Patrick has worked on different areas of cloud strategy and open Internet policy at Google since 2011.  He currently leads a team that reviews and approves the highly regulated and complex contracting arrangements for Google Cloud Platform with the top 5% of Google's cloud customers.  Previously, Patrick worked as a Strategy and Operations Principal and as Senior Policy Counsel for Free Expression and International Relations at Google.  Before then, through his own practice, Patrick developed the government-relations and regulatory strategies and advocacy for the market entry of regulated Competitive Local Exchange Carriers (CLECs) including NextG Networks (now Crown Castle, NYSE:CCI) and Sunesys (NYSE:PWR), was General Counsel for TowerSource. In the 1990s up through the telecom bust, Patrick was Director of Operations and Managing Director of Europe at Tetra Tech Communications (NASDAQ:TTEK) and oversaw the buildout of telecommunications infrastructure for various clients.  Patrick has led teams ranging from small to large (1 to 300 people) for the buildout of wireless telecommunications networks in the USA, Canada, Brazil, Germany, Czech Republic, Switzerland, France for major wireless carriers (Rogers Cantel, Comcast, Algar/Ericsson, Verizon, AT&T, Nextel, MetroPCS, Cricket). Patrick is also a co-founder and partner in PRMM Inmobiliaria S.A. de C.V. which has commercial holdings in Mexico.  Patrick founded the PSR lawifirm, llc.

In addition to these professional activities, since 2004, Patrick actively contributes to academia through affiliations with the University of Colorado at Boulder, where he was the faculty director and chief academic officer for the Interdisciplinary Telecommunications Program, an Adjunct Professor at the School of Law, and (currently) the currently Vice Chair of the Advisory Board for the Interdisciplinary Telecommunications Program. Additionally, Patrick holds an appointment as a Senior Affiliated Researcher at the Interdisiciplinary Centre for Law & ICT at the Katholieke Universiteit Leuven.  He has authored or co-authored more than two dozen law-review and policy articles. 

Patrick studied at the Monterey Institute of International Studies (a graduate school of Middlebury College), where he received a joint BA/MBA magna cum laude.  Additionally, Patrick holds three degrees in law: a Juris Doctorate from the University of Texas at Austin with Honors, an Executive Master of International Business Law from the Universität St. Gallen (Switzlerand), and a PhD. from the Katholieke Universiteit Leuven (Belgium).  

Patrick has two children and speaks fluent Spanish, French and German (and is learning Russian).  He is passionate about photography, collector automobiles, science fiction and college football.
