, and Travis and I manage the company's operations here in Arizona.

As a parent of children who attend the high school, I have been impressed by the quality of education our kids have access to, even in such a small district.  I am an avid supporter of the athletics program, student council, and clubs such as National Honor Society.  We have many bright, wonderful kids who need continued advocacy in support of their future endeavors.

I view board membership as a legitimate commitment and will devote the energy and time necessary to complete the required work, learning district policies and operating within their framework.  I am an experienced team player with the ability to understand varying perspectives and am pragmatic in my decision making.  I will act strategically, in line with the interests of the entire school community, and seek to be objective and fiscally responsible.  My heart is here, in this community, with these kids and families.

Jose M. Lizarraga, Member


My family has lived in the Quartzsite/Salome area for almost 30 years. My wife Stacie and I both graduated from Salome High School. I currently work for Quartzsite Fire District as a Captain/Paramedic. I also work as a Flight Paramedic for Tristate Careflight and instruct Fire and EMS classes for Arizona Western Collage. My wife also works as a Paramedic for American Medical Response in La Paz County and Blythe CA. We have two daughters that are currently attending Salome High, Ashley and Sammantha. We follow the High School Athletics programs closely and try to go to every game, home and away, to support the teams.

I feel strongly that my family’s lives have been positively affected by a quality education and the opportunity for higher learning. I believe that our children are the future of this community and country, even though we adults, parents and teachers sometimes scratch our heads and wonder about them. Many of them will become tomorrow’s leaders in whatever field they choose.

Alan Bunacini retired Chief of Phoenix Fire Department has a quote. “Firemen are our most important resource. We keep them for 20 to 30 years.” I feel this way about our employees. From our Superintendent to the custodians, everyone is important to the education of our children. I believe that it is the board’s responsibility to retain and support quality staff members. We must commit ourselves to meet the challenges before us and exceed the expectations of those we serve.
