Club Bye-Laws & Guidelines

Bye-Law 1: Misconduct

1.1. Any member belonging to Oxford Touch Rugby (OTR) (hereinafter referred to as "the Club") may be reported to the Club for misconduct. Such a report shall be in writing to the Chairman giving details of the alleged misconduct and shall be given within one month of the alleged misconduct occurring. Misconduct shall be defined as a repeated or serious breach of the Club Code of Conduct.

1.2. The Chairman shall inform the person against whom the allegation was made, in writing, of the details of the allegation and of the time and place of any proposed hearing.

1.3. Any person against whom an allegation is made who fails to appear when called upon, without satisfactory explanation, may be suspended from the Club until that person so appears.

1.4. Any hearing will be presided over by all Officers of the Club. In the event that misconduct is alleged against an Officer of the Club, another member of the Executive Committee shall take the place on the hearing panel of the Officer facing allegations. The substitute shall be selected by the remaining Officers of the Club that are not facing allegations of misconduct. Any decision taken by the presiding officers will be based on unanimity.

1.5. Where deemed necessary, the presiding officers have recourse to the imposition of following sanctions:
  • A written warning
  • Temporary suspension from the Club
  • Expulsion from the Club for the remainder of the membership year (which currently runs from 1 September to 31 August) or for a period not exceeding twelve months in the event that membership falls due within the next six months
1.6. The Chairman shall notify the person against whom the allegation was made, in writing, of any decision and also notify the Executive Committee of the Club, and the Club member alleging misconduct.


Guideline 1: Team Selection

The following shall be used to guide selection of Oxford Touch representative teams. They are, however, only guidelines.

Elite squad

At the start of every season a trial evening will be held to select the core elite squad for the season. This squad will represent Oxford Touch in NTS (National Touch Series) competitions and other elite fixtures of comparable standard.

This will be run, and selection will be led, by the head coach (this is not an Oxford Touch committee position).
The coach, at their discretion, may call upon any member of the club to help run the trial and/or pick the squad.
As soon as possible after the trial, the coach will notify all trialists whether or not they have been selected. The make-up of the squad will also be communicated to ALL club members irrespective of whether or not they trialled.

The selected squad members:
  • Must be paid-up club members.
  • Must commit to regular training sessions throughout the season and make themselves available for the vast majority of NTS and other elite fixtures in the same season.
  • Can expect to be selected for NTS tournaments and other elite fixtures for the rest of the year.
  • May be dropped from the squad (and become ineligible for automatic NTS and other elite fixture selection) if attendance and/or commitment at training is deemed inadequate. This decision rests with the coach (who may liaise with other squad members in making their decision).
  • May be dropped from the squad, as above, if their conduct at any Oxford Touch session is not in accordance with the club’s Code of Conduct. De-selection on this basis will be a decision for the Oxford Touch committee.
  • Must notify the club’s fixture coordinator (or nominated delegate) no later than two weeks prior to a fixture if they are unavailable.
In the event that there are insufficient squad members available for any given NTS or other elite fixture two weeks prior to the fixture:
  1. The fixture coordinator (or nominated delegate) will notify ALL club members that additional players are required.
  2. Any club member may put her/himself forward for selection.
  3. The fixture coordinator (or nominated delegate) and coach will select additional players from those who put themselves forward. They reserve the right to select on any basis they see fit (likely to either be on merit, or on a first-come, first-served basis). Any club member should be told, on request, the basis for this selection.
  4. In the event that the squad is still short of players (has less than four women and six men for mixed fixtures) one week before the fixture, and provided every reasonable effort has been made to fill vacancies from the club’s membership, the fixture coordinator (or nominated delegate) (should be the same person as selecting from within the club) may approach any player from outside the club to represent Oxford Touch at the fixture.
After each fixture, all club members will be notified of the team’s performance and composition.

All other inter-club tournaments and fixtures

For all non-elite fixtures, all club members (irrespective of whether selected for the elite squad):
  • Will be notified of the fixture.
  • Are equally eligible to play for Oxford Touch.
  • Can expect to be selected ahead of non-club members.
Selection for all non-elite fixtures:
  • Will be the responsibility of the fixture coordinator (or nominated delegate) and coach.
  • Will be based on merit (in terms of conduct, demonstrable commitment to the club, and ability).
  • Will actively seek to include non-elite squad members with the aim of widening participation and exposing more club members to inter-club competition.
  • In the event that the squad is still short of players (has less than four women and six men for mixed fixtures) one week before the fixture, and provided every reasonable effort has been made to fill vacancies from the club’s membership, the fixture secretary (or nominated delegate) (should be the same person as selecting from within the club) may approach any player from outside the club to represent Oxford Touch at the fixture.
  • In the event that Oxford Touch enters multiple teams, selection between the teams will be done on a case-by-case basis
After each fixture, all club members will be notified of the team’s performance and composition.
