PDMPC NOTICE OF PUBLIC HEARING: 5:30 P.M. on 23 August, 2012


HEARD COUNTY, CENTRALHATCHEE, EPHESUS, AND FRANKLIN MULTI-JURISDICTIONAL PRE-DISASTER MITIGATION PLAN (PDMP) 

The Local Governments of Heard County, Centralhatchee, Ephesus, and Franklin and the PDMPC will hold a Multi-Jurisdictional Public Hearing at the Heard County Courthouse, Commission Chamber, 15 E. Court Square, Franklin, Georgia, 5:30 P.M. on 23 August, 2012. The purpose of the Public Hearing is to present the Final PDMP to the community and to adopt the plan at the Heard County Commission Meeting following the Public Hearing. 

The Legislative Bodies of Heard County, Town of Centralhatchee, and the Cities of Ephesus and Franklin unanimously adopted the Pre-Disaster Mitigation Plan Update Final Draft, by Joint Resolution for submission to the Georgia Emergency Management Agency (GEMA) for review and approval on 29 December, 2011.

The Local Governments of Heard County are pleased to announce the creation of the Pre-Disaster Mitigation Planning Committee (PDMPC). The Committee is working in cooperation with the Georgia Emergency Management Agency (GEMA), Federal Emergency Management Agency (FEMA), and the PMC – P & M Consulting Team to develop a Pre-Disaster Mitigation Plan (PDMP) for Heard County and the cities of Centralhatchee, Ephesus, and Franklin. Our local communities received a GEMA PDM Grant and are providing local match resources to fund the planning process.

 
The Plan is designed to address our vulnerability to natural and man-made hazards and serve to reduce future critical facility, community services, and residential or commercial property losses from hazardous events before they occur.  During development of the plan, community leaders will identify goals and actions to reduce the impacts of these hazards.  The Committee would like to have participation from regional and local businesses, agencies, entities, and citizens. A PDMPC meeting was held at the Heard County Fire & Emergency Services building, on April 1, 2011, 10:00 AM. The PDMPC viewed a Pre-Hazard Mitigation Plan Workshop Presentation and provided much needed information and guidance for the PDMP update.  Following the completion of the Draft Hazard Mitigation Plan, there will be a press release announcing a 30 day public review and comment period. A Public Hearing was held on April 12, 2011 at 6:30 PM in the Courtroom of the Heard County Courthouse to provide information on the PDM and to invite citizen and community input. The Pre-Hazard Mitigation Public Hearing Presentation provides an overview of Pre-Disaster Planning, the PDMPC Project Team and two Videos explaining this important FEMA - GEMA - Local Government collaboration. We were joined by the Heard County Commission and 26 Citizens.
